Street Lighting Upgrade

Rostelecom has completed a large-scale project to modernize the street lighting system of the resort city of Sochi. The company announced this on October 30, 2023.

Technical specialists of the national provider replaced about 25 thousand old lamps with LED ones, improved 574 control cabinets and connected all devices to the automatic outdoor lighting control system (ASUNO). The project was implemented at the expense of the company's investments and in accordance with the Smart City concept within the framework of the national program "Digital Economy of Russia." The amount of the contract amounted to about 600 million rubles.

The intelligent platform independently controls the lighting mode depending on the time of day and climatic conditions. Using a built-in data network that connects control cabinets to the central server and to each other, the system helps to collect information about the state of the outdoor lighting network and track illegal connections.

Lanterns were modernized throughout greater Sochi - in Dagomys, Lazarevsky, Central, including the guest route, Khost, Adler and Krasnaya Polyana. At the same time, it is important to note that the lamps were installed not only in popular locations, but also in places that have never been illuminated before. Upon completion of installation, Rostelecom transferred all lighting equipment to the balance sheet of the resort city administration and will bear warranty obligations during the contract. The implementation of this contract allows the municipality to save more than 50% of the budget, which is spent on street lighting, - said Sergei Polyakov, director of the Krasnodar branch of Rostelecom PJSC.

Launch of the Citizens Appeal Management System

Sochi Administration together with JSC RuSat Infrastructure Solutions"" (RIR, part of the State Corporation Rosatom""), they introduced the Smart city platform Sochi "" and launched the Unified contact center Municipality (ECC) citizen appeal management system in the test version. RIR announced this on May 11, 2023.

More than 50 subordinate units are already connected to the platform, 250 performers will respond to citizens' messages. This system allows you to reduce the time for processing and execution of requests by 5 times, as well as significantly reduce financial costs. One of the sources of requests is the Smart City platform module. The project is aimed at creating a comfortable and safe digital environment for citizens.

The project will create additional opportunities for dialogue between residents and the authorities, citizens will be able to take part in the development of the territory and speed up the solution of urban problems. The project team created a web version of the Smart City platform, launched a key service "Residents' Messages." It will allow residents to promptly inform the administration about problems or initiatives and receive feedback on the results of the work on the appeal. Residents can use the service by visiting the official Internet portal of Sochi or downloading the application.

A single contact center unites all information channels in the municipal control center. The ECC will make it possible to control the implementation of long-term tasks by industry executors. In addition, modules for order execution analytics and incident monitoring are being implemented.

The main task of the system for managing citizens' appeals is to reduce the time spent by employees to process the received message, search for the responsible performer, set a task for him and control the elimination of the problem. This goal is achieved by consolidating requests from various sources in a single window, from where the moderator can quickly delegate tasks to performers, monitor status and collect statistics in various sections.

Automatic bilateral integration of incoming messages is established with the Smart City of Sochi system, social networks and feedback platform services (POS). For non-system or non-integrated sources of requests (personal appeal, phone, etc.), the service provides for the ability to start a task manually so that it is also taken into account in statistics and received by performers.

As a single window for the distribution of tasks, the system will eliminate duplication of calls to responsible employees and will reduce the time for feedback for the applicant. Interaction with the performer takes place using digital tools: according to the configured template, he sets tasks for the specialist and monitors the status of their execution according to a given scenario. There is an administrator's personal account through which he registers each performer and assigns responsibility for this or that problem to him.

The latest version of the Smart City Version 2.0 platform has been deployed in Sochi. The solution is implemented on the basis of an integrated digital platform developed by JSC RIR. This is a Russian product that takes into account the requirements for import substitution, it combines third-party systems and allows you to effectively manage urban infrastructure.

The project team creates a web version of the Smart City platform, launches the key Residents Messages service, and introduces a Single Contact Center. As part of the development of the platform in early 2023, it is planned to introduce other, socially significant modules.

The solution is implemented on the basis of an integrated digital platform developed by  JSC RIR. This is a 100% Russian product that takes into account import substitution requirements, it combines third-party systems and allows you to effectively manage urban infrastructure. The latest version of "Smart City Platform Version 2.0" is unfolding in Sochi.

At the first stage of the Smart City of Sochi project, a service is launched that will allow residents to quickly inform the administration about problems or initiatives and receive feedback on the results of work on circulation. Residents can use it by visiting the official Internet portal of Sochi or downloading the application. Also, a single contact center will unite all channels of information receipt in the municipal control center, will allow monitoring the implementation of long-term tasks by industry performers. In addition, modules for order execution analytics and incident monitoring are being implemented.

Rosatom's Smart City technologies operate in various regions of Russia - from the Murmansk region to Sakhalin. The platform is implemented as an independent solution or integrates with the existing software products of the municipality and government services. After implementation, RIR experts train authorized employees.
