Run eBooks Reporting

On January 22, 2020, Tensor announced the launch of reporting on electronic work books (ETK). Information about the introduction of electronic work books made a lot of noise in December 2019. Everything that used to be fixed on paper is now recorded and transmitted digitally. In other words, work books turned into another electronic reporting into the Pension Fund in the form of SZV-TD.

The nearest deadline is until February 17, 2020. The SBIS system already allows sending reports on the admission, transfer and dismissal of employees for January 2020.

According to the developer, the transition to ETK is part of the national project "Digital Economy." According to the legislators, electronic work books will bring a lot of benefits:

  • It is easier for the state to collect information about seniority for retirement, and this data cannot be forged in electronic form.
  • Employers hire remote employees remotely without delay and are no longer responsible for storing work books.
  • The employee will not lose his work and at any time can receive an extract from it for benefits or credit.

Special working groups in the FIU solved methodological and technical issues on the ETC: texts of regulatory acts, the procedure for filling out and the process of submitting SZV-TD, transport on which reporting will be submitted, etc. Tensor representatives were part of these groups and shared their experience with reporting.

As noted in the Tensor company, an updated sending scheme is used to transmit the SZV-TD report. Telecom operators are developing it from scratch. Tensor helped the Pension Fund test communication channels and in December 2019 sent the first trial report. Stable communication with the FIU was established, and SBIS users were prepared for the transition to electronic work books.

In order to switch to electronic work books, you need to:

  1. Install a system for submitting electronic reporting and register in the FIU electronic document management system. All organizations are obliged to register in the Pension Fund system, and it does not matter whether they sent reports to the FIU before that or not. Customers of the Tensor company draw up an application for connection to the EDO of the Pension Fund directly to the SBIS.
  2. Study the SZV-TD form and its filling rules. The introduction of electronic labor raised many questions, and in December 2019, the regional branches of the FIU in the SBIS system held a series of webinars on this reporting. On them, employers learned how to fill out and how often to pass SZV-TD, whether it is necessary to report if there are no personnel changes.
  3. Adjust internal regulations, notify employees about the possibility of switching to ETK by June 30, 2020, and collect applications for choosing a labor format by February 15, 2021. Tensor has prepared templates for its clients "Notifications on the transition to electronic work books" and "Statements on the choice of the format of the work book."

On January 1, 2020, the SBIS invited users to connect to the electronic document flow of the FIU to transfer information about labor activity.

In the first two weeks of January 2020, the following was sent through the SBIS:

  • 80,000 applications for connection to electronic document flow with the Pension Fund,
  • 1,500 reports as per СЗВ-ТД form.

At first, using deep learning technology, the company taught the system to recognize scans and photographs of passports, which made life easier for personnel officers throughout the country. The system now processes the shipment documents itself.
