2022: 1.6 billion for the development of 1C-based systems

Russian Post is ready to pay up to 1.6 billion rubles for work on the development of its information systems on the basis of 1C. The company plans to choose a contractor on September 29, 2022, indicated in the procurement conditions[1].

Among the works to be carried out are the following:

  • Analysis, development of recommendations for the development of 1C information systems in accordance with the capabilities of typical configurations;
  • Collection and formalization of the customer's requirements for the development of 1C information systems, formation of TA, development of the procedure for execution, assessment of terms and labor costs, transfer for approval to the customer, as well as analysis and approval of the TA provided by the customer;
  • Introduction of changes to the 1C information systems according to the agreed TA, testing of the changes performed;
  • Updating the configurations of 1C information systems to new editions;
  • Implementation of the implemented changes in branches and macro-regional centers of Russian Post;
  • Development of documents regulating operation and maintenance of 1C information systems, revision, optimization, procedure for assessment of maintenance cost.

The main part of the terms of reference, placed on almost 200 sheets, is occupied by the description of systems based on 1C of the Russian Post. It follows from the document that they include the following elements:

  • Circulation solution consisting of:

commercial metering system based on 1C: Enterprise 8 software;

accounting and tax accounting system based on 1C: Enterprise 8 software;

payroll and personnel management system based on 1C: Enterprise 8 software.

  • Unified information system of consolidated statements of Russian Post based on 1C: Holding Management;
  • Enterprise Real Estate Management System based on 1C: Lease and Real Estate Management for 1C: Accounting 8 software;
  • Unified EDMS based on 1C: KORP Document Flow software;
  • Procurement management system based on 1C: Holding Management software;
  • Vehicle control system based on software "1C:Enterprise 8. Motor Transport Management PROF ";
  • Problem asset aggregator, storage of data on problem assets (provides informatization of the process of collection of overdue receivables);
  • Russian Post systems developed on the basis of and using the 1C:Enterprise 8 software tools that provide automation of the company's structural subdivisions (other 1C systems).

The total duration of the work is 36 months from the date of conclusion of the contract.

When assessing the qualification of the tender participants, Russian Post will take into account the presence of a certificate certifying that the company is an official 1C partner with the status of 1C Competence Center: KORP, the procurement participant has a set of specialists with certificates: 1C: Corporate Project Manager, 1C: Technology Expert, 1C: Specialist in the development and modification of applied solutions on the technological platform of the 1C:Enterprise 8.3 program system.

These qualification requirements should demonstrate that the procurement participant has experience in developing systems on the 1C:Enterprise 8 platform, explains Russian Post.

The payment for the work will be made at the unit price based on the actual quantity/volume performed, but in an amount not exceeding the maximum contract price.

2017: Development and support of 1C products

On March 17, 2017, Russian Post summed up the results of the competition for the development and maintenance of a complex of information systems based on 1C.[2]

Subsidiary 1C will develop the information systems of the Russian Post for 600 million rubles

The competition attracted three participants. These are two 1C subsidiaries - the 1C Research and Production Center and 1C-Corporate Management Systems, as well as the USP Complink company. Applications were evaluated according to five criteria, the most significant of which were the "contract price" and "participant qualification." The largest number of points was scored by the application of the SPC "1C," this company became the winner. The contract value was estimated at 608 million rubles.

The information systems of the Russian Post based on 1C include two products. The first is a circulation solution created on the 1C: Enterprise 8 platform in the areas of payroll, personnel, operational, accounting and tax accounting. The second product is a unified consolidated reporting information system based on 1C: Holding Management 8 (EISCO).

The contractor will have to carry out work on the development and support of these decisions. In particular, it is required to ensure compliance with the requirements of the legislation on personnel, accounting and tax accounting in the customer's systems. In addition, effective support for a uniform accounting policy for all divisions of the enterprise should be provided.

Key users (about 3.5 thousand), if necessary, should receive operational assistance related to the use of the listed software products. A separate item is the task of changing the functionality of information systems in accordance with the agreed plan.

All works and services shall be provided in the amount of 229,422 hours. Thus, based on the amount of the contract, the average cost of payment for the work of a specialist at SPC "1C" will be 2650 rubles. per hour or about 21 thousand rubles. per day.

In May 2016, Russian Post chose contractors to replace the EDMS. The transition from Docsvision to 1C: Document Flow will cost the postal operator 194 million rubles.

2015: Completion of implementation of "1C: Enterprises "

On June 24, 2015, Russian Post announced the transition to 1C as a single methodology for operational, accounting and tax accounting for all divisions of the enterprise throughout the country.

Taking into account the scale of the branch network of the Post and the specifics of the industry, in terms of complexity and coverage, this project has become the largest implementation of 1C in Russia, 1C and Russian Post reported.

It took a total of three years to gradually implement and mass replicate the 1C system at the enterprise. As of June 24, 2015, the number of users reached more than 40 thousand people, and in total about 50 thousand employees will be connected to 1C.

Russian Post completed the implementation of 1C: Enterprises

In addition to the unified methodology of accounting and tax accounting, payroll calculation, the implementation of 1C: Enterprises at the Post helped to form uniform rules for the sale and provision of services in departments, to promptly manage inventory of materials, to ensure operational control and analysis of indicators of commercial activity.

For the successful implementation of the project, a software package was developed and implemented based on typical configurations of 1C:Enterprise 8 system, the architecture of which allows you to maintain a single configuration in branches and centrally maintain the necessary reference information.
