The Ministry of Industry and Trade introduces a point system for assessing the localization of TVs in Russia

Ministry of Industry and Trade Russia plans to introduce new requirements for the production and localization of TVs based on the point rating system from January 1, 2026. The initiative is aimed at reducing dependence on foreign components and stimulating the development of domestic production in the face of sanctions pressure. The corresponding draft amendments to government decree No. 719 were published in July 2025.

According to Vedomosti, the amendments relate to the components necessary for the production of TVs, including the electronic component base, components and software. The document defines the criteria for classifying products as manufactured in Russia and provides for the accrual of points for entering the register of domestic products.

The Ministry of Industry and Trade launches a point rating system for localizing TVs in Russia

Points can be obtained from domestic components and technological processes that are used in production. State customers are obliged to be guided by the register of the Ministry of Industry and Trade when conducting purchases, which gives advantages to manufacturers of domestic equipment.

The ministry proposes to set the minimum amount for domestic TVs at 35 points from 2026, at least 40 points from 2028 and at least 85 points from 2030. For image recording and reproduction equipment, the requirements are higher: at least 60 points from 2026, at least 65 points from 2028 and at least 80 points from 2030.

For liquid crystal monitors, the Ministry of Industry and Trade proposes to set the bar at 35 points from 2026, at least 45 points from 2028 and at least 85 points from 2030. Thus, out of the maximum 100 points by 2030, TVs and their components should be localized by at least 80%.[1]

"Quantum" stopped the production of the only TV from the register of the Ministry of Industry and Trade

The Voronezh Kvant plant, the only manufacturer of TVs in Russia included in the register of domestic radio electronic products of the Ministry of Industry and Trade, has stopped assembling this equipment. Reduction in TV production by 26% to 2.7 million units

In 2024, the volume of TV production in Russia amounted to 2.7 million units. The figure decreased by 26% compared to 2023. Such data in October 2025 leads the analytical company Alto Consulting Group in its annual market research.

The main reasons for the reduction in production were changes in the economic situation. Transformations in supply chains and a decrease in consumer demand also affected. Despite the fall in volumes, the television technology market remains an important segment of the Russian electronics industry.

TV production in Russia for the year decreased by 26% to 2.7 million units

The Northwestern Federal District retained its lead in TV output. It accounted for 46.2% of total production. The high concentration of capacity is explained by the active localization of enterprises in the region. They specialize in assembling and testing television equipment.

Average producer prices showed multidirectional dynamics. Between 2022 and 2024, the cost of color image TVs without recording devices increased by 7.4%. The price increased from ₽22 825 to ₽24 522 apiece.

In July 2025, there was a sharp increase in average producer prices. The figure is up 11.6% from June. The price reached the level of ₽15 417 apiece.

Retail prices showed a different trend. In 2023, the largest decrease in average retail prices was recorded. The drop was 9.5%. In July 2025, the average retail price of a TV reached ₽32 498. This is 0.3% higher than the previous month.

Analysts at Alto Consulting Group predict a recovery in production volumes in 2025. Output is expected to grow to 2.9-3.1 million units. This development of events will be facilitated by stabilization in the foreign exchange market. The continuation of production localization programs will also play a positive role.[2]

Annual TV sales in Russia decreased by 11.3% to 7.8 million devices

Marvel Distribution recorded an 11.3% decline in TV sales in Russia to 7.8 million devices in 2024, with Haier, Xiaomi, Sber and TCL brands becoming market leaders. This became known on January 24, 2025 from the director of the company's department Larisa Senina.

According to writes, Kommersant sales of set-top boxes almost doubled, reaching 1.26 million devices. In this segment, they are leading Xiaomi with a share of 11%, Sber - 10%, Tanix and MI - 7% each, "" Yandex- 6%.

Yandex increased sales of its TVs by 4.5 times, taking 4% of the market in units and 20% of the market for YaOS operating systems, exceeding the mark of 5 million devices. The company plans to install its operating system on all Haier, TCL and older Huawei TVs imported into Russia.

The head of SberDevices Denis Filippov reported an almost twofold increase in demand for Sber TVs, whose share in the company's business reached 30%. The plans include localization of 50% of production at a plant in Veliky Novgorod.

Vladislav Borodin, Director of the Household Department electronic engineers OCS , attributes the decline in demand to the lack of significant new products in the segment. The head of the procurement 3Logic department of the Group Maxim Rodionov notes the impact of price increases by 10-15% and a decrease in the availability of loans.

Strategic Development Director of STI Group Kirill Skvortsov points to problems with paying for components through China, which is why some manufacturers have moved production to the CIS countries. In particular, the factory for the production of Xiaomi and TCL TVs was moved from Russia to Kazakhstan.

According to the forecasts of Marvel Distribution analysts, by the end of 2025 the demand for TVs may decrease by another 5-7% due to the continuing rise in prices. The slowdown in demand for electronics began in the second half of 2024.[3]

BBK, Hyundai and Telefunken TV production up 30-70%

On July 8, 2024, it became known that in Russia in 2023 the production of TVs of the BBK, Hyundai and Telefunken brands increased by 30-70%. Such a significant increase is associated with the departure of Western vendors and an increase in demand in the domestic market.

Kirill Skvortsov, director of strategic development at STI Group, noted that the production of Telefunken, BQ and Erisson TVs at the plant's facilities increased by 30%, and BBK doubled, from 110 thousand to 220 thousand devices per year. All these brands belong to Russian legal entities, which allows them to actively increase their share in the Russian market.

Production of BBK, Hyundai and Telefunken TVs in Russia increased by 30-70%

According to M.Video-Eldorado, in the first half of 2024, about 5 million TVs worth 145 billion rubles were sold in Russia, which is 32% and 58% more than in 2023. The sales leaders were Haier, Samsung, Xiaomi, LG and Hisense. BBK's market share was 1%, Telefunken - 0.3%, BQ and Erisson - 0.5% each.

The general director of the BBK trading house, Alexander Vevyurko, explains the increase in production by the departure of foreign brands from Russia. He said that the company expects to occupy from 3% to 5% of the Russian TV market with the successful sale of products. The cost of assembling 220 thousand devices excluding components is approximately 88 million rubles a year. However, there are risks associated with paying for components from China due to the threat of US sanctions.

Ekaterina Subbotina, Hyundai's product director at Merlion, said Hyundai's TV production increased 70% from 2023. She noted that production growth is associated with stable demand and an increase in online sales. Hyundai TVs are manufactured in Belarus, and the company hopes to increase its share of the Russian market by 15-17 percentage points by 2024.

According to Vladislav Borodin, Director of the Consumer Electronics Department of OCS Distribution, many manufacturers are transferring the assembly of televisions from Asian contract industries to Russian sites, which creates more favorable conditions for localization. He predicts that the growth in TV production in Russia due to migration to local factories could be up to 20% by 2024.[4]
