The "National Platform of Open Education" (NPOE) non-profit organization is created in April, 2015 by eight Russian universities: Lomonosov Moscow State University, SPbSU, NITU MISIS, Higher School of Economics National Research University, MIPT, URFA and ITMO University.

"Open education" — the modern educational platform offering online courses on the basic disciplines studied at the Russian universities. All rates placed on the Platform are available free of charge and without formal requirements to basic level of education. For persons interested to reckon the passable online course when mastering the educational program of a bachelor degree or specialist programme in university the unique possibility of receiving for Russia of the confirmed certificates is provided. Obtaining the certificate is possible on condition of passing of control actions of an online course with identification of the identity of the student and control of conditions of their passing.

2015: Start of "National platform of open education"

On September 14, 2015 the leading Russian universities started "The national platform of open education" which represents the portal with free online courses for all comers.

"The national platform of open education" with assistance of the Ministry of Education and Science was created by consortium from eight leading universities: MISIS, HSE, MSU, SPbSU, MIPT, ITMO, URFA and SIBPU. Each of them enclosed 50 million rubles in the portal, a part of money will go for creation of training courses.

According to developers, videos of lectures, and essentially new educational product similar to foreign Coursera or edX will be offered users of the new platform not just.

Daily participants of Natsplatforma will receive on a short lesson with the main information on a subject which assimilation will be checked by tests. Also collective tasks at special forums will be available, and at the end everyone will be able to pass examination and for a small fee to receive the official certificate.

As the rector MISISA Alevtina Chernikova noted, the Ministry of Education and Science demanded that the listener of an online course gained the same knowledge, as the student studying this subject in audience. Besides, officials promise to equate virtual marks to real with entering in the diploma.[1]

"The national platform of open education" are online courses in the different directions: mathematical and natural sciences, engineering, technologies and technical science, health care and medical sciences, etc. Any person without restrictions can be trained: free of charge and without formal requirements to basic level of education. At successful passing an examination the certificates of leading universities of the country testimonial of assimilation of modules of the program of a bachelor degree are provided. For the students studying in universities there is an opportunity perezachest results of mastering of an online course instead of examination or offset.
