In Irkutsk, the construction of a radiological building with a PET center began. Laying the foundation began on December 2, 2021. Deputy Minister of Economic Development Marina Petrova added that the additional agreement planned for signing retained the financing ratio: 48% - the grantor (3.5 billion rubles), 52% - the concessionaire (3.8 billion). Of the 7.2 billion, only 4.4 billion will be spent on the purchase of equipment. Until 2038, the facility will be operated by the concessionaire[2].

On June 8, 2021, information appeared that the Glavgosexpertiza of Russia had checked the reliability of determining the estimated cost of building a radiological building of the East Siberian Oncological Center in Irkutsk. The construction of the center is carried out as part of a public-private partnership between the government of the Irkutsk region and Rusatom Healthcare JSC, a structure of Rosatom state corporation created to develop nuclear medicine and innovative technologies for processing products in Russia and abroad.

It is planned that due to accurate diagnostic technologies, the future cancer center will be able to detect 10% more malignant tumors at an early stage and increase the number of complex surgical operations in the region from 700 to 6,500. The East Siberian Oncology Center will open a surgical building for 10 operating tables with a 180-bed hospital and a 30-bed department of pediatric oncology, as well as reconstruct the buildings of the old building of the Irkutsk Regional Oncology Clinic.

Start of construction of the radiological building of the cancer center in Irkutsk

In addition, a backup diesel generator plant, a checkpoint, an emergency boiler room and local wastewater treatment facilities will be located on the territory of the oncological dispensary.

Preparations for the construction of the building were planned to begin back in 2018, then the deadline for the construction of the building was postponed until August 2020. 2020: Completion of the construction project of the state environmental expertise center

On July 3, 2020, it became known that the project for the construction of the radiological building of the East Siberian Oncological Center in Irkutsk is undergoing state environmental examination.

2019: Start of development of design documentation

Signing of the Radiological Corps Agreement

On June 14, 2018, the Government of the Irkutsk Region and Rusatom Healthcare signed a concession agreement on the creation and operation of the building of the radiological building of the East Siberian Cancer Center in Irkutsk. Under the terms of the agreement, Rusatom Healthcare as a concessionaire will take over the construction of a radiological building, its equipment with specialized modern equipment, training of personnel and commissioning of the facility. According to the company, in addition to the radiotherapy department, equipped with gamma-therapeutic complexes for contact and remote radiation therapy, linear electron accelerators, as well as a wide range of diagnostic equipment for pre-radiation training of patients, a full-fledged radionuclide diagnostics department will appear in the radiological building. The Diagnostic Unit will provide FEC/CT and PET/CT services, and a cyclotron-radiochemical complex is planned for the development of radiopharmaceuticals.

Modern medical equipment, which will be available to the corps, according to Denis Cherednichenko, will not only detect oncological diseases in patients at an early stage, but also provide highly effective therapeutic care. As a result, this should contribute to reducing mortality and improving the quality of life of cancer patients in the Irkutsk region.

In turn, training and training of personnel will be carried out in accordance with qualification requirements and international standards, as well as with the involvement of foreign specialists and internships in the best clinics in the world, said the Governor of the Irkutsk Region Sergey Levchenko.

According to the Ministry of Economic Development of the region, the agreement was signed for a period of 15 years, of which three years were allocated for the construction of the building, 12 years for the operation of the building. As specified in Rusatom Healthcare, the parties plan to complete the creation of the facility and its launch at a accelerated pace by mid-2022.

Until the expiration of the concession agreement, Rusatom Healthcare will carry out operational management of the center in order to provide medical services in the amounts agreed with the Government of the Irkutsk Region. It is assumed that the bulk of such services to residents of the Irkutsk region will be provided as part of the state guarantee program for free medical care to citizens at the expense of the compulsory health insurance fund (compulsory medical insurance).

The issue of building a radiological building on the basis of the current oncological dispensary was discussed in February 2018 at a meeting between President of the Russian Federation Vladimir Putin and Governor of the Irkutsk Region Sergei Levchenko. Following the meeting, an agreement was reached on attracting federal funding for these purposes, among other things. The decision to conclude an agreement with the investor was made on May 23.

As explained in the Ministry of Health of the region, the goal of the project is to ensure the possibility of high-tech radiotherapy treatment and PET diagnostics with simultaneous savings and optimization of budget expenditures. It is planned to achieve this, according to representatives of the department, by using innovative approaches that guarantee increased accessibility, timeliness and quality of oncological care to the population of the Irkutsk region in accordance with the state strategy for the development of healthcare in Russia until 2030.

Plans for the construction of a radiological building in Irkutsk

In mid-March 2018, it became known about the plans of the company Rusatom Healthcare (structure) Rosatom to conclude Ministry of Economic Development of the Irkutsk Region with the concession agreement on the creation of a radiological building for the East Siberian Cancer Center in. According to the documentation, the project to create a radiological building as a whole is estimated at 5.195 billion rubles. Part of the amount, namely 2.7 billion rubles, Rusatom Healthcare is ready to allocate from its own funds. The remaining amount of about 2.4 billion rubles is expected to come from the regional budget.

In particular, the capital grant is expected to follow the following schedule:

  • 2018 - 400 thousand rubles;
  • 2019 - 800 thousand rubles;
  • 2020 - 400 thousand rubles;
  • 2021 - 800 thousand rubles.[7]

The project involves the construction of a building of 6-9 floors with an area of ​ ​ 21.3 thousand square meters, as well as the supply of equipment for radiation therapy. After commissioning the facility, Rusatom Healthcare expects to take it for a period of 15 years.

The draft contract also contains the basic tariffs and cost of medical services in the radiological building, which the company intends to provide as part of the planned agreement with the Irkutsk region.

The Ministry of Economic Development of the Irkutsk Region should consider the proposal of Rusatom Healthcare by April 23, 2018.

As explained to Interfax-Siberia in the press service of the regional government, in accordance with the law, the private concession initiative Rusatom Healthcare is posted on the website in order to search for and identify other possible concessionaires. If they are found, the authorities will announce a tender for the choice of the concessionaire, otherwise the contract will be concluded with the Rosatom structure.

According to the information provided earlier by the Administration of the Irkutsk Region, the radiological building will include: the Department of Radiation Oncology (of five divisions), the Department of Nuclear Medicine for Radiodiagnostic PET and OFEKT studies (single-photon emission computed tomography), the Department of Medical Physics and Engineering, the operating unit and the hospital for 100 beds.
