JSC Scientific Publishing House Bolshaya rossiyskaya entsiklopediya (JSC BRE) acts as project office of the portal of "The big Russian encyclopedia". Along with the company there is ANO Bolshaya rossiyskaya entsiklopediya (ANO BRE) - the independent legal entity created according to the order of the Government of the Russian Federation published on November 26, 2019.

Since 2021 instead of JSC BRE ANO BRE will begin to perform functions of project office of the portal. 100% of stocks of JSC BRE will be transferred to ANO BRE as a deposit of the founder, the Government of the Russian Federation, for preserving of succession and transfer of all array of intellectual property belonging to JSC BRE.

The form of business of ANO, unlike joint stock company, fully answers the stated socially useful and state and significant purpose and also will allow to solve a number of technical and economic problems. It will open a possibility of use of restrictions of the exclusive rights allowed by the Civil Code of the Russian Federation and international treaties in which the Russian Federation participates concerning use of results of intellectual activity in educational, scientific and other humanitarian purposes, will facilitate relationship with the Russian and foreign storages of cultural values and similar foreign information resources, - the editor-in-chief of publishing house of "The big Russian encyclopedia" Sergey Kravets explained TAdviser.

Besides, use of such form of business will create a possibility of additional financing sources, uses of the charitable, philanthropic, voluntary help and other forms of non-paid cooperation, will lead to economy of the expenses connected with the used property, Kravets added.

Governing bodies of ANO their structure and competence are established by the charter. However the concept of the portal already provides formation of permanent collegiate organ of management for optimum allocation of functions and responsibility of heads in three directions: scientific editorial, to development and promotion, organizational economically. The collegiate organ, according to the concept, will have to include heads of all directions.

The structure of collegiate organ and also appointment of the chief executive, Chief information officer and chief financial officer will are approved by the authorized Government of the Russian Federation federal executive authority. The Chief Editor of the portal will be appointed by the Government of the Russian Federation.

Concept

In December, 2018 the Government of the Russian Federation approved the concept of the portal of "The big Russian encyclopedia" which development the publishing house of the same name began with spring of 2016. As noted in the concept, the potential audience of the portal in Russia, by approximate assessment, can make, taking into account school students of the high school and persons who are engaged in self-education, about 10 million people.

After creation of the working group the concept of the portal was repeatedly discussed and supplemented. In general it was approved at its meeting in May, 2017 with need of completion. Further, during 2017-2018, the concept was improved specialists of "The big Russian encyclopedia" together with participants of the working group, - Sergey Kravets told TAdviser.

Principles of the concept

The concept of the portal is based on the following principles:

• accuracy of the information and its compliance to the modern level of scientific knowledge (relevance);
• joint liability of the author and scientific edition for reliability and completeness of information.
• linguistic compliance of submission of information to regulations of the modern Russian literary language;
• active use of all range of information formats (text, audio, video, computer graphics, etc.);
• aggregation of information from external sources (partners of the portal) for the purpose of providing to the user of a possibility of the appeal to the most wide range of reliable sources.
• the systematics of information helping the user to be guided with an information field.
• availability of the interconnected complex of the different search systems providing support of requests of users.
• interactivity of process of knowledge;
• existence of "communication platform" for experts and authors, for consolidation of efforts (discussion, reviewing, introduction of new materials, etc.) in search of new sources, formation and systematization of knowledge.
• possibility of addresses of a wide range of users with offers, additions and amendments of materials of the portal.
• reliability of functioning and security from external influences;
• convenience of using, attractiveness to the user, including convenient personalisation of information;
• possibility of use on all popular hardware, including on mobile devices.

Essence and tasks

According to the document, the portal will represent constantly updated information resource on the basis of the electronic version of the 35-volume "Big Russian encyclopedia" (2004-2017) and other scientific verified knowledge sources. The website will be intended for a wide range of users and to consolidate reliable and up-to-date information about development and a status of the world around and society. Its adapted resources, according to the document, will be step by step incorporated in practice of school training.

Creation of the national scientific and educational encyclopedic interactive portal seems the adequate answer to information calls of modern society, said in the concept.

Problems of a resource, according to the document, is:

• creation of a system of interaction of competent sources of information on the basis of a systematics of modern scientific and encyclopedic knowledge;
• creation of open and available "territory" of the reliable and relevant knowledge certified by scientific community.

One more major function is aggregation of already existing electronic resources containing authentic data and also information which is available on the websites of his partners - the scientific organizations, cultural institutions, the state departments and other structures. At the same time, according to the concept, the central state encyclopedic organizations (publishing houses, institutes) of such countries as, Azerbaijan, Armenia, Belarus, Georgia and Moldova are also ready to take part in creation and development of the portal. Besides, interest in participation is shown by China, India, Brazil, Cuba and Iran.

At the same time, it is specified in the document, availability of the website to the Russian-speaking user, first of all citizens of the Russian Federation, is an indispensable condition of its activity.

Structure of the portal

In terms of functionality in the portal the following areas are differentiated:

• The area of knowledge (Terra scientia) including information on all directions of knowledge and united in specific information slots, support system (search systems, stable semantic links, etc.). This area is completely controlled by scientific editions of the portal.
• The area of researches (Terra inventa) which is the communicative platform for professional scientific discussion - reviewing, addition, updatings - specific slots and subjects, available to experts and authors and moderiruyemy scientific editions of the portal.
• The area of an initiative (Terra initia) providing a possibility of the encouraged initiative additions, updates and amendments of information. Information from this area on the solution of experts can become a subject of discussion and afterwards, in case of its confirmation (verification), is placed on the portal signed by the author.

Content

The basis of content will be formed by an array of articles - more than 80 thousand - the electronic version of the 35-volume "Big Russian encyclopedia" (2004-2017) and also reference materials of Encyclopedic dictionary (2011). Also on the portal materials from other domestic and foreign encyclopedias will be provided. Namely – "the recognized by expert community of the portal as informative, reliable and corresponding to modern level knowledge". Also the resource will contain materials of information partners.

New encyclopedic concepts are terms, place names, events, persons, etc. - on the website will be able to enter a wide range of users. Among them representatives of the scientific editorial offices of the portal and expert community, partners of a resource and also the ordinary users offering a new concept.

Support of the offer on introduction of this or that new encyclopedic concept from community of users can be performed through vote on the portal, in the special section of Terra initia). The final decision on inclusion of a new concept is made by the scientific editorial offices after its verification by expert community, said in the concept.

Service of check of content on plagiarism will be integrated into the editorial system of a resource.

Community of the portal

Expert and author's communities of the portal originally form based on group of authors of "The big Russian encyclopedia", partner encyclopedias and extend due to involvement of new authors and experts from among leading specialists at the choice of edition, scientific curators, to the recommendations of colleagues, etc.

The registered user who is actively offering to scientific edition competent additions and amendments of information placed on a resource and also justifications for inclusion of new concepts in his slovnik can be invited in expert or author's community of the website.

Production requirements, software

As architectural requirements to a resource in the concept are noted:

• Scalability and expansibility;
• Portability and modularity;
• Reliability;
• Security;

The architecture of the website should provide accomplishment of the following requirements:

1. Service not less than 15 million unique visitors / 50 million sessions / 250 million pageviews a day;

2. Service not less than 50 thousand simultaneous viewings multimedia materials;

3. Service not less than 1 million simultaneous permanent long-living connections ("long polling") for broadcast of content in client applications;

4. Mailing not less than 10 million messages a day by e-mail;

5. The maximum time of formation of dynamically created pages (without time management on delivery of information) – no more than one second;

6. The maximum time of formation of static pages (without time management on delivery of information) – no more one tenth second;

7. Minimum speed of delivery of information to the visitor not less than 2 Mbit/s (for visitors at comparable or higher access rate);

8. Level of fault tolerance of the portal not less than 99.99% for the reporting period.

The architecture of the portal should provide accomplishment of these requirements in the regular and abnormal modes. In the latter case decrease in functionality and/or volume of information provided to visitors is allowed.

As functional requirements to a resource in the concept are noted:

• storage and processing of large volumes of data;
• well structured data;
• possibility of a different data structure;
• a large amount of interrelations between data;
• work with different data types;
• work with external data sources;
• use of metadata and ontologies;
• interaction with a large number of users;
• support of different types of users;
• existence of a communication component;

At the heart of the website, according to the concept, the principle of an open architecture should lie.

Relatively software (SOFTWARE) the portal in the document it is noted that during its creation use is priority:

• the software solutions of similar orientation based on the similar principles and developed earlier within the actions for informatization implemented by state bodies and their subordinated organizations including the standard software solutions placed in national fund of algorithms and programs for electronic computers taking into account technical capability of data application of solutions;
• the software, data on which are included in the unified register of the Russian programs for electronic computers and databases, and also having an open source code as general-system software.

Software design of a resource should happen taking into account possible vectors of the attacks directed to extraction of personal data of users and substitutions of contents of pages of a resource. Also different possible types of the attacks on software, in particular injections of the code and cross-site scripting should be considered.

Creation stages

The work plan on creation of the website provides a preliminary stage of preproject preparation and several stages of works on development of a resource lasting 33 months with start in October, 2019.

In 2019-2020 the expert community of the portal should be created and the system of intra editorial document flow is developed. Join in its structure:

• the thematic section consisting of several types of thematic articles: references, the dictionary, basic article, materials for specialists from trade publications;
• seven types of services: plots, microconcepts, chronotopes, "from the quote to a source", "premises and effects", "comparisons on standard indicators", "the generalizing slot";
• partner content;
• media content of all formats;
• cartographic materials;
• the bibliography with sending on the electronic edition in case of existence of the legal copy

For 2020 it is also planned:

• creation of thematic slovnik and filling by their encyclopedic concepts;
• creation of new slots in scientific editions;
• development of the adapted school version of the encyclopedia on astronomy and history;
• training of employees in work in a system;
• creation of the multilingual editor for work with articles in a system, in particular supporting language of notes;
• creation of a prototype of the portal of "The big Russian encyclopedia" for the user.

In 2021 creation of content of a resource should be continued, start of its workflow system with all components and databases (reference books) is made, website security issues are resolved and also its public part is developed. In particular - its user interface taking into account access to a public part of expert community is created and the system of interactive user interaction is developed.

In 2022 the portal had to is output in public space in the test mode, its errors should be eliminated further and adjustment is made, and then it is going to start it in an operating mode.

Financing

The total costs of the portal of "The big Russian encyclopedia" for 2019-2022 will make 1.989 billion rubles.

According to the made amendments in the budget for 2019 and planning period of 2020-2021, in 2019 the government subsidy to Big Russian Encyclopedia publishing house on creation and functioning of the portal made 302.2 million rubles.

The publishing house spent this subsidy mainly on:

• development of an editorial system of a resource;
• acquisition of the fixed asset objects intended for creation and functioning of the website, including hardware of ADP equipment, the telecommunication and server hardware
• acquisition and installation of personal computers;
• purchase, installation, technical support, updating and comprehensive support of a system and applied licensed software and directory systems;
• acquisition of information security tools;
• installation of telecommunications and a computer network, including fiber optic communication lines, replacement and expansion of the electric networks;
• compensation of staff of the scientific editorial offices, personnel of the main editorial office and executive directorate, payment of remuneration to authors for creation of content of the portal;
• expenses of economic character on maintenance and service of the occupied premises, payment of utility costs, communication services, protection and soblyudeniye of fire prevention regime of objects.

In 2020 the subsidy of ANO Bolshaya rossiyskaya entsiklopediya for creation and functioning of a resource, as it appears from the draft of the federal budget for 2020 and planning period 2021-2022, will make 684.5 million rubles. The organization will mainly spend this subsidy on:

• further work on software development of the website; (input in commercial operation of earlier developed functional subsystems of the portal is planned);
• continuation of acquisition of an applied licensed software and the directory systems, ADP equipment in connection with the planned increase in number of workers,
• expenses on maintenance and service of the occupied premises, including payment of utility costs, communication services, protection and observance of fire prevention regime of objects;
• compensation of employees;
• payment under agreements with the leading world encyclopedic editions on access to scientific information;
• expenses on payments to authors for creation of content of a resource.

In 2021 ANO Bolshaya rossiyskaya entsiklopediya will receive on creation of the website a subsidy in the amount of 833.5 million rubles, in 2022 - 169.1 million rubles.

At the end of August, 2019 the Government of the Russian Federation approved rules of providing subsidies to Big Russian Encyclopedia publishing house for creation and functioning of the portal. The relevant resolution was drafted the Ministry of Telecom and Mass Communications.

According to the document, the organization can send to a subsidy including for compensation of staff of publishing house, lease, development and acquisition of software, equipment procurement (personal computers, servers and so forth), providing jobs of employees (including special jobs for content production and the software product), etc.

At the same time the resolution sets the organizations of value of results of providing a subsidy: the number of the terms entered to the database of a resource, the number of the created tags in industry dictionaries, quantity of functional subsystems of the website.

History

2020

the Staff increase for work on the portal

In the first half of June, 2020 of ANO Bolshaya rossiyskaya entsiklopediya should employ 40 scientific editors. Meanwhile in staff of the organization of 180 people at the general staff list of a resource in 328 people. TAdviser the editor-in-chief of publishing house Sergey Kravets reported about it on June 8, 2020.

The pandemic forced to transfer acceptance to work in particular only more than 40 scientific editors since April 1 for June 1. Despite active remote work of all editorial offices and services of "The big Russian encyclopedia", introduction in particular works of the organization of new employees and their adaptation to requirements of the website and also mastering its tools require, at least, in the first months of permanent presence and training, - Sergey Kravets explained TAdviser.

He also added that formation of collective of the portal goes gradually and is defined by the sequence of input of necessary functionality and the actual opportunities of involvement of leading specialists - scientific editors.

Increase in number of employees will happen in process of development of a resource, - Sergey Kravets noted.

Putting into operation of an editorial system of the portal and its completion

The editorial system of the portal of "The big Russian encyclopedia" is put into operation for providing employees with the working tool of the publishing house of the same name. TAdviser the editor-in-chief of publishing house Sergey Kravets reported about it on May 26, 2020.

Completion of an editorial system of a resource and its development is conducted. In particular the new functionality for storage and processing of content razrabatyvtsya. Also the internal business processes of publishing house assuming creation of encyclopedic content taking into account gradation from paper document flow to electronic are analyzed and optimized, automation of these transactions is carried out. Besides, the process model of interaction of all salaried employees of publishing house prepares for release, - Sergey Kravets informed TAdviser.

Process of formation of expert community and its principal organ, scientific editorial board, according to him, because of a situation with a pandemic is postponed since spring for summer of 2020.

Abolition of the working group on creation of the portal. The project develops according to the plan

On May 13, 2020 numerous mass media with reference to the order of the acting the prime minister Andrey Belousov about abolition of the working group on creation of the portal of "The big Russian encyclopedia" of May 11, 2020 reported project closure. Among them there were portals Lenta.ru, Habr and also the magazine "Snob". This statement is not true. As explained in Rospechat, work on the website of "The big Russian encyclopedia" is continued^[1].

According to the deputy head Ministry of Telecom and Mass Communications Alexey Volin who was a part of group, the document on liquidation is technical and confirms "full implementation of assigned tasks".

Any working group at first is created, and then after the solution of the tasks facing it - is liquidated, - Alexey Volin explained.

The portal of "The big Russian encyclopedia" which already received the name "Knowledge" will be started, as well as was planned, in 2022, reported in Rospechat.

Rospechat adds that the working group was defunct as it carried out all the tasks of plan development of project implementation. At the same time actually working group completed the activity still earlier - with a release of the order of the Government of the Russian Federation of November 29, 2019 in which the task of implementation of the project was set, was established by ANO National Scientific and Education Center Bolshaya rossiyskaya entsiklopediya. The order of the government of May 11, 2020 just legally completed activity of this group.

Department also noted that the working group did a great job: developed and approved regulations on a resource with determination of the most important activities, the work plan on creation of the portal, developed recommendations about staging of implementation of this large-scale project, its personnel and financial provision.

The website of "The big Russian encyclopedia" will be started, as well as was planned, in 2022. In its structure there will be information part and also research where polemic articles will be published and to be conducted discussions, inform in Rospechat, adding that the resource is created out of any communication with "Wikipedia".

Acceptance of works from the winner of the tender for development of an editorial system of the portal

In December, 2019 the Digital Banking Technologies (DBT) company handed over to Big Russian Encyclopedia (BRE) publishing house results of the works performed according to the agreement signed with it in September, 2019 based on the tender for development of an editorial system of the portal of Big Russian Encyclopedia. All results of works were accepted by publishing house. TAdviser the editor-in-chief of Big Russian Encyclopedia (BRE) publishing house Sergey Kravets reported about it.

According to him, all necessary works of TsBT were performed according to technical specifications. However development of so complex system with the inevitable constantly specified requirements from the customer required closer interaction of developers and scientific and editorial collective.

Thus, at the beginning of 2020 the publishing house made the decision to transfer development center directly to publishing house as project office of a resource and to provide it with scientific and expert maintenance from Federal State Budgetary Institution ISP RAS. It, according to the plan, had to provide operational accounting of requirements to development, timely entering of amendments into development of the website of "The big Russian encyclopedia" and a full ownership to them publishing house, - the head of office of development of the portal Maxim Kushnirenko explained TAdviser.

Development of an editorial system of the portal continues based on the source program code developed and transferred by Digital Banking Technologies company, however is executed by forces of specialists of publishing house. During 2020-2021 years the staff of technical specialists of publishing house will be expanded for successful creation of a resource. At the same time, the publishing house is going to hold also tenders for implementation of specific works on local tasks. They will be carried out in 2020-2021.

The order of the government about creation of non-profit organization for development of the portal

On November 26, 2019 the Government of the Russian Federation disposed to create the national interactive encyclopedic portal in Russia. The relevant document was published on the portal of legal information.

The newly created autonomous nonprofit organization Bolshaya rossiyskaya entsiklopediya (ANO BRE) will be engaged in development, support and development of the project.

The Russian Federation will become the founder to ANO BRE directly, and powers of the founder will be assigned to the government. Also separate powers of the founder, as stated in the approved articles of organization, Rospechat will be able to perform. The property contribution of the Russian Federation to ANO BRE will make 100% of the stocks of JSC Scientific Publishing House Bolshoy rossiyskoy entsiklopedii which are in federal property. The organization will be registered in Moscow, and it is recommended to government of the capital to render assistance in providing it with the necessary real estate.

In the charter of ANO BRE it is recorded that it has no generation of profit as a main objective of the activity. At the same time in the following point it is told that she has the right to be engaged in the business activity necessary for achievement of the goal for the sake of which it was created. Besides, it is authorized to ANO BRE to own also other right the land plots, buildings, constructions and also stock and money including in foreign currency, and securities are at one.

For ANO BRE five categories of sources of money are defined. First of all it is one-time receipts directly from the founder and also receipt from the federal budget of Russia. Also the organization will be able to accept voluntary contributions and donations from the Russian and foreign legal entities and physical persons. The fourth category of sources – income gained from the property which is owned by the organization. In addition to this ANO BRE will be able to receive money from all sources which are not prohibited by the Russian legislation.

Creation of ANO BRE pursues several aims. In particular, the organization will be engaged in rendering services on: to ensuring access of citizens to knowledge, information, cultural values and benefits; systematization, updating and distribution of modern scientific knowledge; to ensuring interaction between competent sources of information and also on assistance to scientific providing an education system of Russia.

According to the charter of ANO BRE, treat object of activity of the organization:

• creation and ensuring work of constantly updated national interactive encyclopedic portal,
• the organization of scientific research, collecting, processing and dissemination of available, operational and reliable information about a status of the world around and society and also information and analytical ensuring educational activity,
• expert and analytical maintenance of scientific activity and monitoring of world experience of scientific research and educational technologies.

Enter the list of types of activity of ANO: creation and distribution of encyclopedic and other scientific, popular scientific and help information resources; publishing, including on the Internet; production and distribution of multimedia products; development and distribution of mass media; rendering publishing services; implementation of cartographic and kartoizdatelsky works and their production. Besides, ANO BRE will be able to conduct educational activity^[2].

The order of the government about creation of the portal

At the end of 2019 the prime minister Dmitry Medvedev signed the order about creation of the national interactive encyclopedic portal and autonomous nonprofit organization "National scientific and education center "Big Russian Encyclopedia".

Medvedev wants to create the Russian analog of Wikipedia

Powers of the founder of the organization on behalf of the Russian Federation will be performed by the Government of the Russian Federation. Separate powers of the founder of the organization will be performed by Rospechat according to articles of organization.

Will finance this organization from the federal budget, by one-time receipts from the founder on behalf of the government, and due to donations and income from use of the property which is at the disposal of the organization^[3].

Official presentation of the project and support by regions

On November 21, 2019 details of creation of the portal "Big Russian Encyclopedia" (BRE) which is called the Russian analog of "Wikipedia" became known. The project was officially submitted at a conference in Ufa.

As TASS with reference to the editor-in-chief of scientific publishing house "Big Russian Encyclopedia" (BRE) Sergey Kravets reported, 270 people (150 from them — salaried employees of publishing house) within 33 months will work on the project, and investment volume will be about 2 billion rubles. Start of a resource is planned for spring of 2022. At the same time authors of the website hope to start test versions earlier.

The Russian analog of "Wikipedia" is going to be created to spring of 2022

According to Kravets, for articles, scientific reviews, introduction of new concepts, etc. will pay authors the fees. He did not call their size. Work of authors and reviewers will be paid from gonorarny fund.

For the published data in the Russian analog of "Wikipedia"  responsibility  will be born by both the author, and the editor, and all texts will pass an encyclopedic cycle which consists in check of the facts, a competent transliteration of names and place names, etc.

Sergey Kravets noted that the Russian project is expected first of all teachers and pupils. All articles will be written by authors on the terms of BRE, and people will be responsible for their competence with "the authority", he specified.

For users of the portal the multi-layer system of access  — from normal reading articles will be developed for all users before participation in discussions at the level of the expert.

The editor of BRE assured that at "Wikipedia" the audience will remain, "which the reliability of knowledge in parts is not so important". The main task of the project he called creation of the tool which would help Russians "be guided with knowledge" which volume doubles each one and a half-two years^[4].

During the conference which took place in Ufa regions gave to the project support.

We got support of Encyclopaedists in many regions of Russia, in particular - in St. Petersburg, Tatarstan, Bashkiria and Novosibirsk. Criteria and forms of use as content which is already created within regional encyclopedias, and involvement of authors and experts from regions to creation of new articles and slots are elaborated, - Sergey Kravets informed TAdviser.

Replacement, but not the end of Wikipedia in Russia

There are no prohibition or obstacles for access to "Wikipedia" and cannot be, the president's press secretary assured journalists on November 8, 2019 Russia Dmitry Peskov.

He noted that after the meeting of Council for Russian which was held on the same week by the president Vladimir Putin there was a discussion connected with interpretation of words of the president.

The discussion was unrolled on the subject "Wikipedia" and "Big Russian encyclopedia", - Dmitry Peskov specified.

According to him, "Wikipedia" is dear, popular resource self-updated.

What was meant by the president and some speakers [at a meeting of Council for Russian] is that, at all respect, after all, the information published in "Wikipedia" and which is regularly updated in "Wikipedia" is guaranteed by nobody, its correctness and reliability is not guaranteed, - Dmitry Peskov explained.

He also paid attention that "just the president said that it is necessary to make available the source of encyclopedic knowledge guaranteed in terms of reliability".

And it - "The big Russian encyclopedia", - Dmitry Peskov noted.

According to him, there are no bans and obstacles to access to "Wikipedia" and the speech about them cannot be. Be convinced of it, according to him, it is possible once again, having re-read the shorthand report of a meeting of Council for Russian on the Kremlin website.

Putin's proposal on replacement of Wikipedia by "The big Russian encyclopedia"

The president Russia Vladimir Putin proposed on replacement of the electronic encyclopedia "Wikipedia" in the territory of Russia on "Big Russian Encyclopedia" (BRE). He said it in November, 2019 at a meeting of Council for Russian^[5].

Vladimir Putin called into question accuracy of the information, placed in "Wikipedia" which exists since 2001 and for November, 2019 enters in top-10 the most popular Internet resources in the world on the number of visits (the rating of Alexa).

It is better to replace its (Wikipedia) with the Big Russian new encyclopedia in electronic form. This will be, in any case, the reliable information in good modern shape offered, – noted Vladimir Putin said.

Determination of the winner of the tender for development of an editorial system of the portal

The Big Russian Encyclopedia publishing house defined the winner of the tender for development of an editorial system of the portal of Big Russian Encyclopedia. According to the results of tender, brought on August 26, 2019, to they became Digital Banking Technologies company.

The amount of the contract signed with the company – 132.6 million rubles that there is less its initial cost, 132.9 million rubles, on 300 thousand rubles. A term of a contract – on September-25 10 December, 2019.

It agrees technical tasks, the company had to perform the following works:

• inspection of business needs of Big Russian Encyclopedia company;

• analysis of its business processes;

• writing of private technical specifications on development of an information system "The editorial complex "Big Russian Encyclopedia";

• design of architecture of this system;

• creation of its user interfaces;

• development of this system consisting of such functional subsystems as Basic, Content, Processes, Search, "Analytical signs", Mediaplatform.

As the editor-in-chief of publishing house Sergey Kravets explained TAdviser, the information system "The editorial complex "Big Russian Encyclopedia" is one of components of future portal of the encyclopedia.

In addition to the winner of the tender the Aplana Development Center company took part in tender. The price offered it, 131.9 million rubles, was less than the price of the winner of competition for 700 thousand rubles.

Tender for development of an editorial system of the portal

On July 10, 2019 the scientific publishing house ""Big Russian encyclopedia"" (BRE) announced competition on development of an editorial system within the project on creation of the national interactive encyclopedic portal. The cost of works was estimated at 132.9 million rubles^[6].

The BRE Editorial Complex system had to perform support of business processes of the company: creation and correction of article of the encyclopedia, correction of media content, the publication of article on the portal, work planning, tracking of the facts of works, etc. The authorized page of each user had to display the tools corresponding to his profile. For example, for the artist are tools on work with graphics, for the editor – tools for work with the text.

Developed within the draft annex had to use only Open Source of the solution and library. Requirements to the used server operating system were the following: family Unix, Open Source, support of the systems of virtualization and isolation of processes, support of the main network protocols, log-structured file system. The visual interface should be focused on work in web (support of HTML5, CSS3, JavaScript). When choosing the hardware technical solutions of domestic production, meeting requirements regarding import substitution had to be priority.

A system had to be created till December 25, 2019. It is supposed that it will increase efficiency of editorial process of preparation of materials of publishing house.

2017

Support request at Putin

On December 20, 2017 the chairman of scientific and editorial council for the edition of "The big Russian encyclopedia" Yury Osipov presented in the Kremlin to the President Russia To Vladimir Putin "The big Russian encyclopedia"^[7].

Thus, your instructions are completely followed and Russia has the unique scientific encyclopedia, - Yury Osipov drew the attention of the president.

According to him, it was involved by several hundred authors, in encyclopedia volumes - more than 80 thousand articles. Knowledge provided to encyclopedias universal. It covers the world and all phenomena in it.

Not each state can create such encyclopedia in a state language. Having created such encyclopedia, we after all took the legal place in elite club of unique, universal encyclopedias, - Yury Osipov noted.

According to him, two others are created in Great Britain and joint work of the German and Swedish scientists.

Results of work show that all have huge intellectual potential — Yury Osipov said.

The complete electronic version of "The big Russian encyclopedia" is also already created, the editor-in-chief of publishing house of the encyclopedia Sergey Kravets told. In development process, according to him, the general education national encyclopedic portal, future to contain articles from "The big Russian encyclopedia", industry encyclopedias and also reliable information from the museums, institutes and universities.

With respect thereto Kravets asked the head of state to promote this work: during the meeting the letter with the relevant proposals was transferred to the president.

2016

Formation of the working group on creation of the portal

On August 25, 2016 the Government of the Russian Federation formed the interdepartmental working group on the questions connected with creation on the basis of the electronic version of "The big Russian encyclopedia" and other Russian scientific encyclopedias of the national scientific and educational interactive encyclopedic portal. The corresponding order was placed on the portal of regulatory legal acts.

Also the document approved the structure of the neogenic working group. 21 persons were its part. Among them — the former head of government office Sergey Prikhodko who headed group, the deputy head Ministry of Telecom and Mass Communications Alexey Volin, the ex-Deputy Minister of Culture Vladimir Aristarkhov, the ex-CEO National Library of Russia Alexander Visly.

Speaking with CNews about creation of the portal of "The big Russian encyclopedia", the former head of the National Library of Russia (NLR) Alexander Visly noted that the resource will become "not an analog, and the competitor of "Wikipedia" ^[8].

According to him, the website will become an electronic analog of "Big Russian Encyclopedia" (BRE) which formation of the paper version is not completed yet. The project, according to him, is difficult as it has a direct competitor on behalf of Wikipedia.

It seems prove that authors of electronic BRE have bigger competence, than authors of "Wikipedia", - Alexander Visly noticed.

According to him, with creation of a resource readers will have an alternative of "Wikipedia".

They will solve to whom to them to trust more. The task to make a competitive product is very difficult, for its solution and the working group gathers, - Alexander Visly noted.
