The SAP ERP implementation program, which started in 2011, is one of the largest programs of Sberbank. Functionally, the system covers three blocks: expense management, personnel management and real estate management.

Project Phases

2021: Create an H2H module for integration of ABS with client ERP systems

Sber and SAP, together with experts from SAP Services CIS and the SAP Custom Development Center, have created a universal H2H module (Host-to-Host) for direct integration of the bank's automated system with customer ERP systems. This was announced on November 16, 2021 by SAP CIS. Now corporate customers can quickly exchange payment orders and statements with the bank directly from SAP ERP. This solution will accelerate the daily processing of financial documents, as well as increase the security and transparency of operations. The module is already working in X5 Group, a grocery retail company in Russia.

The H2H module allows you to create, sign and send documents directly from SAP ERP without logging in to remote banking. Corporate clients of the bank will be able to monitor the execution of payment orders, will have prompt access to the main and intermediate bank statements on their accounts. If earlier it took about 7-10 minutes to routine processing of a package with a volume of about 700 payments, now the process takes only 20-30 seconds.

Interaction through the H2H module completely eliminates external interference in the exchange of financial documents with the bank - files are transferred from the system to the system directly without manual operations and using third-party software. In addition, SAP ERP monitors and logs absolutely all user activities. Documents are signed by an enhanced qualified electronic signature (UCEP), this guarantees additional transparency of documents throughout their life cycle. Further plans for the development of the solution include the implementation of foreign currency settlements for corporate customers, as well as Multibank functionality.

2017

Sberbank cancels selection of participants for ERP implementation

On January 25, 2017, the tender commission of Sberbank decided to cancel the qualification selection of companies for the implementation of the ERP project based on SAP solutions. Three months after the opening of applications, bank representatives announced a change in the need for services.

2016

12 SAP integrators are fighting for Sberbank's ERP project

Since October 11, 2016, Sberbank has been qualifying organizations for the implementation of an ERP system based on SAP solutions. At the end of October, information appeared about the participants in this event[1].

Sberbank selected companies for ERP implementation

The purpose of the selection was to create a list of companies to attract them as contractors for the ERP implementation project. Accreditation of companies should have been valid for 2 years, while the bank had the right to extend this period.

The entire scope of work within the implementation program was divided into 10 lots, so 10 lists of accredited suppliers were to be formed based on the results of the selection in the following functional areas:

Each participant could include several proposals in the application - no more than one for each functional area, while the conditions of the proposals should be identical, including in terms of specialist rates.

In each direction, three types of work were supposed to be carried out:

1. Development, adaptation and implementation ON

2. Provision of software maintenance services

3. Provision of advisory services

On October 25, 2016, the procedure for opening applications took place. 12 companies submitted their proposals for participation in the selection: SAP CIS, ECOPSI, TERN, IBS Expertise, AySystems Automation, SAPRAN Group, MOLGA Consulting, Technosendeavor Consulting, BDO - Unikon, Consulting, and EShNS Technologies. Details of applications were not disclosed.

Applications were submitted to the Sberbank working group for consideration and evaluation.

Agreement with SAP CIS for 1.5 billion rubles

On October 3, 2016, Sberbank announced the planned conclusion of an agreement with SAP CIS in the amount of 1.53 billion rubles[2]. The term of the agreement is 5 years, it will be valid until October 2021. Details of the agreement are not given in Sberbank documents.

SAP CIS has been selected as the sole supplier to Sberbank and its subsidiaries. Sberbank intends to pay quarterly advance payments.

2015

Interim Implementation Results

In April 2015 , Director of the ERP Directorate of the Central Office of Sberbank Nikita Rybchenko spoke about the current results of the large-scale implementation of SAP ERP and some features of the project. He noted that SAP ERP at Sberbank is a strategic IT system for managing all the bank's internal resources. Functionally, it covers three blocks: expense management, personnel management and real estate management.

The first block includes management and accounting, purchasing and vendor management, planning, allotment of expenses, inventory management, and contract management.

The control unit of personnel covers administration of personnel, organizational management, management of rewards, payroll calculation, management of efficiency of activity, corporate training and selection and hiring of personnel (separate article is devoted to introduction of SAP ERP of HCM in Sberbank on the TAdviser portal ).

In turn, real estate management includes a single register of real estate objects, management of property relations and the operation of real estate.

According to the representative of Sberbank, as of the beginning of 2015, more than 200 business process groups were automated at the bank on the basis of SAP ERP, and more than 80 thousand professional users work with it.

As of 2014, SAP accounted for 43% of Sberbank's total expenses, in 2015 this figure was supposed to be 80%, and in 2016 - 100%. In turn, the SAP HCM implementation project as of the beginning of the year is almost completed: the system maintains personnel accounting and payroll in the central office and territorial banks of Sberbank. In the future, it was planned to develop the functionality of the system.

As for real estate management, it was planned to transfer 100% of real estate management to SAP in 2015-2016.

The representative of Sberbank noted that the SAP ERP program is one of the ten largest programs of the bank. It is one of the most dynamic programs in Sberbank in terms of the ratio of timing and results achieved. Demonstrating the scope of the program, Nikita Rybchenko estimated that during certain periods of implementation, the bank, for example, consumed up to 1/3 of the SAP HR consultant market and up to 15-18% of consultants in terms of the main functionality of SAP ERP

In parallel with the implementation of SAP ERP, Sberbank introduced a new model for managing expenses, personnel and real estate, as well as the unification of business processes. The latter involves the introduction of unified standardized processes, measuring efficiency and centrally making changes to processes.

Speaking about the prerequisites of the project, Rybchenko noted that at the time of the launch of the implementation, Sberbank had an awareness of the huge gap between their bank and large leading companies in terms of cost management. Sberbank set itself the goal of closing this gap and in a rather short time to complete the work, which took about 10 years in a number of other organizations.

Taking into account the scale of Sberbank, SAP was chosen as the most optimal platform. The first step was to choose the concept of how SAP ERP and the project of transferring to the SAP platform of planning and managing expenses of the central office of Sberbank will be implemented. It was implemented in about 8-10 months. The representative of Sberbank noted that the same stage played the role of proof-of-concept in order to decide whether SAP ERP will be implemented further or not.

2011

Completion of the first project

As the CEO told RBC daily, SAP CIS Vladislav Martynov in the second quarter of 2011, the company planned to announce its joint projects with Sberbank, which are part of a long-term implementation program ERP at the bank.

Contract with SAP

In October 2011, it became known that the Russian representative office of SAP agreed with Sberbank to supply licenses for $36 million (more than 1 billion rubles), a source familiar with the negotiations of the companies told CNews. According to another interlocutor of the publication, negotiations entered into an active phase several months ago, and the agreement was concluded in September 2011.

Sberbank then did not comment on the amount and terms of the transaction, citing the fact that it has not yet been closed.

SAP CIS Director General Igor Bogachev did not confirm or deny CNews information about signing an agreement with the bank.

The ERP program at Sberbank is aimed at improving the efficiency of resource management and business processes, transparency and data quality, simplifying the IT architecture, Gubarev said. As of 2011, according to him, within the framework of the ERP program, Sberbank is already implementing projects in several areas, in particular, internal business management, personnel management and real estate management.

A CNews source familiar with the SAP project at Sberbank said that the agreement is to supply licenses, but does not include software implementation services. Another CNews interlocutor, who knows the details of SAP licensing programs, said that there are different sales options for key customers. Under one of them, for a fixed period of time, the client undertakes to purchase licenses for a certain amount and, if this condition is met, receives a significant discount.

In another option, an unlimited license agreement (ULA) is concluded with the client. The documents specify the list of modules and the validity period of the special price (including maintenance), but not limited to the number of jobs.

Development of process integration concept

  • 70% of the project team members have experience implementing solutions on the SAP ERP platform (at least one of the following areas: internal business management, human resources management, real estate management, financial business planning);
  • 30% of the project team have experience in implementing survey projects and preparing implementation plans for SAP ERP solutions according to the structure of subsidiaries and dependent companies;

Failure to comply with one of the above requirements automatically excluded the company from the competition.

Project Objectives

Project Phases and Tasks

Phase 1. Inspection

1. The Contractor shall conduct an upper-level analysis of business processes "as is" in CA, DB and DC according to the following functionality:

  • Internal Business Management (HIA):
  • Managing the planning and monitoring of expenditure and cost budget execution;
  • Financial management (accounting, tax and management);
    • distribution of operating expenses.

  • Supply and procurement management (supply, warehouses, inventory and logistics)

    • Supplier Interaction Management.

  • Human Resources (HR):
    Personnel records management;
    • Cost planning;

    Payroll calculation;
    • Compensation management;
    • Benefit management;
    • Travel Management;

  • Recruitment and recruitment;

    Assessment of employees;

  • Real Estate Management (OM):

3. The Contractor analyses discrepancies between the same business processes in different DBs and DC for different types of business and taking into account country-specific features (Russia, Ukraine, Belarus, Kazakhstan).

4. The Contractor performs segmentation of DB and DC by groups based on the results of discrepancies.

5. The agent determines the relationship of the DB and DC business processes to the CA business processes.

6. The Contractor forms integration points with CA processes.

7. The Contractor shall analyze the degree of readiness of DB and DC for implementation of pilot projects based on them.

Phase 2. Preparation and planning

The Contractor shall study the design documentation of the implemented conceptual projects of the Central Office of Sberbank of Russia OJSC (hereinafter referred to as CA) for SAP ERP solutions developed for CA, develop and coordinate with the Customer:

  • Project Charter;
  • Work schedule and resource plan;
  • Detailed document prospectus.

Phase 3. Concept development and harmonization

1. The Contractor forms a business model for the implementation of resource management functions in DB and DC based on the model adopted in CA.

2. The Contractor develops the concept of business process reorganization as enterprise-wide on the basis of SSC.

3. The Contractor makes recommendations for business process reorganization.

4. The agent forms the target solution architecture based on SAP solutions to implement the created target resource management business model.

5. The contractor creates a map of the compliance of the business processes and the corresponding SAP solutions in general and in terms of DB and DC.

6. An analysis of the feasibility and validity of the proposed architecture is carried out, as well as an analysis of the implementation of business processes on a basis, either deviating from the existing Russian template, and on a basis, or deviating from standard SAP solutions.

7. The contractor forms the strategy, implementation concept, and baseline for deploying the SAP target solution.

8. The contractor develops a solution support and organizational change management concept for the SAP target solution.

9. The contractor develops the deployment plan, the organizational structure of the team, and the resource plan of the project.

Organizational scope of the project

The organizational framework of the Project includes the following subsidiary banks and companies of Sberbank of Russia OJSC: 3 CIS Subsidiaries - Sberbank of the Russian Federation (Ukraine), Sberbank of the Russian Federation (Belarus), Sberbank of the Russian Federation (Kazakhstan). 28 subsidiaries located in the Russian Federation.

The winner's company conducts a detailed analysis of the upper-level business processes of all subsidiary banks and 9 subsidiaries. The method of examination of other companies is questionnaire.

Project timelines and milestones

The Contractor shall propose a schedule of the project implementation by phases. The total duration of the project should not exceed 3 months.

Project Organizational Structure

The following project team members are expected to participate in the project from Owner's side: Project Manager from Owner's side, 2 analysts.

The Contractor shall submit the organizational structure of the project as part of the commercial proposal.
