On June 19, 2019 the Desnol company reported that it of PJSC Oil Company Russneft increased operational efficiency of management, having completely updated the corporate accounting system. The need for creation of uniform, reliable and informative information space is caused by change of structure of the company on multi-level, geographically distributed.

Creation of integral information space meant failure from "scrappy" automation. A system core — solutions on the 1C Platform around which the IT landscape is built. Simplicity of an IT landscape, reliability of the information systems forming it, and in the long term — reduction in cost of ownership of these systems were important conditions of achievement of the goal. And a possibility of the subsequent imposing of the implemented IT solution on all business structure of the company by forces of regular programmers.

As a basis for the solution the 1C: Holding Management software product is selected, on its basis in a short space of time (less than 6 months) the IT solution answering to the updated business structure of PJSC Oil Company Russneft suitable for replication and the subsequent development is created. The solution considers features of business processes in the company, maintains unity of methodology of accounting and also provides possibilities of the centralized monitoring and control.

Implementation and implementation were carried out by Desnol Soft company. The consulting company "PAKK" acted as the methodologist of solution development.

To achieve practical result in a short time, technologies of flexible management were applied by projects. The following principles are their cornerstone:

  • cooperation with the customer is more important than contract negotiation;
  • readiness for changes is more important than following to the initial plan;
  • the working product is more important than exhaustive documentation.

Formation of methodological requirements to a system, design and solution development were conducted in parallel. The functionality of a system was developed is iterative, as the set priorities: first of all what should be used at system launch, in the second queue – the functionality used when closing the period in the third queue – functionality on reporting is implemented.

Procedures preliminary approval of project documents were reduced to a minimum. Instead instruments of involvement of the customer in process of development of solutions and their testing were used. When developing engineering practicians of Continuous Integration, Code Review who allowed to increase the speed of internal interaction of the development team consisting from more than 20 programmers of Desnol Soft are applied. At system launch the used practicians allowed to correct as fast as possible the revealed errors or shortcomings of functionality. All made decisions carefully were documented, during the project necessary changes were made to documentation. It allowed to have relevant exhaustive documentation on the implemented system to project completion beginning from project and technical solutions to methodical documentation and the user instructions.

Using elements of extreme programming, we worked very dynamically, doing 3-4 releases a day. Identification of errors on the run and systematic inspection of the source code helps to avoid a situation in which the errors which are not noticed at an early stage of development are shown in the final and delay release for an indefinite term. Earlier in PJSC Oil Company Russneft and the Khanty-Mansi branch (before JSC NAC Aki-Otyr) the following components of a system were put into trial operation:

The mode of trial operation assumed use of a system in complete functionality in real business conditions. At system launch in work use of the previous "historical" solution was stopped.

Conscious failure from parallel accounting in a "historical" system was one of the most important features of the project. It demanded building of exact and fast work with a team of methodologists and programmers. Similar approach and also flexible management by IT projects it was not applied in our company earlier, we ran certain risks, and it was repaid. Consecutive implementation was answered also by approach to training of 470 users of a system: accountants, treasurers, heads of the CFD, the staff of department of economy and budgeting, the staff of tax department, sales department, other users of a system — they mastered a system in a workplace, solving real problems, and using specially selected support phone.

For key users the implementation team demonstrated functionality and sent them notifications about additions in a system in process of its replenishment.

System learning in real practical work is very effective, each user received skills training on the section and could ask questions to the developer directly. It was convenient also for the staff of branch in Khanty-Mansiysk who mastered a system along with personnel of the head company in Moscow. Besides, operation of a system in such mode allowed to reveal quickly shortcomings and "spaces" of the implemented functionality,

Transition from the solution "1C: Corporate Finance Management" to the solution "1C: Holding Management" is performed. As basic software products "1C: Holding Management", "1C: Payroll and HR Management CORP" and "1C:Enterprise 8 are selected . Control of PROF motor transport".

Also information exchange with electronic document management systems and electronic archive (Directum, Saperion), budgetings (Hyperion), ASTIK and OSINZS are provided to integration (IFRS), fiscal metering systems, the Active Directory, Service Desk Itilium, the trading exchange systems, the specialized industry systems, bank, IFTS, the internal portal of the company. The possibility of loading of information from the fixed formats is created.

For launch of all system (April, 2019) the following processes are automated:

  • management at the level of the company and holding
  • management of finance (treasury),
  • accounting and tax accounting
  • personnel management, payroll calculation
  • collecting of actual data for the business plan
  • collecting of credentials for preparation of the reporting under IFRS
  • logistics management and warehouse
  • sales management
  • public catering
  • control of motor transport
  • management of documents and content
  • corporate taxation (KIK)
  • management of the normative reference information (NRI)

We used basic software products and made about 150 special completions. For example, mechanisms of accounting of sets of fixed assets with a binding to the land plots and fields are developed. We built the mechanism of automatic calculation of regular payments for use of natural resources and fillings of the regulated reporting under these payments. We automated instruments of storage of regulations of issue of special clothes and individual protection equipment for the staff of the company working at a factory. A system allows to consider overalls by the sizes and "remembers" other important anthropological parameters. And so on. Economic effect of implementation

  • Reduction of labor costs in divisions — 15%.

Qualitative results
