Mandatory cybersecurity lessons introduced in schools and universities in Russia
Ministry of Finance of Russia together Ministry of Education Ministry of Education with and in October 2024, they announced the introduction of compulsory classes cyber security in schools and higher educational institutions of the country. The new educational initiative is aimed at increasing the level of protection of young people from fraudulent actions in the financial sphere and cyberspace.
According to Izvestia, according to Osman Kabaloev, deputy director of the financial policy department of the Ministry of Finance, classes are planned to be introduced in the 2024/2025 academic year. The training program will include such areas as cyber technologies in everyday life, ways to protect personal data, methods to counter social engineering, basic fraud schemes and security rules in cyberspace.
Special attention will be paid to countering the so-called "dropsy" - the use of third-party bank cards by attackers to withdraw stolen funds. This is especially true in connection with the activation of banks in issuing cards to young people over 14 years old.
First Deputy Chairman of the State Duma Committee on Education Yana Lantratova stressed the importance of introducing such classes on an ongoing basis. She noted that children from an early age actively use the Internet, often revealing personal information on social networks, which makes them vulnerable to scammers.
Experts suggest making cybersecurity classes interactive and fun. Professor of the Department of Education Psychology of the Institute of Pedagogy and Psychology of Moscow State Pedagogical University Oleg Baksansky recommends using video games, online simulators, virtual and augmented reality to increase the effectiveness of learning.
The head of the project of the Popular Front "For the Rights of Borrowers" Evgenia Lazareva proposed to introduce mandatory testing based on the results of the course, comparing this with obtaining a driver's license.[1]
The Ministry of Digital Development of the Russian Federation allocated 820 million rubles for the cyber hygiene of the population and civil servants
The Ministry of Digital Development of the Russian Federation has allocated ₽820 million for the implementation of a program to increase the level of cyber hygiene among citizens and civil servants. 2023: The Ministry of Digital Science summed up the results of the first stage of the Ministry of Digital Development Cyber Hygiene Program
On April 14, 2023, the Russian Ministry of Digital Development summed up the results of the first stage of the All-Russian Cyber Hygiene Program, organized jointly with RTK-Solar and SPbGUT.
The cyber hygiene program started in 2022 as part of the federal project "Information Security" of the national program "Digital Economy of Russia." Since its start, 7.7 million people have been able to get acquainted and participate in 6 large-scale special projects dedicated to cybersecurity. Sections on cybersecurity developed jointly with RTK-Solar experts have appeared on the State Public services portal and the website of the Mayor of Moscow (mos.ru).
The All-Russian Cyber Hygiene Program is a special project on cyber literacy of this scale, "said Vladimir Bengin, Director of the Cybersecurity Department Ministry of Digital Development Russia. - In order for the resources to be really useful and effective, we began to speak with all groups of users in their own language. For example, we tell children about how to deal with cyberbullying, adults - how to create a reliable password, and people over 60 - how to protect themselves from scammers. It was important for us to show people that cybersecurity is not something boring and complex, but a crucial aspect of modern life that is accessible to everyone. |
As part of the program, a section was launched on the Public services portal, which contains several blocks dedicated to various types of threats. It also has a set of memos with important cybersecurity tips. For the convenience of users, they can be saved to your phone or printed. Separate blocks highlight tips on cyber literacy for children and older generations as the most vulnerable groups of the population on the Internet. The section has already been visited by more than 2 million users of the Public services portal. A section on the mos.ru "Internet Security: How to Protect Yourself and Loved Ones" was also launched. It consists of several thematic blocks. In them, users learn about digital security rules, personal data protection, Internet threats and the actions of cybercriminals.
The main goal of the cyber hygiene program is to talk about the rules of behavior on the Internet in an accessible language.
2022 tested our society for its readiness to confront threats not only in the real world, but also in cyberspace, - stressed the Igor Lyapunov general director of RTK-Solar. - The volume,, hacker attacks information leaks software vulnerabilities has grown colossal. At the same time, damage is caused not only to organizations, but also to citizens. Of course, state businesses also strive to protect the population from cyber threats, but without increasing the literacy of users themselves in information security issues, achieving a high level of cybersecurity countries is impossible. People need to understand that compliance with the elementary rules of safe behavior in a digital environment is not difficult at all. This is exactly what the cyber hygiene projects that the Ministry of Digital Development is implementing together with our company are aimed at. They speak to people in a language they understand and help them make their lives cybersecurity. |
Information special projects teach people about conscious behavior on the Internet and countering the most pressing cyber threats. In the CyberHealthy Lifestyle project, you can learn about healthy habits and basic rules in the digital space. The Complex Simple Passwords project teaches you to reliably protect your accounts, and the Get Out Your Role project teaches you to act correctly when calling telephone scammers.
The Cyberbullying project was created for teenagers and is dedicated to an important topic of Internet bullying. It tells how to counter threats and insults in instant messengers and social networks. In addition, a special sticker pack was developed for a quick response to the offender, who has already downloaded more than 300 thousand people.
The Prokachay Skill Protection project was developed specifically for gamers: in a language they understand, it explains how not to lose an account and not infect your own. computer virus The special project "Preparation for Fame" tells children who want to become famous bloggers how to protect their social media account. As part of this project integration , 11 bloggers were launched.

Ministry of Digital Development and RTK-Solar launched special projects on cyber literacy
As part of the implementation of the federal project "Information Security" of the national program "Digital Economy of Russia," the Russian Ministry of Digital Development, together with SPbGUT and RTK-Solar, launched three more special projects that are designed to increase user awareness of cyber threats and ways to counter attackers. The first project is dedicated to telephone fraud, the second is addressed to young fans of computer games, and the third is intended for children and adolescents who want to become popular bloggers. This was announced on November 29, 2022 by RTK-Solar[3][4][5][6]
A study of the level of cyber literacy of Russians conducted by the Ministry of Digital Development showed that the level of awareness of domestic users about cyber threats is not high enough. At the same time, according to the survey, over the past year, Russians most often faced just telephone fraud and phishing emails. The launched special projects will popularize the topic of cybersecurity and, using engaging formats, teach users the necessary cyber hygiene skills.
In the course of our recent study, Russian citizens rated their level of awareness of cyber threats quite low, "said Vladimir Bengin, director of the Cybersecurity Department of the Ministry of Digital Development. - More than 40% of respondents gave themselves 1-3 points on a ten-point scale. Therefore, information about how attackers act should become more accessible. Our special projects are addressed to different target audiences, and depending on this, we try to choose the most effective format, speak the same language with them. |
The first special project was called "Exhaust Your Role." He demonstrates how to behave properly when scammers play their play on the phone. The project tells what emotions attackers put pressure on to deceive a potential victim, and what remarks they use. Also on the project page, you can check the skills gained by talking with a chatbot that simulates a fraudulent scheme. In addition, there are brief memos that will not allow you to become a victim of deception of telephone criminals. They can be downloaded or printed so that they are always at hand.
The second special project is called "Prokachay Skill of Protection." It is designed for young gamers and talks about how not to lose your gaming account and not get malware instead of adding to the game. To do this, you need to follow a number of rules of cyber hygiene, which are no less important to learn than to pump your character in a computer game.
When preparing special projects, we tried to take into account the metrics that were considered in the methodology for monitoring the literacy level of broad strata population on issues, information security but, at the same time, it is impossible to approach such special projects from a purely scientific point of view; they should not be boring, their goal is to cling to the target audience - said the vice-rector for digital transformation of St. Petersburg State Technical University named after Prof. M. A. Bonch-Bruevich Anton Zarubin. |
The third special project - "Preparation for Fame" - is addressed to children and adolescents who actively follow bloggers and themselves dream of becoming influencers. The main value of each popular blogger is his account. To prepare for future fame, you need to learn cybersecurity rules using the example of account protection. In order for teenagers to better learn useful information, the project launched integrations with popular bloggers: nine videos were shot for VK and two for YouTube.
In October 2022, the Russian Ministry of Digital Development, together with SPbGUT and RTK-Solar, launched the first three special projects to raise awareness of citizens about cyber threats - Cyberbulling, Complex Simple Passwords and CyberHealthy Lifestyle.
A section on cybersecurity rules has been created on the State Public services portal within the framework of the All-Russian cyber hygiene program
A section on cybersecurity rules has appeared on the State Public services portal. This section was created within the framework of the All-Russian Cyber Hygiene Program, implemented by the Ministry of Digital Development of Russia in conjunction with St. Petersburg Gut, RTK-Solar and ANO Dialogue Regions within the framework of the federal project "Information Security" of the national program "Digital Economy." The Ministry of Digital Development announced this on October 26, 2022. Read more here.
Ministry of Digital Development increases the cyber literacy of Russians
On August 1, 2022, the Ministry of Digital Development announced that, together with SPbGUT, RTK-Solar and ANO Dialogue Regions, it had launched an all-Russian cyber hygiene program. Its goal is to draw attention to cybersecurity issues and build citizens' skills for safe behavior on the Internet.
The three-year program will be implemented within the framework of the federal project "Information Security" of the national program "Digital Economy."
The topic of personal information security has not been the subject of systemic development before, despite the fact that some commercial companies and government agencies have already carried out work to inform citizens about the rules of personal information security, including on the Internet. Our planned cyber hygiene program will be the first project of this scale. It will allow users to learn more about how, for example, to protect themselves and their data, which, in turn, will help reduce damage from cyber attacks, |
It is planned to pay special attention to children and adolescents - the most active category of citizens on the Internet. Young people are extremely vulnerable from the point of view of information security, since regular and free use of the Internet leads to a false sense of security.
For more than 10 years, we have been teaching students and specialists to design modern and promising technologies in the field of information security and use them in solving a wide range of problems. The participation of the university will make a significant scientific contribution to the development of the concept of literacy of citizens on information security issues, and will also allow the use of expert competencies in the development of information and software and technical solutions, noted and. about. Rector SPbGUT named after prof. M. A. Bonch-Bruevich Georgy Mashkov |
The program will also include all-Russian monitoring of the level of literacy of citizens on information security issues. The results of the study will determine what digital threats people face most often depending on their age and habits. With this in mind, projects will be developed, including in an entertainment format, telling people how to counter the most pressing threats for them.
Only a small proportion of users can protect themselves from digital threats. People are hindered not only by ignorance of the basic rules of personal information security, but also by ignoring the topic, as well as digital paternalism - the belief that only digital service providers are responsible for the security of their data. As a result, the financial losses of citizens from digital fraud are growing annually. Therefore, we share the systematic and integrated approach that the Ministry of Digital Development of Russia adheres to, and are ready to make every effort to implement the program, emphasized General Director of RTK-Solar Igor Lyapunov |
A separate part of the program is devoted to improving literacy on information security of civil servants. This part is implemented by ANO "Dialogue Regions," as an interdepartmental competence center in the field of Internet communications. As part of the program, officials will undergo a literacy course on information security issues on a specialized platform. The course will be compiled in a format that allows you to ensure the maximum immersion of a civil servant in the context of the problems being analyzed and clearly demonstrate the causal relationships of non-compliance with personal information security rules.
Due to their work, civil servants have access to confidential information, and some of their actions when faced with phishing or psychological manipulations on the Internet can damage the activities of government agencies, noted the general director of ANO "Dialogue Regions" Vladimir Tabak |
The cyber hygiene program will be updated annually to meet new methods of digital attacks, the current level of literacy of the population on personal information security issues and the most effective formats for reporting information.
Approval of the program by the Government of the Russian Federation
In early February 2022, Prime Minister Mikhail Mishustin approved a long-term program to improve the digital literacy of the country's residents. The document signed by the head of the Government of the Russian Federation contains the rules for providing state support for the development and implementation of this project.
According to the press service of the Cabinet, organizations that have already implemented projects in the field of digital literacy will be able to apply for a subsidy for the development and implementation of the program. State support will be provided based on the results of the competitive selection, which will be carried out by the Ministry of Digital Development.
Within the framework of the program, it is planned to create new educational services for various groups of citizens, including students, pensioners and children.
In total, until 2024, 600 million rubles will be allocated to subsidize the program - 200 million rubles annually. Funding is provided in the federal budget within the framework of the federal project "Information Security" of the national program "Digital Economy."
The Government of the Russian Federation recalled that the launch of the new program was announced by Deputy Prime Minister Dmitry Chernyshenko. According to him, personal digital literacy is becoming an important condition for working in an online environment.
Visiting unsafe sites, the inability to recognize openly fraudulent actions on the network bring serious user troubles, "he said.[7] |
In early February 2022, Dmitry Chernyshenko said that Russia lacks 1 million IT personnel, and by 2027 this figure could double. As the Ministry of Digital Development assures, federal projects should help cope with the shortage of IT personnel, and if the economic situation changes, they will respond and be supplemented with new measures.
2021: Ministry of Digital Development allocated 600 million rubles for the "digital hygiene" of Russians
On November 15, 2021, it became known about the rules of the cyber hygiene program developed by the Ministry of Digital Development and the literacy of the general population on information security issues. For these purposes, the department allocates 600 million rubles, including 200 million rubles for 2022.
The document defines the rules for providing subsidies for the development and implementation of the cyber hygiene program and methods for monitoring the level of knowledge, preparing special materials, conducting an information campaign and maintaining the site with useful materials.
The subsidy will be provided based on the results of competitive selection to a legal entity that has experience in implementing projects in the field of digital literacy and cyber hygiene.
The winner of the competitive selection will have to develop a plan for the implementation of the program until 2024. As part of the events, a cyber literacy service for civil servants will be launched in 2022. The selected organization will also conduct a comprehensive information campaign aimed at various groups of the population, which will include the creation of educational and entertainment content, promotion in social networks and on socially significant resources.
Personal digital literacy is becoming an important condition for working in an online environment. Sometimes visiting unsafe sites, the inability to recognize openly fraudulent actions on the network bring serious troubles to the user, including affecting personal data, which is the main value of a citizen in cyberspace, - Deputy Prime Minister Dmitry Chernyshenko, whose words are quoted by the press service. |
He added that the new initiative is aimed at increasing the general level of awareness of citizens directly in matters of personal information security.[8]
