History

2005: Creation of the company, contract with FTS

According to the USRLE, founders of Rosservice from 2005 to 2012 were Nikolay Tamodin, Victor Yarutov and Yury Pesnya.

Since the moment of the creation Rosservice began to perform system maintenance of infrastructure of FTS across all Russia. The contract with tax administration was signed when Anatoly Serdyukov who in 2007 headed the Russian Defense Ministry directed it.

2009: The leader of growth of revenue in EMEA

Consolidated revenues of the company in 2009 were 2,062,000 thousand rubles that for 49% exceeded a similar indicator of 2008 in 1,380,000 thousand rubles (according to CNews Analitics).

In 2009 income of Rosservice was 1.757 billion rubles (excluding VAT), net profit – 76 million rubles. Five years ago – based on 2005 – income of the company was 14.983 million rubles. Thus, for a settlement period it increased more than by 117 times. For the end of 2010 in Rosservice about 300 people, in network of contractors – more than 7000 work.

As a result the Russian company "Rosservice" servicing IT infrastructure of the Federal Tax Service through the whole country in five years grew more than by 11600% and entered into the three of the most fast-growing hi-tech companies in EMEA region according to Deloitte.

2010: Tamodin heads Voentelecom and connects Rosservice

In January, 2010 one of founders of Rosservice Nikolay Tamodin became the CEO of Voentelecom with which Rosservice began to cooperate further as the contractor when implementing projects already for the Ministry of Defence. The same year mister Tamodin headed Osnova Telecom LTE operator whose 25% belong to Voentelecom. In 2010 revenue of Rosservice exceeded 2.448 billion rubles, and EBITDA - 103 million rubles closed joint stock company appeared on the third place in the rating of Deloitte of 500 most fast-growing companies of the countries of Europe, the Middle East and Africa occupied in the field of high technologies.

"However since the same 2010, after arrival to Mikhail Mishustin's FTS, the tax administration reviewed the IT strategy. Tenders for service were broken on regions, in each subject it was necessary to fight for the contract separately. Rosservice was not ready to it and therefore the company began to lose gradually one of two main customers" — the founder of Verysell group Mikhail Krasnov remembers.

2011: The company is offered for sale

In the fall of 2011 Rosservice was offered for sale.

Among the main objectives which are solved by Rosservice within the implemented projects during this period — the organization and ensuring the service maintenance implemented and set telecommunication and the IT equipment of different producers in all territory of Russia; ensuring the uniform quality standard of the provided services; ensuring smooth operation of ICT infrastructure and information systems of the customer and increase in efficiency of planning and cost management on operation of ICT infrastructure.

The center of authorization of addresses, the center of technical competence, the All-Russian geographically distributed network, existence of the set and fulfilled regulations and engineering personnel treat the main resources of the company which allow it to organize and execute outsourcing projects.

The center of authorization of addresses is uniform "point of entry" and provides the round-the-clock acceptance of addresses, registration in the database and further routing for the purpose of diagnostics, localizations and fault recoveries, maintenance of systems in emergency situations or receiving consultations on service.

As a part of the center of technical competence of Rosservice company the technical laboratory and service of service experts function. The first is intended for modeling of problem situations and their solution, development of recommendations about operation of the equipment, carrying out consultations. This platform is also used for training of specialists of the customer and partners. The service of service experts, in turn, holds consultations and also provides remote monitoring and remote configuring of the equipment of systems.

The service network of Rosservice company is created on the basis of own technical resources and the service centers of the regional partner companies. It allows to service clients in all regions of Russia. Now the partner network Rosservice contains more than 150 companies.

The set and fulfilled regulations are designed to regulate a technicians operations procedure at emergence of both regular, and emergency situations.

The engineering personnel provides functioning of the systems of any category of complexity, underwent necessary certification and has access to intellectual resources of the Russian and foreign technical laboratories.

Within projects of outsourcing development of the individual directory of services for customer company, development of the agreement on the service level, acceptance of maintenance entities, including audit of IT infrastructure, and creation of substitution fund of the equipment for ensuring continuous work is performed.

2012: Beginning of the end: Serdyukov is removed from a post of the Minister of Defence

In November, 2012 Sergey Shoygu released Anatoly Serdyukov from a duty of the Minister of Defence.

2012: Unfortunate merge to Maykor

In July, 2012 it was announced that Rosservice is a part of Service Holding Company holding (Maykor trademark). The transaction between Maykor and Rosservice was going to be carried out step by step during 2012-2013 by means of monetary calculations and exchange of shares. According to the results of the transaction a number of owners of Rosservice intended to become a shareholder of Maykor.

Cooperation of Rosservice and MAYKOR had to include a problem of integration of service resources. Own service network Maykor numbering 82 branches, 400 points of presence, more than 2500 regular qualified specialists plus Rosservice - over 150 service centers, 600 regular engineers, the extensive partner network numbering more than 7000 IT specialists - in the amount had to provide a deep and large-scale covering of all territory of the country. Besides, development of cooperation in competences, service lines, the organizations of training of specialists, customer relations and vendors, project implementation, etc. was planned. As a result business of the united company had to be differentiated in the directions of services and in the industries of the companies clients as private sector, and with the state participation.

It became known later that the transaction between Rosservice and Maykor was cancelled.

"Sellers changed structure of the transaction, including its financial component. We could not agree on new conditions" — the president of Maykor Sergey Sulgin Creditory said [1].

2013

Tamodin's arrest

At the beginning of 2013 Nikolay Tamodin left Voentelecom and Osnovu Telecom headed by him. In September of the same year mister Tamodin was arrested on suspicion of plunder of 700 million rubles at the Ministry of Defence. The head military investigation department of ICR brought criminal case according to Part 4 of Article 159 (large scale fraud). According to the investigators, in 2011 within execution of the government contract Nikolay Tamodin together with representatives of the affiliated commercial organizations, one of which is Rosservice, delivered to the Defense Ministry obviously unsuitable for use, the special technical equipment which is written off and removed from balance of army.

License for creation of information security tools

In 2013 Rosservice passed special examination, the state certification and again obtained the license for activity in the field of creation of information security tools in all territory of the Russian Federation for a period of 5 years.

Decline of revenue by 32% to 1.1 billion rub

With the advent of the new management in Voentelecom at Rosservice the relations and with this company deteriorated. In particular, Voentelecom submitted a claim to arbitration court for collecting from Rosservice of unreasonable enrichment in the amount of 410 million rub. At the end of 2013 revenue of Rosservice, according to SPARK-Interfax, dropped by 32%, up to 1.1 billion rubles, at the same time the company had a net loss in the amount of 332 million rubles.

2014: Recognition by the bankrupt

In the summer of 2014 it became known that the Rosservice company is declared bankrupt according to the decision of arbitration court of the Kaliningrad region. More than 200 companies and the organizations among which is once the biggest customers of Rosservice — FTS and Voentelecom subordinated to the Ministry of Defence appear her creditors. The amount of accounts payable which is not disputed by Rosservice is 472.4 million rubles, according to court.
