2024: FSIS "Physical Culture and Sports" put into commercial operation

The Ministry of Sports of the Russian Federation, as part of the digital transformation of the sphere, launched into commercial operation the federal state information system "Sport," created on the platform "Gostekh." The system contains functionality for both participants and organizers of the field of physical culture and sports.

We have come to this significant date with the first information system in the field of sports operating on a single digital platform "GosTech" and the opening of new services at the EPGU for residents of our country. The system has already implemented services for citizens and specialists in the field. In particular, at the EPGU, it is possible to form and maintain the All-Russian register of sports facilities, which interacts directly with the Sport system and allows you to manage the data of the federal register in real time. The information is available when working with analytical panels in a closed GIS loop, as well as in a convenient form is presented on the open portal. This is a resource with up-to-date statistics on registers and registers, as well as specialized regulatory reference information.

In order to popularize mass sports, it is possible to register online for sports events (for example, "Ski Track of Russia"). In addition, the functionality of the system allows children to be enrolled in children's sports schools, and also provides access to information about all upcoming sports events (from the Unified Calendar Plan).

As specified in the Ministry of Sports, the immediate plans include the development of a system that will allow, when registering for mass events through the EPGU portal online, to obtain medical admission in the presence of a valid document on medical examination, to apply for a tax deduction on the State Public services portal.

Digitalization should go in stages in all spheres of society, and sports are no exception here, says Anton Nemkin, a member of the State Duma Committee on Information Policy, Information Technology and Communications.

2023: The Ministry of Sports has developed a draft resolution on the FSIS "Sport"

For public discussion, a draft government decree on the already developed state information system "Sport" (FSIS "Sport") was published. This was announced on September 29, 2023 by the press service of the State Duma deputy RFAnton Nemkin.

At the end of September 2023, the development and testing of the FGIS "Sport" is underway. The draft resolution defines the composition of information system subsystems and their functions, as well as the composition of interaction participants, the list of information suppliers, their powers and responsibilities.

According to the draft resolution, GIS is necessary "in order to increase the efficiency of public administration in the field of physical culture and sports, the efficiency and validity of management decisions made on the basis of verified data by transforming the workflows of public administration in the field of physical culture and sports through the transition to a digital management model and electronic interaction format."

In addition, it is established that FGIS "Sport" is created and operated on the basis of the unified digital platform of the Russian Federation "GosTech." The state customer and operator of the system is the Ministry of Sports, while the Ministry of Digital Development of Russia is appointed the infrastructure operator.

Why is this format very effective? Let's take an example. FGIS "Sport" will contain data on all sports organizations in Russia. For example, to develop a policy to support rural sports organizations, we no longer need to send a bunch of requests to regional authorities, which for some time will count both the number of organizations and the number of workers, children in them. Now we can log in, send a request and almost instantly receive a response. This greatly simplifies bureaucratic processes, - explained Anton Nemkin.

In conclusion, Nemkin clarified that FGIS Sport is being implemented as part of the development of the domain policy of GosTech. This is a fundamentally different direction in the provision of public services, which will take the process of obtaining them to another level. As of September 2023, GosTech creates 8 domains: from sports to science. It is assumed that the domain will include all services that the user may need in a specific area. The innovation is that domains are formed on the basis of the user's life situations and take into account his client paths. For example, in Sports there is a coach who has his own needs, and there is a judge who has completely different needs (or life situations). In fact, when developing state services, GosTech proposed not to reduce all users "under one comb," but to take into account their differences and work with the problems of a specific target audience. This is the right approach, this is an approach that has long shown its effectiveness in the business sector and finally came to the state.

GIS "Physical Culture and Sports" launched on the platform "GosTech"

The State Information System (GIS) "Physical Culture and Sport" ("FCiS") has been launched on the "GosTech" platform. Deputy Prime Minister Dmitry Chernyshenko announced this on November 7, 2022.

According to him, FCiS is a convenient tool for managing the sports industry, designed to unite services for everyone involved in sports - this is more than 65 million people.

According to Vasily Slushkin, director of the GosTech PKU, FKiS GIS is the only centralized system of the sports industry and the first global information system of the Russian Ministry of Sports. Together with the Ministry of Sports, FKU GosTech developed an architecture, implemented integration with the portal of public services and designed more than 300 new digital services as part of work on the Sport domain, he said.

Chernyshenko noted that all services and components launched on the GosTech platform can be reused. This reduces the development time of GIS and speeds up their commissioning. And due to placement in the state cloud, the cost of work is reduced several times. In addition, by the end of 2022, it is planned to introduce a multi-tenant version of the GosTech platform.

Another service of the new information system of the Ministry of Sports will be the registration of a child in a sports school using the portal of public services. It will be available throughout the country after the adoption of the necessary changes to the law on sports, the project of which was developed by the Ministry of Sports.[1]

2021

The development of GIS physical education and sports was added to GosTech

In October 2021, Prime Minister Mikhail Mishustin signed a government decree "On Amendments to the Regulation on an Experiment on the Creation, Translation and Development of State Information Systems and Their Components on the Unified Digital Platform of the Russian Federation" Gosteh. On February 1, 2021, the Ministry of Sports of Russia informed TAdviser that in accordance with the instructions of the President of the Russian Federation in 2021 it would create a Single Digital Platform GIS "Physical Culture and Sports" (GIS FCiS). The first to test this system will be six regions of the country (Republic of Mordovia, Republic of Tatarstan, Belgorod region, Orenburg region, Ulyanovsk region, Khanty-Mansi Autonomous Okrug) and seven all-Russian sports federations by sports.

The creation of a single platform for the industry will increase the availability of physical education and sports for citizens, using information tools and specific online services. In turn, the state will receive objective data on the involvement of people in sports, necessary to achieve the "sports" indicator of the national development goals of Russia - an increase in the share of the population systematically engaged in physical education and sports, to 70% by 2030. Sports organizations and athletes will receive digital services and interaction tools, as well as data for decision-making,

In Russia, as of February 2021, almost 1.5 million arresting athletes, about 400 thousand coaches, more than 5 thousand sports schools, tens of thousands of sports facilities, hundreds of all-Russian sports federations, tens of millions of citizens engaged in physical education. Digital transformation allows you to make the interaction processes between all participants fast and convenient.

At the end of 2020, the departmental program of digital transformation of the Ministry of Sports of Russia was approved. In accordance with it, by the 4th quarter of 2021, the FKS GIS will contain information necessary to take into account persons regularly engaged in physical education and sports (including registers of sports facilities, physical culture and sports organizations, competitions, assigned sports ranks and titles, etc.), as well as information and methodological materials on physical culture, sports and sports medicine.

There are already prototypes for four priority services. Among them: automation of registration in the organization of sports training (also through the Unified Portal of State and Municipal Services), when everyone, including parents of preschoolers and schoolchildren, will be able to apply for classes in the desired sport online. Three more services of GIS FCiS will allow solving the problems of forming a single calendar plan of sports competitions, assigning sports ranks and titles, as well as collecting statistical reports of the physical culture and sports sphere.

For example, for February 2021, to obtain a sports title, such as a master of sports, you need to collect a large package of documents, which is then manually checked by several instances. The digital format of the process will allow you to assign the title almost immediately following the results of the competition, at which the athlete fulfilled the desired standard.

GIS FCiS will allow collecting the full range of existing statistical reports of the sports sphere (forms 1-FK; 3-AFK; 5-PK). In addition, in 2020, the Ministry of Sports of Russia, the Analytical Center under the Government of the Russian Federation and interested departments developed a methodology for calculating the 1.4 indicator "Increasing the share of citizens systematically engaged in physical education and sports to 70 percent" within the framework of the national development goal "Preservation of health, health and well-being of people," which implies the collection and analysis of objective data. In December 2020, an experiment was implemented to calculate the indicator in the information system in accordance with the methodology within the framework of the pilot subject of the Russian Federation - the Novgorod region. During the first quarter of 2021, this experience will be extended to all regions of the country.

The analytical module of the platform will allow the compilation and interpretation of industry data on economic, social and sports indicators, including using artificial intelligence technology. Thanks to this, on the basis of objective data, it will be possible to determine the popularity of certain sports among those involved, assess the current workload of sports facilities, make management decisions on the choice of the most optimal places for the construction of new facilities, objectively and transparently assess state investments in sports and their performance.

In 2021, several pilot projects for the use of digital services will be implemented in youth sports. Online solutions will help summarize and analyze the results of athletes, the level of their sports training, increase the transparency of the training process, and in the future, sports results.

In parallel with the approval of our departmental digital transformation program and the allocation of funds, we have already reached prototypes for the collection of statistics and the formation of a single calendar plan for sports competitions. This year is key from the point of view of both the formation of the platform core, and the creation of unified registers, and the implementation of measures for the development and implementation, and increasing the number of available services. When creating GIS FCiS and forming unified registers, the Ministry of Sports of Russia takes into account the already implemented digitalization practices in a number of sports federations and leagues, key regions, as well as the experience of major sports events, such as the XXIX World Winter Universiade 2019 in. Digital transformation of physical culture and sports means not only the development and implementation of technical solutions, but also a huge amount of related work: conducting scientific research, eliminating legislative barriers, training and developing user competencies. Its success requires close cooperation between various ministries and departments, non-governmental organizations, regional authorities and sports federations. Therefore, digital transformation has become the "red thread" of the Strategy for the Development of Physical Culture and Sports until 2030, approved in 2020.
