Russian Association of Electronic Communications RAEK

The goal of the association is to form in Russia "a civilized information society that will have its own legislation and its ethical codes adopted by both users and participants in the Internet market." One of the key tasks of RAEK is to establish a dialogue between the state and companies operating in the field of information and communication technologies.

List of participants

In 2010, RAEK included 35 companies, including Infox, ITAR-TASS, Kaspersky Lab, Odnoklassniki, RBC, RIA Novosti, ChronoPay, Google, HeadHunter.Ru, Mail.Ru, Rambler, WebMoney, Softkey, Yutinet.Ru, Lognex, uBank and others.

On September 2, 2014, Opera Software announced that the company became part of RAEK. The decision to include Opera Software in the organization was made during a vote on the RAEC Council. Also in September, the international electronic payment provider ASSIST announced its accession to the association.

In November 2014, two new members joined NP RAEK: VKontakte LLC and Buzzkraft LLC

As of January 2015, the association announces more than 150 participants.

Clusters

The concept of clusters - the unification of organizations according to the industry principle - began to be used by the association in 2014 and showed its high efficiency.

PR&IT

In January 2015, at the final meeting of members of the Russian Association of Electronic Communications (RAEK), plans were announced to create a new PR & IT cluster. The cluster was initiated by the Gurov & Partners communication group. The general director of the company, Philip Gurov, said that the goals of the new structure are a qualitative increase in the level of communications on the Network, which are attended by federal and regional authorities and non-profit organizations. First of all, we are talking about the development of industry standards and explanatory work among representatives of authorities in terms of creating large-scale digital solutions.

Among the priority tasks is the preparation of standards for increasing the tourist and investment attractiveness of the territories (from the municipal level to the country level), as well as conducting training events on PR and GR for members of the RAEC.

The working name of the cluster - "PR & IT" - repeats the name of the conference, which for several years together was successfully held by RAEC and Gurov and Partners.

Financing from the state budget

In February 2013, it became known that the sites of the Russian Association of Electronic Communications and the Runet Prize (founder - Rospechat, organizer - RAEK) were included in the list of recipients of state support in the field of electronic media of the Federal Press and Mass Communications Agency of the Russian Federation (Rospechat) in 2013. According to RAEK Director General Sergei Plugotarenko, the sites were specially registered as media to get state support, since "there is not enough money to develop these resources, and they could not find other ministries that allocate grants to maintain Internet sites."

The sites of RAEK and Runet Prizes were included in the list of Rospechat along with the web resources "Клепа.ру," "Закон.ру," "Няня.ру," "Грамота.ру" and the cultural and educational Internet portal "Alexander Isaevich Solzhenitsyn."

The Federal Press and Mass Communications Agency provides state support for socially significant projects in the electronic media segment on a competitive basis. Who will receive state assistance is determined by an expert council, which includes representatives of various units of the Ministry of Communications. He also determines the size of grants and controls their effective use.

Projects representing "public and state interests and corresponding to the main areas of state policy and long-term priorities for the development of the state and society" are considered socially significant, the Rospechat rules say.

- Grants are allocated only to registered Internet media. This, so to speak, is the legacy of past times, "explains Sergey Plugotarenko. - Therefore, we registered as a media[1].

According to the director of RAEC, the association was not able to find out which other ministries were providing grant support, and since "there is not enough money for the implementation of various projects within the framework of the RAEC website, it was decided to apply for a grant from Rospechat."

- I believe that it would be good for the state to make a different channel for financing projects that are engaged in the development of the Internet than simply to follow the path of supporting the Internet media. But there are apparently no other programs, but only this one, "Plugotarenko explains. - The money received will allow to add to the total piggy bank a little more money. But this is not a fundamental moment, but only some addition. I will not disclose how our budget is built, but we do not have enough money to maintain the association's website.

Sergey Plugotarenko said that the money received will be spent on creating a new functionality that will simplify the interaction of RAEC members online.

A number of changes will also be carried out on the Runet Prize website, including design changes (in 2013 the prize marks 10 years) and voting systems for the best projects.

History

2013: VKontakte left RAEK

The social network VKontakte left the Russian Association of Electronic Communications (RAEK) in early 2013, reproaching it for its lack of influence. Ilya Perekopsky, deputy general director of VKontakte, wrote about this in his microblog on Twitter. "2012 showed that RAEC has no meaning and influence. VKontakte is leaving this hopeful organization, "he said.

2012: SaaS Technology Commission Creation

RAEC announced in March 2012 the creation of a commission on SaaS technologies. The main goals of the created group are the production of industry analytics, the development of industry standards and recommendations for market participants, as well as the consolidation of leading market players to promote SaaS ideology in the field of b2b.

The main activities of the Commission are aimed at producing and disseminating specific information products:

  • Regular Industry Analytics/Research. Release of regular analytical digests (by the end of the year, half a year) on the state of the SaaS market (situation, problems, trends, events, personnel, business leaders, indicators, etc.).

  • Participation in industry events, in order to form sections and reports/speeches on cloud/SaaS-topics, and in the future - holding of own thematic events.

Formation of industry standards/recommendations for market participants; Development of content, materials aimed at popularization of cloud technologies and SaaS-services in Russia;

  • In the future - the launch of infrastructure projects in the market (industry ratings, services for market participants and potential customers, etc.).

2006: Establishment of RAEC

The non-profit partnership Association of Electronic Communications (NP RAEK) was established in 2006.
