Biography
In 1990, Olga Skorobogatova graduated with honors from the Institute of National Economy named after Plekhanov, and in 1995 - California State University with an MBA degree[1]
In 1992, she began her professional banking career at the Joint Stock Commercial Bank of Intersectoral Integration as the chief specialist of the foreign exchange operations department.
From 1993 to 1998, she worked at the Regional Joint Stock Commercial Bank Moscow"" in various senior positions in the field of customer service.
From 1998 to 2003 - Director of the Settlement Department of Avtobank JSCB.
2003: Work at Rosbank
In May 2003, Olga Skorobogatova joined Rosbank JSCB, where she headed the retail business development department. Then, from 2004 to 2007, she successively held the positions of Director of the Directorate of Operations and Cash Services, the Directorate of Retail Services and the Directorate of Information Technologies.
In November 2007, the Board of Directors of Rosbank decided to appoint Olga Skorobogatova as Deputy Chairman of the Bank's Management Board. In this position, she was responsible for the functioning and development of operational cash and remote service systems, as well as for managing the information and technological unit of Rosbank. Olga Skorobogatova also headed the committee on banking and information technology.
The main tasks that Olga Skorobogatova solved as deputy chairman of Rosbank: standardization of the operating and cash service system, improving the quality of work with clients, the introduction of new operating and information technologies, as well as the creation of a high-tech remote service system.
During her work at Rosbank, Skorobogatova ensured the implementation of projects to unite IT platforms (during the merger of Rosbank and Societe General Vostok Bank), centralize the back office, organize IT support centers, create a project department and organize processes.
2014: Deputy Chairman of the Central Bank of the Russian Federation
In July 2014, Olga Skorobogatova left Rosbank and joined the Central Bank of the Russian Federation as deputy chairman. According to the Central Bank website, she oversees the following issues:
- organization and operation of the national payment system;
- development, regulation, supervision and surveillance in the national payment system;
- maintenance of budget accounts of the budget system of the Russian Federation;
- carrying out operations, settlements and accounting for operations carried out by the Bank of Russia in terms of supervised subdivisions;
- development and provision of project management;
- development and provision of process management;
- development of financial and information technology;
- development of information systems, collection and processing of information;
- ensuring automation and informatization of the activities of the Bank of Russia's structural divisions;
- organization of support for application software systems;
- organization of technical support, maintenance and repair of technical facilities and information and telecommunication system of the Bank of Russia.
2017: Promotion to First Deputy Chairman of the Central Bank of the Russian Federation
In July 2017, the Central Bank announced that Olga Skorobogatova would be appointed first deputy chairman of the bank. In this position, she will oversee the Department of the National Payment System, the Department of Information Technology, the Department of Financial Technologies, Projects and Process Organization, as well as the Department of Cash Circulation and Rosinkas.
The bank announced this personnel reshuffle after it became known about the decision of Georgy Luntovsky to leave the post of first deputy chairman of the Central Bank. He has been leaving since September 2017.
The organization of cash circulation and the supervision of the work of Rosinkas, which passed to Olga Skorobogatova, were previously under the jurisdiction of Luntovsky.
2018: Chairman of the Technical Committee for Standardization "Financial Transaction Standards"
As of December 2018, First Deputy Governor of the Bank of Russia Olga Skorobogatova is also the Chairman of the Technical Committee for Standardization "Financial Transaction Standards" (TC 122).

As of January 2021, Olga Skorobogatova is the First Deputy Chairman of the Central Bank of the Russian Federation and Chairman of the Supervisory Board of the Fintech Association.
2024: Resignation as First Deputy Chairman of the Central Bank of the Russian Federation
On October 21, 2024, the Bank of Russia announced the resignation of Olga Skorobogatova from the post of First Deputy Chairman. The press service of the regulator clarifies that she decided to continue her career outside the Central Bank.
Skorobogatova's new place of work by November 21, 2024 is not called. Her last day of work at the Central Bank of the Russian Federation will be December 2, 2024.

Olga Skorobogatova is one of the three first deputies of Elvira Nabiullina. In addition to her, Dmitry Tulin and Vladimir Chistyukhin work in this rank. Skorobogatova oversaw the development of the national payment system, information and financial technologies, as well as the operating department of the Central Bank. It was she who led the introduction of many technological changes: QR code, biometrics, open APIs and digital ruble. Later on November 21, 2024, the Bank of Russia announced the appointment of Zulfiya Kakhrumanova, Director of the Information Technology Department of the Central Bank, as the new Deputy Chairman of the Central Bank. In the new position, she will oversee the work of the Department of Information Technology, the Department of Financial Technology, as well as the Operations Department. Thus, Kakhrumanova was entrusted with part of the duties that Olga Skorobogatova performed.
2025: Transition to VTB as deputy chairman
On February 19, 2025, it became known that Olga Skorobogatova, who served as the first deputy chairman of the Bank of Russia, was moving to VTB. She will become the first deputy president - chairman of the board of this credit institution.
Skorobogatova in the Central Bank oversaw digitalization. According to the Kommersant newspaper, VTB will have to be responsible for strategic development, issues related to digital projects, such as the digital ruble and other fintech innovations, as well as international alternative calculations. According to informed sources, structural changes may occur in VTB after the arrival of Skorobogatova: it is assumed that new divisions will be formed in the bank specifically for this purpose.
