Specialists of the project group for work with government agencies of Advantum completed in 2017 the main work on the design and creation of the automated system "Navigation and Information Center for the Administration of Freight Road Transport in Moscow" ("NIC AGAT").
The NIC AGAT system was developed for the Center for Traffic Management of the Moscow Government (TsODD) for the purpose of automating the processes of monitoring compliance with the restrictions on freight transport in force in the city. Within the framework of the implemented functionality on recorded violations, reports are formed based on data on monitoring the movement and parking lots of trucks weighing more than 12 tons within the Moscow Ring Road and the Moscow Ring Road. For the most accurate location tracking, data obtained from GLONASS or GLONASS GPS navigation systems, as well as data from video cameras are used.
The solution provides automated construction of optimal routes along the cargo frame - a list of streets on which cars weighing more than 2.5 tons are allowed to move - with a minimum entry into the residential area. The system generates optimal traffic routes based on objects served by transport, which makes it possible to systematize freight flows and minimize travel through residential areas.
The system automatically registers violations of 8 types on a daily basis and provides a register of recorded violations to operators to make decisions on canceling issued passes. The system analyzes violations of the established restrictions: deviations from the routes allowed for movement, lack of transmission of navigation data, violation of the rules of inter-trip parking, non-attendance of the loading/unloading/parking points declared upon receipt of a pass, etc.
"NIC AGAT" is integrated with the RNIS of Moscow and a photo-video recording system. The solution is designed to receive and process data from more than 200,000 vehicles and analyze more than 800,000 tracks per transport day.
The NIC AGAT system is in trial operation with the customer. Advantum specialists carry out improvements within the framework of warranty support.
