DBMS (Russian market)
Russian DBMSs are in a rather difficult situation today - the developments of large companies squeeze Russian systems out of the market. However, there are still several DBMSs that continue to remain afloat due to the introduction into government structures. A feature of Russian DBMS is their integration into other software products of the companies developing them. Most of these systems operate in a given environment.

2024: Market growth by 34% to RUB 89.5 billion
At the end of 2024, the volume of the Russian market for management and data processing systems reached 89.5 billion rubles (57% of this volume falls on DBMS - ₽51 billion). This is 34% more compared to the previous year, when the costs were estimated at 67 billion rubles. Such data are presented in a study by the Center for Strategic Research (CSR), the results of which are presented on May 15, 2025.
Analysts note that in 2022, due to the emerging geopolitical situation, the market for management and data processing systems in Russia decreased by 22% on an annualized basis - to 55.8 billion rubles. But already in 2023, the industry almost completely leveled the fall of the previous year, and its total volume reached 67 billion rubles with an increase of 20% year-on-year.
Sanctions pressure from Western countries has a noticeable impact on the structure of the Russian IT market, significantly limiting the presence of large foreign suppliers. At the same time, there is an active replacement of foreign solutions with domestic developments, as well as software products created on the basis of open source code. According to estimates, in 2021 the share of foreign solutions in the field of management and data processing systems was approximately 64%, Russian - 36%. But already at the end of 2022, the situation changed dramatically: 66% of sales accounted for domestic software, 34% for foreign software. And in 2024, sales of foreign software and services accounted for only about 10%, while 90% of the market was occupied by Russian products.
At the same time, as stated in the study, as of the end of 2024, more than 60% of the already installed (operated) data management and processing systems in Russia are foreign. Moreover, the majority of respondents (58.3%) indicate a significant likelihood of the return of Western players to the Russian market in the period until 2031, although they admit that foreign companies will no longer be able to take dominant positions due to the changed situation and active import substitution.
The total share of the 10 leading players in the data management and processing systems market in Russia in 2024 amounted to 28.3% in monetary terms. Postgres Pro is in first place with an indicator of 10.4%. Next comes the Arenadata group with 6.7%, and closes the top three DIS Group with 2.5%. The top five also includes Yandex Cloud and Tantor Labs with 2.2% and 1.5%, respectively. In terms of growth dynamics in 2024, the Arenadata group became the leader. The authors of the study cite several main factors contributing to the increase in the market share of domestic players:
- Sustained demand for import substitution of Western software;
- The development of products and teams through the strengthening of foreign companies by former employees and the growing experience of implementing new large projects;
- Various types of government support;
- Creation of the absolute majority of Russian products based on open source software;
- Increasing customer and regulatory requirements for product cybersecurity.
The lion's share of the market is occupied by software - 78% in 2024, while services account for 22%. A year earlier, these values were 80.1% and 19.9%, respectively. The bulk of revenue is provided directly by DBMS - 57%, or approximately 51 billion rubles. In second place are services (technical support, consulting and professional services) with a result of 22%, or 20 billion rubles. Then there are data management tools with 11.2% (10 billion rubles) and data download tools with 8.4% (7.5 billion rubles). Other data management tools accounted for 1.1%, or approximately 1 billion rubles.
The DBMS segment includes products that are the basis of the infrastructure for working with data of any company, while the functionality of other systems included in other market segments somehow complements the work of the DBMS. In 2024, the largest share falls on the general purpose DBMS - 48%, or about 26 billion rubles. In second place are analytical DBMS with a share of 32% and 16 billion rubles, in third - resident DBMS (in-memory) with 14% and 4.5 billion rubles. Next comes the Hadoop platform and DBMS on it with 5% and 3.5 billion rubles. Other solutions (graph, documentary and multimodel databases, as well as various kinds of cloud-native products) provided a contribution of 1%, or about 1 billion rubles.
The market is expected to grow rapidly at 21.6% between 2024 and 2027. However, after 2027, the growth rate will slow down to 11.9%, which will correspond to global indicators. This is due to the fact that import substitution processes will be the main factor in growth until 2027. Further growth will continue due to an increase in the volume of generated data, an increase in the use of artificial intelligence technologies. As for Western software, its market share will continue to decline and by 2031 will amount to about 1% of total new sales, "says Ekaterina Kvasha, Deputy General Director of CSR. |
At the same time, analysts point to a number of restraining factors. This, in particular, is the lack of full-fledged product ecosystems, which greatly complicates import substitution: by changing the DBMS, the customer also has to change applied Western software, alternatives to which are often not available on the Russian market. In addition, there is a shortage of qualified personnel. Plus, some companies are trying to delay the transition to Russian software.

The volume of the Russian DBMS market grew by 35% to 29,308 million rubles - Strategy Partners
In 2023 DBMS , the market grew by 35% to 29,308 million. rubles The pool of key participants is still being formed. TAdviser the Russian consulting The company has shared such results since May 27, 2024. Strategy Partners
In 2023, the market continued the trend of demand recovery, primarily due to the B2G and B2B (Enterprise) segments. The DBMS market has a high accumulated database capacity with limited migration potential to Russian solutions, which will limit the market capacity in 2024-2027 due to no sales of technical support for a number of non-eligible to import substitution bases. data
According to Strategy Partners forecasts, the DBMS market will recover in the amount of at least 5 years, but its significant capacity, released with the departure of Oracle and other foreign vendors, will be sufficient for the development of 2-3 large players.

The volume of the Russian market for management and data processing systems for the year reached 67 billion rubles. Leaders
In May 2024, the Center for Strategic Research (CSR, established in 1999 as a developer of strategies for the long-term development of the Russian economy) published a study of the Russian market for data management and processing systems. According to the report, in 2023, sales of DBMS and data processing tools in Russia reached 67 billion rubles, an increase of 20% compared to the previous year, when the figure was measured at 56 billion rubles.
According to analysts, in 2023, the domestic DBMS market almost completely leveled the fall (by 22%) at the end of the previous year. The rise in 2023 occurred despite Western sanctions, due to which many European and American IT companies left the Russian market. However, domestic products, as well as Open Source projects, began to come to the place of Western solutions, the study notes.
According to the CSR, in 2023, foreign software accounted for less than 20% of the Russian DBMS market, while the segment of foreign solutions is formed mainly due to the support of Western software by internal development teams, former employees of Western vendors and other methods, the possibility of long-term operation of which is uncertain. The researchers listed several factors that contribute to strengthening the position of domestic manufacturers in the DBMS market in the Russian Federation:
- sustained demand for import substitution of Western software;
- the rapid growth of team professionalism and product maturity due to the strengthening by former employees of Western companies and the accumulation of experience in the implementation of large projects;
- various types of state support;
- creating an absolute majority of Russian products based on open source software (Open Source);
- increasing customer and regulatory requirements for product cybersecurity.
According to experts, due to the nature of DBMS, the possibilities of "gray imports" and other schemes for bypassing sanctions are extremely limited (according to many experts, they are generally excluded). At the same time, as a result of increased cyber threats, regulatory requirements for the use of system software in key industries where IT solutions are most widespread have sharply tightened. Under these conditions, Russian organizations do not have alternatives to the gradual complete transition to DBMS and related tools of Russian origin, the report says.
The CSR report also says that just over 80% of the Russian market for DBMS and data processing tools in 2023 directly accounted for software sales. The remaining share is revenues from services. The overwhelming market share is occupied by DBMS, in second place is the provision of services, then data management tools. This distribution correlates with global trends, the researchers note.
The report also clarifies that in 2023 DBMS directly occupied up to 56% of the data processing tools market, data management accounted for 16%.
In the database management systems segment, the largest share is in general purpose DBMSs (48%), followed by analytical DBMSs (32%), and the smallest shares are in graph, document and multimodel databases.
For the first time, the CSR cites the shares of the largest companies operating in the DBMS market: 23% for Postgres Professional, 9% for the Arenadata group, 4% for Yandex.Cloud, 2% each for VK.Tech and Rostelecom. The remaining 60% are accounted for by other suppliers (including Diasoft, Red Software, Gazinformservice, etc.), temporary alternatives to commercial products from the Register of Russian Software (products not included in this register, in-house customer development, products of Russian teams to support Western software).
A similar situation has developed in the segment of data management tools - the share of the main players (DIS Group, Arenadata Group, Universe Date, UniData and Rostelecom) accounts for 34%, and the share of the others - 66%. In the segment of solutions for downloading data, analysts indicated only two players - Arenadat (share at the end of 2023 - 5%) and Rostelecom (5%).
As reported in a study published in May 2024, Russian DBMS manufacturers in the medium term may consider opportunities to enter the international market and launch sales of their products in the markets of friendly states. Among the most promising regions for Russian suppliers of DBMS and tools for working with data on the horizon until 2030, analysts include the markets of the CIS countries, Mongolia, the Middle East, North Africa, Turkey. The total market volume of DBMS and data processing tools in these regions is estimated at $0.98 billion in 2024 with an average growth potential of 15.6% per year until 2030.
According to analysts, one of the drivers of further growth in the Russian DBMS market will be state projects, including the national project "Data Economics." In addition, the following factors will help the market:
- state requirements for the complete replacement of foreign DBMS in state corporations and companies with state participation by 2026;
- growth in the maturity of Russian products and the quality of their support;
- the inability for customers to work with Western software for a long time without vendor support and updates due to sanctions restrictions and the lack of the ability to legally pay for its services.
Management and Data Processing Systems Market in the Russian Federation: Current State and Development Prospects
2022
DBMS market shrank by more than 50% over the year
The DBMS market contracted by more than 50% in 2022, however, it remains the largest segment of the infrastructure software market. Such data is provided in the Strategy Partners review, published in September 2023.
In 2022, the market in the B2G and B2G + segments switched to Postgres Pro from Oracle solutions by ~ 85%, which was due to the lack of other quality-acceptable Russian products on the market and low consumer tolerance to reduce the efficiency of unsupported software. Due to the departure of foreign vendors in the Russian market, there was a high demand for the PostgreSQL DBMS management and monitoring platform, which is expected to continue until 2025.
Among the key parameters of the Russian DBMS market according to Strategy Partners:
- Largest Ecosystem Market;
- There is one strong competitor in the market (Postgres Pro) and many smaller competitors;
- Due to a significant market contraction in 2022 and a relatively slow recovery, the market growth rate for 2021-2030 is low;
- One of the most attractive software markets, the development and support of which the state pays more and more attention.

Import substitution of DBMS and data processing software in Russia reached 66%
The share of Russian companies in the market of DBMS and data processing tools in 2022 in monetary terms increased to 66%, while in 2021 Western vendors led the market. This is evidenced by the research data of the Center for Strategic Research Foundation.
In 2021, the share of Western vendors in money was 64%, and the market volume was estimated at 72 billion rubles. At the end of 2022, it decreased to 56 billion, but most of the sales were already domestic products. As CSR analysts predict, the accelerated development of the DBMS market and data processing tools will occur in 2024-2025. By 2027, its total volume will amount to 170 billion rubles, and the share of Russian vendors will increase to 98%.
Postgres Professional took the lead in the overall standings and several categories. The complete list of leaders in the domestic market looks like this:
# Postgres Professional; # Arenadata;
- "Red Software";
- "Gazinformservice";
- [[DIS Group - DIS Group - Date Integration Software - Data Integration Software 'DIS Group;
- HFLabs]];
- "Rockitsoft";
- "Taskdata rus";
- "First Bit";
- SDI Solutions.
Separately, the study mentions the companies Yandex.Cloud"," Sberbank Russia"," "VK Digital Technologies" and Rostelecom"."
The largest market share is occupied directly by DBMS, services are in second place, and data management tools are in third place. In terms of sales of Russian data management systems, the largest share is in general-purpose DBMS (47.8%), and the smallest shares are in documentary and multimodel databases.
The most popular service is technical support and updates (50%), followed by consulting (29%), training (11%) and custom revision (9%).
Among the industries for storage solutions, the financial sector, trade, telecom and IT companies have the highest costs.
In addition, the study gives a forecast for 2023. According to the Center for Strategic Research, the main driving element in the market will be the migration of companies from Western DBMS solutions to domestic ones. The market will develop due to the general informatization of the economy, as well as cooperation with developers from neutral and friendly states. The main negative factor will be the general decline in the economy.[1]
State-owned companies began to spend half as much on the purchase of DBMS
Postgres Professional On February 17, 2023, the company shared the results of a comparative analysis state procurements DBMS and supporting services (certificates for technical support, administration, migration) Russia in 2021 and 2022. The study was carried out on the basis of open data of the EIS Public Procurement platform.
State-owned companies began to purchase domestic DBMS three times more often: if in 2021 there were only about 60 contracts for domestic decisions, in 2022 there were already more than 200 of them. At the same time, the cost of Russian software solutions increased from 690 million to more than 2 billion rubles.
However, the total volume of purchases after the departure of Western vendors was noticeably inferior to the indicators of 2021, falling in value terms by 46%, from 5.4 to 2.9 billion rubles.
Until February 2022, Oracle solutions occupied the palm in the DBMS market. In 2021, state-owned companies signed 84 contracts for products and technical support of the developer with a total value of almost 4 billion rubles (84% of the value of all contracts where the purchased DBMS was indicated). The top five also included Postgres Pro, Tarantool, Microsoft and Arenadata.
In 2022, the situation changed significantly - 89% of all contracts in value terms (91 contracts with a total value of 1.9 billion rubles) fell on the Postgres Pro DBMS. The top five also included Arenadata, Oracle, Red Database and Microsoft SQL.
According to the results of two years, Postgres Pro DBMS took second place after Oracle in terms of the total value of all contracts and contracts. In addition, as evidenced by the financial results of Postgres Professional for 2021 and 2022, a significant part of government contracts without specifying DBMS also fell on the company's decisions.

The DBMS market in Russia is mostly developed by VNIINS. Two systems that are designed for the armed forces are built into their own operating systems. The Pallas system is a protected object-oriented DBMS designed for mobile-based ACS of the armed forces. Pallada operates in MSVS and OLIVIA operating environments. Another DBMS, Linter-VS, is relational DBMSs for the aircraft ACS. This system only works in the MSBC environment.
The most commercialized in Russia today is DBMS Linter, developed by RELEX. The system is supplied for various platforms, including WIN32 (including Windows CE), NetWare, various versions of UNIX, OS9/9000, QNX, VxWorks. LINTER also supports many hardware platforms such as Intel, Sparc, MIPS, Alpha, VAX, ARM, SHx. The developers made a special emphasis on data security, the ease of transferring the system to another OS. However, domestic products are not very popular on the Russian DBMS market. Although, according to many analysts, this phenomenon is temporary, and due to the overall savings on all business processes, it is highly likely that Russian companies will support DBMS from "our" manufacturer.
