Russian Post buys automatic post offices for 1.25 billion rubles

On December 1, 2020 Rostec announced deliveries more than 4.8 thousand automatic post offices for Russian Post. The relevant contract was signed according to the results of competitive procedures for the amount of 1.25 billion rubles. The Avtomatika concern entering into Rostec, Ruselectronics holding and the National Center of Informatization (NCI) will be engaged in project implementation.

In accordance with the terms agreements, 4,804 automatic post offices will be delivered, including 1972 devices it is going to install in Moscow and St. Petersburg. In addition to supplies of equipment, the contract provides rendering services in logistics, service maintenance and warranty maintenance.

The data archive is noted that the software of stations allows to exercise monitoring and network management of automatic post offices in real time, to create and also to display information in mobile application. The set of electroautomatic equipment of each station includes control block, the POS terminal for payment, the touch screen, the scanner of a barcode and the QR code, a video surveillance system, electromechanical locks and devices of power supply.

Automatic post offices will be delivered to Russian Post for the organization of contactless delivery in 37 regions of the country. As the industrial director of a radio-electronic complex of Rostec Sergey Sakhnenko noted, COVID-19 coronavirus pandemic significantly increased demand for the equipment for the organization of the automated issue of goods.

Change of terms of purchase of automatic post offices

In September, 2020 Russian Post postponed purchase of automatic post offices for 1.5 billion rubles due to the lack of interest at suppliers. According to Kommersant with reference to the website of state procurements, at least two companies was sent to the mail operator by questions on supplies of equipment, but case did not reach commercial offers — was not submitted any purchasing request.

Did not begin to comment on the reasons of failure of the tender in Russian Post, but confirmed desire to continue to develop the project. It "the correct business concept", was assured of the press service of the company.

The participants of the market of atomatizirovanny mail stations polled by the newspaper consider that the reason of such reaction of suppliers — technical. Russian Post specified rather ambitious terms for which none of suppliers could subscribe in the tender, the CEO of Halva network Denis Petrushevsky reported the edition.

According to technical specifications, the contractor should deliver the first batch from 1 thousand central consoles and 1 thousand additional cabinets within a month from the date of signing of the contract. The market is not ready to the stated requirements, Nadezhda Romanova claims PickPoint. At the same time it is possible to call the price offered by Russian Post adequate, the partner of Data Insight Fedor Virin told.

Kind of market participants did not comment on the transaction, only representatives of Russian Post or company of the contractor can state the real reasons. We speak about the state organization with huge capacities — the CEO of federal logistic company IML Elena Shutyuk noted.

According to Kommersant, Russian Post can move up schedules of purchase and start of automatic post offices, and everything will depend on how quickly Russian Post will hold the new tender.[2]

Purchase of automatic post offices for 1.4 billion rubles

At the beginning of August, 2020 it became known that "Russian Post" buys automatic post offices on 1.4 billion rubles and will set them in shops "Magnet" and "Dixy".

In 2019 Russian Post was connected to 1 thousand partner points of issue of orders and 1 thousand pochtamat.  Now the company intends to develop own network of automatic post offices: the equipment in number of 5 thousand units purchases according to the leasing scheme. The beginning of installation of the equipment will take place until the end of 2020.

As reported in Russian Post, the decision on expansion of network of pochtamat was made on Board of Directors of the company at a meeting on August 3, 2020. Quality improvement of customer service, expansion of a covering of network of issue of orders of e-commerce, decrease in queues in departments of a mail service and influence on financial results (growth of income from the product "Sendings Online") are called the purposes of the investment project.

The mail operator is going to place automatic post offices in Magnit and Diksi networks, told Kommersant the source familiar with the project, and a source in the e-commerce market. In Magnet negotiations confirmed, in Dixy did not respond the edition to the request.

Russian Post wants to become "the reference logistic partner for the Russian and international industry of Internet trade", the newspaper quotes the head of the company Maxim Akimov.

As  from the point of view of service, and  the choice of the locations of pochtamat we proceeded  from this to provide the best client experience — Akimov emphasized, commenting on start of the new project.

According to the CEO of PickPoint Nadezhda Romanova, network of 5  thousand terminals — input "minimum threshold" on the market. But network retail is already almost completely occupied with automatic post offices therefore it makes sense to consider other types of locations, she considers.[3]
