The BFT company automated planning, budget implementation and management of municipal purchases in Yakutsk

December 25, 2014. City administration of Yakutsk together with BFT Company announced project completion which meant centralization of planning processes and budget implementation, managements of municipal purchases and also increase in openness of information on activity of authorities using the ATsK-Otkryty Budget portal.

Choosing a Solution

Until recently management of budget process of Yakutsk of the Sakha (Yakutia) Republic was executed in separate information systems using certain data warehouses. To increase effective management of public finance of Yakutsk and efficiency of expenditure of budgetary funds, in district city administration the decision on need of creation of an end-to-end automated system which would allow to manage public finance of the city in a common information space was made. As a result of a project work BFT Companies were entrusted.

Project Progress

Creation of technology infrastructure of Yakutsk includes automation of planning of the budget based on the ADC-Planning system, budget implementation using the ADC-Finance system, managements of municipal purchases "ATsK-Munitsipalny a segment of a Contract system". Besides, large-scale events for increase in openness and availability to the residents of Yakutsk and the organizations performing business activities in the territory of the city, information on activity of authorities in the field of management of public finance and city economy were held.

Result

So, thanks to implementation of the ATsK-Otkryty Budget portal increase in knowledge of the population and business about a financial status of the city, about the main priorities and the directions of expenses from the budget, about existence of debt obligations and to other indicators is expected.

Now experts of BFT Company already conduct an expert and analytical research of the legal framework and the software and hardware of functioning of a system.

As the deputy head of the city district noted "city of Yakutsk" on economy and finance Egor POPOV: "Thanks to uniform approach to management of public finance of Yakutsk, we expect that process of acceptance of management decisions will become more operational. In many respects it will be reached due to work of all participants of budget process in a common information space – today jointly with specialists of BFT Company we develop detailed scheduled plans on connection to an end-to-end system of management of public finance about 200 municipal authorities of Yakutsk, including 30 main managers and managers of budgetary funds, 28 administrators of budget revenues and administrators of budget deficit financing sources".

In more detail Alyona Neustroyeva, the head of the department of finance of District administration of Yakutsk told about how there took place process of its creation in April, 2017. Today all city institutions of Yakutsk work in uniform base of planning of the budget "ADC-Planning" and create the systems of the purposes, tasks, lists of municipal programs, subprogrammes and the main actions on the basis of which budget statements of participants of budget process for the next financial year and planning period are created. Along with budget schedule system in Finance department process of budget implementation based on the software solution "ADC-Finance" was upgraded. All participants of budget process of Yakutsk work in a common information space on the unified regulations and rules that excludes duplication and repeated information input. The ATsK-Munitsipalny Order system integrates all participants of procurement procedures of the city and provides formation of all necessary documents by uniform rules and regulations according to Federal law No. 44-FZ.

The results of implementation of purchases by customers of the city district City of Yakutsk for 2016 were summed up by the head of department of municipal purchases of District administration of Yakutsk Alexey Popov. He noted that as of December 31, 2016 by Authorized body in the unified information system in the field of purchases it is published 1468 purchases for the amount of 5.1 billion rubles, the amount under protocols was 3.5 billion rubles. Conditional economy of budgetary funds according to complete procedures for 2016 made 375 million rubles or 9.67% of the starting (maximum) price of contracts. In comparison with the placed purchases of 2015 the total amount of purchases in 2016 decreased by 19.4%, but at the same time in 2016 the volume of the placed electronic auctions increased by 22% in comparison with the same period of 2015. At the same time for 2016 in comparison with 2015 economy of budgetary funds according to complete procedures increased by 29.8%.
