Will implement 1C in Transneft integrator, related to Gazprom

By summer of 2016 Transneft^[1] on creation of standard project solutions for automation of financial and economic activity with the starting price of 307 million rubles carried out request for proposals.

As a result of project implementation the single system based on the configurations "1C:Enterprise 8" should be developed for nine enterprises of Transneft. Total number of users of standard solutions based on these products should be more than 1360 people.

Choice of the winner

On July 28, 2016 Transneft published the protocol the protocol of assessment and comparison of requests of procurement participants. The winner selected related to Gazprom the ANT-Service company which suggested to perform works for 277 million rubles. It was created in 2015 and 1C, etc. and also integration services specializes in creation of systems based on SAP.

In addition to it were considered also the request "Infosyyut Technologies" which offered the services for 298.8 million, 1C-Rarus - for 306.89 million, "Business automation" - for 306.99 million, Croc - for 307 million.

The request 1C-Rarus was recognized as non-conforming to procurement documentation.

Transneft migrates from Excel in 1C

Purchase from the second attempt

Carried out Transneft given purchase to the second time. For the first time the company announced request for proposals^[2] in March, however in April published failure from it. The company did not specify the reason of such solution in the notification on failure. Did not explain it in Transneft and at the request of TAdviser.

The source familiar with conditions and the course of the first purchase, in a conversation with TAdviser assumed that limits of the project were insufficiently accurately defined, and as a result Transneft did not see such offer which would correspond to its vision.

According to the interlocutor of TAdviser, approach to project implementation "obviously formed those who got used to implement SAP" that in a case with projects on 1C leads to tightening of terms and value addition.

Within the project the master is offered to make a system and then to replicate it on affiliated enterprises of Transneft. It very long, with a lot of completions on the way, but differently is impossible as a system very difficult, - the source of TAdviser argues. - In a case with 1C it is possible to create the general system on all enterprises at once.

The source added that the companies working at the market of 1C difficult adapt under requirements of the customer "do as though instead of SAP we use 1C". According to the interlocutor, the offer to change the plan and structure of works within the project came to Transneft.

In the version of terms of reference published with June request for proposals a number of changes appeared. One of them – need for the contractor to provide designer's service of works of the project of creation from 1C Company. Changes are also in requirements to contract organizations. In particular, to auditors in accounting methodology. In the previous version of terms of reference they were called consultants. In the new version of terms of reference there was a clause that auditors should be selected in a separate resource and should not combine roles of contractors of avtomatizator.

In the same section the point of requirements to integrators regarding information infrastructure and information security appeared. In the previous version of terms of reference the concept of such type of integrators was absent. Now one of conditions – need for the contractor to sign the agreement with such organization and to transfer it risks of execution of works.

Requirements to technical support of a system and to qualification of the specialists rendering it were also specified. Also the requirements list regarding integration systems capabilities extended: in the new version of terms of reference it is told that, in addition to the other systems, it should support integration into the module of legally significant electronic document management that was not earlier.

Also, it agrees new terms of reference, the circuit of implementation was narrowed from ten to nine objects: from the list of the companies where it is required to implement standard solutions, Transneft Technology disappeared.

The source familiar with conditions and the course of the first purchase and conditions of the second in a conversation with TAdviser noted that, first, the purchase location mode changed – now it is the closed request for proposals electronically. It means that only the organizations which received personalized invitations from her organizer participate in purchase.

Closings the request says that the customer according to the results of last tender created for himself a short supplier list, first of all from participants of last tender from which would already like to select the supplier more consciously, - the source of TAdviser argues. - Such practice is absolutely normal for the large companies – at first terms of reference, assuming broad interpretation for a wide range of participants, then, according to the results of, the short list and specified by terms of reference. It allows to reduce project risks and to increase efficiency of the spent means.

Besides, in the last tender documentation there were some errors and ambiguity to which participants of last tender pointed. Now they are corrected, the interlocutor of TAdviser says.

Requests for the first tender

Applications for participation in the request for proposals announced by Transneft in March, 2016 were successfully submitted by ID-Management Technologies companies (306.98 million rubles), 1C-Rarus (306.71 million), "Business automation" (305.1 million), Croc (299.17 million), "Infosyyut of technology" (293.62 million), ANT-Service (279.9 million), "ALP-IS" (275.56 million), 1AB TsPT (273 million), VDGB (226.1 million).

The request of Prof-IT Group was rejected since did not conform to requirements of documentation on purchase.

Scope of work

The enterprises entering into Transneft need uniform complex automation regarding accounting, tax, personnel, operational accounting, budgeting and payroll. This purpose is supposed to be implemented by transfer of the current accounting systems to a uniform configuration of the accounting system and also further automation of all basic processes of accounting and the reporting in the fields of budgeting.

Implementation of standard solutions is going to perform in nine (from more than 50) the organizations of a system Transneft - "Transneft – Metrology", "Transneft - Logistics", Transneftyenergo, "Transneft Supervision", "Transneft - Media", "Transneft - Podvodservis", "Transneft - Energoterminal", Transnefteproduct, Giprotruboprovod.

As of the beginning of 2016 of the enterprise conduct different types of activity, using at the same time the non-standard rules for apportionment of costs developed in the current automated systems of different versions and configurations.

Budgeting is conducted is decentralized by managerial the analyst. The accounting for 75% is carried out using means of Microsoft Excel and manual data processing, said in the technical project.

The analysis which is carried out by Transneft showed that at the enterprises there are no uniform mechanisms of automation of reflection of transactions of budgeting, accounting, tax, personnel records and payroll, the different automated systems of accounting supported by the involved third-party contractors are used.

As the platform for standard solutions Transneft intends to use "1C:Enterprise 8". As stated in terms of reference, by the contractor the single system based on the configurations "1C:Enterprise 8" taking into account features of accounting of each automation object, with a possibility of the centralized updating and editing a configuration should be developed.

The single system can consist of two separately the working configurations. Priority initial configurations are "1C: Accounting 8 CORP, edition 3.0." and "1C: Payroll and HR Management 8 CORP, edition 3.0.".

The Database Management System (DMS) should be implemented on the Microsoft SQL Server platform. The Microsoft Windows operating systems released after 2012 should be operating systems server and workstations. Hardware-software components of a system should be placed in corporate DPC.

As of the beginning of 2016 in Transneft the accounting systems of different vendors are used. So, in addition to already mentioned Excel from Microsoft, at the enterprises different SAP solutions are implemented SAP HCM SAP ERP () and 1C (1C: Payroll and the personnel 7.7, 1C: Manufacturing Enterprise Management 1.3, 1C: Accounting enterprise 2.0 including CORP, 1C: Payroll and HR Management 2.5, 1C: Accounting enterprise 3.0 1C: Trade and Warehouse 7.7, 1C: Rarus: motor transport service 7.7, 1C: System of accounting of welding installation works), system "Galaktika ERP", etc.
