2022: Launch of the Graphite platform
On February 1, 2022, the Center for Spatial Research and Visiology announced the launch of the integrated geoanalytical platform "GRAPHIT" in the Department of Digital Development of Tashkent. The general contractor of the project was Geointellect, and the subcontractor was Visiology.
The solution, built on the basis of the Visiology analytical system and the Geointellect platform, unites more than 60 information systems of various departments as of January 2022. "GRAPHIT" makes it possible to instantly respond to incidents and provides the necessary resources for strategic management of the development of the metropolis. Based on the decision of the Russian development, the authorities of the Republic plan to continue the implementation of the Smart City concept in Tashkent and in other large cities of Uzbekistan.
In the spring of 2020, the President of the Republic of Uzbekistan set the task of digitalizing the urban space of the capital and creating a more comfortable and safe environment for residents, entrepreneurs and tourists. To solve this problem, the Department of Digital Development was established, and the introduction of the innovative GRAFIT platform was launched.
The geoinformation system based on Geointellect and Visiology software is based on an accurate digital map of Tashkent, created by aerial photography specifically for the needs of the new project. The geoanalytical platform aggregates information from more than 60 departments, combines city services and provides everything you need to solve three main tasks: operational management, strategic planning and investment decision-making. This is transport, and landscaping, and landscaping, and health care, and ecology, and security, and other industries.

A separate and important tool for this project is the People's Control service, which collects information about the "pain points" of the city. The analytical capabilities of the Visiology platform allow you to collect citizens' appeals, classify them and identify problems of various types of cities. Thanks to integration with the Geointellect solution, calls are automatically distributed to the city districts or in the form of a heat map. This approach makes it possible to localize problems and find the causes of unfavorable places in the city.

The flexible capabilities of the platform made it possible at the first stage to launch a number of services for authorities, business representatives, residents and guests of the city. For example, visualization of houses by construction time, the application principle of coordinating projects taking into account the map, analysis of road accidents and justification for the placement of road infrastructure facilities, understanding of crowded places or places where, for example, a large park is superfluous in area, because it is not popular with citizens and guests of the city. One of the most interesting and important tools for the city is the living comfort index, which shows where and in which areas of the city there are not enough social facilities. Specialists from the Department of Digital Development of Khokimiyat Tashkent analyze hundreds of indices in specially developed Visiology dashboards, including the "Plov Index," invented on the basis of similar approaches of other countries.
This platform is a universal tool with great decision-making capabilities based on verified data with reference to the digital twin of the city. Due to comprehensive support from Geointellect and Visiology, the implementation of this solution in the Department of Digital Development of Tashkent took place in a year without the involvement of third-party integrators. According to representatives of the Department of Digital Development of Hokimiyat, the main ultimate goal of introducing the system is to improve the quality of life, more prompt decision-making on the pain points of the city, making investment decisions independent of people.
After a high assessment of the implementation of the GRAFIT system, the President of the country planned to replicate the decision to other large cities of Uzbekistan.
