2018: Signing by Administration of the Tyumen region and Directum of the agreement on cooperation

On June 14, 2018 the Directum company announced agreement signature about cooperation with the Government of the Tyumen region. With assistance of the company in the region investment projects in the scientific and technical sphere will be implemented.

The government of the region of the Tyumen region intends to move towards digital economy. The Directum company as the developer of solutions in the field of electronic document management (e-document flow) will develop mobile solutions for convenience of work of staff of state agencies. Also in plans of the company – improvement of legally significant e-document flow at once in two directions: work with commercial structures and exchange of documents between budgetary institutions. Thus, the Government of the Tyumen region will be able to transfer work with documents to an electronic form completely.

Also intelligent instruments of document handling Directum Ario and the solution "Long-term Archive" for automation of archive office-work attracted interest.

2017: Integration of EDMS into the ССТУ.РФ portal

Since July 1 all information on citizens' appeals and results of their consideration is posted on the website ССТУ.РФ and controlled by the Russian President Administration. Specialists of Directum implemented the solution with two scenarios of the publication of information on the portal: in an automatic and semi-automatic mode.

The decree of the Russian President of April 17, 2017 No. 171 "About monitoring and the analysis of results of consideration of citizens' appeals and the organizations" obliges state bodies and the organizations to provide monthly electronically in the Russian President Administration data on results of consideration of citizens' appeals and the taken measures.

Necessary information is placed on the Internet portal ССТУ.РФ available only to authorized persons.

The government of the Tyumen region among the first started integration of the Uniform Interdepartmental Electronic Document Management System (UIEDMS) into the ССТУ.РФ portal. Specialists of DIRECTUM company implemented two scenarios of interaction with a resource:

• Automatic mode. The responsible starts in EDMS the scenario of unloading of the statuses of addresses on the website, as a result all data on addresses are updated. Data transmission is made through API ССТУ.РФ.
• Semi-automatic mode. At start of this scenario in EDMS the zip-archive with up-to-date information forms. Data are uploaded to the site ССТУ.РФ by the user with own hand in a personal account.

At solution development requirements to a format of import of data several times changed, there were questions to integration therefore active interaction with Expert Solutions company, the developer of the Internet portal was conducted. Besides, modification of separate reference books of the module "was required to DIRECTUM: Citizens' appeals" since it actively changed and improved under requirements of the Government of the Tyumen region.

2013-2014

District administrations of the Tyumen region work with a single system of electronic document management. Within the project the DIRECTUM company developed the special web solution using cloud computing.

In 2013 before DIRECTUM company and its general partner, RASTAM-IT, there was an uncommon task – to organize work of local government authorities of the Tyumen region in a single system of electronic document management through web access. Let's remind, the Government of the Tyumen region for several years step by step develops own IT infrastructure based on the DIRECTUM platform.

The research of key processes showed that it is required to solve a number of standard problems of district administration:

• registration of the entering and outgoing documentation;
• consideration and pronouncement of resolutions and orders of the management;
• control over execution of instructions;
• maintaining register of citizens' appeals;
• approval of regulating documents;
• control of execution of the instructions issued as a result of consideration of citizens' appeals.

In spite of the fact that these tasks are successfully carried out in modules Office and Citizens appeals of the basic DIRECTUM system, need of ensuring complete functionality during the work only through web access became the defining condition. Therefore individual development of web expansion which basis was formed by the cloud computing allowing to work with EDMS as with an online service was required. Thanks to them users had an opportunity of a full-fledged work with functionality of the DIRECTUM system.

For the most comfortable work of staff of administrations the interface of each form was worked in details out. And upon termination of an implementation project employees of 22 local government authorities passed training at places.

The leading specialist of Administration of the Isetsky municipal district Khudyakova Nadezhda Vladimirovna commented on project deliverables: Thanks to system implementation of DIRECTUM, we automated work on accounting of correspondence and work with citizens' appeals. Exchange of correspondence with executive authorities and Governor apparatus of the Tyumen region is conducted in electronic form now and also the control system of execution of instructions is adjusted. The implemented interface considers our requirements and allows to perform all necessary transactions via the web browser.

Further the Department of informatization of the Tyumen region plans development of an electronic document management system which is a link between executive authorities of the Tyumen region already now.

2005-2010

The new stage of development of EDMS in the Government of the Tyumen region integrated in one base of 29 separate servers. Now all work of state agencies with electronic documents is carried out in a single system.

The Tyumen region is one of the most successfully developing territorial subjects of the Russian Federation. For maintenance of the leading positions and ensuring further development the Government of the region actively uses information and communication technologies in the activity. The adopted target program "The Main Directions of Development of Informatization in the Tyumen Region (the Electronic Tyumen Region)" became an essential factor of progress of informatization in the region. Creation of the uniform automated electronic document management system and office-work was selected as a separate task within the Program.

For the solution of this major problem the implementation project of an electronic document management system starting in 2005 was approved. Within the project specialists of partners of DIRECTUM "Finex Quality" and "RASTAM-IT" company developed a number of specialized solutions based on the DIRECTUM system. The modules "Citizens' Appeal", "Control", "Government", "Integration" became them. At that time the possibility of creation of uniform base for all divisions of authorities was absent. The general implementation project was broken into point projects within which a system was installed step by step in each executive authority, depending on readiness of their infrastructure.

In November, 2010 the new stage of development of the project of automation which set as the purpose creation of uniform base on the basis of the systems of all executive authorities and the organization of interdepartmental interaction of employees of a state machinery started. Because each of databases had the features, on shoulders of GKU TO "The center of information technologies of the Tyumen region" the difficult task of carrying out converting of the given 29 separate bases laid down that required supplementary procedures of preparation.

Features of automation are commented by the head of department of implementation of DIRECTUM company Nikolay Pesterev: "The project on consolidation of bases of the Government of the Tyumen region – one of the most technically difficult and large-scale projects for all history of implementation. We needed to execute consolidation of a set of bases without intervention in the main work of users who already actively used a system therefore work was conducted by specialists of DIRECTUM round the clock. Directly consolidation of bases was implemented step by step: we carried out data migration to days off and holidays, in working time performed support of a system, provided training and consultation of employees, then continued to prepare for the next stage. It was similar to the continuous pipeline, and our employees with honor kept up with the set pace".

Creation of uniform electronic space at the level of all area allowed department of informatization of the Tyumen region to aim all material resources at the development of single solution, and, so to use them more effectively. Today all local government authorities are connected to the single database of the DIRECTUM system except executive authorities of area.

The government of the Tyumen region is going to continue development of electronic document management. At the moment connection to the system of subordinated organizations of executive authorities and territorial subdivisions of federal authorities – departments of the Pension Fund of the Russian Federation across the Tyumen region, TFCMI of the Tyumen region, regional government of FSB of the Russian Federation across the Tyumen region, the head department of the Ministry of Emergency Measures in the Tyumen region, the Center of special communication and information of Federal Guard Service of the Russian Federation in the Tyumen region is already performed.

The director of the department of informatization of the Tyumen region Albychev Alexander told about project deliverables: "System implementation of DIRECTUM passed in two stages: at the first stage we unified processes and approved them as uniform for all, then transferred departments of area from conducting local document flow for work on uniform processes and integrated data in uniform base. Thanks to enormous work in which specialists of executive authorities of the Tyumen region and the Center of information technologies of the Tyumen region, specialists of DIRECTUM company and its business partners were involved functioning of state agencies of the Tyumen region is performed in a single system and by uniform rules. And it is a subject of special pride. Thus, DIRECTUM became a core of a uniform interdepartmental electronic document management system of the Tyumen region".

In May, 2010 the "System of Uniform Electronic Document Management in Executive Authorities of the Tyumen Region" project was nominated at the 1st All-Russian tender: "Best solutions on creation of the systems of collective information processing at federal, regional and municipal level".

The abbreviation of ESED is used often for determination of a large-scale and end-to-end system of electronic document management integrating a large number of divisions and users. It can be EDMS of scales of the region of the Russian Federation, or any federal body. Uniform EDMS allows to increase efficiency of interaction between the ministries and departments, to reduce cost for transfer and to increase information transmission rate, to fully use modern information technologies. It is possible to give EDMS of the Tyumen region created based on the DIRECTUM system as an example. The Tyumen region is the region in which EDMS integrated all 32 executive authorities located in 20 buildings, including Governor apparatus, also a system integrated a part of local government authorities. The DIRECTUM system allowed to create the general documentary space with identical regulations of work with documents and the unified control system of their execution according to the resolution of the top officials of area. In total in a project deliverable more than 2500 employees were automated.
