Prime Minister Mikhail Mishustin signed a decree on the creation of a register of microelectronics developers for tax benefits in support of the IT industry. This was announced on January 6, 2021 by the press service of the Cabinet of Ministers.
We are talking about a register of organizations that provide services for the design and development of products of the electronic component base and electronic products. It will be led by the Ministry of Industry and Trade. According to the Government of the Russian Federation, from January 1, 2021, "serious tax preferences" provided previously for Russian IT companies will be available to register participants - an indefinite reduction in the rate of insurance premiums from 14 to 7.6% and income tax from 20 to 3%.
The benefits will reduce the costs of design centers, increase their competitiveness in the global market, which should ultimately help Russia get away from the existing dependence on imported means of production and the electronic component base, the press service of the Cabinet said.
In addition to the tax maneuver, in which microelectronics developers from the new register will receive tax benefits, the IT industry development program includes five more areas of state support. This is stimulating demand and innovation through a system of grants, helping startups and developing public-private partnerships, as well as expanding the personnel base of the industry.
The support package for the IT industry (the so-called tax maneuver) entered into force on January 1, 2021. About 13 thousand companies will be able to claim benefits in the framework of the tax maneuver from 2021, Deputy Head of the Ministry of Digital Affairs RFMaksim Parshin told TASS.
According to him, the tax maneuver is unprecedented in terms of conditions for IT-Business, and the law as a whole can make Russian jurisdiction more attractive to industry companies than such popular jurisdictions as Ireland, Cyprus and other European countries.
