Experts of Directum - the head of group of implementation in public authorities Konstantin Lyanguzov and the project manager in public authorities Ivan Bastrikov - in an interview of TAdviser told about pluses and minuses of the Digital Economy program, factors which prevent officials to refuse paper document flow and also new priorities of state customers.

the Question of financing can become serious restriction of large-scale development plans for "Digital economy"

How considerably, in your opinion, the Digital Economy program after obtaining the status of the national can change? If to consider the preliminary project which prepares Mintsifra, then what pluses and minuses you could note? What would you add to this program?

Konstantin Lyanguzov: The Digital Economy program is included into the list of the main directions of strategic development of the country and covers all spheres of social and economic activity. In it attention is paid not only to national digital economy – development on all space of the Eurasian Economic Union and integration with the international digital economy is provided. I do not think that change of the status can influence its contents considerably.

From positive sides of the project I noted plans for development of the competent personnel. For us as it is of great importance for the company which tests staff shortage. It is important that the state works on standards and quality of training of school students and students in the direction of information technologies. Also there are programs for increase in digital literacy of the senior generation. I hope, the "System of motivations on mastering of necessary competences and participation in development of digital economy of Russia" planned for the fourth quarter 2020 will push citizens on development of knowledge in this area.

Still pleased plans for providing state authorities with broadband access in the Internet. Unfortunately, in regions at creation of information systems we still face the insufficient width of data transmission channel. It limits citizens in volume of electronic state services, affects convenience of work of staff of departments and, of course, quality of services.

However after studying of the program I lack understanding of sufficiency of its financing. Import substitution of the software and priority use of the equipment of domestic production are mentioned in it. All these requirements at obligatory certification and certification for security for authorities pour out in the decent amounts. I am afraid, the question of financing can become serious restriction of large-scale development plans.

In general, such programs have a noticeable result. For example, Electronic Russia was repaid: now actively many citizens of the Russian Federation use public services in electronic form.

In your opinion what measures should be taken for promoting of digital public and municipal services and services?

Ivan Bastrikov: Rendering services in electronic form – transparent and under control process. It gives to citizens a guarantee of qualitative result in certain terms that in itself leads to their promoting. And considering that for the address it is not necessary to visit departments, to wait in queue, public services became much more available to the population.

Important factor – ensuring convenience. Service should be simplest as, for example, banking applications, services for purchase of tickets at cinema, it is even possible to refuel now without going out of the car. It is necessary to aim at such service layer.

To the senior generation facilitated a task creation of MFC. Existence of such centers practically everywhere within walking distance increases popularity of state services. Perhaps, it is necessary to strengthen and expand educational rates for citizens, especially in connection with raising the retirement age, or to organize preferential providing paid services.

On my feelings, works on providing public services to legal entities will shortly amplify, earlier the emphasis was more placed on citizens. Now for such services organized the front office (website), and a lot of things are done by hands next. It is expensive, long and is fraught with errors. It is necessary to integrate as much as possible systems participating in all process, to implement complex services and to give access to the commercial organizations to the state services. The same a Unified identification and authentication system (unified identification and authentication system) – the excellent thing, but is still available only to banks. Yes, simple results are not visible here, but it is necessary to work on it, the effect will be big and long. All this will move together to real digital economy.

The report of benefits of digital interaction to the population, increase in computer literacy at all age groupes, simplification of registration procedures, creation of "single window" for addresses, gain of work on a part of legal entities – the main measures which can increase popularity of digital services.

For business YuZEDO services are today, for officials – still tomorrow's

In your opinion what prevents officials to refuse paper document flow? What factors constrain this process?

Ivan Bastrikov: There are not enough regulations which could regulate work with the electronic document for all its lifecycle. In addition, the mistrust to the electronic signature due to the lack of broad practice of its use is still felt, to the live signature on paper of trust it is more at the psychological level. Perhaps, matter in limited use of the electronic signature because of the cost of its certificate and means of cryptographic information protection.

Officials have no KPI on economy of means. The philosophy of the current budgeting system – to spend everything that distances, the aspirations to save, for example, on sending the document, no. Long ago there are YuZEDO services (legally significant electronic document management) which allow to send the document for kopeks, but it is still simpler to our officials to send the letter by mail in paper form and to spend on it a lot of time and human resources. Business understood that everything is more profitable to transfer to digit, not to store a pile of paper documents, not to be engaged in their transportation. For business it is today, for officials – still tomorrow's.

One more restraining factor is the lack of the implemented cases. It is heavy to regional IT departments to think up and implement the project because they are not sure of the forces yet, they lack competences, they are strictly limited on the budget. If at the level of the whole country it is declared that there is a case which is implemented on the basis of the regulating documentation, there is an example of judicial practice and a guarantee that department will definitely not fall under any sanctions from inspection bodies, then it will be much simpler to region to prove and implement similar projects.

In the section "Digital public administration" of the draft of the national program "Digital Economy" there is a point which provides implementation by the end of 2021 of interdepartmental legally significant electronic document management (YuZEDO) using the electronic signature, based on single infrastructure, technological and methodological solutions. This initiative is how real?

Ivan Bastrikov: The initiative can be quite implemented in the specified terms because, first, technical infrastructure for implementation of interdepartmental YuZEDO in authorities is ready.

Secondly, there is a practice of mass implementation of YuZEDO. Only not between public institutions, and between the state and business (electronic exchange of regulatory authorities with the enterprises means). For unity of solutions it is possible to use methodology and technical practices of operators of electronic document management.

But the result and its accomplishment strongly depend at the scheduled time on an informative part of the program of the project and high-quality control of its accomplishment.

Tell about the largest and interesting projects in a public sector which were executed by your company in 2017-2018.

Konstantin Lyanguzov: 1. Development of a software platform in the Government of the Udmurt Republic for use of the updated mobile solutions and web access, new opportunities of office and citizens' appeals.

2. For all our clients support of requirements for work with MEDO 2.7, ССТУ.РФ, constantly developing architecture SIEI 3 is implemented. X and more than one hundred types of data. So we try to close for our customers all changing requirements regarding data exchange between federal and regional public authorities.

3. Implementation in Moscow City Compulsory Medical Insurance Fund (Moscow City Compulsory Medical Insurance Fund) and TFCMI the Crimea (Territorial fund of compulsory health insurance). Common feature of requests from funds – consolidation of citizens' appeals from the subordinated insurance companies that it was possible to control performance of the legislation, preparation of the consolidated statements in higher instances.

4. One of large projects in the field of interdepartmental interaction – implementation of services of Rosreestr and their connection to exchange with EGRN FSIS (a federal state information system of maintaining the uniform state real estate register).

In the nearest future we are going to advance different intelligent tools on automatic filling of structured data of documents and automatic preparation of summaries. We expect that this trend will gain development in customers.

Concerning your IT solutions how customer needs from a public sector in recent years changed?

Konstantin Lyanguzov: In recent years import substitution became the main requirement. Customers from a public sector at development planning and updates of the systems consider restrictions of government decrees No. 325 and No. 335 now. Our system approaches under these requirements since it is included in the register of domestic software, supports PostgreSQL and allows users to work with Linux.

Centralization and standardization of solutions on provision of services to citizens continues to gain steam. These are uniform standards for regional portals, new architectural rules of work of interdepartmental interaction, consolidation of these citizens' appeals. We conduct monitoring of changes of the interchange formats and requirements, we provide their support within development of our technical solutions.

The subjects of long-term archive, including for storage of legally significant electronic documents, legally significant exchange of documents between business and the power and also project managements are also even more often brought up.

Interest is attracted also by perspective subjects - it is artificial intelligence in document handling, especially mass, use of messengers and chat-bots for involvement of more wide range of people.
