Placing under house arrest the ex-head of the unit on charges of fraud worth 28 million rubles

On April 8, 2024, the Investigative Department of the Investigative Committee for the Krasnoyarsk Territory and Khakassia announced the placement under house arrest of the former head of the communications management department of Information Satellite Systems JSC named after Academician M.F. Reshetnev "(part of Roscosmos, is engaged in the production of satellites for communication, television broadcasting, relay, navigation, geodesy, etc.). She is accused of fraud on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation).

According to the investigation, from August 2019 to August 2021, the head of the communications management department of Information Satellite Systems JSC initiated the conclusion of contracts for the provision of video production services. At the same time, according to investigators, she knew that the company had the necessary equipment and specialists to carry out these works. According to the results of procurement procedures carried out in violation of the law, contracts were concluded with the same company "Prometey media," the actual management of which was carried out by the head of the department, the Main Investigative Directorate of the Investigative Committee of the Russian Federation for the Krasnoyarsk Territory and the Republic of Khakassia said in a statement.

Detention of the former head of the communications management department of Information Satellite Systems JSC

The investigation established that the actual management of the activities of this commercial organization was carried out by the accused, video production was made by employees of Information Satellite Systems JSC. The accused produced and provided the necessary reporting documents, after which the funds were transferred to the account of a company affiliated with her. The total damage from the actions of the suspect was estimated at more than 28 million rubles under 90 contracts concluded with Prometey media LLC.

The name of the defendant in the case by April 8, 2024 was not disclosed. It is noted that the basis for initiating the case was the materials of the Krasnoyarsk departments of the FSB and the Ministry of Internal Affairs.[1]

Creation of conveyor production of satellites weighing up to 500 kg for 50 billion rubles

In February 2024, the general director of Roscosmos, Iouri Borisov, spoke about a project for the production of small satellite assembly, on which the state corporation will spend about 50 billion rubles. According to Borisov, after an excursion to one of the KamAZ enterprises, young specialists of Reshetnev JSC organized a conveyor assembly of satellites without serious investments, almost from improvised means.

The main trend now is small-sized satellites, somewhere up to 500 kilograms or less, which will form the basis of the most popular low-orbital groupings today. The requirements for these satellites are much lower than for those flying in medium and geostationary orbits, - said Iouri Borisov in an interview with the Pro Cosmos portal.

Small satellite assembly production created

According to him, this project has become an "earnest experience" that needs to be replicated. The head of the state corporation added that the competencies in satellite construction will primarily be developed in the Reshetnevsky company, as well as in the NGO named after S. A. Lavochkin together with the VNIIEM corporation.

Borisov explained that the Reshetnev enterprise already has a conveyor line for assembling telecommunication satellites and Earth remote sensing devices, but weighing no more than a hundred kilograms. According to the head of Roscosmos, this site could become a "prototype for the transition to an industrial model."

The rapid development of multi-satellite groups in the world is the result of the development of technologies. It's just that technologies have reached the level where you can create fast, and quite high quality, light satellites weighing up to 500 kilograms, and thereby use low orbits. And low orbits are more attractive in terms of signal transmission, signal delay, and they do not require the use of a special element base. This led to a sharp reduction in the cost of satellite building, Borisov added.[2]

2022: Appointment of Evgeny Nesterov as CEO

On July 5, 2022, it was announced that Yevgeny Nesterov was appointed the new general director of the Academician M.F. Reshetnev Information Satellite Systems company (among other things, he is engaged in the production of GLONASS satellites) instead of Nikolai Testoedov, who moved to the position of general designer of the Roscosmos enterprise. 2017: Transfer of 80% of Gonets shares to Roscosmos

As it became known in April 2017, 80% of the shares of Satellite System Gonets JSC become the property of Roscosmos. The decision to buy out the company, according to Kommersant's sources[3] to[3], on April 12, 2017, the supervisory board of the state corporation adopted. He also approved plans to form a single operator for communication and relay systems on the basis of the company. This, as stated in Roskosmos, will allow him to become a full participant in the world market for these services.

Later, a government decree should be issued obliging to transfer 80% of the shares of JSC Satellite System Gonets, owned at that time by JSC Information Satellite Systems named after Academician M.F. Reshetnev (ISS), to the ownership of the state corporation Roscosmos.
