System project of the electronic Government of the Russian Federation

The system project developed the Ministry of Telecom and Mass Communications was submitted to the public on October 12, 2016 on an action of TAdviser IT Government Day. Medvedev charged to take into account Sobyanin and Mishustin's comments in the System project of the electronic government

At the meeting of the government commission on use of IT which took place on October 24, 2016 for improvement of quality of life and conditions of conducting business activity the Minister of Communications Nikolai Nikiforov submitted the System project of the electronic government till 2020.

The head of the Federal Tax Service Mikhail Mishustin and the Mayor of Moscow Sergey Sobyanin criticized the document, TAdviser told the source familiar with results of discussion. The interlocutor did not report an essence of these notes at the time of the publication of material. The Ministry of Telecom and Mass Communications refused comments, the press service of the government did not respond TAdviser to the request. The shorthand report at the time of production of material was not published.

On October 12, 2016 at the TAdviser IT Government DAY conference of the Ministry of Telecom and Mass Communications submitted the completed System project of the electronic government till 2020. Basic provisions of the document during the performance were sounded by the Deputy Minister of Communications Alexey Kozyrev.

Development of the electronic government assumes implementation of the principle "4L" - that any citizen and any department could interact in any place and at any time.

The document assumes two basic directions of conversions to areas of the electronic government:

  • transition from orientation to infrastructure to orientation to needs of the user and
  • implementation of modern managerial approaches to development of the electronic government.

Key indicators of efficiency as authors of the document see, is a zero paper, zero officials and zero problems of interaction.

The development purpose – improvement of quality of life of the population and conducting business activity and also increase in efficiency of a state administration due to use of technologies of the electronic government. For this purpose, according to Alexey Kozyrev, it is required to solve several problems.

Among them - to provide providing high-quality public and municipal services, to lower costs of implementation of functions and implementation of powers of state agencies, to provide acceptance of management decisions mainly in real time.

One more task - to provide a possibility of use of systems and services of the electronic government for support of activity of civil society and business, including their involvement in processes of the public and municipal administration.

About 150 IT heads of federal and regional state structures and also experts of the IT companies gathered on discussion of the system project

The system project assumes a number of high-quality changes of the electronic government. First, they concern approaches to providing electronic services. The unified order (typification) of providing social and mass and demanded regional and municipal services, pro-activity, informing on approach of the appropriate rights to receiving service, the cheloveko-focused design of services should be set.

The single system of provision of services (omnichannel) and complex services in life and business situations should be organized.

At the level of benefits for citizens and the organizations from electronic services the document assumes the following changes: reduction of terms, reduction of duties, exterritoriality, a possibility of commission of electronic payments, restriction with one visit to body of power/MFC and existence of the personified electronic environment.

Changes at the level of electronic interaction include interdepartmental exchange in real time, voice and/or biometric identification, use of services of the electronic government of all branches of the power.

Integration of information resources of MFC network and electronic government, creation of electronic archives of legally significant state information and cross-border exchange of legally significant documents belong to the same point support of activity of public organizations, including NPO.

At the level of management implementation of architectural approach in informatization coordination, a uniform electronic monitoring system of development of the electronic government and rendering services and involvement of users in process of improvements is supposed.

Opinions on the system project during the TAdviser IT Government DAY conference were expressed by Chief information officers of federal agencies and regions and also industry experts. In particular, speeches of the vice chairman of the board of the Pension fund Nikolay Elistratov, the director of IT department of the Ministry of Health Elena Boyko, the chief of IT management of FTS Tatyana Matveeva, the director of the center of IT researches and examination of a RANEPA Mikhail Braude-Zolotarev, the chairman of the board of directors of IT of Tagir Yapparov, the director of the electronic government of Rostelecom Mikhail Bondarenko, the chief of IT management of FSSP Natalya Zvyagina, the director of IT department of Krasnodar Krai Igor Skobelev, the minister of IT and communication of the Kirov region Alexander Zorin and others sounded. Electronic government of 2020: Provided to the Ministry of Telecom and Mass Communications the vision on TAdviser SummIT

The director of the department of development of the electronic government of the Ministry of Telecom and Mass Communications of the Russian FederationVladimir Averbakh, acting on TAdviser SummIT on May 31, 2016, told about the development strategy of the electronic government for the next five years and the current results.

The development strategy till 2020 assumes that to the specified term of a share of electronic and traditional state services should even out. In that case when for receiving service personal presence of the citizen at MFC or authority is required, it has to be legislatively fixed that it should be at most one personal visit. Also transition to service of life situations is planned: on the portal of state services different situations and ways of an exit from them using state services should be described.

Strategy implementation should lead to expense reduction of authorities due to use of services of the electronic government not only for services, but also functions and also due to enlargement of basic state information resources, Vladimir Averbakh told. The last will also reduce volumes of interdepartmental interaction.

Within strategy the electronic government should develop as the platform that assumes afterwards reuse of its elements and data for business. Also electronic civil society, for example, in the form of such projects as "national control", the national inspector should develop". In addition, strategy assumes expansion of services of the electronic government on other branches of the power, for example, a judicial branch.

During the performance Vladimir Averbakh gave key points of the new system project of the electronic Government of the Russian Federation developed the Ministry of Telecom and Mass Communications. The first public discussion of this document took place in March, 2016 at the TAdviser Government Day conference with the assistance of the Deputy Minister of Telecom and Mass Communications Alexey Kozyrev.

The project assumes that by 2020, for example, rendering state services will happen by the exterritorial principle, interdepartmental interaction will pass completely to the online mode, the uniform mechanism of collecting and the analysis of data on results and terms of rendering electronic services will be developed. Also typification of regional and municipal services, pro-active provision of services and many other things will be performed.

Speaking about intermediate results of development of electronic state services, Vladimir Averbakh gave these researches of Rosstat that in 2014 about 35% of citizens, and in 2015 – about 40% of citizens used them. At the same time not only the number of users, but also consumption frequency grew, he noted.

Attendance of the portal of state services of Gosuslugi.ru in a year grew approximately twice: in April, 2016 about 15 million in a month of visits against 7 million visits in April, 2015 were recorded. Vladimir Averbakh in many respects connects it with implementation of the new version of the portal of state services to which in 2016 it is going to switch. So far it works in the mode a beta to the address beta.gosuslugi.ru.

According to the presidential decree, in 2018 90% of citizens should be satisfied with quality of electronic state services. The representative of the Ministry of Telecom and Mass Communications noted that the quality level of services constantly raises, and to a large extent – due to feedback coupling from citizens. In the special section of the portal of state services it is possible to perform the pre-judicial appeal of service. The Complain button will soon appear when receiving each state service, Vladimir Averbakh told.

On March 2, 2016 TAdviser and the Ministry of Telecom and Mass Communications of the Russian Federation held the joint IT Government DAY conference devoted to informatization of a public sector. 2015

Beginning of work on the new system project of the electronic government

By request of the Ministry of Telecom and Mass Communications experts of REU of Plekhanov analyzed an opportunity to refuse in the near future offline channels of rendering state services and perspective of their providing via "smart" TVs and social networks and also developed target computing and telecom infrastructure of the electronic government.

[1]The Russian Government Analytical Centre participated in an open competition on carrying out the research work (RW) about perspectives of development of the electronic government till 2020-2025[1] announced the Ministry of Telecom and Mass Communications in October, 2015 in addition to the won Plekhanovsky university.

REU suggested to carry out research for 24.7 million rubles, the Analytical center estimated work at 23 million.

The winner had to complete a research and hand over results till December 15, 2015.

As it appears from the offer of REU, by preparation of the system project experts had to rely on publications of the head the Institute of Development of Information Society (IDIS) of Yury Khokhlov, the president of Fund of support of system engineering, standardization and project management (FOSTAS) Evgeny Zinder, the CEO of the analytical agency "New Strategy" Alexander Raykov and other experts who directly are not connected with the university.

The previous system project was developed in 2010 and covered only infrastructure, said in terms of reference. The President in March, 2013 charged to correct it to the Government.

"The electronic government, including its subsequent forms and expansions ("the digital government", "the big government", "the open government", "the reasonable government", etc.) for the last 5-7 years both in the world, and in the Russian Federation assumed qualitatively bigger scale and reached the new level of requirements to functions and to dynamics of changes. Successful development and use of ICT in the system of public administration of the Russian Federation requires connection of essentially new ideas in the organization of the electronic government with the existing principles, methods and instruments of implementation of the separate ICT systems as a part of the electronic government", - noted in the Ministry of Telecom and Mass Communications.
By the end of 2015 the system project describing the future of the electronic Government of the Russian Federation was developed

After development the system project will undergo expert and public discussion, reported TAdviser in the ministry.

[2] The Deputy Minister of Telecom and Mass Communications Alexey Kozyrev spoke about plans of the declaration of tender in June, 2015 in an interview of TAdviser:

"We calculate that practicians, scientific community will take part in it. The look from outside would be just very interesting to us. We will select that offer which to us will seem to the most interesting, adequate. And within works on this tender to us will analyze the current bottlenecks in architecture, will offer strategies of development for architecture taking into account tasks of transition to the digital government with the necessary analysis on possible loadings, on scaling of a system, plus the system project describing functionality, architecture, program and hardware".

On the basis of results of this tender of the Ministry of Telecom and Mass Communications was going to create technical specifications for Rostelecom (is the only contractor according to the order of the Government) on development of infrastructure of the electronic government for 2016.

Research subjects

Accomplishment of research should provide a basis for achievement of the following results, said in terms of reference of the Ministry of Telecom and Mass Communications:

  • Determination is more whole than development of the electronic Government of the Russian Federation till 2020;
  • Increase in level of satisfaction and number of users of services of the electronic government;
  • Formation of the principles of the organization of the electronic government based on social activity of all concerned parties of processes of the public and municipal administration and the modern level of development of ICT;
  • Use of the approaches directed to increase in level of efficiency, transparency, openness, accountability and safety of functioning of the electronic government, to increase in capability to development and flexible response to the arising changes of social, economic, technology and other conditions;
  • Increase in efficiency of activities for development of the electronic government in strategic perspective, ensuring its objectivity, decrease in dependence on producers of separate solutions ICT.

Within research four tasks should be solved:

  • an assessment of the current level of development of the electronic Government of the Russian Federation in comparison with the electronic governments of foreign countries is given;
  • researches are conducted and perspectives of development of the domestic electronic government are defined;
  • the aggregated target model of the electronic government and the enlarged action plan on its achievement by 2020 is developed;
  • the system project of the electronic government is developed.

How was

During the research of a status of the electronic government at the time of the beginning of works the contractor among other things had to:

  • define the negative factors and problem zones interfering its development and give offers on elimination of these factors;
  • study the regulatory base of the electronic government (to understand – whether it is sufficient) and the operating key performance indicators (to give offers on formation of a system of their monitoring);
  • analyze use of domestic and foreign ICT in the existing program and technical platform of the electronic government, develop offers on increase in level of information security, including by import substitution;
  • study experience of creation of the electronic government in Singapore, South Korea, Great Britain, the USA and Australia, to compare their level of development to the Russian electronic government and also to reveal the advanced solutions for possible use in Russia.

How can be

Having investigated development perspectives, the winner of competition of the Ministry of Telecom and Mass Communications had to:

  • give the forecast of the main characteristics of the electronic Government of the Russian Federation in 2025 "taking into account global trends of development and use of ICT" (characteristics of users, values of services for them, the high-level description of functionality of the electronic government);
  • analyze a possibility of transition "to the concept of completely electronic services at all stages of their rendering without inclusion in process of manual transactions";
  • study perspectives of providing state services "out of public channels" and via new channels ("smart TVs, wearable electronics, social networks, etc.);
  • investigate perspectives (including economic) providing non-state electronic services through infrastructure of the electronic government;
  • develop the principles and approaches of providing third-party services via the uniform portal of state services (EPGU) and EPGU services through external information systems;
  • analyze perspectives of application of infrastructure of the electronic government for civil interaction, for interaction of hozsubjekt;
  • investigate methods of management of identification of users in the electronic government and also perspectives of use of the state services of identification in the non-state sector;
  • develop high-level target computing and telecom infrastructure of the electronic government till 2020, analyze possibilities of import substitution in it;
  • develop the principles of determination of contractors on development of the electronic government;
  • define tasks of the electronic government in interaction of the state with citizens, business and in itself;
  • offer ways of improvement of a regulatory framework and also answer some other questions (in more detail in terms of reference[1]).

2010: The first system project of the electronic government

On July 13, 2010 the Government commission on information technology implementation in activity of state bodies and local government authorities under the chairmanship of Sergey Sobyanin approved "The system project of formation of the electronic government" (to download the document). The document was intended for development on its basis of the long-term target program for creation of the electronic government on 2011-2015.

The Rostelecom company which, in turn, ordered this work to Higher School of Economics and Academy of National Economy acted as the contractor of the project. The first document revision was submitted at the beginning of 2010 to the interested departments, including the Ministry of Education and Science, the Ministry of Economic Development and the Ministry of Health and Social Development. Then officials decided that "it is not that document which can be accepted as a guide to action" and sent back it for revision.

The system project describes the main directions of works on creation of the electronic government and its key components. Transition to providing state services and execution of the state functions in electronic form, transfer to a digital form of the state accounting activity, formation of key infrastructures of the electronic government and also providing its information and technology components belongs to the fundamental directions of works in the document.

Interaction of state agencies with consumers of state services in the document is separated into several stages:

  • information (electronic submission of information on an order of rendering services),
  • one-sided interaction (electronic submission of necessary forms and forms),
  • bilateral interaction (beginning of electronic submission of the service),
  • interactive stage (monitoring in electronic form of course of execution and also electronic interaction between different contractors),
  • completely remote interaction (legally significant electronic interaction between all participants of providing service, obtaining in electronic form results of providing).

For rendering state services in electronic form creation is provided:

  • portals of state procurements,
  • information payment gateways,
  • systems of interdepartmental interaction,
  • uniform and regional portals of state services with the supporting systems, such as, for example, registers of services, contact centers, systems of identification of citizens, certification centers of the electronic digital signature.

2009: The president Dmitry Medvedev gives assignment about development of the system project

Order of the Russian President Dmitry Medvedev about preparation of the system project of the electronic government is dated on July 10, 2009.
