Education

Evgeny Abakumov graduated with honors from the Moscow State Technical University named after Bauman, where he studied from 1997 to 2003. Specialty - "Standardization and certification in mechanical engineering."

Career

In 2003, Evgeny Abakumov began work in the nuclear industry, at the VNIIA named after N.L. Dukhova (YAO) - an enterprise of Rosatom State Corporation, whose main activity is the development of nuclear ammunition and their non-nuclear components, systems for detonating nuclear charges, and nuclear explosion registration equipment. He went from engineer to deputy director for information technology and management systems.

Abakumov's career at VNIIA named after Dukhov began with the quality and licensing department. He was engaged in the development of enterprise standards, the development and improvement of the quality management system, was the head of the quality group.

Since 2009, he headed the IT department at VNIIA named after Dukhova. Under his leadership, projects were carried out on the implementation of systems in the areas of automation of product data management, the implementation of the research and development complex, experimental and serial discrete production of nuclear instrumentation products, regulatory reference information, and a number of solutions were introduced in the field of using high-performance computing systems at the enterprise. 

In 2007-2010, Evgeny Abakumov took part in the development of a new project management system for research and development on the Oracle-Delphi client-server platform, in 2011-2014. - in the development of the information search system ACS "Snap-in" for automation units, as well as for storing and searching for information about calibers and control programs for power erosion machines with CNC. He played a role in the transition of VNIIA named after Dukhov to the use of electronic design documentation, led the implementation of a number of design solutions in the field of using supercomputers at the enterprise.

Under the leadership and with the participation of Abakumov, projects were implemented to implement systems in the areas of product data management, discrete manufacturing management, regulatory reference information, etc. During his work at VNIIA, the Prism discrete production management system was created, which was successfully introduced at a number of enterprises of the Rosatom state corporation.

He also participated in the Rosatom IT transformation program, which was carried out from 2009 to 2017.

2018: Rosatom chief information officer

In June 2018, Evgeny Abakumov was appointed Director of the Information Technology Department of Rosatom State Corporation. Before him, this position has been held by Anastasia Chistyakova since 2013.

Rosatom told TAdviser that in this position he is responsible for the development of IT, building an IT architecture, supporting corporate systems, and ensuring the process of software and portfolio management of IT projects.

He is also responsible for the development and implementation of an internal digitalization strategy for the industry, including the use of breakthrough technologies as the basis for digital transformation, the development of digital systems in the industry, and ensuring coordination of work in the field of improving the efficiency of the state corporation through the use of information technologies.

Evgeny Abakumov, as director of the IT department, is responsible for the internal digital strategy that is being implemented within the nuclear industry, and Ekaterina Solntseva, being the director of digitalization and heading a separate department, is responsible for the entire strategy as a whole, explained TAdviser in Rosatom.

2021: Inclusion in the Expert Council under the Ministry of Digital Science

The permanent body includes representatives of the Ministry of Digital Development of the Russian Federation, the Ministry of Industry and Trade of the Russian Federation, the Eurasian Economic Commission, the Autonomous Non-Profit Organization "Competence Center for Import Substitution in the Field of ICT" and other heads of federal executive bodies, associations and players of the Russian IT market.

Information technology is the most important area for the development of which requires close cooperation between business and government regulators. Therefore, the inclusion in the profile expert council for me is not only a great honor, but also a responsibility that involves great joint work to increase the import independence of Russian IT. Evgeny Abakumov for January 2021 holds the position of Director for IT Rosatom. Under his leadership, IT projects included in the Unified Digital Strategy of Rosatom are being implemented, he is also responsible for creating a unified IT architecture of the nuclear industry and ensuring the process of introducing Russian technologies into the industry IT landscape.

2023: Director of Information Infrastructure of Rosatom

Since 2023, he has been the Director for Information Infrastructure of ROSATOM.

Scientific activity

He defended the dissertation of the candidate of technical sciences on the basis of methods and algorithms implemented in the system of ACS "Project Management," designed to manage the conduct of research and development and research at VNIIA named after Dukhov.

In 2011, by the decision of the Higher Attestation Commission of the Ministry of Education and Science of the Russian Federation, Abakumov was awarded the degree of candidate of technical sciences, and in 2017, by order of the Ministry of Education and Science of the Russian Federation, he was awarded the degree of Doctor of Technical Sciences.

He has a number of publications and certificates of state registration of programs and databases for computers.
