DIT of Moscow decided to modernize the subsystem information protection state of the information system ("Unified Data Center" GIS ECCD), designed to collect, process and store video recordings from cameras installed in public places. The project budget is about 398.5 million. rubles The corresponding electronic auction for the selection of the performer DIT announced in November 2023[1]

Moscow's video surveillance system is one of the largest in the world. It includes more than 225 thousand cameras throughout the city, including cameras of external video surveillance systems "(photo: Vladimir Astapkovich/RIA Novosti)"

As follows from the terms of reference published on the official public procurement portal, the tasks of the project are to develop and document project solutions for the modernization of the information protection subsystem; a set of measures to implement the requirements for the protection of information that does not constitute state secrets; certification of the ECCP GIS according to the requirements of information protection.

Within the framework of the project, the information protection module should be improved. It must consist of the following elements:

  • element of anti-virus protection;
  • element of protection against unauthorized access;
  • Firewall and intrusion detection element
  • cryptographic security element;
  • security control (analysis) element;
  • Database protection item
  • a backup element;
  • Security Event Control
  • a source code analysis element;
  • Privileged User Control Element
  • environment protection element; virtualizations
  • information destruction element.

The software, the rights to use of which are transferred under the contract, and used as part of the information protection subsystem, must be included in the register of domestic software or in the register of software programs of the member states of the Eurasian Economic Union. If it is not possible to use it, the contractor is obliged to submit a draft justification to DIT of Moscow for approval. The decision on the use of alternative software is made by the customer.

It follows from the published specification that the information protection subsystem already uses and plans to purchase a license for products with technical support for Russian information security developers "Security Code," "Factor-TS," "InfoTeCS," "CryptoPro," "Garda Technologies," "RT-Solar," RuSIEM and a number of others. Among the supplied products is also the Astra Linux Special Edition.

At the same time, the list of purchased products and services includes activation certificates for advanced technical support and some imported products already available to the customer - from Check Point and Fortinet, in particular. Bids for the tender are accepted until December 4, 2023.

GIS ECCD provides processing and storage of incoming video images from the Moscow video surveillance system. Its functioning is provided by 720 servers, follows from the terms of reference. The virtual infrastructure of the ECCD GIS is represented by the VMware vSphere virtualization environment.
