Register of Telecommunication Equipment of Russian Origin (TORP)

The article is devoted to the functioning of the register of telecommunication equipment manufactured on the territory of the Russian Federation, which was created on the basis of the order of the Government of the Russian Federation No. 858-r of 2010 on the priority use of domestic telecom equipment. It is part of the Unified Register of Russian Electronic Products, which is maintained by the Ministry of Industry and Trade. The telecom equipment included in it receives the status of "telecommunications equipment of domestic origin" (TORP), and its manufacturer is the right to apply for preferences in public procurement.

2024: Inclusion in Flat-phone C10 and Flat-phone B10 phone registry

FLAT IP phones are assigned the status of telecommunication equipment of Russian origin (TORP), as evidenced by order of the Ministry of Industry and Trade of the Russian Federation No. 1476 of April 5, 2024. 2023

The Chamber of Commerce and Industry will check the Russian origin of telecom equipment

At the end of December 2023, it became known that the Ministry of Industry and Trade of the Russian Federation intends to revise the procedure for recognizing telecommunications equipment as domestic. Instead of the Interdepartmental Expert Council on Telecom (MEA), this issue will be dealt with by the Chamber of Commerce and Industry and the All-Russian Research Institute of Radio Electronics (VNIIR).

As of the end of 2023, the decision on whether telecom equipment is domestic is made by the expert council under the Ministry of Industry and Trade. Russian products receive the status of "telecommunications equipment of domestic origin" (TORP), which allows the manufacturer to get into the register of the Ministry of Industry and Trade and count on preferences within the framework of public procurement.

Telecommunications equipment manufacturers do not want to give the verification of "Russian" telecom "hardware" to the competence of the Chamber of Commerce and Industry

According to CNews, the Ministry of Industry and Trade plans to introduce a point system in the telecom industry to recognize Russian products. The corresponding document is being approved by the Telecommunications Technologies Consortium (ANO TT) as part of the MEA. At the same time examination is offered to be transferred to Chamber of Commerce and Industry. But against such a scheme are manufacturers of telecom equipment.

Market participants emphasize that the expert council opposes the changes, since for the most part it consists of manufacturers, and it is not profitable for them to give expertise to the Chamber of Commerce and Industry. It is argued that "manufacturers of telecom equipment in the MES regulate the market in such a way as not to let participants into it, and fulfill the requirements for the proceeds from the sale of their own products" (within the framework of agreements on obtaining subsidies from the Ministry of Industry and Trade). On the other hand, industry participants do not object to the point system in telecom.

Criteria of determination of the Russian origin asked to soften with the TV set equipment the Ministry of Industry and Trade

On December 20, 2023, it became known that Russian manufacturers of telecommunications equipment appealed to the Ministry of Industry and Trade with a request to soften the criteria for determining the domesticity of products. According to industry participants, in the formed geopolitical situation, the requirements proposed by the regulator are impracticable.

We are talking about the introduction of a point system for manufacturers of telecom devices - routers, switches, routers, etc. The document assumes that to recognize the products as domestic, they should use Russian printed circuit boards, as well as Russian integrated circuits. At the same time, it is proposed to perform the assessment by counting the points that the manufacturer gains for performing technological operations and using Russian components. The equipment with this approach should undergo an examination of the Chamber of Commerce and Industry. Moreover, in accordance with the proposed norms, the share of domestic elements in the composition of products should grow every year.

Russian manufacturers of telecom equipment are asking to soften the criteria for determining the domesticity of products

However, as representatives of the industry say, the problem is that in this situation there is a shortage of domestic components for telecom devices. Zelax President Sergei Sukhman notes that as of the end of 2023, Russia does not produce an electronic component base for telecom equipment.

Director of the Association of Developers and Manufacturers of Electronics Ivan Pokrovsky points to another problem related to points. The fact is that the proposed criteria do not take into account the functions of Russian components in the product. In other words, "the use of the simplest Russian microcircuit responsible for the operation of the indicator will give the same level of localization as the key microcircuit, for example, the switching matrix of the switch."[2]

Inclusion in the register of civil DMR radio stations "Roselectronics"

The entire line of civilian DMR radio stations of the Roselectronics holding of Rostec State Corporation received the status of telecommunication equipment of Russian origin (TORP). The assignment of this status was made possible thanks to the use of microcircuits developed and manufactured in Russia as part of the equipment. The Ministry of Industry and Trade introduces a point system for assessing the Russian origin of telecom equipment

The Ministry of Industry and Trade has developed a point system for assessing the Russian origin of telecommunications equipment. According to the document of the department, which Kommersant has at its disposal, in order to include equipment in the register of products of domestic origin, the manufacturer must own the rights to the design documentation of products and the source code of system software, have service centers for service, its own production site, etc.

Points will be awarded for each technological operation in production, for example, the assembly and installation or use of Russian components in technology. The equipment will be recognized as domestic in the event of a certain number of points. Control includes, switchboards, routers radar equipment, set-top boxes, etc. A similar technique is already being applied to computing.

To include equipment in the register of products of domestic origin, the manufacturer must own the rights to design documentation

The expert council under the Ministry of Industry and Trade is engaged in the issue of classifying equipment as domestic. The source of the newspaper in the electronics market notes that "due to the opacity of the assessment," foreign equipment "with overlaid nameplates" could be included in the register. The Ministry of Industry and Trade wants to solve the problem with the assignment of telecom equipment to the Russian Ministry of Industry and Trade since 2021, the source added.

The ministry expressed the hope that the new system with points will become an incentive for manufacturers to "increase the level of localization of production" in Russia.

Oleg Osipov, co-owner of Beshtau Electronics, hopes that in the future the Ministry of Industry and Trade "will tighten the criteria for the point system, stimulating Russian manufacturers of telecom equipment to increase the share of Russian components in products." However, by the beginning of March 2023, there are often no domestic components for the production of telecommunications equipment, especially high-tech ones, the source of the publication in one of the electronics manufacturers said.[3]

Inclusion in the register of routers "Roselectronics"

Service routers manufactured by NPP Istok named after Shokin (part of the Roselectronics holding of Rostec State Corporation) received the status of telecommunications equipment of Russian origin (TORP). 2022

Inclusion in Qtech Product Register

On May 24, 2022, QTECH announced products that received THORP status.

According to the company, according to Order Ministry of Industry and Trade Russia No. 1761 of April 29, 2022, the following QTECH equipment was assigned the TORP status:

The Ministry of Industry and Trade intends to increase the share of Russian telecom equipment to 44%

At the end of March 2021, it became known about a new import substitution plan in the telecommunications industry, which was developed by the Ministry of Industry and Trade of the Russian Federation.

According to the document, in 2019, the volume of the Russian equipment market for telecom operators reached 510 billion rubles, of which domestic solutions accounted for about 20% of sales. By 2025, the share should triple - up to 44%, which in money will be expressed by revenue of 360 billion rubles with a total market volume of 830 billion rubles.

Such a plan is given in the presentation "Growth points in the electronic industry of the Russian Federation," provided to Vedomosti by the head of the radio-electronic industry department of the ministry Vasily Shpak.

The Ministry of Industry and Trade is going to increase the share of Russian telecom equipment to 44%

The consortium of ANO Telecommunications Technologies (ANO TT), uniting Rostelecom, Rostec, as well as JV AFK Sistema and Rostec - JSC Element, will be responsible for achieving these targets.

The Ministry of Digital Development decided to cancel production inspections by Russian manufacturers of telecom equipment

On September 25, 2020, it became known about the decision of the Ministry of Digital Development of the Russian Federation to exempt Russian manufacturers of telecommunications equipment from industrial inspections.

As Kommersant writes with reference to the published draft government decree, the Ministry of Digital Development proposes when issuing a certificate for 3 years to cancel inspections from manufacturers from the register of telecom equipment of Russian origin (TORP) and leave only unscheduled ones, while for other vendors checks happen at least once a year.

In addition, when re-declaring products, manufacturers from the register will not need to conduct their tests in an accredited laboratory - it is enough to provide the results of their own tests.

The register of telecom equipment of Russian origin of the Ministry of Industry and Trade was created so that state customers use domestic analogues if they are available instead of foreign equipment, the newspaper explains. The volume of the communication equipment market in Russia is $4 billion per year, domestic manufacturers account for about $750 million, the Association of Russian Developers and Electronics Manufacturers estimated.

Mandatory certification of the Ministry of Digital Development is subject to network and subscriber equipment for mobile and fixed communications. The certificate confirms that the equipment is safe, functional and can be used in the telecommunication network of Russia. Such a certificate should be held by manufacturers, suppliers and companies that bring equipment to the Russian Federation.

Representative of the Association of Trading Companies and Manufacturers of Household and Computer Equipment (RATEK; unites Apple, Samsung, Philips, LG, etc.) Anton Guskov believes that the Ministry of Digital Development initiative will lead to unequal conditions for access to the producer market.[5]

2019
