Participation in the cartel conspiracy according to the FAS - contracts for 498.3 million rubles were concluded

In April 2025, it became known that the Office of the Federal Antimonopoly Service for the Udmurt Republic revealed an anti-competitive agreement between the Ministry of Health of the region and three commercial companies: Zdorovye LLC, Viasta LLC and Vitalain LLC. As a result of the conspiracy, the companies received advantages at 179 tenders and entered into state contracts for the supply of medical equipment and medical devices for a total of ₽498,3 million.

The regional ministry provided service information on planned purchases even before the amendments were made and the schedule was published in the Unified Procurement Information System. In addition, the department disclosed information about the technical characteristics of the goods planned for purchase before the official notice was placed.

The Antimonopoly Service of Udmurtia discovered a cartel conspiracy in the procurement of medical equipment with the participation of the local Ministry of Health

The OFAS established that in the period from August 12, 2022 to September 20, 2023, the acting head of the Ministry of Health of Udmurtia systematically received official information about the planned and current procurement procedures of both the ministry and its subordinate medical institutions. The OFAS document does not disclose the name of the representative of the Ministry of Health, but it is indicated that this position was previously occupied by the head of the Republican Medical College.

This information coincides with the facts from the biography of Natalia Yakimova, who in November 2024 was sentenced to one year in prison for abuse of office (part 2 of article 285 of the Criminal Code of the Russian Federation). Thanks to the information received, companies could prepare in advance for the trading: agree on the necessary technical characteristics with the employees responsible for the purchase, find a supplier, a manufacturer and reserve the necessary goods for further purchase in the required amount.

The OFAS noted that the ministry provided these legal entities with the opportunity to independently form a description of the purchase object containing the technical characteristics of the goods, which had already been reserved from the manufacturer. This deprived other potential suppliers of the opportunity to bid on a competitive basis, effectively eliminated competition and ensured a guaranteed victory in the auction.[1]

Deputy Minister of Health of Udmurtia arrested in a bribe case

Deputy Minister of Health of Udmurtia Natalya Kropocheva was arrested for two months on charges of taking a bribe of ₽1,3 million. This was announced on February 9, 2025 by the joint press service of the courts of the republic. The official will be in custody until April 6, 2025. Read more here.

Ex-head of the Ministry of Health of Udmurtia received a prison sentence for transferring data on planned public procurement of medical equipment to companies

The Pervomaisky District Court of Izhevsk sentenced the former acting Minister of Health of Udmurtia Natalya Yakimova to one year in prison in a general regime colony for abuse of office. The court decision was made on November 26, 2024. Read more here.
