According to Vadim Yakovenko, the Federal Property Management Agency has achieved good success in the field of digital transformation. The agency became a participant in the pilot project on the Gostech platform and successfully implemented it one of the first. Since the end of 2022, the Federal Property Online service has become available to citizens and businesses, the head of the department said.
He also said that in 2023, work is underway to modernize the Interdepartmental Portal, through which interaction with state-owned companies, state corporations, joint-stock companies with state participation is underway. Improving the portal will allow absolutely transparent monitoring of the activities of companies, coordinating transactions, monitoring the implementation of government directives, analyzing the debt burden of companies, Yakovenko said.
The Federal Property Management Agency is also engaged in the digitalization of treasury management processes in the Russian Federation. Target functions will be defined for most objects - either rent or sale - and all this will also be in electronic form, he said. |
The head of the Federal Property Management Agency also noted that the department has integrated its work with the Rosreestr systems, thanks to which registration of property takes place free of charge without users going to institutions.

In June 2023, the Federal Property Management Agency and Rosseti agreed to cooperate in the use of digital services. The agreement concerns the use of the electronic service "Personal account of the applicant/tenant" in relation to federally owned property, the powers of the owner of which are exercised by the agency.[1]
2020: The Federal Property Management Agency will allocate 1.4 billion rubles for AI to analyze the work of state-owned companies
On August 1, 2020, it became known about the plans of the Federal Agency for State Property Management (Rosimushchestvo) to create a multifunctional artificial intelligence system . The department sent the corresponding document to the Ministry of Communications.
According to the idea of the Federal Property Management Agency, the technology will be able to respond to requests from citizens by conducting a dialogue with them in chats and by phone on issues of accounting and management of federal property. In addition, the system will determine the most effective ways to dispose of federal property and analyze the activities of state-owned companies. This should increase revenues from property disposal, dividends and privatization.
The initiative also plans to form specialized databases. In particular, a register will appear with information about the interaction of the Federal Property Management Agency with property owners and consumers of the department's services. Data Base will be available in two formats - closed and open, and only public information will be included in the second edition.
According to Kommersant, 202.5 million rubles are needed to create and launch the system until 2024, 90 million of which will be needed in 2021. Expanding the functionality of the product to the planned level will require another 240 million rubles, and for databases - an additional 230 million rubles. The total costs of the project, including the creation of a database of interaction between the Federal Property Management Agency and property owners and consumers of the agency's services, are estimated at 1.4 billion rubles.
Creating a recommendation system for property management based on big data is a long and difficult path, the result of which is not easy to predict, says Maria Grigorieva, Managing Director of Accenture Technology in Russia. Technology for this, she said, is "in a high degree of maturity," but it is necessary to understand how much a model that can be built using machine learning can improve the efficiency of asset management and whether there is enough data to train such a model.[2]

On November 29, 2018, the Alexandra Osipova head of the department, information technology Rosimushchestvo at the TAdviser SummIT conference , spoke about the goals and tools of digitalization of the department. She emphasized the difference between digitalization and informatization. Until 2017, before the paradigm change in public administration, the Federal Property Management Agency, like other departments, was engaged in informatization.
Using the example of the evolution of the functionality of electronic document management in the authorities over the past 3-4 years, she explained the difference between these concepts. During this time, government agencies have accumulated data arrays that can be verified and processed, expanded the trust space where you can do without paper documents.
At the same time, planning purchases for informatization for 12-18 months, due to the need to comply with formal procedures, affects the fact that the technologies being introduced are often no longer so new, and it is no longer possible to change the requirements of the SOW. The way out could be to use Agile. It is difficult to do this in government agencies, but perhaps, noted Alexandra Osipova.
Unlike informatization, digitalization is a transformation of processes taking into account the possibilities of new technologies, the speaker summarized. First of all, it is carried out at the level of consciousness: users, performers, customers. The Federal Property Management Agency in the implementation of transformation projects faced direct opposition from users, Osipova said. They need to explain why the new technology will be convenient for them, and what risks for themselves they can reduce with it.

Speaking about the goals of digitalization, Alexandra Osipova identified three main ones: process transformation, import substitution and data quality. A number of projects have already achieved positive dynamics in accordance with these goals. For example, the level of reliability of information for management decisions has significantly increased.

Separately, the speaker dwelt on a project to centralize accounting. This allowed the Federal Property Management Agency to harmoniously join the project of the Federal Treasury to centralize accounting systems, she noted. Regarding the purpose of import substitution, Osipova said that the department uses a stack of domestic technologies in the applied, platform and infrastructure parts.

Talking about the results of 2017, the speaker highlighted three key:
- a project to calculate projected income from the use of property and centralize all primary accounting databases;
- Open Data Placement Project
- a project to verify the information contained in the RFI for compliance with the information of Rosreestr.
A separate calculation of the income forecast was carried out for each object of federal property, land plot, building. This system was made on the basis of the 1C platform, where we brought a very large amount of information, but thanks to this we received reliable metrics, which was assessed by the Accounts Chamber of the Russian Federation - our forecast was recognized as even more reliable than the forecast of the Ministry of Finance, - said Osipova. |
As a result of the automation of forecasting processes within the framework of the first project, Alexandra Osipova said, many objects that were not leased were identified, mechanisms for using an enhanced qualified electronic signature (UKEP) were introduced, mechanisms for monitoring and controlling the quality of data based on automated algorithms were used to exclude the human factor.
In the context of the second direction of the concept - increasing openness - 19 sets of open data are posted on the site, some of them are updated online, as part of import substitution, a technology stack based on open source and Russian software has been introduced.
In conclusion, the speaker spoke about the goals in the field of digitalization of the Federal Property Management Agency for 2018. The main directions are as follows:
- integration of information systems and obtaining data from federal departments (FTS, Rosnedra and others), the task is to reduce the efforts of copyright holders to enter information into the register of the Federal Property Management Agency;
- the use of tools for processing large amounts of information for analytics, identifying reserves to increase the efficiency of the use of federal property;
- completion of the implementation of an end-to-end process for administering federal budget revenues.

Microsoft software costs reduced by 4 times
Alexandra Osipova, head of the IT department of the Federal Property Management Agency, speaking at TAdviser SummIT on November 29, 2017, spoke about the progress of the import substitution program in her department as part of the digital transformation. In particular, the department is switching from the use of POMicrosoft, according to which the costs of licenses alone in 2016 amounted to about 100 million rubles, to domestic platforms and free code.
The results, according to her, are already obvious - royalties decreased fourfold, to 25 million.
On the way to transformation, there were some problems:
- My Office software lacked many of the main functions that have become familiar to users;
- There was no plugin for signing with an electronic signature in Sputnik and Yandex;
- EDMS did not work with My Office software;
- slow work "1C" on. DBMS PostgreSQL
During the implementation of the project, all these problems were solved:
- interaction of EDMS and My Office software has been established;
- a solution was found for signing with an electronic signature in the Sputnik browser;
- a new release "My Office" was released, taking into account the basic needs of employees of the Federal Property Management Agency;
- 1C performance on PostgreSQL DBMS is provided.
As for the new directions of digitalization, the plans of the Federal Property Management Agency include the construction of automated data quality control, as well as the management of the process of amending the Register of Federal Property, the use of blockchain technology to organize interaction with other authorities, the use of artificial intelligence elements in the formation of forecasts of federal budget revenues and privatization plan.

The Federal Property Management Agency has developed and is implementing a plan for complete import substitution in the IT sector. [1] Alexandra Osipova, head of the information technology department of the Federal Property Management Agency, spoke about this at a speech at TAdviser SummIT 2017.
The import substitution process that began in the Federal Property Management Agency has two goals: reducing technological dependence on foreign vendors and optimizing IT operating costs, including licensing support. An analysis of existing IT systems showed that Microsoft solutions are used in the organization at almost all levels - from basic software to office programs.

As of May 2017, about 30% of users have been transferred from Microsoft Office to the domestic product MyOffice, she said (for more information on the project, see a separate article).
We were worried about this project, but reviews from a large number of users say that complex functions that are only in MS Office, in Excel, are usually not used in government agencies, - said Alexandra Osipova. |
In terms of hardware platforms, she said, the Federal Property Management Agency switched from StoneGate routers to Russian "Continent."
The Federal Property Management Agency managed to develop a stack of solutions that can replace all foreign products at all levels of informatization with Russian or freely distributed software. The first steps to implement such import substitution are already being taken.

While another system is being used, territorial departments enter reporting figures on their own, while errors arise that affect the quality of data, on the forecast of federal budget revenues. This is a fairly significant problem when the forecast does not come true or comes true with overfulfilling by 30%, the representative of the Federal Property Management Agency noted.
In total, 400 IT managers of large commercial and government organizations, top managers and experts of IT companies took part in the TAdviser SummIT 2017 conference on May 31. This year, the conference was held for the first time with the official support of the Ministry of Communications of Russia. The event featured reports on global technological trends, changed political and economic realities, their impact on the IT industry. IT sessions were also organized in certain industries. The concept of informatization with an emphasis on Russian and free software
In April 2017, the Federal Property Management Agency approved a new concept of informatization, designed for a period until 2020. With its release, the previous concept with a period until 2018 became invalid.
The Federal Property Management Agency notes that the new concept was created to build a systematic approach to increasing the efficiency of IT use. Its main goals are to increase the level of automation of accounting and property management processes of the Russian Federation, automation of the provision of public services, collection of reporting, as well as interaction with government agencies and organizations.
The key IT system of the Federal Property Management Agency for property management is the Federal State Information and Analytical System "Unified System of State Property Management" (FSIAS ESUGI). The new concept of informatization of the department involves changes in all subsystems of the FSIAS ESUGI: it is planned to implement a transition to a new technological platform, modify the automation of business processes and integration with other basic IT resources of other FFIVs, including the Rosreestr IT system.
Particular attention in the concept is paid to the use of free software and domestic solutions. The creation and development of subsystems of the FSIAS ESUGI based on software of domestic development or freely distributed software is indicated by one of its main principles.
The concept notes that in previous years of development in 2008-2016. The infrastructure of the Federal Property Management Agency was built on the basis of imported proprietary system-wide software. After the emergence of legislative restrictions on the purchase of foreign software, difficulties arise with the purchase of foreign products to maintain the work of applications and subsystems of the Federal State Autonomous Institution of Law of the Russian Federation of Ukraine, the concept notes.
In addition, it is important to ensure independence from foreign suppliers and reduce the cost of owning information systems, according to the Federal Property Management Agency.
The first step in this direction in the Federal Property Management Agency is called the decision to transfer up to 30% of the department's employees to domestic office software. According to the results of the auction held in April 2017, the Federal Property Management Agency buys an indefinite license for a thousand users (for more information about the project, see the link).
According to TAdviser, in addition to office software, the Federal Property Management Agency is considering replacing MS SQL with an open database PostgreSQL. As of April, the department is testing this DBMS.
According to the public procurement portal, in 2016, the Federal Property Management Agency spent about 57 million rubles on Microsoft licenses. In 2017, we plan to halve this payment by partially migrating to MyOffice and not using Dynamics CRM.
According to the plan specified in the concept, in the 4th quarter of 2017, the Federal Property Management Agency plans to first transfer components of its IT resources to domestic software and software. The second stage is scheduled for the 4th quarter of 2018.
A separate item indicates the transfer to free software of the automated workflow and document management system, which is scheduled for the 3rd quarter of 2019.
Other key areas of the concept include centralized management of the processes of creating and developing IT systems, the principle of one-time storage of information, unification of the IT solutions used in the department, the principle of development and scalability, etc.
