The project of modernization of the hardware platform of the state information system "Unified Data Storage and Processing Center" of the city of Moscow within the framework of the "Smart City" concept.
GIS ECCD is a video surveillance system designed to increase the level of safety of Moscow residents, whose users are the Ministry of Internal Affairs, the Ministry of Emergency Situations, city administration services, as well as residents of the capital. All users of the ECCD GIS get access to the archive of video recordings and to video information coming from Moscow surveillance cameras in real time. For 2017, the system has over 160 thousand video cameras.

The Moscow Department of Information Technology (DIT) explained to the newspaper that the purchases are carried out in connection with the expiration of contracts concluded more than four years ago.

According to the official data of the mayor's office, by the end of October 2022, there are 213 thousand video surveillance cameras in Moscow, to which, among other things, employees of the Ministry of Internal Affairs have access.
The budget of the Moscow mayor's office for 2022 included an item of expenses for maintaining work and developing the city video surveillance system in the amount of 9.8 billion rubles, said Pavel Dityatev, deputy head of the Moscow finance department. According to him, this amount will be spent, among other things, on the functioning of 214,000 cameras and the transfer of video images from them to a single data storage center.

Moscow data storage center connects regions to search for criminals throughout Russia
At the end of September 2022, the Department of Information Technologies (DIT) of Moscow announced a tender for the revision of a single data storage center (ECCD, the main data center of the capital's mayor's office, at the facilities of which a facial recognition system operates) to connect regions to it. The contract value is 43.3 million rubles.
Integration involves exclusively viewing video streams from cameras, the Kommersant department said. According to a source close to DIT, by mid-October 2022, none of the regions has money, nor a large enough data center for storing video, nor a centralized solution for video analytics, but Moscow has. The interlocutor added that it is only necessary to develop uniform data transfer standards, as well as agree on them with equipment suppliers outside Moscow.
According to the source of the newspaper, such centralization will reduce the burden on the criminal search system, since in this way every regional system will not need to contact the database of the Ministry of Internal Affairs. It is assumed that the combined network will have high-quality data transmission at each of the points, and the quality of the Internet, the number of cameras and the presence of other technological infrastructure, including servers, varies greatly from region to region.
Technically, it is also possible to implement reverse data exchange - from Moscow to the regions, says Oksana Yakimyuk, general designer of the Safe City system.

Moscow Mayor's Office obliged nightclubs to connect to a single video surveillance system
The Moscow mayor's office obliged the city's nightclubs to connect to a single video surveillance system, which became known in early May 2022. Video streaming from cameras must be transmitted to the city's data center and can be used for facial recognition.
According to Kommersant, in April 2022, part of the entertainment establishments were obliged to ensure the connection of their video cameras to the Unified Data Storage Center of the Mayor's Office (ECCD, the data processing center on the basis of which the Moscow facial recognition system operates, is managed by the Moscow Information Technology Department).
One of the interlocutors of the publication said that the installation of cameras is supervised by the prefecture of the Central Administrative District. The owners of the establishments are required to sign a letter of guarantee, which indicates the timing of the installation of the equipment. According to another interlocutor, this is primarily about connecting cameras to the ECCD at the entrance to the institution. To connect, cameras must meet technical parameters, so this cannot be done quickly, he said.
According to one of the sources of the publication, these plans were discussed for a long time, the project was developed during the COVID-19 coronavirus pandemic. One of the managers introduced the newspaper to the methodology for connecting received from the mayor's office: it says that the resolution of the installed cameras should be at least 720p, the data transfer rate is 1-4 Mbps, the frame rate is from 15 to 25 k/s.
According to Sergey Matusevich, director of web technology development at Artezio, formally, nightclub owners can agree to the requirements of the mayor's office, but they will try not to lose customers. Law enforcement agencies have access to the ECCD, which may alienate some visitors; to maintain their privacy, owners can, for example, install cameras in dark rooms, the expert said.[3]
2021: Moscow City Hall obliges shopping centers to connect their cameras to the city video surveillance system
On October 20, 2021, it became known that the Moscow Mayor's Office obliged shopping centers (shopping centers) to connect their cameras to the city video surveillance system in order to monitor the observance of the mask regime of store visitors.
According to Kommersant, the owners of the shopping center were instructed to integrate video cameras with input groups of objects with a single data storage center (ECCD) of the city hall by October 20, 2021. At the current stage, we are rather talking about obtaining statistical information about the number of people without masks, but in the future, cameras will help catch malicious violators, said Alexei Parfentiev, head of the SearchInform analytics department .
Alexander Rozhkov, director of products and technologies at T1 Group, believes that only a person whose biometrics are already in the database can be fined, since the database of persons does not exist. According to Cessarsky, there will be no threats from a security point of view when integrating cameras. At the same time, according to Rozhkov, it is simply impossible to exclude risks in network video surveillance systems.
The camera captures all incoming without masks, then the system can check the received images with persons from the mayor's office base, says Artem Romanov, an expert on security systems at the CROC IT company. However, only a person whose biometrics are already in the database can be fined. The relevant database of persons of all residents of the city by October 20, 2021 does not exist, he added.[4]
