The unified state social security information system (EGISSO) is created in accordance with federal law No. 388, signed by the president in December 2015[1].

The operator responsible for the creation, development and operation of the system is the Pension Fund of the Russian Federation, the introduction of which also includes registers of persons entitled to receive social assistance and additional state support measures, the Veterans database, etc.

The explanatory note to the law states that the FIU has the most extensive information on the social protection measures provided and a database on the recipients of these measures, as well as a necessary (verified) set of technological and information tools.

The mega-tender of the Pension Fund to replace the data center will not have to be replayed. The contract went to Megafon

On October 22, 2020, the FAS made a decision on the complaint of the legal center "Legal Business" about the large purchase of services for the provision of computing resources and communication channels for the operation of EGISSO. The complaint was found to be partially substantiated (see the block below for a summary of the complaint). Earlier, because of it, the conclusion of a state contract with the only participant who submitted an application for the tender, Megafon, was suspended.

As follows from the text of the decision, which appeared in the public domain a few days later, the FAS confirmed the existence of a violation in terms of the lack of conditions for paying the advance in the published draft state contract. He is mentioned in the notice of purchase, but in the draft state contract details about him were not given. The Antimonopoly Service believes that the documentation should set the amount of the advance for each stage of the provision of services.

The FAS also considered it unlawful to establish the requirement to have information about the server used as part of the provision of services in the unified register of electronic products of the Ministry of Industry and Trade. Antimonopolists reasoned that these servers are not subject to ownership by the customer, which means that they are not subject to the restrictions imposed by the government as part of measures to stimulate the production of electronic products in the Russian Federation.

However, due to the lack of information on the violation of the rights of third parties at the time of consideration of the complaint, the FAS did not conclude that this violation affected or could affect the results of the supplier's determination.

As for the comment on the need to add a requirement for an FSB license to the procurement documentation, here the applicant of the complaint at the commission meeting did not provide information confirming the illegality of the customer's actions, the FAS decision says.

In the actions of the Pension Fund, the FAS on the first two paragraphs described above saw violations of the law on the contract system and decided to issue an order to the customer and the operator of the electronic platform to eliminate them. The agency also plans to consider initiating an administrative offense case, the decision says. However, the FAS decision does not contain instructions to conduct the tender again.

Thus, the purchase will not have to be carried out again. The contract will be concluded with Megafon, which offered its services at the maximum established contract price of about 3.25 billion rubles.

Blocking the conclusion of a contract on a complaint is unknown to anyone hired lawyers

On October 20, 2020, due to a complaint to the FAS, the conclusion of a contract with a supplier for the provision of computer resources and communication channels for the operation of EGISSO was suspended. The customer requires data center resources on which the system could operate, including virtualization platforms, technical and software tools, etc., and data transfer to a new site, follows from the task.

Only one bid was received for the tender, from Megafon, which offered its services at the maximum established contract price of about 3.25 billion rubles. The application was considered on October 19 and recognized as compliant, and the electronic auction - failed. In such cases, the contract is usually concluded with a single party.

A complaint to the FAS was sent by the legal center "Legal Business." According to his website, this organization specializes in services for the protection of suppliers and executors under state contracts, collection of debts from government customers, disputes with the FAS, etc. In the text of the complaint, there are no references to the fact that the "Legitimate Business" in the framework of the tender of the Pension Fund represents the interests of any IT company.

A law firm complained about the purchase of FIU

One of the applicant's arguments relates to information about the advance. He is mentioned in the notice of purchase, but in the draft state contract there is not a word about the advance: neither the timing, nor the terms of payment. This misleads the participants in the procedure, they believe in the "Legitimate Business."

The second argument concerns the requirement for participants to have an FSB license for a number of works and services. The legal center "Legal Business," as follows from the complaint, believes that this moment should be supplemented with a requirement for a license for such work as "installation, installation (installation), adjustment of information systems protected using encryption (cryptographic) means." The company believes that the absence of this is a violation of some requirements of Article 31 on requirements for procurement participants 44-FZ.

In addition, the Legal Business considers the customer's demand that information about the servers that are required should be in the unified register of electronic products of the Ministry of Industry and Trade to be unreasonable. According to the applicant, this seriously limits competition.

"Legitimate Business" asks the FAS to consider the complaint and issue an order to the customer to eliminate what their company saw as violations. Before the decision was made, the determination of the supplier regarding the conclusion of the contract was suspended, indicated on the public procurement portal. The FAS informed TAdviser on the evening of October 21 that the complaint was being considered, and there was no decision yet.

Co-founder of Legitimate Business Andrei Balagurov, signed by whom the complaint was filed, preferred not to comment on issues related to it.

Previously, tenant services and work on setting up infrastructure and communication channels for EGISSO were provided to the Pension Fund by Technoserv. The volume of the contract with him was about 418 million rubles. For the history of the project, see the blocks below.

The cost of IT infrastructure for the social security system of the FIU increased 5 times. New mega-contract may go to new contractor

On October 2, 2020, the FIU announced a tender for the provision of services for the provision of computing resources, communication channels for the operation of EGISSO, the initial purchase price is 3.25 billion rubles.

Applications for participation in the electronic auction will be accepted until October 19, 2020 inclusive. The electronic auction is scheduled for 11:35 on October 20, 2020.

The services, in accordance with the terms of purchase, must be provided in 2021-2022; in 2021, the initial cost of services is 1.345 billion rubles, in 2022 - 1.9 billion rubles. The period of service provision is from January 1, 2021 to November 30, 2022 (23 calendar months).

The consolidated list of services in the purchase notice includes 3 items:
1. Hosting and providing information technology infrastructure services; initial cost - 3.21 billion rubles.
2. Communication services for the provision of communication channels; initial cost - 23.6 million rubles.
3. Information and communication network access services; Internet initial cost - 16.2 million rubles.

Leasing IT Infrastructure for EGISSO - Historical Information

The creation, development and operation of EGISSO is one of the largest IT projects of the Pension Fund. During 2016-2020. more than 3.1 billion rubles have already been spent on EGISSO (and this only counts according to state contracts, which in the EIS of public procurement are uniquely identified as associated with EGISSO). Of this amount, the lion's share - 1.864 billion rubles, almost 60% - went to JSC Technoserva A/S (see Table 1).

And it was Technoserva A/S in previous years that won the two largest state contracts related to the provision of services to the FIU to provide computing infrastructure and communication channels for EGISSO.

The first of these contracts (the second from above position in Table 1) was concluded 14.06.2017, initially in the amount of 932.6 million rubles. The initial maximum price of this contract when announcing a purchase was 986.9 million rubles; Another of the largest IT suppliers of FIU at that time, RedSis, was a competitor to Technoserv in the tender. Technoserv won, reducing NMCC by 5.5%, to 932.6 million rubles; his rival offered a price of 937.5 million rubles (a decrease of exactly 5%). Subsequently, the price of the contract already under execution was increased by agreement of the parties to 938 million rubles due to an increase in VAT from 18% to 20%.

The validity of the first infrastructure contract for EGISSO was established until the end of October 2019, that is, it was planned to provide services for 28 months.

Based on the service specification in the contract (see Table 2), one month of leasing of EGISSO infrastructure hardware resources (items 2 and 5 in Table 2) cost the FIU about 26.4 million rubles, and the lease of data transmission channels (positions 3 and 6 in Table 2) - about 2.5 million rubles.

The main elements of the EGISSO infrastructure, against which the contract value was calculated, were servers two types (the differences between the types consisted in server hardware configurations), 5 switchboards types and () Storage Systems SHD two types.

Main hardware characteristics of EGISSO infrastructure elements:
1. Servers:

  • Type 1: At least 2 processors with a frequency of at least 2600 MHz, with at least 14 cores and at least 35MB cache, at least 320GB RAM
  • Type 2: At least 2 processors with a frequency of at least 2600 MHz, with at least 14 cores and at least 35MB cache, at least 310GB RAM.
    At least 4 dedicated GPUs of the Parallel Computing Accelerator (CUDA, OpenCL, DirectCompute).

2. Switches:

  • Type 1: At least 48 10GB Ethernet ports (SFP +)
  • Type 2: At least 48 FC 16 Gb/s ports
  • Type 3: At least 12 ports InfiniBand 56Gbit/s
  • Type 4: At least 24 1GB Ethernet ports

3. Storage Systems:

  • Type 1:16 Gb/s FC connection interface, at least 12 800Gb SSD with increased write performance, at least 12 900 GB hard drives with a spindle speed of at least 10000 rpm with a 2.5 inch SAS interface

Thus, EGISSO's leased infrastructure included the following design elements:

  • 980 CPU cores (35 servers with 28 cores each);
  • 11,200 GB RAM (35 servers with 320 GB RAM each);
  • 182,400 GB SSD disk space;
  • 205,200 GB of SAS disk space.

Second of EGISSO infrastructure contracts (fifth position from bottom in Table 1), won by Technoserv, covers the one-year period from the beginning of November 2019 to the end of 2020 (it is currently being executed, should be completed in 3 months). The NMCC announced in the purchase amounted to 467.1 million rubles; in the tender, besides Technoserv took part known IT podved the Ministry of Digital Development, Communications and Mass Media - Scientific Research Institute Voskhod. Technoserv reduced NMCC by 10.5% - to 418 million rubles; the competitor's offer amounted to 420.4 million rubles (a decrease of exactly 10%).

According to the service specification (see Table 4), one month of leasing the hardware resources of the EGISSO infrastructure cost the FIU in 2019 about 24.6 million rubles (position 3 in Table 4), in 2020 - about 25.4 million rubles (position 6 in Table 4). Renting communication channels cost 2.9 million rubles and 3.0 million rubles, respectively.

The configuration of the leased infrastructure elements in the 2019-2020 contract remained exactly the same as it was in the 2017-2019 contract.

In the new year - with new prices. And perhaps with a new IT service provider?

When first looking at the main parameters of the announced procurement for the lease of IT infrastructure for EGISSO in 2021-2022. Attention is drawn to the initial cost of the contract - more than 3.2 billion rubles for incomplete 2 years. According to the most crude estimates, it can be seen that the average monthly cost of renting basic infrastructure elements increases more than 5 times - from 25-26 million rubles a month to almost 140 million rubles. Even if we assume that during the bidding the NMCC will be reduced by 5-10%, such a sharp price gap according to the key parameter of the contract gives rise to a desire to understand pricing.

From the procurement materials, it can be seen that the pricing of the new contract was carried out according to another method - a generalized number of CPU cores, a generalized amount of server RAM and a generalized disk space of SSD and SAS drives were chosen as the main calculation elements (see Table 5). Moreover, the number of these elements is not constant throughout the contract, but increases within each of the 8 stages into which the entire term of the contract is divided; the quantitative coefficient of increase in the number of design elements is from 2.1 to 2.3 by the end of 2022 compared to the beginning of 2021. Even at the beginning of the new contract, the stated need for IT infrastructure resources for EGISSO differs several times (from 2 to 8 + times) from the specifications of the past and current contracts:

  • CPU cores - 980 vs 6100 +
  • Server RAM - 11200 GB vs 92700 + GB
  • SSD disk space - 182 TB vs. 341 TB
  • SAS disk space - 205 TB vs. 492 TB

What could be the reason for this surge in IT requirements for EGISSO?

It can be seen from Table 1 that two major contracts for the development of EGISSO are currently in the phase of active implementation, the executor of which is the well-known company OTR 2000 (highlighted by a marker). Most likely, it is the new EGISSO subsystems created under these contracts that can become expected consumers of large amounts of EGISSO infrastructure resources.

TAdviser has at its disposal correspondence between the head of the FIU IT unit (deputy chairman of the FIU Vadim Akkuzin) and the OTR 2000 management, which shows that the FIU is considering the possibility of changing the IT infrastructure service provider for EGISSO, since the cloud infrastructure existing since 2017 from Technoserv may be incapable of new.

Possible migration to the new data center is also indicated by some items of technical requirements in the procurement documentation. But if OTR 2000 does not have its own or leased data center capacities, then, most likely, one of the major players in the data center market can become such a supplier, moreover, someone with whom OTR 2000 has experience in cooperation.

An indirect confirmation of the FIU's intentions to part with one of its most "long-playing" IT suppliers can be the changed pricing model in procurement. It's no secret that customers are often guided by the pricing model of the most likely future provider when creating IT procurement requirements. If the course is maintained to continue cooperation with Technoserva, the FIU would most likely prepare a calculation of the NMCC, based on the pricing model already repeatedly used - "Typical servers - typical switches - typical storage systems." But in the newly announced purchase, another pricing model was used - and this model is very similar to that used, for example, in the contracts of the Federal Treasury with Goznak JSC, which supplies data center services for GIS Electronic Budget (and until recently, also for public procurement EIS).

Taking into account the fact that the EIS of public procurement has already migrated from Data center "Goznaka" one of the departmental data centers Minfina Russia located in, and To Dubna GIS "Electronic Budget" has already planned and is migrating individual subsystems to the data center in Dubna, significant Goznak IT infrastructure resources have been freed (and will still be freed in the near future) on the site. In terms of their volume, the released resources of the Goznaka Data Center are quite comparable to the new needs of EGISSO - and why not EGISSO stop at this site? Moreover, OTR 2000, which is currently developing for ON EGISSO, has been cooperating Federal Treasury with the development and maintenance of the operation of GIS Electronic Budget for many years - and has long experience working together with specialists of the Goznak data center.

Of course, candidates for the provision of IT infrastructure services for EGISSO can be Voskhod Research Institute (especially since he already participated in a similar tender last year), and Rostelecom. But the capacities of the Voskhod data center are currently actively used for several large federal GIS, and it is not at all a fact that there is also room for EGISSO. And the reason why Rostelecom will most likely not claim this contract is only one - if such a contract was interesting to Rostelecom, he would have taken it long ago.

2018: Hosting IT Infrastructure in the Cloud and Building an IB Subsystem

On July 9, 2018, Technoserv and the Pension Fund of Russia revealed the details of the project to create and lease computing and telecommunications infrastructure to ensure the operability of the Unified State Social Security Information System (EGISSO).

At the first stage of the project in 2017, Technoserv developed the EGISSO working documentation, on the basis of which the integrator created, set up and leased to the Pension Fund of Russia a fully prepared EGISSO IT infrastructure with installed equipment and pre-installed system software. The project documentation of EGISSO was also updated, operational documentation was developed. At the second stage in 2018, the integrator creates, configures and leases the FIU the computational infrastructure of the distributed reservation EGISSO.

As of July 2018, Technoserv provides the EGISSO infrastructure for the FIU according to the IaaS model. Integrator technicians are also responsible for supporting the computing infrastructure, and a 24-hour technical support hotline is organized and operated. Thus, the EGISSO computing infrastructure is created on the basis of cloud technologies and is located on the basis of the Technoserv cloud platform.

In addition, within the framework of a separate project, Technoserv performed a full range of work on the design and creation of the EGISSO information security subsystem. The main criteria of the developed subsystem were the neutralization of current threats to information security and ensuring full compliance with the requirements of the legislation of the Russian Federation for the protection of state information systems and information systems of personal data.

The EGISSO infrastructure is designed to meet the requirements for 24-hour operation and availability at the 99,982% level, ensures fault tolerance to single failures, monitors infrastructure availability, supports system data backup, and provides a test data processing environment to test new releases in a productive environment.

EGISSO computing infrastructure includes:

  • The virtualization platform, implemented using ready-made software solutions and tools, supports fault tolerance mechanisms, changes in the configuration of virtual machines and load reallocation between nodes within a single cluster without stopping the operation of virtual machines;
  • A storage platform capable of dynamically expanding and migrating data without interruption to availability, as well as geo-distributed backup with native capabilities that support both synchronous and asynchronous data replication.
  • A backup and recovery system that provides daily backup of infrastructure data without compromising performance and provides full data recovery within 16 hours
  • A directory service that provides centralized storage, management, and control of infrastructure administrator accounts, network resources, and objects.

The computational infrastructure of EGISSO is integrated with related information systems: the Unified System of Interagency Electronic Interaction (SMEV), the Unified Identification and Authentication System (ESIA), the Unified Portal of State and Municipal Services (EPSU) and information systems of data providers (IS PD).

2017

Software Creation

At the end of July 2017, the Pension Fund of Russia chose the developer of the Unified State Social Security Information System (EGISSO).

Earlier, for 22 million rubles, the concept of the system was created, 186 million rubles were spent on its prototype. About 1 billion rubles will be spent on leasing infrastructure for EGISSO (for more information on the process of creating the system, see the sections below).

Pension Fund has chosen the main developer of EGISSO

The cost of creating the system was estimated by the state customer at 159.5 million rubles.[2]

Three companies took part in the tender: MP (formerly Merlion Projects), Magelan and System Projects. Their applications were evaluated according to two main criteria - cost and qualification. The cost of work proposed by the participants differed slightly, so the outcome of the competition determined the qualification. For this criterion, only Magelan received points, and it became the winner.

In September 2016, Magelan was already the winner of the purchase of FIU related to EGISSO. Then a competition was held for the development of a technical project and a prototype of the system. The contract value was 186 million rubles.

Magelan, together with other major suppliers of the Pension Fund - Computer Systems Management and Redsis - as of July 2017, are pledged to Promsvyazbank, owned by the owners of the Technoserv system integrator Alexei and Dmitry Ananyev (see details).

The current EGISSO project consists of three major phases. The first involves finalizing the technical design documentation and developing private technical tasks for the development of various software. The second phase involves the creation of the EGISSO Release 1 software and the preparation of working documentation. And the third stage is the maintenance of the pilot operation of the system, including commissioning, load testing, etc.

All work must be completed by November 29, 2017.

EGISSO should collect information on social protection measures and services, as well as other social guarantees and payments provided to the population. The main source of data of the system is information contained in federal, regional and municipal registers, state information systems in the field of social protection and information systems of organizations providing social support.

Rental of computing infrastructure

On May 22, 2017, the Pension Fund of Russia summed up the results of an electronic auction for the rental of computer infrastructure and the organization of communications for the operation of EGISSO. The initial price of the contract was 987 million rubles[3], at the same time, during the auction it was reduced more than by 50 million rubles.

Technoserv will lease the FIU infrastructure for a single social security system

Two companies took part in the tender - Redsis and Technoserv. The first offered to fulfill the contract for 937.5 million rubles, the second - for 932.6 million rubles. Thus, the winner was recognized as "Technoserv."

Redsis, recall, since the end of 2016, has been pledged to Promsvyazbank, owned by the owners of Technoserv Dmitry and Alexei Ananyev. In 2017, this is the fifth time that Technoserv and Redsis play the Pension Fund tenders exclusively among themselves.

This contract for Technoserv has become the largest in the history of interaction with the Pension Fund. [1] The company concluded the previous most expensive contract (maintenance of the AIS FIU-2 infrastructure) with the FIU at the end of 2016 for 695 million rubles.

The entire current project is divided into several stages. Technoserv will have to lease the EGISSO infrastructure with installed equipment and pre-installed system software to the customer, perform commissioning and configuration of the infrastructure, as well as update the documentation.

EGISSO computing infrastructure should be leased from July 18, 2017 to October 31, 2019, backup infrastructure - from May 1, 2018 to October 31, 2019. The standby data center shall be located not closer than 15 km, but not further than 70 km from the main site.

The computing infrastructure should ensure the use of EGISSO in a centralized information resource architecture. At the same time, according to the customer's requirements, it should be built on the basis of tested advanced information technologies using the technical tools of the world's leading manufacturers of equipment and software.

The project contractor shall not use proprietary database management systems. Selected technical solutions should have an open architecture, as well as the possibility of modernization and development.

Hardware platform solutions must be scalable, independent of the specific hardware and software manufacturer, and compatible across platforms.

At the same time, all technical solutions used must ensure availability at the level of 99.982% and fault tolerance to single failures.

The computing infrastructure shall include the following mandatory elements:

Server equipment should be based on the standard modern x86 architecture. It shall be modular and installed in standard 19 'cabinets. The computing infrastructure should be equipped with pre-installed system software: virtualization tools, OS and DBMS.

In 2018, a chapter in the law "On State Social Assistance" dedicated to this system will enter into force. The state customer for the creation, development and operation of EGISSO and its operator is the Pension Fund, and the infrastructure operator is the Ministry of Communications. By the end of 2017, the Prime Minister instructed the Pension Fund to develop and approve the regulations for the interaction of government agencies and citizens with the new system.

As previously reported in the FIU, the system should be fully earned in 2019. In 2016, a pilot project was launched to test the prototype - in Kaluga, Bashkiria and Altai Territory. This year it is planned to connect all extrabudgetary funds (FIU, FSS, FOMS) and a number of ministries and departments to the system, and in 2018 all federal and regional authorities will work with it.

The EGISSO, as follows from the resolution, will include both information about the recipients of social support themselves (passport data, SNILS, address of residence, information about periods of work, etc.) and personalized information about social protection measures (for example, the size of support, the size of the provided living space). In addition, information will be provided on the organizations and individual entrepreneurs that provide this social support (including information on the employment of persons with disabilities). They are responsible for the completeness and reliability of the information provided to the register.

Due to the interaction of the system with the public services portal, information on the social support measures provided will be reflected in the personal offices of citizens. Officials to receive information from the system should send requests through an electronic form to EGISSO or through an interagency interaction system, while the document emphasizes that it is not allowed to request information for activities not related to the provision of social support measures.

The authorities expect that the introduction of EGISSO will allow more effective forecasting of budget expenditures in terms of fulfilling social obligations. As the head of the FIU Anton Drozdov explained earlier in an interview with Kommersant, possible savings from the introduction of the InformSystems could amount to about 300 billion rubles. per year (this is 7-8% of the cost of social support for budgets of all levels).

However, this is not the only idea to create a large-scale database containing information about citizens. Last year, the government announced that by 2025 a single population register will be created. The absence of such a register, apparently, for some time will hinder the possible future goal of the executive branch - to obtain legally correct and actually reliable information about the legal income of households, part of their expenses and property belonging to its members, as well as about citizens receiving certain types of benefits and social support. However, even before the formal description of households in real time (a single register of information about citizens through consolidation into a single file of data on the civil condition of the population will be possible to obtain by reducing the existing registry office records) by 2019, the ability of the government, regions and municipalities to compare EGISSO data and social payments will increase significantly.

Before legal opportunities appear, for example, it is technically impossible to compare income tax payment data and requests for benefits, in fact, it is technically impossible, and this is no less important reason for the White House's refusal, at least until 2018, to discuss the introduction of targeting principles into the principles of social support, even in comparison with the possible political resonance from such measures. With the advent of the ability to compare EGISSO data, for example, with data from the USRP register on the ownership of real estate by citizens, as well as information on car registration, even bank secrecy is unlikely to protect citizens from attempts to connect social support with real income through cost controls. In general, the ability of the authorities to design new principles of social support from 2019 will increase sharply.

2016

Prototype Development

By the end of 2016, the FIU plans to develop a technical project of EGISSO and implement primarily a prototype system. The RPF announced an open competition in the choice of the contractor for this purpose at the beginning of August[5]. The initial contract price was 186.9 million rubles.

In September 2016, the state customer summed up the procurement. The winner was the Magelan company, reducing the initial price to 186 million rubles.

Work on the implementation of the first phase of the EGISSO prototype includes the development of a private technical specification and software, the development of operational documentation for it, as well as test programs and methods.

It is planned to spend about 2016-2018 billion rubles on the creation of the system in 1.5

As part of the first phase of the EGISSO prototype, the following subsystems should be developed:

  • subsystem of operational data collection and storage,
  • query processing subsystem, classifier maintenance, and
  • analytical subsystem.

The participants of the project will be the FIU, where the processes for providing social support measures in cash will be automated, as well as the pilot region - Altai Territory, where the first stage of the prototype will cover the provision of social support measures in cash in the social security sector of citizens with children and in the sector of the social protection system, including persons with disabilities.

According to the system creation plan published in TK, the development of the second phase of the EGISSO prototype is planned for the 1st-2nd quarters of 2017, the development of the first phase of EGISSO (covering FOIV, funds, pilot subjects of the Russian Federation) - for the 2nd-4th quarters of 2017, the development of the 2nd phase of EGISSO and its tests should be completed in the 4th quarter of 2018.

Social support measures that exist in Russia at different levels - federal, regional, municipal - have different implementation mechanisms, different databases and classifiers. On average, each region, according to Elistratov, has from 90 to 190 social support measures to which a citizen of the Russian Federation is entitled. In order to properly manage these measures, a system is created. Its core will be the classifier of social support measures.

One of the features of the system, the deputy head of the FIU called the lack of a central database and storage in its architecture. All information will be stored in the windows of these government agencies at all levels and issued in certain sections to order.

Another system to be created by the FIU is the Federal Register of Disabled People (in 2016-2018, about 120 million rubles are planned for it). The register will be one of many data storefronts in EGISSO. To indicate the scale of this register, Elistratov cited data on the number of disabled people in Russia: there are 12 million 530 thousand people. This system will be closely linked to the Federal Treasury, as it will be necessary to determine the amount of necessary costs for each disabled person.

Creating a Concept

In February 2016, the Interregional Information Center of the FIU signed a contract[6] for the development of the EGISSO concept with the Higher School of Economics. The transaction cost is 22.1 million rubles. The term of execution is December 31, 2016.

At the end of March 2016, the Higher School of Economics attracted a subcontractor - AiDiEs - for 2.2 million rubles to part of the work.

Since March 2016, Tekora has been developing methodological and administrative support for the project to create EGISSO by contact for 18.3 million rubles[7].

How it will be

EGISSO will allow you to have information on all types of state support for the entire population of the Russian Federation in one place and in the context of each citizen. On its basis, it will be possible to better analyze and plan costs, Drozdov said in an interview with Kommersant.

The impact of the implementation of EGISSO will consist of four factors:

  • The quality of cost planning will be improved by eliminating duplicate social protection measures;
  • the costs of interagency interaction will decrease (the authorities will reduce the costs of their activities and get rid of excessive functions),
  • the system will become transparent to people and government agencies,
  • there will be a tool for switching to targeted provision of social support measures on the basis of need.

The first tangible effect of EGISSO, according to the head of the FIU, will be the standardization and unification of all types of social support. Within the framework of the system, a single classifier of the types of social support and the categories of persons to whom it is provided will be created for the first time.

Cost of system creation and expected monetary effect

When asked by the Kommersant newspaper about the cost of creating EGISSO in May 2016, the head of the FIU Anton Drozdov said that the fund uses the technological base of the Ministry of Communications and does not plan to "build any new data centers."

In terms of informatization, the FIU, published on its official website, says that it is planned to invest 208.8 million in the creation of EGISSO in 2016, 792 million in 2017, and 530 million rubles in 2018.

Thus, without taking into account the costs of IT infrastructure in 2016-2018, about 1.5 billion rubles will be spent on the creation of the system.

For comparison, in 2013-2015, the Federal Treasury invested about 2.5 billion rubles in the creation of the Electronic Budget system, and in 2016-2018 it intends to spend another 700 million. The development of the Rosstat information system in 2013-2015 required about 1 billion rubles, and in 2016-2018 it is planned to spend more than 1.6 billion rubles on it.

The effect of the implementation of EGISSO, according to Anton Drozdov, should be about 300 billion rubles a year, which is about 7-8% of the cost of social support for budgets of all levels.

System Creation Plan

In full, EGISSO is planned to be launched in 2019, Anton Drozdov said in an interview with Kommersant.

The work will be divided into stages. In 2016, it is planned to create a single classifier of social protection measures and carry out technical design, as well as launch testing of the prototype system in three pilot regions - the Kaluga region, Bashkiria and Altai Territory.

In 2017, the FIU plans to connect all extrabudgetary funds and part of federal authorities to EGISSO, in 2018 - all federal authorities and subjects of Russia.
