2022: Development of a service for real estate transactions "My Housing"

On August 2, 2022, the Ministry of Digital Science of Russia announced a joint development of the My Housing superservice with Rosreestr, which will allow you to quickly and safely conduct real estate transactions. It will create a unified digital environment for the interaction of market participants: buyers and sellers of real estate, Internet ad aggregators, developers, banks and government agencies.

Thanks to this super service, State Public services users will be able to post advertisements for the sale of housing on Internet portals, confirming the rights to it online according to the Unified State Register of Real Estate (USRN). Buyers will be able to quickly learn all the most important information about the property they are interested in in order to avoid risks in the transaction.

Using the service, you can check:

• the presence of encumbrances;
• information on registered residents;
• availability of LVA payment arrears and other significant parameters.

The seller and buyer will be able to complete the deal completely online. A special designer will make it possible to draw up an electronic contract for the sale, mortgage or equity participation in the forms developed by Rosreestr. It will be possible to sign the documents with an enhanced qualified electronic signature in the State Key mobile application.

Within the framework of the working group, an improvement in user experience when settling in an apartment is also being worked out: the ability to conclude an agreement with the management company, register at the place of residence in the Ministry of Internal Affairs, etc.

The services implemented by the Ministry of Digital Science allow citizens not to waste time on solving bureaucratic issues. Buying an apartment is one of the most difficult and responsible life situations. Thanks to the My Housing super service, citizens will be insured against errors and legal risks when conducting real estate transactions, and will also be able to go through the transaction process online with minimal contact with government agencies, commented on the deputy head of the Ministry of Russia Dmitry Oguryaev Digital Science.

Thanks to the creation of data storefronts, the receipt of the necessary information from government agencies goes online. In the My Housing super service, special attention will be paid to the integration of housing market participants with services built on the basis of the National Data Management System. As a result, the period for checking the legal purity of the transaction will be reduced, its quality and reliability will increase, said Deputy Head of the Ministry of Digital Industry of Russia Andrei Chernenko.
