Biography

In 1968 Vladimir Drozhzhinov graduated from the Moscow Engineering Physics Institute (MEPI) majoring in Computers, and in 1978 - a postgraduate study of Institute of applied mathematics of M.V. Keldysh of Academy of Sciences of the USSR in "The software of computers and systems". In 1983 became Candidate of Physics and Mathematics.

In 1996 took a course and passed certification examination in business continuity planning at the Canadian institute of recovery after accidents. After that after accidents (DRI, Int, New York) in 1997 received the certificate of the associated scheduler of business continuity from the International institute of recovery (associate business contingency planner, ABCP). Published the first and only book in Russian on this subject.

Worked at Institute of applied mathematics of M.V. Keldysh of Academy of Sciences of the USSR, at institute of the Space industry of the USSR, a number of the commercial organizations (a LAN, PriceWaterhouse, Algorithm, Vest-Metatekhnologiya, etc.). Since 2002 was engaged in consultation in the field of creation of the electronic governments of different levels of the power of the Russian Federation. Is an editor and the coauthor of four books on this subject.

In projects approaches to creation of the electronic government in the Russian Federation, interdepartmental EDMS, the system of issue, accounting and support of biometric passports in the Russian Federation, the systems of paperless trade of the countries of APEC, etc. were offered.

From time to time gave lectures on programming and architecture of the local computer networks (LCN) for production management at Institute of advanced training of workers of the radio industry of the USSR, later - on the electronic government and business to students of Institute of management at the Government of Moscow, to students of Academy of National Economy and public service under the President of the Russian Federation, to students of Faculty of public administration and Philosophical faculty Lomonosov Moscow State University.

The author more than 200 publications in the leading business and trade publications concerning management of corporations, implementation in them ERP CRM, ERM-systems, formation of the electronic, open and smart government in the world and Russia, formations of information and smart society in the world and Russia and to other questions of use of ICT in society.

In 2002-2006 was a member of expert advice of the Ministry of Economic Development of the Russian Federation, in 2008-2009 was the adviser to the head of the Federal agency for information technologies.

In 2015-2017 Vladimir Drozhzhinov was an active participant of the conferences of TAdviser devoted to informatization of a public sector. Criticized also suggestions for improvement of the system project of the electronic Government of the Russian Federation and also the Digital Economy program approved by the government in July, 2017.

In August, 2017 Vladimir Drozhzhinov died. The chairman of the board of directors of Institute of development of information society Yury Khokhlov in the "Digital Economy in Russia" group in Facebook reported about it.
