10 most expensive IT systems in a public sector of Russia today

The IT systems, huge on the scales, providing rendering state services, pension accrual, control of payment of taxes and other functions of the state require regular operating expenses, upgrade, development.

Maintenance and updating of 10 largest IT systems of federal agencies costs, by estimates of TAdviser, 30 billion rubles a year, and these are about 30% of the general budget of informatization of state agencies. More than a half of these means "eat" operating costs which purpose – support of operability of systems and their users.

Calculation of expenses on development, operation and upgrade of IT systems of analytics of TAdviser was carried out on the basis of plans of informatization and purchases. Expenses on the actions relating directly to this or that system were summed up.

The actions connected with development, operation and hardware upgrade or telecommunication channels, which are not relating directly to the studied systems were not taken into account. Communication services for the staff of departments were also not considered.

1. AIS of RPF

22 billion rubles

The most expensive, according to calculations of TAdviser, is automated information system of the Pension fund (the AIS of RPF). In 2015 its support and development 10.65 billion rubles demanded, for 2016 is planned to spend 11.38 billion.

The AIS of RPF - is unique, many-sided, huge as the certain continent. So in 2015 it was characterized by the vice chairman of the board of the Pension fund Nikolay Elistratov. Using a system the fund performs the key functions - appointment, recalculation and financing of pensions and social payments, conducting the personified accounting of the pension rights of citizens, administration of insurance premiums, formation and investment of means of pension savings.

The Pension fund provides the services through more than 2500 client services - it is 2500 points of entry in a system, 1000 mobile client services, EPGU, electronic offices of the insured person and the payer on the website of RPF, the multifunction centers. In a system about 150 million individual accounts are operated (including accounts of the dead). It is annually granted to more than 2.7 million pensions which amount are several times a year recalculated in connection with indexations.

The information system interacts with more, than 2.5 thousand systems of other federal, regional and municipal agencies. In 2014 the AIS of RPF processed and answered 1.4 billion requests. The information center of a personalized accounting of RPF processes in dive more than 1 million requests a day.

Since 2012 there is a gradual moving of functions of a system on the new platform – AIS RPF-2. In the plans of informatization the Pension fund will not cut expenses on the first and second version therefore by drawing up the list the cumulative digit was considered.

2. Infrastructure of the e-government

Infrastructure of the electronic government also includes the Uniform portal of state services, the system of interdepartmental electronic interaction, the system of identification and authentication and other systems which practically all federal and regional agencies use.

Annually key indicators of IEP double. For example, the number of the citizens registered in a Unified identification and authentication system grew from 3.5 million in January, 2013 to 28 million in June, 2016. The number of monthly visits of EPGU grew from 5.5 million to 12 million, and number of transactions in SIEI – from 1.8 billion to 10 billion (the forecast for 2016) in a year.

3. ASFK

Top three is closed by the Automated system Federal Treasury (ASFK). Expenses on its development and operation in 2015 made 3.2 billion rubles, in 2016 – 3.7 billion.

Main objective of a system - information support of processes and procedures of execution of federal, regional and municipal budgets, control of expenditure of budgetary funds. The separate information systems which are responsible for narrow tasks (expenditure management, a reporting preparation, etc.) were replaced with a single system based on the Oracle platform.

It is about the uniform account when which using data on finance from information on the rights to the order them separate. Besides, according to her, ASFK allowed to reduce reporting preparation terms, to increase transparency of its formation, to accelerate obtaining analytical information and also to optimize maintenance costs of government.

Scales of ASFK characterize the following digits: the central office of Federal Treasury, 83 managements and more than 2 thousand departments over the country are connected to a system. In ASFK 60 thousand personal accounts of the federal budget and about 290 thousand personal accounts of budgets of the subject / local budgets are operated. The number of payment documents on income in one management reaches 320 thousand a day, the number of payment documents on expenses - 50 thousand a day.

4. GS PVDNP

In 2015 the state system of production, registration and control of passport and visa documents of new generation (GS PVDNP) demanded investments in the amount of 3.5 billion rubles, in 2016 - 2.7 billion.

A system controls all technology chain of release of foreign passports with a chip, service and diplomatic passports, the residence permit for persons without citizenship and the travel document of the refugee.

The MFA and other departments are responsible the Ministry of Telecom and Mass Communications for development and operation of a system, with the Ministry of Internal Affairs (before FMS).

5. IVS of Rosstat

6.2 billion rubles

In 2015 about 2.1 billion rubles were invested in maintenance and development of an information system of Rosstat, in 2016 – is planned to enclose 2.4 billion.

IVS of Rosstat is intended for the automated collecting, processing and storage of statistical data at the regional and federal levels, formations of statistical materials, implementations of requests to statistical information. Annually at the federal level more than 16.2 billion indicators are processed, more than 600 operational bases in the different directions of statistics are conducted.

Results of processing of statistical information collect in data warehouses at the regional and federal levels. All data are coded according to the uniform directory of statistics containing more than 60 thousand indicators. Their razreznost is described by the uniform normative reference information including 29 all-Russian qualifiers and more than 900 industry reference books.

The saved-up data are used for formation of all official publications of the state statistics, part of them is posted on the website of Rosstat.

6. AIS Tax-3

In 2015 automated information system "Tax-3" demanded investments in the amount of 1.4 billion rubles, in 2016 - 1.7 billion.

Before introduction of AIS Tax-3 consolidation of tax data was made at the regional level. With its emergence all information gathers in uniform DPC of FTS, and all staff of service from all territorial subdivisions has access to it.

7. EAIS TO

We understand that without systematization and coding all forms, business processes are useless. If the machine is not able to read this information, it cannot be used. Means if we resolve these issues, then on the portal it is necessary to create "the accountant's office", to fill it with forms, to develop business processes, to make the system of reference books by which the accountant can be guided, filling out these forms. And a system will automatically keep the Ledger of the Russian Federation. Automatically – in it global sense of "The electronic budget"

In the budget sphere of Russia about 5 million accountants work. Centralization of accounting functions of accounting based on Federal Treasury, according to the Ministry of Finance, will allow to cut down operating expenses considerably.

9. Social insurance

In 2015 the information system of Social insurance fund - Social insurance - demanded investments about 586 million rubles, in 2016 – 924 million.

In the Social insurance system accounting, personnel office-work and document flow is conducted, the budget of the Social Insurance Fund forms. The same system is responsible for personal records of applicants for insurance payments, calculation of benefits, distribution of preferential permits, verification of reports of insurers, etc.

10. EGIS OTB

1.4 billion rubles

Closes ten EGIS most expensive systems of the ensuring transport security (ETS). In 2015 its operation, according to the plan of informatization of Ministry of Transport, cost 592 million rubles, and in 2016 is estimated at 829 million (taking into account development).

EGIS OTB are the cornerstone the centralized bases of personal data about passengers of an avia - the railway, water and motor transport which are transferred to it from information systems of the airports and stations and also from carriers at acquisition of tickets. Access to data of EGIS OTB is got by the staff of Ministry of Transport, the departments subordinated to it and also FSB and the Ministry of Internal Affairs.

The Ministry of Telecom and Mass Communications supervising the state informatization sees need of decrease in operating costs and, according to his predstavtel, intend to be engaged in centralization of IT infrastructure for this purpose.

World experience shows that centralization of actions for informatization practically in all cases increases stability of functioning of information systems, arranges use of IT infrastructure, increases security of information, reduces operating and capital expenditure for development and upgrade, speak in the Ministry of Telecom and Mass Communications.

The Russian experience in the banking sector (the Central Bank, Sberbank of Russia) and also in a number of territorial subjects of the Russian Federation (Moscow, the Moscow region, the Republic of Tatarstan and others), according to the Ministry of Telecom and Mass Communications, also proved the efficiency.

By one more method reduce operating costs there can be substitution of the import system software with free software. Based on Oracle, for example, infrastructure of the electronic government, the customs, treasurer and transport systems are constructed.
