As part of the implementation of import substitution and technological sovereignty, ROSATOM transferred the Unified Industry Electronic Document Management System (EOSDO) from foreign products to Russian software. The project has been implemented since December 2019, Philosophy.IT (part of AT Consulting) joined it three years ago. The joint team of Greenatom JSC and Philosophia.IT created and certified the Atom.Content platform in the FSTEC of Russia, entered in March 2022 in the register of domestic software.

The import-independent technology platform "Atom.Content" created during the project is a framework that allows you to implement business logic systems for content management in any applications that require processing large amounts of data. And, since the current EOSDO base on Postgres Pro is about 20 terabytes, the volume of content is more than 300 terabytes, as of December 2023, Atom.Content is one of the few technological platforms in Russia operating on a similar scale in a centralized architecture, noted in Greenatom.

The solution is used as a repository content in new corporate projects of Rosatom. The solution follows the Documentum object model and class system OpenText. Completion of the third stage of import substitution of the unified industry document management system

In December 2022, Rosatom State Corporation completed the third stage of the project "Translation of the Unified Industry Electronic Document Management System (EOSDO) into import-independent software." Within this stage, the core of the Atom.Content platform is adapted to the functionality of the operated industry document management system of Rosatom. This was announced on March 2, 2023 by Greenatom.

In order to preserve the current business processes and avoid mass retraining of users, the team chose a non-standard solution. First, they developed their own ECM platform and replaced it with the western OpenText Documentum platform. Secondly, they launched the import substitution process in "hot mode," without touching the user layer and without changing the interface.

The project is designed for three and a half years and will be completed in December 2023. It consists of four stages: solution architecture design, platform development, adaptation of the platform core to the EOSDO, translation of the EOSDO DBMS Oracle from to. Electronic document management is essentially the nervous system of Rosatom: all management decisions and signals are transmitted through the document management system, and the implementation of the planned actions is ensured. As a result of the completed stages, the project team achieved the following goals:

  • Developed the ECM platform "Atom.Content." On March 5, 2022, the system was entered into the unified register of Russian software.
  • Conducted the necessary measures to certify Atom.Content in FSTEC and received a certificate.
  • Replaced the OpenText Documentum platform with Atom.Content in the UOSDO with confirmation of the results by functional and load tests.

In 2023, the project reached the final stage, during which the pilot operation of the system and the transition to the import-independent DBMS Postgres Pro are carried out.

As part of the transition to Atom.Content, work is also underway to migrate the system to the private cloud of Rosatom State Corporation, built on an import-independent software and hardware stack.

As a result of this project, a domestic ECM platform was created, which is not inferior in terms of fault tolerance, scalability and performance to foreign representatives of the ECM platform market, such as OpenText Documentum, IBM FileNet.

It was decided not to introduce a new system from the market, because this would entail a change in production processes, but to transfer the system, which is well known to users, to a domestic one, and its own core. Atom.Content Transition Plan

Rosatom is switching to import-independent software in the field of electronic document management. The company Greenatom announced this on November 15, 2022.

The industry EDO system will be transferred to the Atom.Content platform, a Russian development from the register of domestic software. The implementation partner was Philosophy.IT.

The result of the project will be EOSDO 2.0 - the Unified Industry Electronic Document Management System in an import-independent configuration, and the existing functionality will be transferred to the implemented solution. Thus, it is planned to abandon the use of Western products in the UOSDO.

During the work, the existing EOSDO functionality was transferred to the Atom.Content platform, including integration interactions with related systems. In 2022, functional and load testing of the new solution is planned, and in 2023 - the migration of data from the current system to the new system based on the Postgres DBMS.
