Pavel Plotnikov: ELAR automates regions and "turnkey" municipalities
Electronic archives represent the base of informatization of Russian regions and one of the most important elements of a system of interdepartmental electronic interaction.Pavel Plotnikov, the marketing director of ELAR corporation told about large-scale projects in this area, features and perspectives of regional informatization of TAdviser.
Pavel Plotnikov: For ELAR the public sector is a priority direction: more than 70% of our business are projects in federal agencies, administrations of the subjects of the Russian Federation and municipalities, the state and regional archives, the museums and libraries.
TAdviser: The share of projects for a public sector always was stable?
Pavel Plotnikov: Yes, the share of projects in a public sector always remained approximately at one level. For us this market is key from the moment of foundation of the company, i.e. more than 20 years.
TAdviser: Among the state customers of ELAR there are many federal agencies. And how actively you work with public institutions of level of territorial subjects of the federation?
Pavel Plotnikov: ELAR actively participated in implementation of the FTP Electronic Russia and not only as the contractor, but also as with - developer of the program. We are at the moment comprehensively involved in GP "Information Society".
From 2007 to 2013 the corporation implemented the largest state projects in the field of creation of electronic information resources: The generalized databank Memorial (OBD the Memorial), bank of the documents "People Feat in the Great Patriotic War of 1941-1945.", the Single system of electronic archives of the Government of Moscow, the archive and search portal "Generations of Perm Krai", Electronic archive of the Tyumen region, filling of fixed assets of Presidential library of B.N. Yeltsin and many others.
It is characteristic that the developments and solutions ELAR implemented in these or those authorities or public institutions became standard today. For example, within creation of electronic archive of the Tyumen region consolidation of all archives of area in uniform infrastructure and an output of the consolidated information to the portal of state services is implemented. Similar projects go in the Samara region and the Yamalo-Nenets Autonomous Area.
In federal agencies of projects it is less, but they are, as a rule, much more large-scale. The projects of the Ministry of Defence which are already mentioned by me – the Generalized databank Memorial (OBD the Memorial), bank of the documents "People Feat in the Great Patriotic War of 1941-1945." represent the largest electronic information resources of open access in Russia today.
TAdviser: What else interesting projects and significant projects could you note?
Pavel Plotnikov: At the level of regions one of the largest projects was executed by ELAR for the Samara region. In fact, it is three big projects. Are created the automated control system for archiving intended for automation of activity of Management of the public archive service and archive organizations of the region; "Electronic Archive of the Ministry of the Property Relations" and "ZAGS Electronic Archive" systems of the Samara region.
ELAR creates electronic information resources and the systems of documentary ensuring activity of regional executive authorities and state institutions. More than 300,000,000 documents are transferred by forces of ELAR corporation to an electronic form, and this process continues
At the federal level large-scale projects are executed by ELAR for the Federal Customs Service,the Russian President Administration, directories of Presidential library of Yeltsin,RGB and RNB are digitized. Only within creation of OBD "Memorial" and "People Feat" more than 40 million documents are digitized.
TAdviser: What else systems and solutions for a public sector are proposed by ELAR?
Pavel Plotnikov: All our solutions can be separated into three blocks. The first – integrates solutions for work with the saved-up paper archives, their digitizations and creations of management systems for them. The second direction is a creation of the systems of documentary ensuring electronic public services, transition to interdepartmental electronic interaction within SIEI.
The third block is equipment of the ministries and departments the specialized equipment in order that to transfer the current paper receipts to an electronic form. Here we offer hardware and software systems which allow not just to digitize paper, but also at once to take information and to load its accounting systems, electronic document management systems and so on. ELAR have actually a production of the specialized equipment.
TAdviser: What solutions ELAR among the state customers are most demanded?
Pavel Plotnikov: The specialized solutions allowing to solve essential problems in in the field of work with information are most demanded and are widely implemented. For example, the solution "ZAGS Electronic Archive" concerns like those. It is demanded in the market as information which is stored in ZAGS electronic archive is necessary for rendering public services. The solutions concerning providing information on a status of property fund are also demanded.
It is separately possible to select solutions for automation of activity of regional administrations. In Moscow, for example, we created "A single system of electronic archives of documents of the Government of Moscow". 18 executive authorities of the capital, including prefectures of districts, departments, committees and managements can work with the documents loaded into a system. A system is effective tools for transition to completely paperless document flow during the providing public services and execution of the state functions by divisions of the Government of Moscow in the conditions of electronic interdepartmental interaction.
Also complete solution ELAR on implementation of automated systems in judicial bodies is demanded. This solution allows to provide the translation of documents of court in an electronic form, to save audio-and video protocols, court sessions, to automate some processes of preparation of affairs for considerations, to organize online access of staff of court to documents, etc. The solution already became standard and is implemented in regional courts of many Russian regions. Moreover, this experience extends to world justice: ELAR corporation implemented two large projects in courts of world justice of the Tyumen region and the Yamalo-Nenets Autonomous Area.
Transfer to an electronic form of affairs and placement their uniform archive ensured their guaranteed safety, the invariance and online access, and existence of full-text search – additional opportunities at synthesis of judicial practice. The ECM platform of ELAR SAPERION became a basis of electronic archives of magistrate's courts in both regions – on its base the storage is implemented, search and providing authorized access to electronic copies of affairs, interaction and collection of information from sections of magistrates, integration with the system of legal proceedings "AMIRS" and also the system of audiorecording of court sessions Themis are organized.
TAdviser: What projects are selected not so much on the volume how many on complexity?
Pavel Plotnikov: The project of creation of electronic archive, non-standard and very perspective in terms of a solution architecture, is executed for Khanty-Mansi Autonomous Okrug. The solution "Elar of the AIS Archive" is organized by the principle of a corporate cloud here. We made digitization and loading in a system about 90% of archive inventories of the State archive. And for municipal archives was the subsystem of remote access is developed: already today 22 archives departments of municipalities of Yugra work with a system thus.
As for difficulties, when implementing the project in Management ZAGS of the Kaliningrad region, they were connected with features of a documentary array. In the region because of deficit of paper in post-war years a part of records was executed on the back newly the ruled Lithuanian forms. The bad quality of paper and the ink used by drawing up records of acts lead long-term application of a method of sheet processing which is a necessary condition by consideration of requests of citizens and the organizations to physical aging of documents. Paper becomes brittle, ink considerably fades. Scanning of such documents, extraction of information from them – work very uncommon. But technologies which are applied by ELAR allowed in only 2 months from the moment of the conclusion of the Public contract to scan all ZAGS demanded archive funds of the Kaliningrad region for the period 1946-2003. These are 8,750 assembly books containing about 2 million assembly records. In the presents time works on indexing are conducted. By the way, the Kaliningrad region became the first Russian region which digitized all fund of records about acts of civil status.
Now for Rosarkhiv we 16-17 centuries are engaged in the project on digitization of genealogical documents, It is three million sheets of documents from the Russian State Archive of Ancient Acts (RSAAA). Documents, landratsky books and revizsky fairy tales, will be digitized and the electronic inventory of the relevant fund is created. The project is unique as the most valuable documents which are bound in big and very big volumes are digitized. Thickness of a back of such book can be 50-60 centimeters, and weight to reach 50 kg.
The difficult and unusual project is executed by us for Polytechnical Museum: in the fall of 2013 the museum opens virtual exposure, a basis for which will be a 3D technology developed by ELAR - digitization, used by the museum for creation of space images, photo dioramas and 3D models of large-size exhibits, and also kinematic presentations.
TAdviser: Whether ELAR is guided by the international experience of automation of a public sector whether some approaches and solutions are adopted?
Pavel Plotnikov: After all Russian legislation very specific, as well as office-work. Any European or American standard is impossible ready to move to the local soil: it can be taken only as a basis. Nevertheless, ELAR quite actively studies this experience. For example, in 2002-2005 in Northern Westphalia (Germany) the project on creation of a system to accounting of the inventory and the real estate was implemented. The principle of creation of this system was assumed by us as a basis for development of the Tyumen archive, and now it is applied everywhere. But it is rather an exception, than the rule.
TAdviser: How do you estimate rates of implementation of services of the electronic government in Russia? What, in your opinion, is successful and successful practice at the moment?
Pavel Plotnikov: Implementation 210-FZ and GP Information Society gave, of course, very strong impetus in development of informatization in state structures and regions, but its rates very strongly to be separated today within regions. There are leading regions and regions which - are lagging behind and not only owing to the administrative reasons, but also features of the area: for example, in northern regions it is difficult to connect the remote municipalities and settlements to communication channels and the corresponding information systems. In general informatization takes place quite successfully. Federal agencies implemented almost complete volume of implementations necessary for them and in their huge number of procedures are already transferred to electronic rails, it is already very high level. The Federal Tax Service is in the lead here, perhaps. The regional authorities for achievement of such level will need some more years.
