According to RBC, citing sources close to the relevant departments and the government, ANO BRE has prepared 98 thousand articles during its work, of which only half were published on the portal of the Great Russian Encyclopedia. Liquidation of the project "Big Russian Encyclopedia," its materials are transmitted by "Ruviki"

The government plans in the near future to allocate the necessary funding from the Reserve Fund to ANO BRE to pay off debts to employees, which was formed in 2024. Problems with the financing of the encyclopedia began in the spring of 2024, when employees reported non-payment of salaries from December 2023.

The Great Russian Encyclopedia, which is the successor to the Great Soviet Encyclopedia, was created in 2019 by government order as a nationwide interactive scientific and educational portal. The project was implemented with the financial support of the Ministry of Digital Development, Communications and Mass Media of Russia.

The executive editor of the portal, Sergei Kravets, previously reported that the total budget of the BDE for 2024 was planned at about ₽1 billion, of which almost two-thirds were intended to pay wages. The organization had 417 employees, most of whom were involved in the editorial complex.

2019

Acceptance of works from the tender winner for development of the portal editorial system

In December 2019, Digital Banking Technologies (CBT) handed over to the Big Russian Encyclopedia (BRE) publishing house the results of work performed in accordance with the agreement concluded with it in September 2019 based on the results of a tender for the development of the editorial system of the Big Russian Encyclopedia portal. The creation of an ANO BDE has several goals. In particular, the organization will provide services for: ensuring citizens' access to knowledge, information, cultural values ​ ​ and benefits; systematization, updating and dissemination of modern scientific knowledge; ensuring interaction between competent sources of information, as well as promoting scientific support for the education system of Russia.

According to the charter of the Autonomous Non-Profit Organization, the subject of the organization's activities includes:

  • creating and ensuring the operation of a constantly updated nationwide interactive encyclopedic portal,
  • organization of scientific research, collection, processing and dissemination of accessible, prompt and reliable information on the state of the world and society, as well as information and analytical support for educational activities,
  • expert and analytical support of scientific activities and monitoring of the world experience of scientific research and educational technologies.

The list of activities of the ANO includes: the creation and distribution of encyclopedic and other scientific, popular science and reference information resources; publishing, including on the Internet; production and distribution of multimedia products; development and dissemination of mass media; provision of editorial and publishing services; implementation of cartographic and map-publishing works and their production. In addition, ANO BDE will be able to conduct the educational activities[4].

Order of Prime Minister Medvedev on the creation of the portal

The editor of the BDE assured that Wikipedia will have its own audience, "which is not so important for the reliability of knowledge in detail." Determination of the tender winner for the portal editorial system development

In addition to the winner of the tender, the company "Applana Development Center" took part in the competition. The price offered to her, 131.9 million rubles, was 700 thousand rubles less than the price of the winner of the competition.

On July 10, 2019, the scientific publishing house "Big Russian Encyclopedia" (BRE) announced a competition for the development of an editorial system as part of a project to create a nationwide interactive encyclopedic portal. The cost of the work was estimated at 132.9 million rubles[8].

Applications developed within the framework of the project were supposed to use only Open Source solutions and libraries. The visual interface should be focused on working in the web (support for HTML5, CSS3, JavaScript). When choosing hardware, the priority should be technical solutions of domestic production that meet the requirements for import substitution.

The system was to be created by December 25, 2019. It is assumed that it will increase the efficiency of the editorial process for preparing publishing materials.

2018: The government approved the concept of the portal "Big Russian Encyclopedia"

In December 2018, the Russian government approved the concept of the portal "Big Russian Encyclopedia," the development of which the publishing house of the same name began in the spring of 2016. According to the document, the portal will be a constantly updated information resource based on the electronic version of the 35-volume "Big Russian Encyclopedia" (2004-2017) and other scientifically verified sources of knowledge. The site will be intended for a wide range of users and consolidate reliable and up-to-date information about the development and state of the world and society. Its adapted resources, according to the document, will be gradually incorporated into the practice of schooling.

Site architecture shall ensure fulfillment of the following requirements:

1. Serving at least 15 million unique visitors/50 million sessions/250 million page impressions per day;

2. Maintenance of at least 50 thousand simultaneous views of multimedia materials;

3. Maintenance of at least 1 million simultaneous permanent long-lived connections ("long polling") for content translation to client applications;

4. Sending at least 10 million messages per day by e-mail;

5. Maximum time for generation of dynamically created pages (excluding time for information delivery) - not more than one second;

6. Maximum time of static pages generation (excluding time for information delivery) - not more than one tenth of a second;

7. Minimum speed of information delivery to the visitor is at least 2 Mbit/s (for visitors with comparable or higher access speed);

8. Portal fault tolerance level is not less than 99.99% during the reporting period.

The architecture of the portal should ensure the fulfillment of these requirements in normal and emergency modes. In the latter case, the functionality and/or volume of information provided to visitors may be reduced.

As functional requirements for the resource, the concept notes:

  • Storing and processing large amounts of data
  • well-structured data;
  • The possibility of different data structures
  • a large number of relationships between data;
  • Working with different types of data
  • Working with external data sources
  • using metadata and ontologies;
  • interaction with a large number of users;
  • Support for different types of users
  • availability of a communication component;
  • interoperability;
  • linguistic support.

According to the concept, the site should be based on the principle of open architecture.

Regarding the portal software (software), the document notes that when creating it, the priority is to use:

  • software solutions of a similar orientation, based on similar principles and developed earlier within the framework of informatization measures implemented by state bodies and their subordinate institutions, including standard software solutions placed in the national fund of algorithms and programs for electronic computers, taking into account the technical possibility of using these solutions;
  • software, information about which is included in the unified register of Russian programs for electronic computers and databases, as well as having open source code as system-wide software.

The design of the resource software should take into account possible attack vectors aimed at extracting personal data of users and replacing the contents of the resource pages. Various possible types of software attacks, in particular code injections and cross-site scripting, should also be taken into account.

Stages of creation

The work plan for the creation of the site provides for a preliminary stage of pre-project preparation and several stages of work on the development of a resource with a total duration of 33 months with a start in October 2019.

In 2019-2020, an expert community of the portal should be formed and a system of intra-editorial document management should be developed. It includes:

  • a thematic section consisting of several types of thematic articles: reference, dictionary, basic article, materials for specialists from industry publications;
  • seven types of services: plots, micro-concepts, chronotopes, "from quote to source," "prerequisites and consequences," "comparisons by standard indicators," "generalizing slot";
  • partner content;
  • media content of all formats;
  • cartographic material;
  • bibliography with reference to an electronic edition in the event of a legal copy

The following is also planned for 2020:

  • creating thematic vocabulary and filling it with encyclopedic concepts;
  • creation of new slots in scientific editions;
  • development of an adapted school version of an encyclopedia on astronomy and history;
  • training of employees to work in the system;
  • creating a multilingual editor for working with articles in the system, in particular, supporting the language of notes;
  • creating a prototype of the portal "Big Russian Encyclopedia" for the user.

In 2021, the creation of the content of the resource should be continued, its document management system with all components and databases (directories) was launched, the security of the site was resolved, and its public part was developed. In particular, its user interface was created taking into account access to the public part of the expert community and a system of interactive interaction with the user was developed.

In 2022, the portal was to be put into public space in test mode, then its errors should be eliminated and adjusted, and then it is planned to launch it in working mode.

Financing plan in the amount of 1.98 billion rubles for two years

The total costs of the portal "Big Russian Encyclopedia" for 2019-2022. will amount to 1.989 billion rubles.

According to the amendments to the budget for 2019 and the planning period 2020-2021, in 2019 the state subsidy to the Big Russian Encyclopedia publishing house for the creation and operation of the portal amounted to 302.2 million rubles.

The publisher spent this subsidy mainly on:

  • development of an editorial resource system;
  • acquisition of fixed assets intended for creation and operation of the site, including computer hardware, telecommunication and server equipment,
  • purchase and installation of personal computers;
  • purchase, installation, technical support, updating and integrated maintenance of system and application licensed software and information and reference systems;
  • acquisition of information protection tools;
  • installation of telecommunications and computer network, including fiber-optic communication lines, replacement and expansion of electrical networks;
  • remuneration of employees of scientific editions, staff of the main editorial office and executive directorate, payment of remuneration to authors for the creation of portal content;
  • economic expenses for the maintenance and maintenance of occupied premises, payment of utility costs, communication services, security and observance of the fire safety regime of facilities.

In 2020, the subsidy of the ANO "Big Russian Encyclopedia" for the creation and functioning of the resource, as follows from the draft federal budget for 2020 and the planning period 2021-2022, will amount to 684.5 million rubles. The organization will mainly spend this subsidy on:

  • continued development of the site software; (it is planned to put into commercial operation the previously developed functional subsystems of the portal);
  • continuation of the acquisition of application licensed software and information and reference systems, computer equipment in connection with the planned increase in the number of employees,
  • expenses for maintenance and maintenance of occupied premises, including payment of utility costs, communication services, security and compliance with the fire safety regime of facilities;
  • remuneration of employees;
  • payment under contracts with the world's leading encyclopedic publications for access to scientific information;
  • The expense of paying authors to create content for the resource.

In 2021, ANO "Big Russian Encyclopedia" will receive a subsidy of 833.5 million rubles for the creation of the site, in 2022 - 169.1 million rubles.

At the end of August 2019, the Russian government approved the rules for granting subsidies to the Big Russian Encyclopedia publishing house for the creation and operation of the portal. The corresponding decree was developed by the Ministry of Communications.

According to the document, the organization can send subsidies, including for the remuneration of publishing house employees, rental, development and purchase of software, purchase of equipment (personal computers, servers, etc.), provision of employee jobs (including special workplaces for the production of content and software product), etc.

At the same time, the resolution establishes to the organization the values ​ ​ of the results of the subsidy: the number of terms entered into the resource database, the number of tags created in industry dictionaries, the number of functional subsystems of the site.

2017: Request for support from President Putin

On December 20, 2017, Yuri Osipov, chairman of the scientific and editorial council for the publication of the Big Russian Encyclopedia, presented Russia Vladimir Putin [9] of[10] Encyclopedia to Putin in the Kremlin[11]

The full electronic version of the "Big Russian Encyclopedia" has also already been created, said Sergey Kravets, executive editor of the encyclopedia publishing house. In the process of development, according to him, the general national encyclopedic portal, the future contains articles from the "Big Russian Encyclopedia," industry encyclopedias, as well as reliable information from museums, institutes and universities.

In this regard, Kravets asked the head of state to facilitate this work: during the meeting, a letter was sent to the president with relevant proposals.

2016: Forming a Portal Creation Working Group

On August 25, 2016, the Russian government formed an interdepartmental working group on issues related to the creation of an electronic version of the Big Russian Encyclopedia and other Russian scientific encyclopedias of a national scientific and educational interactive encyclopedic portal. The corresponding order was posted on the portal of regulatory legal acts.

The document also approved the composition of the newly formed working group. It included 21 people. Among them are the ex-head of the government apparatus Sergei Prikhodko, who headed the group, deputy head of the Ministry of Communications and Mass Media Alexei Volin, ex-deputy minister of culture Vladimir Aristarkhov, ex-general director of the Russian National Library Alexander Visly.

Speaking with CNews about the creation of the portal "Big Russian Encyclopedia," the ex-head of the Russian National Library (RNB) Alexander Visly noted that the resource will become "not an analogue, but a competitor to Wikipedia" [12].

According to him, the site will become an electronic analogue of the Big Russian Encyclopedia (BRE), the formation of a paper version of which has not yet been completed. The project, in his opinion, is not easy, since it has a direct competitor in the person of Wikipedia.
