TAdviser SummIT 2018. Increase in business performance and the state using technologies

Growth on all indicators

The number of participants of TAdviser SummIT grew by 50% from 400 to 620 people. Representatives of such large government and commercial structures as the Ministry of Economic Development, Ministry of Labor, DIT of Moscow, the Ministry of a state administration, information technologies and communications of the Moscow region, the Russian Railway, Kalashnikov Concern, "Sberbank of Technology", penal correction system of Special Communications and Information Service of the Federal Protective Service of the Russian Federation, Gazprombank and many others participated in an action including.

The number of the reports which are carried out in 5 Digital October halls increased from 63 to 72. The number of stands of an exhibition also grew by a third from 11 to 16.

The conference consisted of five parts: the general plenary session which five specialized sections - "IT in a Public Sector" followed, "IT in Banks", "IT in Retail", IT outsourcing and "IT in the Industry".

Open interview with Grigory Yavlinsky

The summit began with an open interview during which the politician, the leader of the party "Yabloko" Grigory Yavlinsky shared reflections about perspectives of digital economy and implementation of disruptive technologies.

Answering questions of TAdviser, the politician noted that digital technologies – not a question of the choice, their use is also inevitable as a change of seasons today. There are factors interfering their development which are connected with an economic crisis, isolation of the country, Yavlinsky believes. He especially emphasized that digital technologies – only the tool, though important, and not depends on them efficiency or inefficiency of the state.

The digital economy is as the car. It can be fine and good. But if you do not know where to go, or driving the drunk driver, then whatever was the good car, it is difficult to reach when you do not know where to go, - Yavlinsky noted.

On belief of the politician if in the state there is no independent judicial system, and this system works "on a call", no digital technologies will help. And this task - creation of the state under control of citizens - is not solved digital technologies. The fate of digital economies, the politician noted, depends on quality of the state. And if the state – modern, transparent is one if in power there is "mafia" – another. In the latter case, the politician noted, digital technologies and economy will only allow the power is total to control citizens.

You know how digital giants destroy startups as they just clean a glade around the world. And in combination with the state this trend on monopoly can lead to new society which will be total to be under dictatorship. Speaking about import substitution in the field of IT, Yavlinsky emphasized that it is a compulsory measure, a consequence of policy of the state, and it would be better to do without it. The politician considers that the Russian economy – peripheral, depending on "a core of world economy". And capitalism at us peripheral.

Grigory Yavlinsky recognized, at the same time that Russia has a number of "important, serious" advantage which "Yandex" took, for example, and "it is necessary to rely on it". But in general the situation, according to the speaker, is not in the best way. That to illustrate it, he gave a number of digits. Concerning a question of disruptive technologies with the greatest return, Grigory Yavlinsky answered that not in his opportunities to guess what technology will be the most useful also where exactly, having noted at the same time that in the field of public administration success depends on the state administration, but not on digital technologies. And nevertheless the founder of Yabloko especially selected Big Data, in particular – "summing of personal data" which, by its determination, can become "the most powerful instrument of manipulation", falling into hands of "the mafia state".

Having characterized TAdviser Summit as a serious, professional forum, the politician shared very important, according to him, thought with its participants: discuss digital technologies out of policy means not to understand their essence. Digital technologies can solve one million problems, he noted, but it is necessary to remember that these technologies outstripped consciousness of the person therefore the result of their implementation and use depends on a status of the person, society, the state.

As well as in many other cases, we can be among the best. But for this purpose we should solve a number of problems including political. It nothing that we in 25 years did not cope. Experience of customers, opinions of experts

The senior managing director of Sberbank Mikhail Hasin shared vision of the technology trends influencing the IT strategy of the companies. First of all, he pointed to tectonic changes in interaction of the person with the world: phone became now the uniform channel of interaction which is performed within large ecosystems.

Any large ecosystem has no geographical boundaries, Hasin noted, in it millions of clients who are in any hour areas interact. These ecosystems operate with petabytes of data, hundreds and thousands of transactions per second. At the heart of systems – technology platforms to which similar requirements are imposed, namely: Customer Centricity, the open API mechanism, machine learning and automated customer service, data processing in RAM and some other.

Characterizing ecosystems of new generation, the representative of Sberbank selected in them four layers. The first layer – the universal uniform front office identical to all digital channels in terms of client experience, i.e. allowing the client to begin implementation of purchase in one channel, to continue in another and to finish in the third. The second layer – the business logic layer where service is offered to the client. The third – where there are products and services of the players participating in this ecosystem. And the fourth layer – the level of Big Data where there is a storage and all analytics on the basis of which mechanisms of machine learning work.

New development processes and implementations are necessary for creation of such ecosystem of new generation, and in this context transition to the DevOps development environment and the flexible Agile methods is relevant that allows to perform testing and installation of new releases in the automatic mode, Mikhail Hasin noted.

As for artificial intelligence technology, the last years are performed large volumes of investments into machine learning, automatic decision making. For solutions in this sphere, Mikhail Hasin noted, technologies with the open code, and this way are widely used, according to him, - the fastest method of development of new technologies.

Other general trends of information technology development selected with the representative of Sberbank – increase in efficiency, decrease in TCO, dynamic infrastructure, robotization, appearance of engineers, aware of both analytics, and testing, and business processes. As for the key purpose of a financial component of any IT strategy, this reduction in cost of transactions with a growth of transaction loading, Mikhail Hasin emphasized.

In conclusion Hasin predicted further automation, consecutive removal of the person from business processes that, in particular, confirms the forecast of Gartner: in the USA about 80% of professions, the paid less than 20 dollars per hour, will be occupied by robots within the next 7 years.

Evgeny Turchak, the head of the department of the organization of providing public services of RPF, lit the purposes and problems of digital transformation of fund and also positioning of an information system of RPF in the system of providing state services to the population.

The purpose of digital transformation of RPF – that service was available to the citizen as fast as possible – while only it had a need for it, he noted. One of relevant tasks – an exception of double payments when moving the citizen from one region in another. Such problem is available as in different regions at the level of the municipal, city authorities different information systems work and to perform qualitative end-to-end analytics, "having failed" to the level of each specific citizen, it is just impossible.

Target model of work of RPF and other bodies of social security - transition from a declarative form of provision of services to the population to pro-active and it, according to Turchak, not a fantasy, but case of the close future.

The technology of problem solving, according to Turchak, should consist in processing of the digital legislation according to new algorithm approaches, use of artificial intelligence, in particular - for providing consultations to the population.

Evgeny Turchak also provided data on load of an information system of RPF. So, for 2017 the fund received about 232 million requests from different federal executive authorities and municipal entities and provided on them the information. The fund made almost 10 times less requests - 27 million. The personal information which is contained on individual personal accounts of citizens in RPF the speaker explained a situation, for only 3-5% treats actually a pension subject. It emphasizes the important role of an information system of RPF in the state management system once again, he noted.

The tourist's chock stated growth of a share of receiving the services provided on electronic channels, such as personal account and mobile application – about 70.3% of requests of citizens were processed in electronic form.

But a system has also natural restrictions connected with external factors, the representative of RPF noted: in a unified identification and authentication system (Unified identification and authentication system) only 69 million citizens of the Russian Federation, i.e. about 50% of the population are registered, in the legal framework there is no digital legislation, there are no 100% interactions of different authorities.

Stirs also imperfection of lawmaking, the representative of RPF noted, – often the new law does not cancel old, and only "accumulates" on it. The speaker reminded that today the RPF, except own information system, is an operator of two more systems - a FSIS of the BIG-HEAD and EGISSO. And a task of EGISSO is just consolidation of the public and municipal services in the field of social security, conducting personal accounting, budgeting and expense control.

Alexey Chukarin, the deputy manager of DIT of Moscow, told about the future of Moscow as smart city, the principles of the developed digital strategy of its development till 2030. Any digital technology, the speaker reminded, only creates a new opportunity that the inhabitant or the entrepreneur in the best way used this or that service. The classical paradigm of development assumes to create at first service, and then to make it obligatory to application that does advantage of this service minimum, and the main objective – to make for today convenient use of already implemented services.

Alexey Chukarin, deputy manager of DIT of Moscow

The program of informatization of Moscow develops consistently, Alexey Chukarin noted, the developed strategy of digital development of Moscow till 2030 is logical continuation of two programs implemented earlier – Electronic Moscow (2099 - 2011) and the Information city (2011 – 2018).

He listed the basic principles of the digital, smart city for Moscow:

  • the city for the person;
  • participation of inhabitants in management of the city;
  • artificial intelligence for management of the city;
  • digital technologies for creation of the full-fledged barrier-free environment in all spheres;
  • development of the city together with business;
  • domination of digital technologies over paper;
  • end-to-end technologies in all spheres of life;
  • domestic solutions in the field of digital technologies;
  • green digital technologies.

One and a half months ago, Alexey Chukarin reminded, on ICT.Moscow interaction with business community is started and citizens based on which  about 14,000 experts already take part in strategy development discussion collect about 200 specific proposals and notes.

Maksut Shadayev, the Deputy Prime Minister and the minister of public administration, information technologies and communications of the Moscow region told about the state program of digitalization in Moscow area till 2021. Treat its main directions: public administration, health care, education, security and communications infrastructure. Priorities for all these directions – new quality of provision of services, cost reduction, wide use of public-private partnership, creation of the industry departmental command centers changes having large powers and budgets.

In the field of a state administration further optimization of rendering services - reduction of term of their providing twice, transition to exclusively electronic form of interaction with citizens, start completely online of services with obtaining result at the time of the address is planned, first. Here personalisation and obligatory integration at registration with social networks enter.

The second direction - completion of transition to providing commercial offers in electronic form and also reportings under government contracts. The third that is supposed to be performed, - transition to collecting of the reporting under regional control in electronic form. The fourth direction - implementation of smart processing system of citizens' appeals with automatic formation of the answer. And the last point of digitalization of a state administration of Moscow region for the next period - completion of transfer of all bodies and organizations on the end-to-end, centralized solutions (including accounting, the personnel) and infrastructure.

In the field of health care, according to Shadayev, the translation of electronic medical records is planned for blockchain technology. It, first, will give to patients the accessibility on viewing and record to doctors, calculate in Moscow region. It is supposed that service will be available to citizens and concerning non-state medical institutions. Secondly, automatic formation and drawing of accounts on compulsory health insurance for really rendered medical services will become possible. It is expected that it will exclude additions and also will provide access of medical insurance companies to primary data.

Except blockchain technology, development of storage system of processing of medical images, improvement of the platform for online – consultations of doctors as the paid service rendered by state institutions, creation of schedule system, accounting and control of consumption of drugs and medicines and also creation of a system, expert support of doctors is supposed.

At digitalization of education it is going to perform transition to online testing of teachers and increase in their qualification to cut down expenses on trips of teachers on professional development course. Except an examination of teachers, system implementation of continuous end-to-end testing and quality evaluation of knowledge of pupils, formation of the environment of exchange of methodical practices between teachers, increase in a share of electronic textbooks in structure of purchase of textbooks up to 30% - for children to whom parents purchased tablets on the means is planned.

The sphere of security comes to the forefront more and more, Maksut Shadayev noted. Here upgrade of the intercom systems for ensuring access observation - according to the scheme of joint financing for the budget account will be performed, in particular. Besides, the organization of processing and data storage from the video cameras installed at the expense of means of inhabitants, inclusion of requirements for the obligatory organization of video surveillance for different regulated types of activity, implementation of IoT to the sphere of transport, housing and public utilities and ecology and active development of a system of online interaction of emergency services and the population is supposed.

And, at last, the last direction of digitalization designated by Maksut Shadayev - development of a communications infrastructure, and it – "completely market history", according to him. Providing to the investor access to the system of city lighting for construction of infrastructure of the fiber-optic communication line for the subsequent leasing on flat fares with a possibility of replacement of columns by support of dual purpose is supposed. Transfer of the coherent sewerage to builders to city property will be performed Besides, to be given to telecom operators the opportunity of preferential use of cable lines of power supply (and it, according to the speaker - 27 thousand km) in case of ensuring broadband access for remote localities.

After the report and permanently being an example for other regions in respect of digital services of the population, the award of TAdviser IT Prize was solemnly presented to Maksut Shadayev as the representative of the government of the Moscow region which implemented the advanced, digital management model.

Pyotr Voronin, the director of the department of IT of the Megalopolis group, told about the innovations used in the company for business development. In detail it stopped on four projects implemented in Megalopolis – the large trading company numbering 300 branches across Russia and 15 thousand employees.

Within the first project the single platform of the integrated business planning allowing to plan was started, it is as simple to model and analyze data as in Excel, but without its restrictions, Voronin reported. The second project - start of a business intelligence with advanced data visualization, implementation of specific (ad hoc) requests, instant processing in memory and availability on mobile devices.

Robotization based on the special platform – the third project within which the repeating business processes are automated. It is made by means of the software installation, by means of user interfaces working with applications and components over the main IT architecture.

Sergey Putin, the director of information technology Rosvodokanala, told about internal barriers to entry at transformation of a water utility of the Russian Federation in the industry 4.0 - "a transformation rake". It selected characteristic ways and problems of digitalization in the conservative companies encumbered with difficult and mostly archaic technology infrastructure. Among internal obstacles he called extreme system complexity of water supply in which a huge number of resources and people, and load of technology infrastructure for 90% is involved.

Barriers to digitalization are also the lack of money for innovations, the digital sabotage caused by mental features of the personnel working in this sphere.

The most difficult, Sergey Putin told in conclusion, is a balance between "badly now" and "well then", and in this context the approved position on digitalization at the highest level of the management is very important.

The vice-chairman of the Committee on IT and Communication of St. Petersburg Andrey Nikolsky told about digital transformation of the region according to the concept of the smart city.

He mentioned such areas as the safe city, interaction with business, a feedback with citizens, electronic health care, technology platforms and infrastructure in each of these spheres and also the basic principles of the concept of the smart city which is going to be implemented.

The concept, Nikolsky told, is implemented based on the projects of informatization and also feedback coupling with inhabitants which are successfully functioning in St. Petersburg – what initiatives they consider smart and they should be developed that allowed to formulate its four principles:

  • Digital platform: the main consumer of services is the citizen, and the main functions – to provide everyday life of the citizen, his security, convenience and comfort;

  • First-priority measures - optimization of activity of officials, reduction of paper document flow, economy of budget funds of St. Petersburg and optimization of use of financial resources for creation new and development of the available opportunities and the benefits on the basis of modern IT solutions;

  • Focus on citizens - adaptive opportunities for citizens on use of useful state resources, adaptation for handicapped groups of the population, persons with limited opportunities;

  • Formation is more whole - analytical tools which will show results of that break which was made in St. Petersburg in recent years are necessary and will prove selection process of priority, significant projects for life activity of the city.

Alexander Zorin, the director of regional policy of ANO Tsifrovaya ekonomika, told about tasks and the purposes of ANO and also stopped to regional policy of digitalization. Among the main objectives of the organization the speaker designated the following:

  • Formation of the working groups, organization and coordination of their activity;
  • Determination of competence centers;
  • Program implementation efficiency evaluation;
  • Preparation of the offer on making changes in a functional structure;
  • Monitoring of information resources of public authorities of the Russian Federation, bodies of the Eurasian Economic Union on which for public discussion projects of regulatory legal acts are placed;

  • Interaction with business, scientific and educational and other communities and detection of their needs for digital economy;

  • Monitoring of development of digital economy and digital technologies, formation of forecasts of development of digital technologies, preparation of the offer on the main directions of development of digital economy;
  • Support of startups and small and medium-sized businesses in the development areas and implementations of digital technologies by their information acceleration.

The directions of regional policy of digital economy are approved, the speaker listed them – information infrastructure, cybersecurity, the personnel and education, technology backlogs, normative regulation. The main request from regions – to create base of effective ready cases for replication, and among the new areas of work – inclusion of regions at a stage of formation of plans, piloting in regions of actions of already approved plans. North Ossetia, Altai Krai, Tatarstan and some other regions already started formation of own digital program, Alexander Zorin concluded.

Within TAdviser SummIT the open interview with Alexey Klepikov, the vice president for IT of Ingosstrakh company also took place. Answering questions of the Chief Editor of TAdviser Alexander Levashov, he lit the vision of trends in the field of digitalization, IT priorities in insurance and told about a number of projects in Ingosstrakh.

According to Klepikov, it is possible to speak about three main trends in the field of digitalization now:

  • exit of technologies in clouds, including – emergence of completely autonomous cloud DBMS working without participation of the person, in particular with Oracle 18c – the representative of new generation of systems;
  • artificial intelligence – the subject directly connected with the first trend as autonomous DBMS of people does not administer, besides – speech analytics, chat-bots;
  • use of Agile of methodologies in big scales, not very well, what – SCRUM, Kanban, etc.

Speaking about the last, Alexey Klepikov noted that in Ingosstrakh application of Agile of methodologies started in 2016. However, in 2018 after the analysis of results of work it became clear that implementation of more complex approach is necessary, and in April implementation and use of methodology of SAFe (Scaled Agile Framework) which allows to solve Agile scaling problems began.

There will be big growth of online sales of insurance products, affiliate programs, work with aggregators, and there will be new types of insurance – for example, owners of drones, insurance of IT assets, - the representative of Ingosstrakh noted, speaking about influence of trends directly on the insurance industry.

Answering a question of IT priorities, Alexey Klepikov noted that there are business challenges and there are IT tasks which should support business. Among priorities of IT for the company he designated three main. The first of them – creation of the fastest, scalable IT infrastructure. And cloud computing in this context gives great opportunities, in particular – at deployment of test environments.

Online sales on digital channels, without participation of agents, for Ingosstrakh make "couple of percent" for today, Klepikov told. Reaching new levels of digital business is very important for the company, he therefore in 2017 the website and mobile application of Ingosstrakh were completely changed emphasized and also the new product on online insurance of KASKO without visit to office when remote survey of an object by means of special mobile application of IngoMobile is executed is created.

The second important priority of development of the company - the complete involvement of IT specialists into processes of the business customer assuming pro-active offers from IT to business. And in this context the third priority - creation of cross-functional teams for the purpose of project implementation is important to exclude situations of misunderstanding of business and IT.

During the interview the subject of use of services of outsourcing was touched. The representative of Ingosstrakh noted that as of the end of May in the company more than 340 IT specialists and that for successful business the correct adaptable combination of outsourcing and insourcing is necessary. It will allow to provide optimal time of an output of products for the market.

In conclusion Alexey Klepikov focused attention that insurance in the long term will strongly be transformed, but, despite all innovations, agency and partner networks "will never be gone".

Players of the market: trends and solutions

Denis Reymer, the vice president Lanita on digital transformation, emphasized in the performance relevance of implementation of business within digital ecosystems. Life in an ecosystem, he noted, assumes ability of market participants to interact - there was a new value which can be delivered to clients. And one of the most striking examples of success of ecosystems – the Alibaba company which reached a record of sales in November 11, 2017 - 1 billion US dollars in 2 minutes. It is effect of an ecosystem, the speaker emphasized, alone such result cannot be achieved.

According to Gartner, the number of the organizations which are actively involved in different ecosystems will be tripled during the next period almost (from 13% to 38%). At the same time at peak of waiting there are such technologies as API economy, Internet of Things (IoT), a blockchain. The last technology the exponential growth as the blockchain gives the chance to create within an ecosystem a confidential program layer within which the company – participants of a system will be able to implement the business processes is predicted.

It is impossible to tell that business needs significantly change under the influence of waves of digital transformation. Of course, there are certain structural changes which can be connected with digital transformation, for example, aspiration to openness of data and transparency of processes, gain of cooperation and emergence of new business models. This natural development dictated by digitalization in general. Business also aims to spend everything less and to earn more. Artem Permyakov, R&D Director of Directum company, stopped in the report on a perspective of use of an ESM-system in digital transformation of business in general and opportunities of the Directum Ario platform in particular. Generally an ESM-system is designed to solve two problems, the speaker noted, is a digitalization of content, including - unstructured, and interactions. At the same time it is not necessary to confuse digitalization with digitization, he emphasized.

Digitization of the structured content is a work with the electronic document and EDS, interaction digitization – the organization of legally significant document flow. Digitalization of content is a failure from the document as such, the organization of a flow of documents for the principle of an internal single window, and interaction digitalization - the organization of interrelation between ESM-systems, in particular, based on a blockchain. As for unstructured content, ability to process it without participation of the person for the purpose of effective use – one of the most important problems of an ECM system.

This system, he noted, simplifies work of users for what classical algorithms of machine learning, technologies of computer vision based on microservice architecture are used. Extraction of data works equally accurately both for structured data, and for unstructured.

Oleg Aerov, the managing director, the head of practice "Outsourcing and application services" of Accenture Russia, shared results of the research Technology Vision 2018 in which more than 6.5 thousand respondents from 20 countries participated and five trends were revealed, and the main result consists that the future – behind the intellectual enterprises. The speaker dwelt upon each of trends, mostly well-known – artificial intelligence, augmented reality, accuracy of the data, business without borders, the Internet of smart things or – the thinking Internet (IoT).

The Artificial Intelligence (AI) stops being just software, Oleg Aerov noted, becoming the full partner and the adviser more and more. More and more augmented reality enters a business area and life of ordinary people, erasing distances between people and devices. Oleg Aerov gave remote carrying out surgeries, control of the dump truck for hundreds of kilometers, virtual arrangement of furniture, management of field employees as an example.

In the context of use of Big Data, it is important to provide their reliability, and it is necessary to treat what very seriously, especially – taking into account that business works in ecosystems more and more. Business without borders assumes consolidation of information systems of the companies to the general platforms with their obligatory upgrade in the context of which the microservice architecture is very effective. And, at last, - the thinking Internet (IoT) in the context of which the main requirement to producers of devices – a possibility of their uniform integration becomes more and more relevant.

In addition, Oleg Aerov spoke changes from the customers called by a digitalization trend.

The last 1-2 years our clients expect that the solutions "initially digital" created by us (as they are called now - "digital-ready"). Solution of the problem of Big Data – application of the industrial Internet of Things allowing to create uniform digital space in which information systems are able to interact independently among themselves. According to speakers, the inOne platform allowing not only to collect various data, but to analyze them in the automatic mode, and then to deliver necessary information to the necessary person in time, it is capable to solve this complex problem. The solution is easily scaled under the amount of business, operates not so much with data how many with events, has microservice architecture.

In the second part of TAdviser SummIT meetings of sections took place, and the conference came to the end with informal communication and a draw of prizes.
