In early March 2021, Prime Minister Mikhail Mishustin approved the concept of digital transformation of the social sphere, which, in particular, involves the creation of a corresponding single centralized digital platform. This platform is designed to automate the work of the Ministry of Labor and Social Protection of the Russian Federation, the Pension Fund of the Russian Federation, the Social Insurance Fund and federal medical and social expertise institutions. Dmitry Selivanov on TAdviser SummIT - about fantastic opportunities of social services of present and future

On November 29, 2018, Dmitry Selivanov, head of the information technology and youth protection department of the Social Insurance Fund (FSS), at the TAdviser conference SummIT spoke about digital social services - the results of their development in 2018 and plans. Their development is carried out in cooperation with the Ministry of Labor and the FIU, a joint movement plan for the short-term period until 2019, as well as for the long-term period, has been developed.

In order to implement key government decisions and initiatives in the field of the digital economy, the FSS invented a number of slogans for themselves, Selivanov noted. "The time has come - received the service" - this concerns the proactive provision of services, "Pressed the button - received the service" - about receiving services through the Internet, "Received the service where convenient" - about the principles of extraterritoriality, etc.

Selivanov noted that among the main projects of the digital circuit of social services are the electronic disability sheet and payments to the MIR card, which became possible as a result of a joint project with the Treasury. The plans are to develop projects related to the electronic reporting of insurers, integration with the biometric platform. The latter will make it possible to get closer to paperless provision of social services to citizens.

Regarding electronic hospital sheets, Dmitry Selivanov said that by November 2018 more than 4 million such sheets had already been issued, and each day they were issued 20-30 thousand each with an upward trend. More and more medical organizations throughout Russia are joining this project. Also interested in it are developers of medical and accounting software solutions.

In 2018, the FSS introduced blockchain, a storage network for archival records on electronic hospitals. A manifesto of participants is being prepared, and the FSS is ready to extend this network to participants in information interaction: regional government entities, medical organizations, the Ministry of Health and the largest insurers.

As for the MIR card benefit project, they cover a number of benefits, and there are direct payment regions where the fund directly pays these benefits. In 2017, a pilot was launched in the Crimea and Sevastopol, and in November this works in 33 regions. No other payment card has the possibility of such payments, Selivanov noted.

In 2018, the FSS also participates in the project of electronic generic certificates, which, Dmitry Selivanov emphasized, are not even a service for citizens. It is used to ensure that a woman receives such a certificate in a women's consultation and is able to transfer it to the maternity hospital, and then bring it to the clinic so that a report on the service of this woman is sent to the fund.



Another new project was implemented together with Russian Railways. It allows you to receive an electronic ticket of Russian Railways for travel to the place of sanatorium and resort treatment. The Russian Railways system displays beneficiaries, and all information is transmitted through interagency interaction. In January, the pilot began, and by November 52 regional branches of the FSS were connected to the project. In the future, when interacting with the Ministry of Health, it is planned to realize the opportunity without the presence of a person in electronic form to receive from him an application for sanatorium and resort treatment, to create electronic vouchers.

Another initiative is to expand the list of special technical means that persons with disabilities can receive from the state.

As we move to the digital state, digital services can only be obtained through the appropriate devices. Therefore, we have a proposal to expand the list of funds that are paid for by the budget with domestic tablets based on the domestic mobile operating system so that people with disabilities receive equal rights to access the state, "Dmitry Selivanov explained.

In addition, the FSS began to integrate online services with the Alice voice assistant from Yandex in a trial mode to obtain information about sick leave. It is possible that in the future the voice assistant will be able to accompany users in obtaining a wide range of social services, according to the FSS.

TAdviser SummIT November 29, 2018 was a record for attendance

TAdviser SummIT was held in Moscow on November 29, 2018 and attracted more than 700 participants - heads and experts of IT departments of major companies and government departments of Russia, representatives of IT developers and contractors. In February 2018, Dmitry Selivanov took the post of head of the Department of Information Technology and Youth Protection of the Social Insurance Fund of the Russian Federation. Prior to that, he served as deputy head of the department.

Andrei Koshkin, who headed the department before Selivanov, moved to the post of adviser to the chairman of the FSS. In this position, he is responsible for the issues of digital development, the digital strategy of the FSS.

How the Social Insurance Fund turns into a digital platform

The head of the informatization department of the Social Insurance Fund (FSS) Andrei Koshkin at the TAdviser IT Government Day conference on October 10, 2017 told where the fund is moving as part of the transition to a digital economy.

The main current vectors of the digital transformation movement in social insurance are: integration of client interfaces into the environment of social networks and instant messengers, integration into partner channels for the delivery of financial services for customers, integration with marketplaces of social services and goods.

The steps of the future should also be the introduction of remote customer identification and the technology of simple settlement operations, as well as the use of innovative client services in the augmented reality and 3D services environment.

According to Andrei Koshkin, in addition to developing the main functional platform of the FSS, the fund conducts pilot projects and experiments together with large telecom operators who already know how to provide services in electronic form. Moreover, the operators themselves volunteered to create different prototypes, demonstration images of services for social management, social marketplace, access to information and even specific devices for the visually impaired, he says.

The key element of the new FCC digital platform is the Social Navigator, which will consist of various mobile information services. They should help a person quickly understand the steps that he must take to receive any social guarantees and payments from the fund, and quickly receive information about payments.

Among the services of the Social Navigator being worked out:

  • Digital mobile platform for rehabilitation and social management and delivery of technical means of rehabilitation (together with VimpelCom);
  • Digital cloud platform of rehabilitation information services (together with MTS and IBM);
  • Digital platform for access of persons with disabilities to information on technical means of rehabilitation and related goods and services, the so-called "Social Marketplace" (together with ANO PPP);
  • Digital mobile devices and services for the visually impaired and hearing impaired (together with FRII and Megafon).

The development of the digital platform also involves the creation of a social "business communicator" - a connector between insurers and small and medium-sized businesses. It will be an integrated digital mobile platform for information interaction between the fund and small and medium-sized enterprises.

In the picture of social insurance of the future, new elements of the IT infrastructure will appear that provide a trusted environment for the provision of social services, the representative of the FSS said. Digital transformation will bring new solutions and technologies, including, such as the "social blockchain": for the social services market, where there are a lot of participants, other infrastructure solutions will develop, including blockchain-based solutions that give the necessary level of trust.

However, the implementation of new solutions required changes in the legal framework, as current laws were often a deterrent to their widespread application. For example, in 2013, the electronic disability leaflet project was launched, but it took 4 years for the law to allow the "walking" of the electronic leaflet along with paper.

Andrei Koshkin cited data that in 2017, for 3 months of service operation, about 10% of medical organizations in the country began working with disability sheets in electronic form.

IBS for half a billion rubles will continue the development of the centralized system "Sotsstrakh"

On August 23, 2017, the Social Insurance Fund (FSS) summed up the results of the tender for the development of a single integrated information system "Sotsstrakh."[3]

IBS for 532 million rubles will continue the development of the centralized system "Sosstrakh"

In 2016, IBS[4] was engaged in the modernization [5] system for 268.8 million rubles. She applied for participation in the new tender. Another proposal came from Krok.

Applications of participants were evaluated according to three criteria - cost (significance - 30%), qualification (25%) and characteristics of the object of purchase (45%). The IBS offer scored 99.51 points, the Croke application - 41.36 points. As a result, IBS became the winner, the contract price offered to it amounted to 532 million rubles.

FSS expects to create a single centralized system for the operational accounting of liabilities of insurers, banks, their officials to the Fund's budget.

As part of the new contract, the state customer plans to update the concept of developing the Fund's information systems, survey and design the IT infrastructure.

In addition, the modernization of the application software of the Sosstrakh system should be carried out. In particular, it is software for automation of activities on accident insurance, insurance in case of temporary disability and in connection with maternity, administration of insurance premiums, provision of social programs and information to recipients of social services.

To ensure the security of information processed in the upgraded system, a comprehensive information security system should be designed.

All work on the project must be completed from the date of conclusion of the contract until December 15, 2017.

The volume of electronic interaction with customers is growing, including through the Unified Portal of Public Services. In the first quarter of 2017, almost 323 thousand services were provided through it. Explosive growth suggests that an electronic citizen is formed at a good pace, he is ready to receive services in electronic form from the state, but at a level of quality comparable to the private sector, says Andrei Koshkin.

Electronic interaction is also developing with legal entities, first of all - reporting to 4 FSS. The organization also interacts electronically with legal entities on the direct payments project, it is being worked out in more than 30 constituent entities of the Russian Federation.

Previously, temporary disability sheets were fully administered on the employer's side. The employee received a sheet, passed it to the accounting department, a payment was made to him, then money from the FSS was transferred to the employer. In the new model, the payment for this type of insurance for the first 3 days is made by the employer, and then by the FSS.

The existing IT Infrastructure fund does not meet modern challenges. The new solution should ensure the unity of data across all systems, the unity of the regulatory processes of the FSS and the transparency of the actions of any employee. The fund plans to switch to a platform typical of organizations providing mass financial services.

In the future, the FSS plans to play the role of a "social fintech," when the state organization assumes the functions of forming primary data on all social obligations that are available to customers, data on payments made. And the delivery functions of the final service, that is, payments, can be implemented on the PPP model.

State of IT infrastructure and electronic interaction

Social Insurance Fund did not find a suitable leak protection system in the register of Russian software

The Social Security Fund plans to purchase software to control the process of transferring confidential information outside segments of computer networks. Auction to select a supplier The Fund announced[6] in August 2016. The maximum contract price is 11.9 million rubles.

The technical requirements for the system state that it must analyze all data transmitted by employees both inside and outside the customer's information network. Among them are conversations of employees inside the office and outside it, data entered from the keyboard, events on monitors, instant messaging services and social networks, data from cloud data stores, user activity in applications they run, and much more. Thus, the Fund expects to protect up to 700 user workstations.

The register of Russian software did not find enough DLP systems to choose

The Fund did not find Russian software that would meet all the requirements. In the justification of the inability to comply with the ban on the admission of foreign software to the purchase, the organization cited a list of decisions to protect information contained in the register of Russian software. The vast majority of solutions are not designed to protect against information leaks.

From solutions with a corresponding purpose, the justification covers Infowatch products: in particular, Traffic Monitor Standard Solution and InfoWatch Traffic Monitor Enterprise Edition. They did not fit the fund because they do not meet the following established requirements:

  • Support for the monitoring of employee conversations both inside and outside the office;
  • Monitor event monitoring support
  • Support for monitoring keyboard input
  • Support for monitoring user activity in applications they run
  • Support for monitoring Active Directory log event data
  • Placing intercepted documents in a database managed by SQL Server DBMicrosoft.

Infowatch did not want to comment on TAdviser's rationale for the Fund regarding its decisions.

Experts of one of the suppliers of solutions in the field of information security, represented on the Russian market, studied the tender TK of the Fund and came to the conclusion that the decision of the Russian developer SearchInform meets the requirements. The products of this company are not present in the register of domestic software.

IT Budget

2013-2014

According to the Ministry of Communications, in 2014 the FSS IT budget amounted to about 3.5 billion rubles, a similar amount is planned for 2015. Among all federal departments for this indicator, the fund is located at the beginning of the second ten[7].

The FSS IT infrastructure is built primarily on IBM, Oracle, Cisco, Juniper, and EMC hardware, and the Oracle solution is used as the database. Workplaces are equipped with Aquarius computers, and its servers are also installed in the regions.

The main and reserve data centers of the fund are located in Moscow. Software and technical complexes for the first center (on Mira Avenue) were purchased in 2012 from Systematika (for 1.06 billion rubles), IBS (740 million rubles) and R-Style (449 million rubles), for the second (on Academician Kurchatov Square, indoors SafeData) - in 2013 from Compulinka (978 million) and Lanit (931 million).

In 2012, Stap Lodgik supplied equipment and software for the corporate data network to the FSS (581 million). Licenses and software technical support for 294 million in 2013 - Tops Consulting.

The main information system of the FSS, which provides for the activities of the Fund, is the EIIS "Sosstrakh." It maintains accounting, personnel management and document management, and forms a budget. The same system is responsible for the personal affairs of applicants for insurance payments, calculation of benefits, distribution of preferential vouchers, verification of reports of insurers, etc.

The fund spends more than 900 million rubles a year on the support and development of the Sosstrakh EIIS.

In 2012-2013 Stap Lodgik won the relevant tenders, which, along with Tops Consulting, is part of the Systematics group. The controlling stake of Systematics, in turn, belongs to the National Computer Corporation (NCC). She also owns the Aquarius group of companies, which directly won the FSS tenders in 2012-2013. by almost 300 million

According to a CNews interlocutor familiar with the activities of the FSS, companies associated with NCC and Systematics have been the dominant IT suppliers of the Social Insurance Fund for the past 10 years. With the arrival of Andrei Khorobry, the situation has changed.

In December 2013, a tender for technical support of equipment and software, as well as for the supply of licenses, was won by New Service Technologies (NST), a member of the Maykor group. Its amount amounted to 239 million rubles. A year later, NST won a similar tender with an amount of 335 million rubles.

In September 2014, NST under a contract with the FSS for 15 million rubles supplied network equipment for territorial authorities in the Crimea and Sevastopol.

NST also became a contractor for the maintenance and development of Sosstrakh EIIS: in March 2014, the company won the tender for 973 million rubles, in January 2015 it won first place in the tender for 980 million rubles. The contract, judging by the public procurement website, has not yet been concluded. The second place was awarded by the competition commission to IBS.
