The report also says that the Central Bank plans to develop the existing functionality of the SBP in the field of client payments in favor of the state (C2G). It is planned to include the possibility of paying for educational, medical and other services of budgetary institutions through the SBP, as well as integrate the system into the portals of state and municipal services.

The requirement also does not apply to credit institutions if its clients - legal entities or individual entrepreneurs open only accounts for a deposit or deposit and the regime established by the legislation of the Russian Federation for maintaining open bank accounts of clients does not imply the implementation of expenditure operations by order of the owners of such accounts.
According to Ilyumzhinov, Rusyaev & Partners managing partner, lawyer Ilya Rusyaev, conducting B2B operations in the Fast Payment System will help businesses optimize working capital, reduce costs and increase transparency of settlements.
In addition, in the future, it is possible to use SBP to make cross-border transfers through foreign correspondent banks, which will facilitate settlements with foreign counterparties, he added in a conversation with the newspaper.[2] |

The Ministry of Internal Affairs of the Russian Federation revealed a new embezzlement scheme through the Fast Payment System
The attackers have a new scheme for stealing funds from Russians - now they operate through the Fast Payment System. This was announced on January 22, 2024 by the press service of the State Duma deputy RFAnton Nemkin from the words of the official representative of the Ministry of Internal Affairs of Russia Irina Volk. The essence of the scheme is that a potential victim, interested in expensive goods in an online store, leaves an application for its purchase on the website. Then the buyer receives a call or message in the messenger from the "store employee." He confirms that the product of interest is available and can be purchased at a discount, but only if paid through the Fast Payment System using a QR code.
If agreed, fraudsters send a link to the messenger, by which you can go to the page with a payment form using a QR code. When confirming the payment, the money is immediately sent to the account of criminals.
First of all, the implementation of such a scheme became possible in connection with the compromise of accounting data moderators and administrators of store sites, said Anton Nemkin.
The number is regularly leaked data unprecedented in January 2024 - over the past two years, almost a billion records of Russians have been freely available, and this volume information contained both addresses and financial data passwords even passport data. The cycle of leaks is already leading to the fact that, on the basis of old "drains," attackers are building schemes to steal new data from citizens. The vicious circle should help stop the bills already submitted to the State Duma, which largely tighten the punishment in terms of violating the legislation on - personal data for data operators who have allowed a cyber incident, negotiable ones will be introduced, and penalties for those who steal, information trade or transfer it abroad, criminal liability may also occur, - the deputy recalled. |
First of all, you need to remember that it is better to communicate with support services on the phones indicated on the official website. At the same time, if links are sent to you and they try to lure you with "unique" promotions, information about which is not even on the store's official website, you should be wary - any link on the network may turn out to be a trap, so it is better not to thoughtlessly switch on them. Your personal data is definitely more expensive than the amount that any, even the most profitable offer offers to save, "the parliamentarian concluded. |
The Ministry of Internal Affairs also advises not to save credit cards and overdraft cards for payment in personal accounts - it is most reliable to have a separate card for paying for goods on marketplaces and deposit an amount on it, which is enough only to pay for a specific purchase. If there are doubts that company representatives are calling, it is better to hang up and call the store support yourself at the number indicated on the website.

- S2S-pull (payments of individuals to individuals at the initiative of the recipient);
- C2B (payments of individuals to legal entities);
- B2C (payments of legal entities to individuals);
- B2B (payments of legal entities to legal entities);
- C2G (payments of individuals to the state).
It is also possible to make cross-border transfers between individuals through foreign banks that are correspondents of Russian banks participating in the SBP. As of the end of 2023, seven Russian banks provided the opportunity to make cross-border transfers. Access to cross-border transfers using SBP was provided to customers of 41 foreign banks from four neighboring countries.
The volume of transfers under the SBP doubled to 31 trillion rubles
In 2023, more than 7 billion operations totaling 31 trillion rubles were carried out through the Fast Payment System (FPS), which is about twice as much as a year ago. This was reported to the Central Bank of the Russian Federation in early February 2024.
As the regulator noted, "a significant incentive for the growth of the popularity of the system was the launch of a loyalty program with cashback payments," and purchases with the help of the SBP in 2023 were made 4.5 times more often than in the previous one.
From the materials of the Central Bank it follows that in 2023 companies were actively connected to the SBP, their total number reached 1.5 million organizations, which is almost three times more than a year earlier. The regulator also draws attention to the increase in demand for the service of transfers of legal entities to citizens (for example, insurance payments, payments from brokers and others). The number and amount of such payments in the SBP increased 2.5 and 1.8 times, respectively, compared to the same indicators of the previous quarter.
Purchases passed through the SBP 4.5 times more often than in the previous year. An additional advantage for them was the SBPei"" application, which allows you to pay with a smartphone of any brand with NFC function in one touch. The convenience of the fast payment service was appreciated not only by consumers, but also by business. Due to attractive tariffs, entrepreneurs significantly reduce their costs, - said the Director of the Department of the National Payment System of the Bank of Russia. Alla Bakina |
About a third of operations in the SBP in 2023 fell on the fourth quarter. The number and amount of transfers made by citizens through the Fast Payment System in October-December 2023 increased by 20% and 23%, respectively, compared to the previous quarter.
The average amount of transfer through the SBP by the end of 2023 amounted to 5.3 thousand rubles. The system was used by every second resident of Russia, payment for goods and services - every third. On average, through the SBP, one citizen made 20 transfers in October-December 2023 and paid for 12 purchases.[3]
The Central Bank forever canceled commissions for banks for transfers between citizens to the SBP
The Central Bank of the Russian Federation forever canceled commissions for banks for transfers between citizens in the Fast Payment System (FPS), and also increased the limit on sending money through this system to itself. The regulator made the corresponding statement on December 28, 2023.
As reported on the website of the Central Bank, from April 1, 2024, zero tariffs for banks will be valid for transferring cashback to citizens, as well as for returning cashback to the seller when refusing to buy. The innovation will make the SBP loyalty program more attractive both for trade and service enterprises and for the banks serving them, the Bank of Russia notes.
The Central Bank recalled that until July 1, 2024, the SBP has a grace period for banks when they do not pay a commission to the regulator for transfers between citizens. The regulator decided to set a zero tariff for these operations without limiting the validity period.
From May 1, 2024, citizens will be able to transfer between their accounts in different banks up to 30 million rubles a month free of charge through the Fast Payment System. It is noted that the new limit of transfers to itself (Me2Me-translation) in the SBP will begin to operate simultaneously with the entry into force of the relevant federal law.
It is specified that the limit on transfers without a commission to another person will not change - 100 thousand rubles. Also, the transfer fee will remain unchanged in excess of this amount also - 0.5% of the transfer amount, but not more than 1.5 thousand rubles.
According to Natalia Milchakova, leading analyst at Freedom Finance Global, the need to cancel commissions for transfers through the Fast Payment System (FPS) has matured for a very long time, and the decision of the Central Bank will not affect the financial results of banks. The transfer of a large amount of up to 30 million rubles for the SBP without a commission for citizens can be a salvation for some cases, because carrying such an amount in cash around the city from one bank to another or from the bank to your home can be life-threatening, she added.[4]

Speaking about the reasons for the increase in dynamics, the Bank of Russia noted that the emergence of the possibility of transferring wages using the SBP affects. Market participants interviewed by the publication named other factors.
SBPs are increasingly used by insurers and microfinance organizations (MFIs), transferring funds to their customers. According to Elman Mehtiev, Chairman of the Board of SRO MiR, the share of transfers to borrowers through SBP at MFOs is still insignificant. The All-Russian Union of Insurers told the newspaper that insurance companies use the service, if payment can be made through the SBP, it is convenient.
Kirill Tikhonov, deputy head of the medium and small business block of Promsvyazbank, said that the volume of such operations in PSB is growing by an average of 10% monthly, and the mechanism for paying for V2S under the SBP is popular in the micro and small business segment. VTB records a constant increase in the number and volume of transfers under the SBP for settlements of legal entities with self-employed, said Spartak Solonin, head of the bank's corporate digital business department.

In addition, TSP will be able to reduce the cost of accepting non-cash payments, since bank commissions for accepting payment through the system are 2.5-3 times lower than acquiring ones, the Central Bank said.
Businessmen interviewed by Vedomosti in March 2022 noted that the Central Bank's measure would help more medium-sized businesses, not small ones: SBP appeared recently, and for it to work, like any other new system, it needed promotion, but SBP support and marketing were insufficient: in comparison with Visa and Mastercard systems, which give people cashbacks and additional benefits, SBP did not offer this; SBP for small businesses is irrelevant - it is more actively used by medium-sized businesses.
The decision of the Bank of Russia to raise the limit on operations in the Fast Payment System will enter into force on May 1, 2022. The minimum limit of transfers to the SBP per day, which banks can set for their customers, is maintained at the level of at least 150 thousand rubles, as well as the limit of free transfers per month (100 thousand rubles).
Until July 1, 2022, a commission for transfers through the SBP between individuals is not charged. Then, if the measure is not extended, it will be from 0.05 to 3%, depending on the amount of the operation.
The commission for business is 0.4-0.7%, depending on the type of activity of the company. In addition, by July 1, 2022, small and medium-sized businesses can receive compensation from banks for such costs.[13]
The government allocated 500 million rubles to small and medium-sized businesses using the fast payment system
The Russian government has extended for six months the program of compensation to small and medium-sized businesses (SMEs) for the use of the domestic fast payment system. 500 million rubles are allocated for it. The order was signed by Prime Minister Mikhail Mishustin. The Government of the Russian Federation announced this on its website on March 4, 2022. Read more here.
Fast Payment System Slowdown
Bank of Russia On March 5, 2022, he noted a slowdown in the work of the Fast Payment System (FPS) due to an increased background DDoS-attacks on channels telecomproviders-. This did not affect the safety of funds, the regulator said.
Some of the operations could be slower or needed to be repeated after a while.
The operational payment and clearing center of the SBP - JSC NSPK interacts with telecom providers in this situation.
The Fast Payment System (FPS) is a service with which you can make interbank transfers by mobile phone number around the clock, without holidays and weekends. Commissions for such transfers are low or completely absent. More than 200 banks have already been connected to the system for March 2022. In Russia, the [14].

Large banks in Russia obliged to connect to the payment of goods by QR code through SBP
From October 1, 2021, all systemically important banks in Russia are obliged to provide their customers with the ability to pay for goods, works and services using a QR code through the Fast Payment System (FPS), and banks with a universal license - from April 1, 2022. The corresponding changes to the provision "On the payment system of the Bank of Russia" were previously registered by the Ministry of Justice of Russia.
By the specified terms, credit organizations also had to set up other types of SBP operations: transfers between citizens at the initiative of the recipient, as well as payments from a legal entity to an individual. Banks can introduce these services earlier, as soon as they are ready.
In addition, the provision provides for the possibility of using the NSPK mobile application when paying for purchases in stores using QR codes. At the same time, you can also use such applications of banks without restrictions, including with the participation of trade and service enterprises.
By the end of September 2021, the QR code payment function under the Fast Payment System has been available for about two years, but it has not become popular. According to the regulator, during all this time, about 2 million transactions worth 12 billion rubles have passed through the system. For comparison, in 2020 alone, Russians transferred thousands of times more money to stores through bank cards.
Nevertheless, the share of QR codes is gradually growing, and over time this will hit the income of banks, says Pavel Samiev, General Director of the BusinessDrom analytical agency.
So far, there is no obvious prospect that banks will cease to make money on this at all and participate, as in business. The margin, of course, will shrink to a minimum. And, accordingly, banks will earn very little on this, "he said in a conversation with Kommersant FM. |
According to other experts, from a technical point of view, consumers will not have problems due to the innovation. At the same time, some marketing initiatives are possible, when, for example, they offer discounts, bonus cashbacks[15]
The Central Bank approved the minimum limit on transfers through the SBP - 150 thousand rubles
At the end of May 2021, the Central Bank of the Russian Federation officially set a minimum limit for banks for transfers through the Fast Payment System (FPS). Credit organizations cannot prohibit customers from transferring less than 150 thousand rubles a day.
The Bank of Russia noted that some banks underestimate the limits on the volume of transfers through the SBP per day. Until June 10, 2021, they must adjust them to the established minimum value, although initially it was about the period until October 1 of the same year.
First of all, the new requirement of the Central Bank will affect Sberbank, which was the last of the large banks to connect to the Fast Payment System. By May 31, 2021, Sberbank has a daily limit three times less than the regulator now requires - 50 thousand rubles. The day is counted from the moment of translation through the system.
The VTB website says that there is a limit of 150 thousand rubles per transfer and 2 million rubles per month (approximately 66,666 rubles per day, if divided by 30 days). Alfa-Bank has a maximum amount per day depends on the package of services, for the most basic limit is 300 thousand rubles.
At Tinkoff Bank, the maximum amount of one transfer is 150 thousand rubles, and a maximum of 20 transfers per day can be made and no more than one and a half million rubles per month can be transferred.
State Duma Deputy Alexei Kanaev noted that the Central Bank has long announced its intention to raise the minimum bar by the limit on daily transfers in this system. The discussed service encourages banks to compete and subsequently reduce tariffs, which has a beneficial effect on the final offer to the consumer.
In addition to the minimum limit for transfers, the Central Bank ordered banks to provide customers with the opportunity to pay for purchases and services using the SBPei mobile application developed by the NSPK from April 1, 2022. The application allows you to pay by QR code in any retail outlets that accept payment through the SBP.[16]
The Central Bank is considering the possibility of using a fast payment system to transfer salaries
The Central Bank of Russia (Central Bank) is considering the possibility of using the fast payment system (FPS) to transfer salaries. The service can work in 2022, but so far only in pilot mode. This became known on February 18, 2021.
The Central Bank intends to discuss the need for such a service in Russia with market participants in March or April 2021. This was announced by the first deputy chairman of the Central Bank Olga Skorobogatova at the annual meeting of bankers with the leadership of the regulator. 2022 is not the final date, and the dates for the launch of the service may be shifted to both 2021 and 2023 or subsequent years.
I see that 2022 is a fairly comfortable period for transferring wages, "she said. |
After launching the service for transferring salaries through the SBP by phone number, employees will be able to choose this method of receiving money or leave everything as it is, that is, continue to receive money through the salary bank. In the first case, the identifier in the salary register will be the phone number indicated by the employee, and the bank to which the funds will need to be transferred, he will choose himself, moreover, without the need to notify the employer about this.
Olga Skorobogatova noted that about half of Russian banks consider the way to transfer salaries on the SBP "superfluous." According to her, a number of security issues have yet to be resolved - for example, there are no mechanisms for solving problems associated with stealing a mobile device with a phone number tied to the SBP or changing a phone number. All these issues will be worked out in March-April 2021 with market participants.
The fast payment system, according to TASS, is considered as an alternative to the traditional method of transferring wages - to the employee's bank card. With all the diversity of the choice of banks (as of December 2020, there were more than 370 in Russia), Russians, as a rule, are very limited in choosing the bank they would like to use to receive payments for their work.
Most often, restrictions are introduced directly by the employer, who independently decides with which bank to conclude an agreement and does not allow employees to choose any other financial organization. At the same time, this is regarded as a violation of the Labor Code of the Russian Federation (TC) - in November 2014 in Art. 136 (procedure, place and terms of payment of wages), amendments were made to allow employees to demand the transfer of salaries to the bank that is most convenient for him.
The employee has the right to replace the credit institution to which the salary should be transferred by informing the employer in writing about the change in the details for the transfer of wages no later than fifteen calendar days before the day of payment of wages. |
Central Bank will prohibit banks from introducing limits on transfers through SBP
On February 11, 2021, it became known that the Central Bank of the Russian Federation banned banks from introducing limits on transfers through the Fast Payment System below 150 thousand rubles a day. Credit institutions will have to raise the minimum threshold for daily operations until October 1. This will increase the availability of transfers through the SBP for citizens, the regulator believes.
The changes will affect the country's largest banks. In particular, Sberbank has a daily limit on transfers through the SBP set at 50 thousand rubles, at VTB - 150 thousand rubles, but a monthly limit of 2 million rubles, that is, it can be exhausted in less than half a month.
At Tinkoff Bank, conditions are tougher. The daily limit is 150 thousand, and the monthly limit is 1.5 million rubles, and no more than 20 transfers can be made per day. In Promsvyazbank, the maximum amount of one transfer is 300 thousand rubles.
According to RBC, Russian Standard Bank did not set separate limits for SBPs - only general limits apply (50 thousand rubles per transfer, 150 thousand rubles. per day in a mobile bank and 300 thousand rubles per day in an Internet bank). ICD for all transfers, including through the SBP, the daily limit without authorization is no more than 150 thousand rubles, for authorized transactions - no more than 500 thousand rubles. Gazprombank customers can transfer no more than 300 thousand rubles per day.
At the end of 2020, First Deputy Chairman of the Board of the Bank of Russia Olga Skorobogatova said that the Fast Payment System "has not fully resolved the issue of platform slavery, because many banks have introduced barrage tariffs and barrage limits." According to her, "from many banks" it is very difficult to withdraw "money.
By February 11, 2021, transfers of up to 100 thousand rubles a month are carried out at the SBP free of charge, and for large amounts - at minimum tariffs of 0.5% of the transfer amount, but no more than 1,500 rubles.[17]
2020
SBP accounted for 1.5% of remittances of Russians - Frank RG
The Fast Payment System (FPS) in 2020 accounted for 1.5% of Russian remittances. This is evidenced by data from Frank RG. According to experts, 795 billion rubles were transferred through the SBP against 59.6 billion rubles in 2019.
In total, in 2020, individuals in Russia transferred 53.6 trillion rubles to each other, which is 27.2% more than a year earlier. At the same time, transfers through the SBP turned out to be the only growing channel (in terms of increasing the share).
The Bank of Russia told RBC that there are different methods for assessing indicators. The data of the regulator itself showed that the share of transfers through the SBP in interbank card transfers processed by the National Payment Card System (NSPK) at the end of 2020 amounted to about 15%. This method does not take into account transfers between individuals within the same bank.
The Central Bank of the Russian Federation predicts an increase in the share of transfers through the SBP due to the "convenience, accessibility and security" of the service. By the end of 2023, the regulator plans to increase the share of SBP in interbank transfers of individuals to 25%.
Transfers through SBPs have become in demand among consumers, since they easily allow you to transfer funds to family, friends and acquaintances, regardless of the bank of the recipient of funds, explains Konstantin Borodulin, director NRA of bank ratings. In addition, according to him, this system turned out to be very useful for banks switching to a remote mode of customer service, but not having inter-card transfer services between individuals.
On the one hand, the growth of SPB limits its weak penetration into the client base of the country's largest bank, Sberbank. On the other hand, the inertia of human behavior: people tend to use more familiar translation methods and hardly master new things, - said Anastasia Chuvilo, project manager at Frank RG.[18] |
The total volume of operations exceeded 790 billion rubles
In 2020, the number of remittances made by Russians in the fast payment system (FPS) increased 16 times - to 110 million, and the total volume of transactions exceeded 790 billion rubles. This became known on February 15, 2021 from the words of experts of the National Payment Card System (NSPK). Analysts attribute the observed dynamics to the impact of the COVID-19 pandemic, as well as to the growing popularity of paying for purchases using QR codes. The service allows businesses to reduce costs and at the same time contributes to an increase in the share of non-cash payments in Russia.
As noted by the organization's specialists, the positive dynamics continued in 2021. According to the latest estimates, in January 2021, Russians made more than 23 million transfers worth about 160 billion rubles. Thus, since the launch of the SBP, the total volume of transactions in the system has exceeded 1 trillion rubles.
The growing popularity of instant payments among the population is also noted by interviewed credit organizations. So, for example, according to to data "," since Promsvyazbank February 2019, more than a quarter of customers have used the service.
The sharp increase in the number of transfers in 2020 was partly due to the consequences of the COVID-19 pandemic. Timofey Perov, executive director of the Fast River financial and technical platform, told the source about this.
The pandemic and the self-isolation regime played a role, so against the background of forced restrictions, users chose a more convenient digital format for funds transfers. Also, the popularity of the service was influenced by the ability to send money quickly and free of charge, the expert emphasized. |
For February 2021, the Central Bank plans to oblige banks to increase the free limit of transfers to 150 thousand rubles per day. This is stated in the draft instruction of the Central Bank. As follows from the document, credit institutions must adjust their limits by October 1, 2021.
The introduction of preferential tariffs by the Bank of Russia contributed to an increase in the number of transactions through the SBP. As of February 2021, 96% of transfers fit into the amount of the restriction of 100 thousand rubles. At the same time, the remaining 4% accounts for about half of the total amount of all transfers, "said Daniyar Imangaliev, deputy chairman of the board of the Eurasian Development Bank, in a conversation with a source. |
In 2019, the service carried out more than 2 thousand operations in the amount of 1.9 million rubles. Meanwhile, already in 2020, users paid more than 700 thousand times for goods and services using a QR code in the amount of almost 4 billion rubles, the NSPK study says. |
In January 2021, Russians made about 130 thousand purchases using the SBP. The volume of operations amounted to 830 million rubles. Similar dynamics are recorded by market participants. As told in the bank "Russian Standard," the demand for the service is noticeably growing as more and more outlets are connected to the service.
In December 2020, the total amount of such transactions exceeded the level of December 2019 by 369 times, and the number of transactions increased 130 times. Over the year, the average bill of payment using a QR code increased by 31% - to 6.9 thousand rubles, - added the organization's specialists. |
As Daniyar Imangaliev noted, business is actively switching to the emerging forms of payment, since transfers through the SBP allow entrepreneurs to reduce part of the costs. According to the specialist, the maximum commission for accepting payments to the SBP for enterprises is 0.7%. At the same time, the commission for acquiring - payment for goods or services with bank cards - for stores varies from 1.2 to 2.2%, according to data from the Central Bank.
Thus, accepting payments through the QR code scanning system becomes a cheap alternative for business compared to using acquiring, "Imangaliev emphasized. |
According to CloudPayments service experts, within two to three years, the shares of payments by bank cards and QR code can be equal. At the same time, the increase in the number of operations in the SBP can positively affect the share of non-cash payments in Russia, experts are sure.
According to the Central Bank, in 2020, almost 70% of all payments in the country were made without using cash. It is noteworthy that back in 2014, this figure was about 25%. According to CloudPayments, in 2021 the share of non-cash payments in Russia will grow to 75%, and by 2022 it is able to reach 80%[19].
Increase in the number of transfers through the SBP by 18 times, up to 30 million operations per month - the Central Bank of the Russian Federation
The number of transfers in the Fast Payment System (SPB) at the end of 2020 increased by 18.3 times, and the growth in money was 13.6 times. Such data are provided by the Central Bank of the Russian Federation.
The regulator does not disclose absolute values and only notes that the number of operations through the SBP has come close to the mark of 30 million operations per month.
According to the Central Bank, the share of transfers through the SBP in the total volume of transfers of individuals is growing rapidly: if at the beginning of 2020 it was 1.4%, then by the end of the year the figure exceeded 15%. A number of banks had an even higher share PSB : it reached 58%, in - Mail bank almost 50%, VTB in - 33%, in - Raiffeisen Bank 27%, notes "."Kommersant
In total, by the beginning of 2021, Russians made about 139 million transfers through the SBP in the amount of about 1 trillion rubles. The number of users of the payment system has reached 15 million people.
The constant increase in indicators indicates the demand for the system among consumers and an increase in interest on the part of citizens and businesses in its capabilities, the Central Bank said.
According to the National Payment Card System, which acts as the clearing center of the SBP, by the beginning of 2021, 211 financial organizations were connected to the service.
According to Pavel Menshikov, Director of the Digital Development Department of Retail Business of Rosbank, in 2020, SBP transfers became the fastest growing type of transactions in a credit institution, which was facilitated by a large number of banks that connected to the service. Elena Petrova, Deputy Chairman of the Board of Russian Standard Bank, noted the correlation between the connection of new players to the SBP and the emergence of new users of such transfers. Other banks, whose representatives were interviewed by Kommersant, also noted the connection of "new players," which mean primarily Sberbank.[20]

Purchases in stores can be paid for using QR codes and through the application of the National Payment Card System (Mir card operator, 100% owned by the Central Bank). But without restrictions, you can use bank applications, the regulator added.

Central Bank announced a new fraud with the Fast Payment System
On August 24, 2020, it became known about a new fraud with the Fast Payment System (FPS). It was reported in the division of the Central Bank "FinCERT," which is engaged in monitoring and responding to computer attacks in the credit and financial sector.
According to Kommersant, some attackers took advantage of a vulnerability in one of the banking systems and received customer account data. After that, the scammers launched a mobile application in debug mode. Having logged in as a real client, they sent a request for a transfer of funds to another bank, but before making a transfer instead of their account, the senders of funds indicated the account number of another client of this bank. The system, without checking whether the specified account belongs to the sender, sent a command to the SBP for the transfer of funds, which it carried out. So the swindlers sent themselves money from other people's accounts.
The Central Bank assured that the vulnerability was promptly eliminated. The name of the bank was not disclosed, but stressed that the vulnerability did not concern the SBP software.
According to the publication, someone well acquainted with the architecture of the mobile bank of this credit institution could have known about such a specific vulnerability. It could be a bank employee, or a software developer, or someone who tested it.
Pavel Menshikov, Deputy Director of the Department of Retail Client Solutions and Digital Business of Rosbank, noted that any large bank has an external development:
To minimize risks, testing is carried out at all stages of development, including the regression of all functionality by an independent team. |
According to experts interviewed by the newspaper, cases of fraudulent transactions involving people who collaborated with software developers or testers often occur, so large banks build multi-level testing systems and have external developments. Cases of successful hacking of a mobile bank were not detected in any of the large credit institutions surveyed by Kommersant[22]

ATM transfers
On August 6, 2020, it became known that in Russia it will be possible to transfer money by phone number at ATMs. For this, credit institutions will use the Fast Payment System (FPS).
As told to Izvestia in VTB, the service of transferring money through ATMs is planned to be launched during 2020. The bank did not name a more accurate time frame.
To use the service, a citizen will need to enter a phone number, after which the system will show in which bank the recipient has an account. Then it remains to select the desired credit institution, specify the amount and confirm the payment.
According to the head of the analytical department of AMarkets Artem Deyev, transfers by phone number through ATMs are more relevant for residents of small settlements with an unstable connection to. to the Internet In addition, it is easier to make transfers by phone number, since it is less likely to make a mistake, the expert noted. VTB stressed that it is more familiar for Russians to transfer funds by mobile number, which is shorter than the 16-digit card number.
Transfers by phone number using SBP in ATMs Rosbank will become available to customers in the short term, Vladimir Korobov, director of the retail business development and efficiency department of the credit institution, told the publication. The new SBP service is also being studied at the bank, Дом.РФ"" said his representative. He noted that the planned launch date for the function is early 2021.
Several banks told Izvestia that they were not going to introduce the functionality of the SBP into ATMs. In PSB, this is explained by a low request from customers. Transfers through the Central Bank system are easy to make using a mobile device, so a large demand for transfers through ATM is not expected, the Ural Bank for Reconstruction and Development said.[23]
At the heart of the service me2me pull "Tinkoff Bank"
On July 6, 2020, Tinkoff Bank announced the launch of a pilot project - a me2me pull transfer service within the Fast Payment System, which will allow customers to replenish Tinkoff accounts from their accounts in other banks, as well as make money transfers from Tinkoff to their accounts in other banks. The appearance of transfers between accounts of one client in different banks
In early July 2020, transfers between accounts of one client in different banks appeared in the Fast Payment System. The first to offer such an opportunity was Russian Standard, SKB-Bank and Tinkoff.
According to the Central Bank of the Russian Federation, the service can be in demand if you need, for example, to collect a certain amount on one account - to pay for a loan, a large purchase online or in a store. This is more convenient than opening applications from different banks and making transfers, the regulator says.
To make such a transfer, you need to open the SBP window in the bank's application and send requests to write off the necessary amounts from accounts in other banks participating in the SBP. At the same time, customers do not need to open several applications of different banks and make transfers from account to account. There is no fee for transferring money from account to account.
The transfer of funds between their accounts in different banks is a transaction demanded by SBP users, which is now becoming even more convenient. The new service will give users of the System the opportunity to quickly and safely make transfers from a mobile application of only one bank, even if you need to raise funds from several of your accounts in different credit institutions to your account in this bank , - said Dmitry Kolesnikov, director of development of innovative services at the NSPK, whose words are quoted by the press service of the Tinkoff group. |
The company also added that the new service will become relevant for those customers who, for one reason or another, have to receive salaries on cards of other banks and who immediately transfer it to Tinkoff Bank in order to use the capabilities of the bank's ecosystem - to make payments and transfers without commission, receive cashback with real money and interest on the balance, etc.
In the future, the service will be expanded to transfers between accounts of different individuals, specified in the Bank of Russia.[24]

Launch of transfers from legal entities to individuals
At the end of June 2020, banks in Russia launched a service for transferring money from a legal entity to an individual (B2C) by phone number. It is implemented in the Fast Payment System.
VTB was one of the first to make such a payment. The new functionality will allow VTB customers to receive money from companies, for example, when selling a car in car dealerships, VTB said in a statement.
To make a transfer, the client informs the legal entity of the mobile phone number to which the bank account is tied. The receipt of funds to the account of an individual occurs instantly and without commission. The crediting of money by mobile phone number through the SBP as part of B2C transfers is available to all VTB customers, the bank noted.
The head of the digital business department, senior vice president of VTB Nikita Chugunov, in a conversation with RBC, said that the first B2C transfer was carried out on June 30, 2020. The first operation was carried out by Russian Standard Bank and VTB, which transferred borrowed funds from the microfinance organization Microclad to its client. "Russian Standard" connected to the SBP "Microclad" and sent a transfer, said Inna Emelyanova, director of the bank's acquiring department.
This greatly simplifies the client path, since there is no need to remember and enter a set of 20-digit numbers. In the future, citizens will be able to receive B2C transfers, for example, salaries. The key priority for VTB remains the creation of simple and convenient services for customers, - said Chugunov, whose words are quoted on the bank's website. |
According to Emelyanova, the service will help companies optimize payment costs. Transfer rates are lower than when transferring to bank cards, explains the representative of Microclad.
The fact that customers can use the B2C translation service was also reported to the publication by a representative Raiffeisen Bank. Rosbank The Moscow Credit Bank is also working on the introduction of the service (), ICD RBC notes.[25]
Central Bank: legal entity will be able to make transfers through the Fast Payment System
On May 28, 2020, the Central Bank of the Russian Federation announced the timing of the launch of transfers through the Fast Payment System for legal entities. First Deputy Chairman of the Central Bank of the Russian Federation Skorobogatova spoke about the upcoming innovations in the service.
We planned transfers between legal entities at the end of this year, we had a request from banks to make transfers through the Fast Payment System , "she said at an online meeting of the working group on the annual report of the Central Bank (quoted by the Prime agency ). |
According to the deputy chairman of the Bank of Russia, in the fourth quarter of 2020, the start of the service for paying for housing and communal services through the Fast Payment System is also scheduled. For Russians, the service will be free, the commission will be paid by the utility, Skorobogatova said.
The possibility of companies being able to bill and transfer funds to each other through the Fast Payment System was discussed back in August 2019 at a meeting with the participation of banks - members of the Fintech Association, the Central Bank and the National Payment Card System (NSPK).
Then the meeting participants noted that the "brake" in the introduction of b2b transfers is the need to combat fraudulent operations, which, when calculating large amounts between legal entities, are very likely, tighter control over transactions of corporate clients from the point of view of the "anti-money laundering" law.
According to Sergei Nechushkin, head of the development department of small and medium-sized businesses at Absolut Bank, the possibility of b2b transfers is interesting for business. The main problem for entrepreneurs, he called the long passage of funds between companies, including the problems of finding customer payments due to an error in details. It is planned to implement the ability to issue invoices through the SBP through QR codes.[26]
Transfers up to 100 thousand rubles became free
At the end of April 2020, banks canceled the commission for transfers in the Fast Payment System (FPS) in the amount of up to 100 thousand rubles. For larger transfers per month, a commission of no more than 0.5% of the amount is allowed, if it should not exceed 1,500 rubles. The amount of one transaction in the SBP is limited to 600 thousand rubles.
Participating banks of the SBP may set additional limits on the amount of transfers or payments in accordance with the internal risk management policy. By April 30, 2020, they no longer charge commissions from citizens for transfers to the SBP and do not plan to introduce them for transfers to large amounts of VTB, Gazprombank, Otkritie, Russian Standard and Ak Bars Bank.
VTB, which by the end of April 2020 is leading in the use of SBP, has an average outgoing translation in the system of about 6 thousand rubles, incoming - almost 11 thousand rubles, said Nikita Chugunov, head of the digital business department, senior vice president of VTB, in a conversation with Rossiyskaya Gazeta. According to him, the bar of 100 thousand rubles does not take into account the average transfer, but the size of the Moscow salary - as previously explained in the Bank of Russia, the free transfers through the SBP will allow most citizens to avoid "salary slavery" by withdrawing money from the salary card to a convenient bank.
By the end of April 2020, Russians transferred more than 112 billion rubles by mobile phone number through the Fast Payment System since its launch at the end of January 2019, said Alla Bakina, director of the department of the national payment system of the Bank of Russia. According to her, 55 banks are connected to the SBP and more than 13 million operations are registered.
In 2020, the Central Bank plans to introduce in the SBP the functions of payment of tax and other state payments, housing and communal services, to provide for the possibility of transfers from legal entities to individuals, including wages, as well as to introduce a number of other services.[27]

Connection of Sberbank
On April 1, 2020, Sberbank joined the Fast Payment System, but first this service became available to a limited number of customers.
On March 31, the first successful transfer was made. After we are convinced that the service works stably, transfers through the SBP will gradually begin to appear in Sberbank Online, Sberbank noted. |
Sberbank customers have the opportunity to transfer money to other banks by phone number, as well as receive such transfers. The bank does not disclose the commission. Many major banks have made these transfers free for their customers.
As one of the support measures for the COVID-19 coronavirus epidemic, the Central Bank has banned the collection of transfer fees from May 1. The exception is that if the monthly amount of transactions exceeds 100 thousand rubles, then the commission will be 0.5% of the transfer.
Sberbank was against connecting to the SBP, since it has its own system of transfers by phone number between its clients. Earlier, Sberbank did not allow other banks into its transfer system; by the beginning of April 2020, Tinkoff Bank, Sovcombank and SDM Bank are participating in it.
The head of the Central Bank Elvira Nabiullina said that the regulator will continue to fine Sberbank until the connection is made. Sberbank had to connect to the system by October 1, 2019.
Earlier, the head of the credit institution German Gref told reporters that he expects to be connected to the SBP in the first quarter of 2020. SBP security was one of the reasons why Sberbank did not connect on time:
We see that so far it is not safe. We will discuss how we can all make it safe together, "Gref said. |
By the beginning of April 2020, there are more than 40 participants in the SBP, including 10 systemically important banks.[28]
Cancellation of fees for banks
From April 1, 2020, Russian banks canceled the commission for the use of the Fast Payment System. The Central Bank of the Russian Federation has reset tariffs until June 30, 2022. Under these conditions, banks will be able to transfer money from their customers for free or at minimum tariffs.
Since the launch of the system during 2019, a grace period has already been in effect for banks, when the regulator did not charge them for operations in St. Petersburg. At the beginning of 2020, the Bank of Russia began to charge banks a commission from five kopecks to three rubles, depending on the amount of the transfer, but then announced the re-introduction of a grace period.
Olga Skorobogatova, First Deputy Chairman of the Central Bank of the Russian Federation, spoke about her intention to establish a zero commission for banks in the SBP at the annual meeting of banks with the regulator in February 2020. Then she said that most banks promise to leave free transfers to the SBP for customers.
If banks inflate commissions for customers, the Central Bank will set an upper limit, the regulator warned. Banks supported the regulator's intention to extend the grace period in the SBP. Some of them in 2020 did not take a commission from customers.
On April 1, 2020, the maximum commissions charged from legal entities and individual entrepreneurs within the framework of the SBP system also came into force - they are lower than those that apply to ordinary payment by card.
The commission charged from companies and individual entrepreneurs when individuals pay for goods and services under the fast payment system will be from 0 to 0.7% of the payment amount and will depend on the type of goods or service provided. At the same time, the commission will not be charged from buyers-individuals.
The tariff for the payment of services to medical and educational institutions, payments in favor of charitable organizations, payment for housing and communal services, transport infrastructure services should not exceed 0.4%.[29]

Cancellation of the commission for transfers between individuals
At the end of February 2020, the Central Bank of the Russian Federation announced the re-zeroing of commissions in its Fast Payment System. Individuals will not additionally pay for transfers to the SBP from April 2020 to June 2022.
The paid regime will last only two months - from January 28 to April 1, 2020. The cost of one transaction for a bank depends on the amount of the money transfer and the transaction type.
This will allow, on the one hand, to reduce the costs of the banks themselves, and on the other, to set, if not zero, then minimum tariffs for their customers. And this is the most important task of the SBP, - explained the Deputy Chairman of the Bank of Russia Olga Skorobogatova decision to again introduce a two-year grace period for banks. |
At the same time, the Central Bank will continue to control bank commissions for SBP users. If banks inflate tariffs for their services, the Central Bank will use its right to set the upper bar for such commissions. In addition, the maximum commissions will be set in favor not only for companies, but also for individual entrepreneurs.
Within the framework of the SBP, it is also possible to make payments to legal entities for goods and services, for such operations the Central Bank retained a commission. The Board of Directors of the Bank of Russia decided to extend tariffs with marginal rates of commissions and interbank remuneration on transfers to legal entities for goods and services also to payments to individual entrepreneurs (individual entrepreneurs).
According to the Central Bank, during the year of operation of the SBP, the Russians performed more than 8 million operations totaling almost 70 billion rubles. The monthly increase in the number and volume of transfers in the Fast Payment System is about 25%. By the end of February 2020, almost all large banks were connected to the SBP, except for Sberbank. He plans to connect in March.[30]
Fraudsters use SBP to get bank customers by simply enumerating numbers
Fraudsters use the Fast Payment System (FPS) to get bank customers by simply enumerating numbers. This problem was recognized by the Central Bank, the curator of FinCERT (a division of the Central Bank) Artem Sychev spoke about it on February 20, 2020 as part of the Ural Forum on Information Security.
The SBP is designed in such a way that it makes it possible to find out the name, patronymic and bank of the client by phone number. Fraudsters are trying to get this data in order to subsequently use it for social engineering.
As bankers told Kommersant, the blocking system in the SBP is ineffective. After five unsuccessful attempts to determine the bank in which potential victims hold the account, the phone number from which the selection is made is blocked for a day. But for other banks, if the number of rebounds is less than five, blocking does not occur. Taking into account the number of participants in the SBP, social engineers have up to 200 attempts to determine banks.
According to Vyacheslav Kasimov, director of the information security department of the ICD, enumeration of numbers in the SBP does not allow for significant results, but you can find out up to 5-10 telephone numbers and full names for subsequent use in social engineers.
If you block the possibility of enumerating numbers completely, then the SBP will not work, so here we must minimize the risks, - he explains. |
Banks are reinsured on their own. For example, Alfa-Bank controls operations through the SBP using internal anti-fraud systems, Ivan Pyatkov, a member of the bank's board, told the publication.
The Russian Standard told Kommersant that the bank has launched protection at all levels of the SBP against the "bust" of the receiving banks of the payment without the goal of making an operation. VTB said that organizational and technical measures have been taken to prevent criminals from substituting bank numbers when calling customers.[31]

The Bank of Russia will launch a salary transfer service by phone number
Russians will begin to pay salaries by phone number at the end of 2020 or at the beginning of 2021. The corresponding mechanism will be implemented in the Fast Payment System, said Alla Bakina, director of the department of the national payment system of the Bank of Russia, by the end of January 2020.
According to her, the Central Bank sees the interest of banks in this scheme, by January 29, 2020 this issue is being discussed with them.
We have a definite vision for the implementation scheme. We expect to sign the corresponding "roadmap" at the beginning of the year and implement such functionality by the end of this year or the beginning of the next, "Bakina said (quoted by RBC). |
According to the regulator, with the launch of the new system , the employer will have to send to his bank a list of individuals to whom he transfers the salary, indicating the telephone number of each employee. After that, the fast payment system will deduct the salary of the employee by phone number to the bank that he chose for himself as the main one.
Such a mechanism should save Russians from the so-called "salary slavery" - dependence on a bank that is chosen without taking into account its interests and habits. According to the law, it is possible to change the salary bank now, but in practice this right is not so easy to realize. In accordance with the initiative of the Central Bank, Russians will be able to choose a way to get a salary between a salary bank and the SBP. As another way to reduce the monopoly of state banks, it is also proposed to create a centralized salary register.
Alla Bakina claims that the technology of transferring salaries through the SBP is simple, but it is necessary to exclude the risks associated with the loss of the phone or the change of the telephone number.
According to Bakina, the Russians in 2019 transferred almost 70 billion rubles through the SBP and performed more than 8 million operations. The monthly increase in the number and volume of payments averaged 25%.[32]

According to RBC, the National Payment Card System (NSPK, SBP operator) is discussing the introduction of NFC payment with banks. In particular, VTB, Promsvyazbank and Rocketbank are considering this issue, and Tinkoff and Otkritie have already begun development.
The use of the technology is not mandatory and remains at the discretion of banks, Alexander Dynin, director of the Otkrytie acquiring department, explained to the publication.
The timing of the launch of the technology by December 17, 2019 is unknown, as well as the details of its implementation. The NSPC is exploring several options.
An NFC label can be installed in the store, in which the same payment information is sewn up as in the QR code. Also, the buyer will be able to attach a smartphone to a payment terminal that supports contactless technology. The terminal sends a signal to the phone, the payer's smartphone receives this signal.
Many outlets are already equipped with POS terminals with a contactless function, recalled Viktor Dostov, chairman of the Association of Electronic Money and Money Transfers. Contactless payments have already become a familiar payment method for Russians: according to Visa, Russia has entered the top three countries in terms of the number of contactless payments made using cards and smartphones.
To date, payment using QR codes is still not widespread in Russia, and training bank customers in its use will take a long time. Against this background, contactless NFC payment will make it possible to more actively increase the use of SBP, - said Maxim Nalyutin, head of the group for providing services to companies in the financial sector of Deloitte in the CIS.[33] |
The number of SBP users exceeded 1.3 million
On December 11, 2019, it became known that the number of SBP users exceeded 1.3 million. This was told by Vladimir Komlev, General Director of the National Payment Card System (NSPK) - the operational payment and clearing center of the Fast Payment System (FPS).

As Komlev noted, 5.5 million operations worth more than 48 billion rubles were made through the system, of which a fifth of all payments accounted for November 2019 - 1.1 million for 9.25 billion rubles. The monthly increase in the number of C2C transfers through the SBP is stable at about 25%.
Also, as of November 29, 2019, payments by QR codes through the Fast Payment System are accepted by 39 trade and service enterprises. At the same time, three payment scenarios are implemented: using a dynamic and static QR code, as well as an instant account.[34]

Dubious money transfers to the SBP will be blocked by a single anti-fraud monitoring system
On November 27, 2019, it became known that the Unified Anti-Fraud Monitoring System may appear in Russia, with the help of which dubious remittances will be monitored and frozen. Izvestia was told about this by two sources in the financial market, the information was confirmed by the largest banks.
It is assumed that the system will be able to unite the efforts of credit institutions in the fight against withdrawal of funds without the knowledge of the account holder. The platform will also protect the Fast Payment System, they said in. Sberbank
It is assumed that the NSPK will become the system operator. Experts fear that banks will be reluctant to share information about their customers, and in the first stages, anti-fraud monitoring may block too many legitimate transactions.
Meanwhile CENTRAL BANK , he is discussing the development of a centralized solution for banks to combat theft of money from the accounts of Russians (unified anti-fraud monitoring). Within this platform, a common system of indicators of suspicious transactions for all credit institutions will appear. It will allow you to automatically identify fraud at the stage when the payment goes to nodal points - through payment systems "," and World. Visa MasterCard When the system works, the transaction will be frozen and checked manually.
Ideally, it is necessary to ensure the possibility of an out-of-court refund from the fraudster's account, the source of the publication emphasized. He noted that the operator of the platform will be the National Payment Card System.[35]
Fraudsters use SBP to check citizens' accounts
The bomb planted under the fast payment system of the Bank of Russia worked. Fraudsters through the system are engaged in checking bank accounts in which there may be customer accounts. In November 2019, the Central Bank wants to block such pickers. It is known that 9 out of 10 translations were punches.
How the enumeration method works in the SBP
Money transfers to the SBP are carried out by mobile phone number. Know it enough to transfer money through the SBP, you can do it on the Internet or mobile bank.
The system shows the sender of funds who drove the phone number in the column "transfer recipient" in response to the name, patronymic and first letter of the name of the owner of the phone number - if he is a client of the bank participating in the SBP.
Further, the system invites the sender to independently select from the list of all banks participating in the SBP, in which of them to transfer money for the recipient. The sender can sort through banks from the list: if the recipient has an account in any of them, the system will warn about this. The last rule does not apply when the recipient has installed a bank by default for crediting transfers through the SBP: in this case, the system will show the sender the only option - transfer to a specific bank.
Fraudsters use the information received to call victims allegedly from banks or from government agencies. They try to convince the victim of the legitimacy of the call, put her vigilance to sleep and take the code out of the SMS message needed to charge the card.
The Central Bank proposes to fight the overhauls by creating a black list of overhauls, but their number can be hundreds and thousands.
For targeted attacks on wealthy bank customers, fraudsters may have enough for a couple of requests.
It is even more alarming that soon the Central Bank plans to add the possibility of paying pensions to the payment system.
Central Bank fined Sberbank for refusing to connect to the Fast Payment System
In November 2019, the Central Bank of the Russian Federation imposed a fine on Sberbank for lack of connection to the Fast Payment System. The head of the regulator Elvira Nabiullina said this during her speech at the Federation Council.
Now 10 out of 11 systemically important banks have connected to the [fast payment] system. One bank that did not comply with the requirements of the law received an order from us, we imposed a fine on it. We hope that work will be carried out to connect this bank to the system as soon as possible, - said Nabiullina (quoted by TASS). |
For violation, a fine of up to 1% of the minimum amount of the authorized capital is provided. That is, for Sberbank - this is up to 10 million rubles.
The head of the Central Bank explained that the SBP will benefit consumers only if all the largest banks are connected to it, and such a requirement is established by law.
According to the law, by October 1, all systemically important banks had to connect to the SBP, operated by the Central Bank.
Sberbank has repeatedly said that a credit institution will not be able to meet this deadline, and the Central Bank should not have set such deadlines without discussion.[36]

Start transfers abroad
On October 10, 2019, at the V Finopolis 2019 Forum of Innovative Financial Technologies, Mastercard and the National Payment Card System (NSPK) announced a cooperation within which transfers abroad will appear in the Fast Payment System.
According to the head of Mastercard in Russia, Alexei Malinovsky, working with the NSPK will allow integrating the SBP into the global ecosystem of instant payments Mastercard.
NSPK and Mastercard are joining forces to provide clients of banks participating in the SBP with the opportunity to further carry out fast interbank cross-border transfers, which meets their growing expectations for all types of payments - from daily transfers from card to card to business settlements, - said Vladimir Komlev, General Director of NSPK. |
He added that NSPK technologies, combined with the developments and international presence of Mastercard, will give a good synergy effect from such interaction for all participants and users of the service.[37]
According to the press release, ensuring the possibility of instant cross-border transfers, based on the developed joint decisions, will be the next stage in the implementation of the strategy for building the SBP and will contribute to the development of a non-cash economy in Russia. To implement the agreement, a working group is being created, which will include representatives of the NSPK and Mastercard.
Earlier, Sberbank, which by October 10, 2019 was not connected to the SBP, launched a service of international money transfers to cards of payment systems Visa and Mastercard in its mobile application for Android. Create payment for facial recognition purchases
On September 26, 2019, it became known that the Fast Payment System will have a function for paying for facial recognition purchases. The corresponding technology, which can become an alternative to purchases through the SBP using a QR code, is being developed by Rostelecom.
The upcoming appearance of payment for face biometrics in St. Petersburg was reported by RBC, citing two sources in the banking market and an interlocutor close to Rostelecom . The operator's representative confirmed the development of a biometric payment solution.
biometric To pay for purchases in the SBP, you will not need a bank card, funds will be able to be debited from any account in banks connected to the system. When shopping for up to 1000 rubles , it will be enough to look at the camera. For more expensive purchases, you will need to enter an additional code. These may be the last digits of the phone number or the password that the client himself will set in the mobile application, Rostelecom said.
A prototype of such a solution is expected to be presented in October 2019 at the Finopolis Fintech Forum.
For retailers, the Central Bank has developed a system for paying for purchases using a QR code, which should reduce the cost of their costs of cooperation with banks (retailers pay interest on non-cash purchases). Previously, they threatened the fast payment system with a boycott due to the high service rate.
QR payment is more "smart" than biometrics, since in addition to the purchase amount, additional information can be added to the QR code, for example , selective accrual of bonuses under the loyalty program, says Viktor Dostov, head of the Association of Electronic Money and Money Transfer Market Participants.
The Central Bank of the Russian Federation told RBC that the regulator is studying bioequiring technology and approaches to its use on the Russian market, including using the Unified Biometric System, operated by Rostelecom[38]

In the fast payment system, you cannot return money for the goods. QR codes do not work
On September 10, 2019, it became known that there was no possibility of returning money for goods paid for using QR codes in the Fast Payment System (FPS).
According to Vedomosti, the configuration that has been in effect in the SBP since September 10, 2019 does not allow canceling operations already made, and therefore it cannot return funds to customer accounts. This is primarily due to Russian law, and not to the technical capabilities of the system, a representative of M.Video-Eldorado explained to the newspaper.
The retailer hopes that regulatory documents for returns through the SBP will soon appear while the chain plans to use the existing established methods of returning money for the goods.
The technical director of the Golden Crown, Andrei Nadtochiy, does not see this as a serious problem, since stores can make refunds in other ways, and in the future - transfer money as a separate operation (while companies cannot send payments to individuals to the SBP).
Representatives of the Central Bank of the Russian Federation and the National Payment Card System (NSPK) promised that by the mass launch of the project, the option of returning money will appear. According to them, this will not require changes to regulations. Vedomosti did not specify exactly when the option will be added to the system.
The return function will be implemented "in the near future," its need was discussed with the NSPK at the start of the pilot, a representative of Detsky Mir told the publication, where they are testing payment using a QR code.
By September 2019, the Fast Payment System is also being tested at M.Video-Eldorado, Wildberries, reStore and other retail chains.
In order to pay for purchases using the SBP, you can scan the QR code of the outlet through the bank's mobile application, enter the required amount in the application, then the bank will write off the money from the account and transfer it to the store account. If the QR code is dynamic, then the amount does not have to be entered manually.[39]
4 banks lead the way in using SBP
The leaders in the use of SBP as of August 2019 are 4 banks: Alfa-Bank, VTB, Raiffeisen and Tinkoff. They account for the main traffic - these are tens of thousands of transactions daily. Alfa-Bank in the SBP for the first six months of the system's operation, the turnover amounted to 7 billion rubles.
At the same time, a member of the board of Alfa-Bank Pyatkov reported that incoming transfers to the SBP are falling. This is due to the fact that many banks impose transaction fees on the phone number. Of the large banks, Alfa-Bank is just holding, where the commission for SBP from the very beginning was 0 rubles.
The Central Bank has prescribed the timing for the fast payment system
For systemically important banks, the deadline for connecting to the Fast Payment System (FPS), which allows you to instantly transfer money by mobile phone number, is set until October 1, 2019. For banks with a universal license - until October 1, 2020. The corresponding instruction of the Central Bank of Russia was registered by the Ministry of Justice of the Russian Federation. According to the industry community, during the first six months of work, the fast payment system proved to be effective.
As previously reported by the publication "," the first Businessman deputy chairman of the Central Bank of Russia announced the possibility of postponing the connection to the fast payment system of systemically important banks at the International Financial Congress. "The Olga Skorobogatova market and I discussed our regulatory act, which previously indicated these deadlines. For systemically important banks, the date of September 1 was indicated there. We consider it possible to set this deadline now on October 1, "Olga Skorobogatova said. According to her, by this time, all systemically important organizations should have time to connect to the system. |
According to the Central Bank on August 19, the bank's instruction, which was registered by the Ministry of Justice, also defines the procedure for transfers in the fast payment system in favor of legal entities (C2B transfers). In addition, according to the document, from January 1, 2020, the Central Bank will provide banks with the opportunity to use their intraday loan (VDK) to work in the SBP on weekends and holidays. From the same date, the document establishes the obligation of participating banks to use the SBP logo in their applications, which will increase brand awareness among users, and also help them identify the system when transferring to the SBP.
FinStream - in the pool of partner companies of SBP
FinStream, a company specializing in the development and integration of banking software, on August 12, 2019 announced its readiness to connect the Fast Payments System (FPS) for banks participating in this initiative of the Central Bank of the Russian Federation.
The SBP project (Fast Payments System) is carried out by JSC NSPK under the auspices of the Central Bank of the Russian Federation. This is a long-term program for the development of payment technologies in Russia based on instant money transfers. In the future, the system will cover the entire financial infrastructure of the country, thus ensuring the stability of the domestic banking market and its independence from external factors.
On August 12, the system started safely on an industrial scale, "combat" operations are being carried out and new services are being connected, in particular, the first QR transaction has already passed.
We already provide a ready-made solution based on AnyWay Payment Hub to banks interested in connecting to the Fast Payments System. Separately, I note that as of August 12, not only C2C and M2M translations were implemented, but also S2V. When choosing this solution, the bank receives a tool for solving specific business problems on the principle of "here and now," - said Lev Gunitsky, General Director of FinStream LLC |
Availability of money transfers using SBP to individual clients of BPC Processing
On August 6, 2019, BPC Processing announced the completion of test tests with the NSPK for interaction when transferring funds between individuals using the Fast Payments System and offered its customers an online connection to this service.
The Fast Payments system started in January 2019. At the beginning of August, 16 large banks and companies are participants in the SBP. Individuals - clients of banks participating in the SBP can make transfers between their accounts, as well as transfer funds to customers of other banks connected to the system.
By the end of 2019, it is planned to provide SBP users with the opportunity to make payments to legal entities for goods and services both in retail stores and on the Internet.
Availability of translations via SBP in RSB Mobile
On July 18, 2019, Bank Russian Standard announced the launch of S2S transfers through the Fast Payment System in its RSB Mobile application. Now clients of the Russian Standard will be able to exchange instant transfers by phone number with clients of participating banks of the SBP. Read more here.
Testing of interaction with the "Bank Self-Service Platform"
Test tests of the interaction (TIV) of the software and hardware complex (PAC) of the Banking Self-Service Platform service provided by the Golden Crown with AO NSPK, which is the operational payment and clearing center (OPCC) of the Bank of Russia Fast Payment System, have been completed. This was reported on July 8, 2019 in the Golden Crown. Read more here.
The first QR code test transaction was performed
On June 6, 2019, the first QR code test operation was carried out using the Fast Payment System (FPS). The purchase using a QR code went through the Russian Standard Bank, which acts as an acquirer, with technical support from Inpas.
The Bank of Russia acts as the operator and settlement center of the SBP, the National Payment Card System is the operational, payment and clearing center of the system.
The technology of payment for goods and services using a QR code is very simple and resembles other contactless payment services. The buyer chooses payment through the SBP, then scans the QR code using his mobile bank on his smartphone and confirms the payment in the application. Money from the account of an individual goes to the account of a legal entity almost immediately after the purchase.
According to Vladimir Komlev, General Director of NSPK, by introducing QR code mechanics, users will receive another option for convenient payment in retail outlets, which will diversify the client experience of both the recipient and the sender of the payment.
Thanks to special, more profitable than other non-cash forms of payment, commissions for trade and service enterprises, c2b transfers will also contribute to the development of the acquiring market, which will generally positively affect the growth of the share of non-cash payments in Russia, he is sure. |
Alexander Samokhvalov, Chairman of the Board of Russian Standard Bank, added that the emergence of a new service will significantly reduce the cost of acquiring for trade and service enterprises, and it will be easy and convenient for ordinary buyers to pay for purchases, even if they do not have a bank card.
Banks move to fast payments
On February 28, 2019, the Fast Payment System (FPS) began operating in Russia, with the help of which individuals can instantly transfer money to each other by mobile phone number - regardless of the banks where their accounts are located. A number of banks participating in the SBP have already announced the start of industrial operation of the system.
SBP allows you to make money transfers between clients of different banks by a simple identifier - phone number, social network account, email address or QR code. The Bank of Russia (Central Bank, Central Bank) became the operator of the SBP, the National Payment Card System (NSPK) became the operational payment clearing center.
The project is being implemented by the FinTech Association (AFL) with the support of the Central Bank, AK Bars Bank, Alfa-Bank, VTB, Gazprombank, Raiffeisen Bank, Kiwi Bank, Tinkoff Bank and other members of the association.
One of the main advantages of the project is the speed of translation. Transactions are carried out instantly, in 24/7 mode, and on holidays too. There is a commission for clients, but, according to the AFL, its size is small. In the future, according to AFL CEO Sergei Solonin, such payments can become free.

System start-up
On January 28, 2019, a fast payment system (FPS) was launched in Russia. Until February 28, banks will work with a limited number of customers, and from February 28, the system will be operated on a full list of operations for all bank customers who join the system.
According to Interfax, the new system allows citizens to transfer funds by the recipient's phone number, even if the parties have accounts in different banks. In the future, the SBP will allow you to make instant payments in 24/7 mode, including using a QR code or mobile phone of the recipient of funds.
Customers will have two ways to transfer funds. The first is to go to the section dedicated to the SBP in the banking application, indicate the amount and phone number of the recipient. The second is to select the "payments" section, and then specify the "but phone number" option, enter the number and amount. Both options eliminate the need to remember the recipient's card number. The translation period does not exceed 15 seconds. The following companies were the first to support the project:
- Gazprombank
- VTB
- Alfa-Bank
- Promsvyazbank
- Ak Bars Bank
- Raiffeisen Bank
- Tinkoff Bank
- QIWI, SKB-Bank
- Rosbank
- Sovcombank
- RNKO Payment Center
In addition to 12 participants in the SBP pilot project, by the end of 2019, another 20 credit institutions will join the system, among which half are in the top 50 in terms of assets in Russia. Note that usually first banks connect some customers as part of the test, and later scale innovations to all customers.
However , Sberbank has not yet expressed a desire to join the SBP. The largest Russian bank is a monopolist in the market for money transfers between individuals. In 2018, Sberbank earned 47.2 billion rubles on transfers, and the launch of the Central Bank system will hit its income.[40]
Announcement of SPB launch date
On January 24, 2019, it became known that the SBP fast payment system will be launched into industrial production on January 28, 2019. This was stated by Alla Bakina, Director of the Department of the National Payment System of the Bank of Russia during a special seminar for journalists.
As reported, at the first stage, clients of participating banks will have access to transfers between individuals c2c and transfers between their Me2Me accounts. From the second half of 2019, it is planned that transfers to legal entities c2b will also become available. As of January 2019, the SBP is 100% ready.
The first banks launching SBP at the end of January 2019 will be participants in the pilot project - Gazprombank, VTB, Alfa-Bank, Promsvyazbank, Ak Bars Bank, Raiffeisen Bank, Tinkoff Bank, QIWI, SKB-Bank, Rosbank, Sovcombank and RNKO Payment Center.
Initially, banks themselves determine the number of customers who will have access to transactions within the system. By February 28, 2019, banks participating in the system must provide such an opportunity for all customers. General Director of the NSPK Vladimir Komlev said that in January 2019, more than 40 banks expressed a desire to join the project and relevant work is underway with them.
In 2019, SBP tariffs for banks will be 0 rubles. From 2020, from 0.5 to 3 rubles from both the sending bank and the receiving bank. In turn, the banks themselves set tariffs for users.
The Bank of Russia also presented the SBP logo, the application was submitted to Rospatent.[41]

The fast payment system will allow you to make payments using a QR code
The fast payment system will be able to carry out C2B transfers both online and offline using a QR code. As the portal was told PLUSworld.ru[42] using a QR code in the Fintech Association, the launch of money transfers within the SBP between individuals and legal entities is expected in the second half [43] 2019. One of the ways to make a payment will be a QR code.
"When creating the SBP, the basis is laid for the implementation of innovative products and services in the payment services market through overlay, when third-party fintech companies will be able to integrate into the fast payment platform and offer their payment solutions," said Tatyana Zharkova, Managing Director of the Fintech Association, adding that it will be possible to make a payment using a QR code. |
Testing
Partners of the Financial Technologies Center of Sovcombank PJSC and RNKO Payment Center (LLC) on April 25 and 26, 2018 tested the prototype of the Fast Payments System (FPS) of the FinTech Association. During the testing, about 80 test cases were carried out and all business operations implemented in the prototype of the SBP were checked.
For testing, prototypes of the Mobile Bank application were developed as soon as possible. The interaction of applications with the prototype of the SBP was carried out through the CFT complex "Banking Self-Service Platform," which supports all the necessary functions.
Concept announcement
On April 26, 2018, the Fintech Association, together with participating banks and the Bank of Russia, presented the concept of the Fast Payment System (FPS), with which it will be possible to make transfers anywhere and at any time.
With the transition of customers to digital channels, simple and fast solutions for daily banking operations are most in demand. The status of the transfer will be transparent: instant, irrevocable and final transfers, that is, in seconds after the payment is sent, the recipient will be able to use the funds received, and the sender will find out that the money has reached its intended purpose. SBP will also allow you to simply make online purchases and carry out mutual settlements between legal entities, - said Vladimir Verkhoshinsky, member of the VTB Board. |
According to representatives of the association, the payment can be made using simple and understandable details that are always at hand: by phone number or email address. The user can make a transfer in his mobile bank or in another familiar interface - be it a messenger, social network or website of an online store.
Eliminating interbank barriers, reducing the costs of market participants and increasing the convenience of financial services for users are the key tasks of the SBP, "said Olga Skorobogatova, First Deputy Governor of the Bank of Russia. - It is important to note the role of the FinTech Association in coordinating this project and in building a constructive dialogue between market participants and the Regulator. |
At the AFT Supervisory Board, a decision was made on the organizational and legal model of the future Fast Payments System, where the role of the operational, payment and clearing center will be played by NSPK JSC.
When we talk about fast payments, instant, instant, real-time payments, we mean, first of all, access 24/7/365 for customers and the ability to transact in one click. Moreover, it does not matter what payment mechanism a person uses, confirmation of the transaction takes place instantly or within a few seconds. Instantaneous has become the norm of the consumer's lifestyle, - explained Sergey Solonin, General Director of the Fintech Association. |
It is planned that the Fast Payments System will become available to users from 2019.
2017: The idea of creating a system
The Bank of Russia intends to create a platform for instant transfers of individuals. Alla Bakina, director of the department of the national payment system of the Central Bank, told Vedomosti in April 2017.
It is assumed, Bakina said, that the new system will allow making payments in favor of other individuals and payment for goods and services. We are talking about payments in the amount of up to 100 thousand rubles, she clarified.
Payments, according to Bakina, can be made through a mobile application or Internet services that will be integrated with the platform and, accordingly, with the Central Bank payment system, which only banks can currently use.
Together with the Central Bank, organizations belonging to the Fintech association are working on the creation of a platform for instant transfers: Sberbank, VTB, Gazprombank, Otkritie, Alfa Bank, NSPK and Qiwi.
Experts interviewed by Vedomosti indicated that the new platform could create significant competition for the Sberbank Online transfer service. In addition, one of the interlocutors of the publication noted, it can negatively affect the development of the Mir payment system, which was also created by the Central Bank.
