2025: Inclusion of Transport Digitalization Projects

The national project "Effective Transport System," which is being implemented in Russia, includes initiatives to digitalize the transport industry. They are described in the material published in mid-November 2025.

In particular, the national program includes the federal project "Digital Transformation of Transport." As noted by Deputy Minister of Transport of the Russian Federation Alexei Shilo, together with Ministry of Digital Development a special system for monitoring public transport is being developed: this digital tool will allow collecting statistics at the regional level, forming a real picture of the state of the industry and coordinating support measures.

In addition, a National Digital Transport and Logistics Platform is being created. This is a state information system that defines uniform standards of digital interaction for all participants in transport and logistics activities and government bodies. One of the objectives of the project is the introduction of electronic document management at all stages of cargo transportation by road, sea, river, railway and air transport.

In general, as the Kommersant newspaper notes, the successful development of public transport is increasingly associated with the introduction of digital technologies. Their use is designed to improve road safety, increase the capacity of transport infrastructure, reduce the cost of transportation and improve the quality of transport and logistics services.

Russia is also forming an ecosystem of unmanned vehicles. In the future, it is expected to cover sea, urban, rail and freight transportation. As the Ministry of Transport notes, Moscow and St. Petersburg show a high level of infrastructure readiness, "creating world-class unmanned systems."

2024: Preparation of the national project

In August 2024, it became known that a large-scale national project "Effective Transport System" with a total budget of ₽10 trillion was launched in Russia. This project, initiated at the government level, aims to create and modernize the key transport infrastructure of the country.

According to the instructions of Prime Minister Mikhail Mishustin, until August 20, 2024, the Ministry of Finance, the Ministry of Transport and the Ministry of Economic Development will have to develop and provide financial support for this ambitious project. Within the framework of the project, it is planned to implement nine federal programs, each of which covers a separate aspect of the transport system of Russia.

Moscow

The Effective Transport System project will include such areas as the development of a supporting network of railways, airfields, seaports and inland waterways. Special attention will be paid to the creation of high-speed railways, as well as the development of checkpoints across the state border and the Northern Sea Route.

A separate area is the digital transformation of the transport industry. Within this area, the National Digital Transport and Logistics Platform will be developed and implemented, which will allow more efficient management of transportation and logistics, as well as the state information system "Transport and Economic Balance of the Russian Federation," which ensures the integration and analysis of data for management decisions.

Financing of the national project is tentatively estimated at ₽10 trillion until 2030, while 60% of the funds will be directed to railway projects. It is planned that the final approval of the national project will take place in the third quarter of 2024.

The Ministry of Transport, the Ministry of Ministry of Digital Development Industry and the Ministry of Economic Development were instructed by the end of 2024 to complete the creation of an information system for monitoring passenger traffic on interregional and municipal routes, as well as automating the management of preferential and subsidized air transportation. The first results of work in these areas should be submitted to the government by December 20, 2024.[2]
