BARC.Web-Healthcare is a solution to the integrated informatization of the regional health care system. The introduction of the solution on the territory of the constituent entities of the Russian Federation will allow fulfilling a wide range of tasks set by the state as part of the modernization of domestic medicine. Among them: the transition to the provision of state (municipal) services in electronic form, automation of medical and preventive institutions, ensuring uniform standards for the informatization of health care, increasing the social and economic efficiency of medical institutions, monitoring the work of each medical and preventive institution and obtaining up-to-date information in real time.

According to information as of May 2011, the development of the BARC.Web-Healthcare solution is due to the requirements for the informatization of healthcare. As noted in the Concept for the Creation of an Information System in Healthcare for the Period until 2020 of the Ministry of Health and Social Development of the Russian Federation, "contrary to the relative provision of healthcare system bodies and organizations with computer equipment, the applied systems used do not fully support solutions to urgent problems both in the field of industry management and in the field of direct provision of medical care to the population."
