2020: Tele2 revenue from the MVNO segment in 2020 increased by 55% year-on-year

On April 6, 2021, Tele2 shared the results of the development of the MVNO direction for 2020. The total subscriber base of virtual operators that operate on the Tele2 network exceeded 4.8 million customers. The monetization of the direction is confirmed by the double-digit growth rate of Tele2 revenue - income from the development of MVNO during the reporting period increased by more than one and a half times.

The base of more than 20 virtual operators that operate on the Tele2 network grew by 28% compared to 2019 and exceeded 4.8 million. Tele2 revenue from the MVNO segment in 2020 increased by 55% year-on-year.

Banking virtual operators became the driver of the development of the MVNO direction: revenues from their work increased by 73% year on year, and the subscriber base showed an increase of 32%. All banking operators in Russia work on the Tele2 network. At the end of 2020, the three banking MVNO (Tinkoff Mobile, SberMobile and VTB Mobile) replenished with another project: Gazprombank created its virtual operator on the Tele2 network.

The growth of revenue and the number of customers is also due to the creation of new MVNO projects. So, in the first half of 2020, Tele2 put into commercial operation the operator Voentelecom in partnership with the Ministry of Defense. In December 2020, the current UFC lightweight champion Khabib Nurmagomedov announced the creation of the virtual operator Eagle Mobile. The operator launched on Tele2 infrastructure under its own brand, integration is implemented according to the light MVNO model. According to a study by TMT Consulting, in 2019 the subscriber base of Russian virtual operators grew by 3 million customers. At the same time, 66% of them were Tele2 partners. Launch in four more regions of Russia

On December 12, 2017, Tele2 announced the creation of its own MVNE (mobile virtual network enabler) platforms.

According to the company, the automated system will allow any third-party companies to launch their own virtual mobile operators based on the Tele2 network.

The MVNE platform is a set of standard telecom systems, in particular billing, CRM, front interfaces and other components. The proposed technology is focused on supporting the creation of virtual operators to customers who do not have their own infrastructure. The platform allows you to implement MVNO projects in a short time with minimal costs.

Using the MVNE platform, the company plans to put the creation of MVNO on stream and launch dozens of projects annually.

As of December 12, 2017, in Russia, virtual operators occupy 2.6% of the market in terms of the number of customers. According to analysts, this figure will increase to 14 - 15% by 2022. The growth of the MVNO segment is facilitated by its own virtual telecom operators Rostelecom, Sberbank, TransTelecom and MTT.

Tinkoff Bank, Virgin Connect, DannyCall, Center2M, MS-SpetsTelecom, LycaMobile and MCN Telecom are preparing to launch MVNO projects with Tele2, the company said - 10 more virtual operators are planned for 2018.

A little more than three years ago, Tele2 planned "in 5-7 years" to occupy 25% of the Russian mobile market, which, undoubtedly, would solve the current problem. However, as practice has shown, now these plans are unlikely to be achievable in the event of direct competition. Nevertheless, it is possible to increase market share without increasing direct competition - through the mass launch of independent virtual operators (MNVO) with their own marketing budgets and approaches to segmentation.

In a number of European countries with loyal industry regulation (Germany, Great Britain, France, Spain, etc.), the share of independent MNVO operators exceeds 10%, and their number is in the hundreds. It cannot be ruled out that MNVO-projects "Tele2" led by Sberbank and other partners with aggressive expansion in 5-10 years will be able to receive the same 10%, which in total will indirectly give Tele2 the required 25% of the market. Even if the costs of the interconnect and the practice of sharing revenue with partners are maintained, this will be enough to get out of loss-making and recoup the infrastructure without the implementation of M & A transactions, which, according to rumors, was discussed with VimpelCom some time ago. On the other hand, such a significant increase in competition will be disastrous for the market as a whole, since the capital-intensive business of the Big Three mobile operators may not cope with the simultaneous financing of 5G and the payment of dividends in the event of a further decrease in margins amid tightening competition with segment MNVO, even if the consequences of the Spring-Ozerov amendments are put out of brackets.

TTK Mobile Virtual Operator Announcement

In June 2017, Tele2, an alternative mobile operator, and TransTeleCom (TTC) signed an agreement to create a virtual mobile operator TTC Mobile. Private customers will be able to use its services in the summer of 2017.

The virtual cellular operator will operate on the basis of the radio access network and Tele2 infrastructure.
