In May 2024, the Center for Strategic Research (CSR, established in 1999 as a developer of strategies for the long-term development of the Russian economy) published a study of the Russian market for data management and processing systems. According to the report, in 2023, sales of DBMS and data processing tools in Russia reached 67 billion rubles, an increase of 20% compared to the previous year, when the figure was measured at 56 billion rubles.
According to analysts, in 2023, the domestic DBMS market almost completely leveled the fall (by 22%) at the end of the previous year. The rise in 2023 occurred despite Western sanctions, due to which many European and American IT companies left the Russian market. However, domestic products, as well as Open Source projects, began to come to the place of Western solutions, the study notes.
According to the CSR, in 2023, foreign software accounted for less than 20% of the Russian DBMS market, while the segment of foreign solutions is formed mainly due to the support of Western software by internal development teams, former employees of Western vendors and other methods, the possibility of long-term operation of which is uncertain. The researchers listed several factors that contribute to strengthening the position of domestic manufacturers in the DBMS market in the Russian Federation:
- sustained demand for import substitution of Western software;
- the rapid growth of team professionalism and product maturity due to the strengthening by former employees of Western companies and the accumulation of experience in the implementation of large projects;
- various types of state support;
- creating an absolute majority of Russian products based on open source software (Open Source);
- increasing customer and regulatory requirements for product cybersecurity.
According to experts, due to the nature of DBMS, the possibilities of "gray imports" and other schemes for bypassing sanctions are extremely limited (according to many experts, they are generally excluded). At the same time, as a result of increased cyber threats, regulatory requirements for the use of system software in key industries where IT solutions are most widespread have sharply tightened. Under these conditions, Russian organizations do not have alternatives to the gradual complete transition to DBMS and related tools of Russian origin, the report says.
The CSR report also says that just over 80% of the Russian market for DBMS and data processing tools in 2023 directly accounted for software sales. The remaining share is revenues from services. The overwhelming market share is occupied by DBMS, in second place is the provision of services, then data management tools. This distribution correlates with global trends, the researchers note.
The report also clarifies that in 2023 DBMS directly occupied up to 56% of the data processing tools market, data management accounted for 16%.
In the database management systems segment, the largest share is in general purpose DBMSs (48%), followed by analytical DBMSs (32%), and the smallest shares are in graph, document and multimodel databases.
For the first time, the CSR cites the shares of the largest companies operating in the DBMS market: 23% for Postgres Professional, 9% for the Arenadata group, 4% for Yandex.Cloud, 2% each for VK.Tech and Rostelecom. The remaining 60% are accounted for by other suppliers (including Diasoft, Red Software, Gazinformservice, etc.), temporary alternatives to commercial products from the Register of Russian Software (products not included in this register, in-house customer development, products of Russian teams to support Western software).
A similar situation has developed in the segment of data management tools - the share of the main players (DIS Group, Arenadata Group, Universe Date, UniData and Rostelecom) accounts for 34%, and the share of the others - 66%. In the segment of solutions for downloading data, analysts indicated only two players - Arenadat (share at the end of 2023 - 5%) and Rostelecom (5%).
As reported in a study published in May 2024, Russian DBMS manufacturers in the medium term may consider opportunities to enter the international market and launch sales of their products in the markets of friendly states. Among the most promising regions for Russian suppliers of DBMS and tools for working with data on the horizon until 2030, analysts include the markets of the CIS countries, Mongolia, the Middle East, North Africa, Turkey. The total market volume of DBMS and data processing tools in these regions is estimated at $0.98 billion in 2024 with an average growth potential of 15.6% per year until 2030.
According to analysts, one of the drivers of further growth in the Russian DBMS market will be state projects, including the national project "Data Economics." In addition, the following factors will help the market:
- state requirements for the complete replacement of foreign DBMS in state corporations and companies with state participation by 2026;

Import substitution of DBMS and data processing software in Russia reached 66%
The share of Russian companies in the market of DBMS and data processing tools in 2022 in monetary terms increased to 66%, while in 2021 Western vendors led the market. This is evidenced by the research data of the Center for Strategic Research Foundation.
In 2021, the share of Western vendors in money was 64%, and the market volume was estimated at 72 billion rubles. At the end of 2022, it decreased to 56 billion, but most of the sales were already domestic products. As CSR analysts predict, the accelerated development of the DBMS market and data processing tools will occur in 2024-2025. By 2027, its total volume will amount to 170 billion rubles, and the share of Russian vendors will increase to 98%.

State-owned companies began to spend half as much on the purchase of DBMS

Until February 2022, Oracle solutions occupied the palm in the DBMS market. In 2021, state-owned companies signed 84 contracts for products and technical support of the developer with a total value of almost 4 billion rubles (84% of the value of all contracts where the purchased DBMS was indicated). The top five also included Postgres Pro, Tarantool, Microsoft and Arenadata.
In 2022, the situation changed significantly - 89% of all contracts in value terms (91 contracts with a total value of 1.9 billion rubles) fell on the Postgres Pro DBMS. The top five also included Arenadata, Oracle, Red Database and Microsoft SQL.
According to the results of two years, Postgres Pro DBMS took second place after Oracle in terms of the total value of all contracts and contracts. In addition, as evidenced by the financial results of Postgres Professional for 2021 and 2022, a significant part of government contracts without specifying DBMS also fell on the company's decisions.

The DBMS market in Russia is mostly developed by VNIINS. Two systems that are designed for the armed forces are built into their own operating systems. The Pallas system is a protected object-oriented DBMS designed for mobile-based ACS of the armed forces. Pallada operates in MSVS and OLIVIA operating environments. Another DBMS, Linter-VS, is relational DBMSs for the aircraft ACS. This system only works in the MSBC environment.
The most commercialized in Russia today is DBMS Linter, developed by RELEX. The system is supplied for various platforms, including WIN32 (including Windows CE), NetWare, various versions of UNIX, OS9/9000, QNX, VxWorks. LINTER also supports many hardware platforms such as Intel, Sparc, MIPS, Alpha, VAX, ARM, SHx. The developers made a special emphasis on data security, the ease of transferring the system to another OS. However, domestic products are not very popular on the Russian DBMS market. Although, according to many analysts, this phenomenon is temporary, and due to the overall savings on all business processes, it is highly likely that Russian companies will support DBMS from "our" manufacturer.
