According to the order of the Ministry of Telecom and Mass Communications of the Russian Federation No. 368 of August 8, 2016 published and which became effective on February 6, 2017 since February 1, 2018 all franking machines used in the country should be connected to the uniform server of Russian Post that will allow to control remotely sending written correspondence and, thereby, more effectively to fight against "gray mail".

As of August, 2017, losses of Russian Post from transfer of unaccounted and unpaid written correspondence, so-called "gray mail", are several billion rubles a year. A considerable part of this volume is the share of counterfeit franking prints.

2018: Connection of legal persons to the online system of prepayment

Since February 1, 2018 all franking machines used in the country should be connected to the uniform server of Russian Post that will allow to control remotely sending written correspondence and, thereby, more effectively to fight against "gray mail".

According to representatives of mail operator, for the state organizations and authorities signing of the contract with Russian Post is an opportunity to considerably optimize budgeted expenses. Business companies can also reduce the expenditure for transfer of correspondence, having used complex services of Russian Post.

Implementation of a single system of prepayment will allow Russian Post to control the number of correspondence which is handed over in delivery. Losses of the enterprise from transfer of unaccounted and unpaid written correspondence, so-called "gray mail", are several billion rubles a year. A considerable part of this volume is the share of counterfeit franking prints.

As of February 1, 2018, more than 900 high-performance franking machines of Russian Post installed through the whole country were connected to a single system. Cumulative power of the installed machines multiply exceeds the total volumes of written correspondence sent in the Russian Federation and can satisfy requirements of all market, claim in the mail operator. At the same time a system substitutes a lot of manual processes — input of money is made in the online mode without departure of the specialist to the client, the need to keep the old archaic magazine of prepayment disappears, and reconciliation and drawing of acts take place on the basis of data of a single system and is transparent for clients.

According to Russian Post, by the time of transition to this system of 98% of the franking machines used by the state and commercial organizations developed the resource and had to be written off. At the same time in the market modern models of the franking equipment appear. Specialists of Russian Post tested different models DM-1000, DM-800, IS-5000L2, IS-5000L1, IS-480, Centormail 150, Centormail 120 and recognized as their conforming to qualifying standards.

2017

Transition to the online system of prepayment

On August 11, 2017 the Russian Post announced transition since September, 2017 to the online system of prepayment.

Within a year more than 700 new high-performance franking machines of Russian Post installed through the whole country were connected to a single system. Cumulative power of the installed machines multiply exceeds the total volumes of written correspondence sent in the Russian Federation and can satisfy requirements of all market. At the same time a new system substitutes a lot of manual processes — input of money is made in the online mode without departure of the specialist to the client, the need to keep the old archaic magazine of prepayment disappears, and reconciliation and drawing of acts takes place on the basis of data of a single system and is transparent for clients.

Premises of transition to an online system

According to the federal mail operator, over 70% of the franking machines used by the state and commercial organizations already developed the resource and should be written off. At the same time in the market modern models of the franking equipment appear. Specialists of Russian Post tested 7 different models and recognized as their conforming to qualifying standards.

After the publication of the order the Russian Post held consultations with all users frankmashin concerning start of a uniform online system. During consultations it was offered to them to select one of three options of transition to the new standard of prepayment: purchase of own franking machine; transition to prepayment to Russian Post or failure from prepayment and transition to drawing stamps or use of warranty envelopes.

Choice of the majority

For acceptance of the final decision to 5,304 organizations users of the franking equipment the calculator was provided to the cost of compensation of personnel and cartridges for calculation of total current value of drawing franc taking into account expenses on acquisition of a frankmashina, supplies, with paint that they could estimate economic feasibility of the choice of this or that scenario. As a result of these calculations it became clear that because of low load own frankmashin senders of the organization incur essential costs. So, the average cost of drawing a print of franc by own machines of senders can be about 5-7 rubles that above, than the weighted average rate for prepayment of Russian Post in the amount of 1.3 rubles.

According to the results of consultations of 94% of all users (4,977 organizations) decided to refuse own prepayment, having considered it economically inexpedient. Data of the organization, including state, now or already signed the agreement with Russian Post, or are in a stage of its design.

Solution for minority

Insignificant part of the organizations users (327 organizations, or 6% of a total quantity) consider acquisition of own franking machines in connection with features of business activities. Because among such organizations the most part is state bodies and falls on operation of the federal law of April 5, 2013 N 44-FZ "About a contract system in the field of purchases of goods, works, services for ensuring the state and municipal needs", the Ministry of Telecom and Mass Communications of the Russian Federation in approval of Expert Advice at the Government of the Russian Federation and Russian Post made the decision on introduction of an additional transient period till February 1, 2018. It will allow the state organizations to carry out the corresponding procurement procedures and to pass to the uniform online system of prepayment.

For the state organizations and authorities the option of signing of the contract with Russian Post is an opportunity to optimize budgeted expenses. Business companies can also reduce the expenditure for transfer of correspondence, having used complex services of Russian Post.

Investments into equipment of infrastructure technical means

As it became known in April, 2017, the investment program of Russian Post for 2017 assumes selection of 3.94 billion rubles on providing mail infrastructure with technical means. In particular, for the system of protection of income of franking machines (are used by large corporate clients for drawing on letters of marks on payment) and for development of the automated control system they select 775 million rubles.

According to Russian Post, losses of the enterprise from turnover of unaccounted written correspondence are billions of rubles a year, 80% of which fall on unaccounted franking machines. But system implementation of protection of income of franking machines and together with the order of their functioning approved by the Ministry of Telecom and Mass Communications do process of sending correspondence completely open and transparent.[1]

2016: Scaling of the project

In 2016 the system of protection of income of franking machines is scaled all over the country. Thanks to installation of the modern equipment the Russian Post could optimize quantity of points of service of corporate clients across all Russia, namely — to reduce number of the departments working for acceptance of mailings from corporate clients since 2700 to 550 at the same time to increase quality of service, to accelerate delivery and also to unload other post offices — to reduce queues and to strengthen control over the arriving correspondence. As a result of the power of Russian Post allow to prepay all volume of written correspondence — more than 2.5 billion letters a year.

2015: System implementation of protection of income of franking machines

On December 18, 2015 the Russian Post announced end of the first stage of system implementation of protection of income of franking machines. It will allow to control remotely from the uniform corporate center work and payment process of delivery of written correspondence using franking machines through the whole country that will accelerate process of acceptance and processing of correspondence.[2]

As of December, 2015 17 new franking machines installed in the Moscow the automated sorting center (ASC) of Russian Post in Podolsk are connected to a system. They allow to weigh letters in the dynamic mode and to automatically rate them depending on weight and also to do prints on letters in the form of binary codes. Cumulative power of the installed machines exceeds 220 thousand letters per hour. At the same time the average volume of letters coming to the Moscow ASC from corporate clients is 250 thousand letters a day.

The installed equipment will allow Russian Post to prepay all volume of written correspondence of corporate clients, saving them from need to purchase and service franking machines, to buy supplies and cartridges.

Until the end of December in Moscow equipped with franking machines and the equipment 17 specialized post offices that allowed to process more than 100 million departures monthly. For comparison, as of December, 2015 in Moscow through 400 points of acceptance of batches of departures monthly there pass about 15 million letters.

The format of work with corporate clients operating to these did not correspond to business needs and did not allow us to trace and control quickly arriving volumes of written correspondence. Our purpose — to create the convenient, modern and transparent system of work with large senders of correspondence, to increase quality and speed of their service — Inessa Galaktionova, the deputy CEO of Russian Post for mail business told. — In Moscow instead of 400 departments of acceptance of written correspondence in which legal entities often actually blocked access to mail services for individuals we open 17 specialized departments equipped with the modern equipment.
