PP-878, which establishes a restriction on the admission in public procurement of radio electronic products of foreign origin (with the exception of the EAEU countries), also provides for the use by customers who carry out purchases in accordance with the 44-FZ of the "second extra" mechanism. This means that if there is at least one Russian manufacturer participating in the procurement, all foreign manufacturers are excluded from the procurement participants. Since the Treasury auction was attended by companies that pledged to supply "register" equipment with the characteristics specified in the terms of reference, such applications were rejected.

The Treasury is surprised to note this behavior of some market participants.

On November 24, 2023, the Center for Ensuring the Activities of the Treasury of Russia announced a new tender for the purchase of domestic servers. The purchased equipment is necessary for the development of the Unified Cloud Infrastructure of the department, including under the import substitution program.

As part of the first competition, announced on November 20, 2023, the Federal Treasury buys Russian servers for 413.6 million rubles. The new purchase provides for the purchase of systems in the amount of 673.4 million rubles. Thus, the total cost of server equipment exceeds 1 billion rubles.

The tender documentation says that the purchased servers will be installed in the federal data processing center in the city of Dubna (Moscow region) and in the backup data center in Gorodets (Nizhny Novgorod region). The holding of two tenders is explained by the fact that computing equipment is purchased for different Treasury projects. At the same time, in both cases, the equipment will be replaced "as it becomes morally and physically obsolete."

As part of the second, larger, competition, 64 servers are purchased with an average cost of 10.52 million rubles. Systems should be equipped with at least two processors with an x86-64 architecture and at least 32 cores per chip (clock speed - 2.2 GHz or higher). Hardware support for virtualization is required. The minimum installed amount of RAM is 2 TB expandable. The possibility of stores SATA, SAS and NVMe connection shall be provided. Redundancy of power supplies and cooling units is required. The network subsystem shall include the Ethernet controller of the 25GbE standard. As noted in the tender documentation, domestic servers are purchased in order to develop a single cloud infrastructure of the Federal Treasury. The initial contract price is 413.6 million rubles. In total, it is planned to purchase 45 rack servers. Thus, the cost of each of them will be approximately 9.19 million rubles.

The Center for Ensuring the Activities of the Treasury of Russia announced a tender for the purchase of Russian servers

In accordance with the technical specification, servers must be equipped with at least two processors with an x86-64 architecture, each of which must contain at least 32 computing cores. The base frequency of each installed processor (excluding dynamic frequency change technology) is 2.2 GHz or higher. The total amount of installed RAM should be at least 1 TB expandable to 6 TB or more (32 slots for RAM modules). The maximum number of drives in the case is at least 12, including at least eight bays for 2.5-inch devices in the front.

2016: Building the First Phase of a Single Cloud Infrastructure

In May 2016 , the Federal Treasury announced the purchase[6] services for the provision of the first stage of a single cloud infrastructure for the functioning of application software of information systems of the department. The purchase is carried out from a single supplier - FSUE Goznak, subordinate to the Ministry of Finance. The maximum price of the contract with him will be 1.38 billion rubles.

The cloud infrastructure should include x86 and RISC, SHD compute units, storage area network, data network, Internet communication channels , information security software . The customer, in particular, needs to provide 2,436 computing cores of x86 architecture and 256 cores of RISC architecture, as well as 38,976 GB and 4096 GB of RAM of x86 architecture and RISC architecture, respectively.

After completing the application for the provision of computing power of the cloud infrastructure, the Treasury also has the opportunity to apply for the creation and configuration of virtual machines with Windows Server, Linux and AIX operating systems, the procurement documentation says.

The cloud infrastructure should be located at the technological site located at 105 Prospekt Mira, Moscow, bldg. 6, where the Goznaka data center is based.

Among the procurement goals, the documentation indicates a reduction in the cost of operating information systems by using a single technological infrastructure and transferring them to a single technological platform, as well as a more flexible approach to managing the capacities of the computing infrastructure to solve the operational tasks of the Federal Treasury.

The cloud infrastructure in Goznak is created by Systematics. In October 2015 , a contract was signed with the company in the amount of about 2.7 billion rubles for the creation of the first stage of cloud computing infrastructure.
