A unified digital register of road carriers is being created in Russia

In Russia, from March 1, 2025, it is planned to introduce a unified electronic register of freight carriers called GosLog. As part of this project, a single digital register of road carriers will be created. This was announced in July 2024 by the head of the State Duma Committee on Transport and the Development of Transport Infrastructure Yevgeny Moskvichev.

According to the relevant committee of the State Duma, in May 2024, only 20% of the total number of owners notify the authorities about the start of transportation activities. The new system is designed to strengthen control over transportation due to the increase in the number of accidents with trucks and to combat "gray" tax evasion schemes covering 60% of the volume of cargo transportation.

A unified digital register of road carriers will be launched in Russia

The GosLog register will have to include data on carriers (legal entities and individual entrepreneurs) and their vehicles with a maximum weight of over 3.5 tons. Also, the list will include information on the transported goods and the maximum insured amount.

Vadim Filatov, head of the Association of Road Freight Carriers and Freight Forwarders, noted that the introduction of the system will help increase the safety of cargo transportation and will be an important step towards increasing the transparency of the industry.

It is expected that the creation of a single platform will simplify the processes of document exchange at the international level and will contribute to improving interstate cooperation. The system involves the use of electronic navigation seals for continuous monitoring of cargo movement.

However, experts in the automotive industry note a number of potential difficulties in implementing the system. Among them are the need for standardization and coordination between various market participants, issues of security and data protection, as well as a possible increase in the administrative and financial burden on carriers.[1]

Integration with trucking systems in China and India

On July 8, 2024, it became known that the Russian digital national platform for cargo transportation would be able to interact with similar systems in China and India. It is assumed that integration will simplify trade between countries.

According to the Kommersant newspaper, citing information received from market participants, the national platform will help partially solve the problems of the lack of electronic exchange of transport documents and permits between the BRICS, SCO and ASEAN states. In addition, transportation documents, including their content, can be unified. The system will provide seamless multimodal transportation, designed in full electronic form. The need to increase the transparency of processes is due to the reorientation of transport flows of the Russian Federation to the East due to the formed geopolitical situation.

Russian digital national platform for cargo transportation will be able to interact with similar systems in China and India

At the same time, industry participants point to a number of potential difficulties in terms of connecting corporate cargo support systems with the state platform. The fact is that most logistics companies are actively developing their own software solutions: digitalization at the federal level will require the restructuring of such systems. It is also said that the issues of border formalities during transportation of the company are solved independently, accumulating a certain experience. The question of "how much it can and will be taken into account when docking the federal system with foreign logistics operators remains open."

The founder of the digital transport company Deliver Danil Rudakov believes that there will be no difficulties in "docking" systems, since its "platform is built on various integrations and is ready for them." Rudakov adds that the digitization of road cargo transportation by the state will be able to largely "whitewash" the market and remove gray schemes.[2]

Decree on the experiment on the creation, testing and implementation of a digital platform

The chairman Governments Mikhail Mishustin signed a decree on an experiment to create, test and implement a national digital transportlogistic platform. This was announced on July 5, 2024 by TAdviser representatives. Associations "Digital Transport and Logistics"

According to them, the platform is being created to increase the efficiency of domestic business in the field of freight transportation by using digital solutions and services for integrating state and corporate platforms. It is expected that the creation of the platform will contribute to interaction with similar systems of friendly countries, as well as an increase in the capacity of port and transport and logistics infrastructure. This is especially true in connection with the reorientation of transport flows to the East and the increased trade in this direction, the association emphasized.

The operator of the digital platform within the framework of the experiment was determined by the Ministry of Transport of Russia. The system will be developed by the Federal State Budgetary Institution "SIC of the Ministry of Transport of Russia" (Situation and Information Center).

Testing of the information system is scheduled for the period from August 1, 2024 to June 1, 2025 on a voluntary basis. One of the goals of the work is the introduction of electronic document management at all stages of cargo transportation, which are carried out by road, sea, river, railway and air transport.

In addition, as part of the experiment, the technology for providing permits and shipping documents through the "one window" mechanism will be tested. Thus, one of the main problems of the transport and logistics industry as of 2024 is the lack of a unified mechanism for the exchange of transportation, permits and shipping documents. Market participants need to provide many documents when transporting goods (117 for import, 150 for export).

As he added, it is also important to find out the reasons for breaking chains and develop mechanisms to solve them. Based on the test results, changes in the regulatory framework will be proposed and standards for the exchange of data between participants in the transportation will be developed.

To work out routes and information interaction between market participants, including representatives of a large transport and logistics business, on behalf of the Ministry of Transport of Russia under the Association "Digital Transport and Logistics" a working group was formed to create a platform.

In her opinion, the platform will allow businesses to solve operational issues, while it is necessary to determine on what principles it will work, as well as integrate with other countries.

Another task is to form an electronic rating of cargo carriers in order to provide state authorities and market players with reliable data on the participants of the platform.

In addition, during the tests, it is planned to work out the interaction of the digital platform with the existing information systems of large carriers.

According to Dmitry Gorshkov, director of the Federal State Budgetary Institution "SIC of the Ministry of Transport of Russia," the key task in developing the platform is to create a trusted environment for data exchange between business and the state, use the most modern technologies, and ensure national technological sovereignty.

It is assumed that the participants in the experiment will include executive authorities, shippers, freight forwarders, carriers, consignees, operators of railway rolling stock and owners of railway transport infrastructure, operators of information systems of electronic transportation documents.

In general, it is expected that the creation of a national digital transport and logistics platform will contribute to the achievement of the national development goal "Digital transformation of state and municipal administration, economy and social sphere," which is determined by presidential decree in May 2024.

Creation of the GosLog single window platform, which will unite all GIS in the field of transport and logistics

In early April 2024, it became known that a national digital transport and logistics platform GosLog and an electronic register of notifications about the transportation of goods were being created in Russia. The goals of the project are the formation of legal conditions and mechanisms that ensure the protection of the interests of consumers of transport services, as well as improving the quality and safety of cargo transportation by road.

It is noted that GosLog is a single window digital platform, which includes digital products, information, state information systems operating in the field of transport, as well as a set of regulatory legal, organizational, methodological rules and procedures that ensure the activities of transport market participants. In turn, the register of notifications is a database containing information about legal entities and individual entrepreneurs who reported on the provision of services for the transportation of goods, as well as on the vehicles used by them.

GosLog national digital transport and logistics platform is being created in Russia

In accordance with the new requirements, legal entities and entrepreneurs are obliged to notify the authorized body about the start of activities for the transportation of goods on a commercial basis, including using a trailer or semi-trailer. The right to carry out the relevant activities is granted from the moment of registration of the notification in the register.

The GosLog platform is created by the federal executive body, "which performs the functions of developing state policy and legal regulation in the field of transport." At the same time, the Government of the Russian Federation approves the composition of participants in information interaction, the composition of information posted in the information system, as well as the procedure, timing and methods of exchanging information between industry participants.[3]

Introduction of the National Digital Platform for Trucking

The architecture of the National Digital Platform for Cargo Transportation (NCTLP) was presented on December 19, 2023. The first NCTLP services for cargo carriers will be available in 2024.

The appearance and architecture of NCTLP was formed Ministry of Transport of Russia with the direct participation of a large transportlogistic business at the site of the Association "Digital Transport and Logistics."

NCTLP is designed to combine digital logistics services of cargo carriers on one platform, to become a kind of "one-stop shop" service for interaction between the state, carriers and their customers. The creation of a unified system will simplify interaction between all links of the supply chain, will allow abandoning outdated document exchange formats (by creating a single, legally significant electronic document flow), and will also reduce the total cost of transportation and allow shippers to choose the most optimal transportation routes. In addition, the carrier will receive instant access to data on the state of transport infrastructure facilities, their workload, and will help predict traffic flows.

The basic architecture of NCTPL will include the Portal of services for interaction with federal and regional authorities, local authorities, the Block of functional subsystems, the Unified Database, the Portal of commercial services for the work of shippers, consignees, carriers and logistics operators, the Platform information interaction subsystem for interaction with other state information systems and foreign logistics platforms.

The first platform services will appear in 2024. The main services of the NCTPL ecosystem will be:

  • "Single Window" for issuing transportation, shipping and permitting documents;
  • Digital profile of the platform participant;
  • Provision of information on cargo movement;
  • Provision of data on transportation and transportation and logistics infrastructure facilities.

Large businesses are ready to invest in the refinement of their corporate systems so that they can be integrated with the created national platform. They see an interest in this and ask to create the very "one window." In the working group on NCTPL, we strive to ensure that it is possible to submit all documents that are of interest to the control and supervisory authorities to the "single window" and get the approval notes there. At one time, we in the working group calculated that cargo carriers need to provide 150 documents when importing cargo into the country and 117 when exporting. These are documents in completely different formats for various systems of government agencies, in which the same information is duplicated. Therefore, it is so important to create a "single window" that it will remove duplication and reduce the time for submitting and checking documents. We have been raising this issue for 5 years, but right now we see interest from the federal authorities, "said Polina Davydova, director of the Digital Transport and Logistics Association.

NCTLP will be the next stage in the digital transformation of the transport industry. In 2022, the State Information System of Electronic Transportation Documents (GIS EPD), which is the basis for the digital transformation of the industry, was put into operation and is now actively developing. The next priority tasks for the development of GIS EPD are integration with the system of Russian Railways ETRAN and digitalization of documents for sea transportation. This creates the necessary conditions for the transition to digital business models of multimodal freight transportation.

The next stage of the industry digital transformation in the field of freight transportation is both larger and more ambitious. In accordance with the instructions of the President of the Russian Federation with the participation of domestic business, the appearance and architecture of the national digital transport and logistics platform is being formed at the site of the Digital Transport and Logistics Association. The goal is to form a single national digital space in the field of transport and logistics services in the interests of the state and business, including in the implementation of international transportation.

The work of the NCTLP in the future is planned to be linked to the digital national logistics platforms of the BRICS and SCO countries, for example, with the Chinese Logink and Indian ULIP.

NCTLP is being developed under the auspices of the Ministry of Transport of the Russian Federation in cooperation with big business (OTLC ERA, FESCO, DeloTech (part of the Delo group of companies), PEK, Business Lines, Eurosib and others are involved), as well as the Association "Digital Transport and Logistics."

NCTPL Research and Planning Competition

The Ministry of Transport of the Russian Federation is creating a National Digital Transport and Logistics Platform (NCTLP), which will allow information to be exchanged with ASEAN, BRICS, SCO and EAEU countries. This became known in early July 2023.

As Vedomosti writes with reference to materials on the public procurement website, the Ministry of Transport announced a competition for research and planning of the NCTLP and is ready to pay the contractor 57 million rubles. According to the newspaper, the creation of the platform is planned in the transport strategy until 2030. The document was approved by government order at the end of November 2021, according to the description of the competition of the Ministry of Transport. The purpose of the system is to provide "seamless cargo logistics." This implies the widespread use of electronic navigation seals that transmit information about the location of the vehicle and provide control over access to the cargo compartment, as well as the end-to-end exchange of electronic documents at the interstate level and the creation of digital platforms for ordering cargo transportation, logistics services and e-commerce services.

Ministry of Transport creates logistics IT platform for data exchange with ASEAN, BRICS, SCO and EAEU countries

According to experts interviewed by the publication, by July 2023 in Russia there is not a single base for transport and logistics infrastructure facilities, no single standards for document management and solutions for end-to-end cargo monitoring when changing vehicles. The development of the National Digital Transport and Logistics Platform can cost the government 1 billion rubles, experts say.

General Director of Infoline Analytics Mikhail Burmistrov says that in 2022-2023. logistics has completely changed and transport flows have reoriented, and by July 2023, the list of countries with which the main trade is carried out has become clear, and this is precisely the EAEU, SCO, BRICS.[4]
