Vladimir Zakharov: IT for the state - means of economy and optimization

Vladimir Zakharov: The LANIT is the huge company which implements IT solutions and services both for state, and for the commercial sector, including retail, financial institutions, an oil and gas industry and many other vertical industries. If to speak only about department of complex projects, then the lion share, about 90% of all our customers, are state organizations, and both the state corporations, and federal agencies, regional authorities. Standard solutions which can be applied as on the scale of the separate taken municipality or the organization, and the whole territorial subject of the federation are the center of our practice. For example, it is the automated information systems (AIS) of MFC of Open Source and PTR AIS LOD for the multifunction centers and licensing of separate types of activity, respectively.

TAdviser: You mentioned standard solutions and whether LANIT implements also infrastructure projects for the state customers? In what your competence is strongest?

Vladimir Zakharov: The main specialization of department of complex projects – creation and implementing solutions for a regional segment of the electronic government, but is successful experience and with federals. By request of the Ministry of Economic Development of the Russian Federation by us it is developed the standard solutions of the AIS MFC Open Source, PTR AIS LOD mentioned above and also the system of registers of state services (Federal and regional registers of public services). The last enters a core of infrastructure of the electronic government, the managed Ministry of Telecom and Mass Communications of the Russian Federation. So the main competence of department consists in development of solutions for rendering public services to applicants as from among individuals, and business, and it is about automation of all process of providing state services.

TAdviser: Development of MFC network in the whole country at the moment is well under way, for the end of their 2014 there was much more 1000. In how many such projects the standard solution of the AIS MFC is used in what its strengths?

Vladimir Zakharov: The AIS MFC Open Source is developed as the standard solution by request of the Ministry of Economic Development of the Russian Federation also, as well as the AIS LOD. The rights to these software products belong to the customer, but the department of complex projects LANIT constantly takes part in implementation projects, offering services in setup and completion of the standard solution under problems of the specific region. According to the last statistics collected by the Ministry of Economic Development, the standard solution is set more than in half of regions of the Russian Federation. The LANIT actively cooperates with more than 15 regions both regarding projects of maintenance, and regarding development of the standard solution for needs of the specific region. The AIS MFC Open Source did not stand on site, a system continuously develops both regarding application functions, and regarding more dense integration with elements of infrastructure of the electronic government. We work on development of additional functionality, we improve the standard solution. Among the last relevant completions, for example, creation of the mechanism of record in queue via the Gosuslug portal (EPGU), registration in a Unified identification and authentication system, functionality of a workplace of the head.

Besides, this year our department by request of the Ministry of Economic Development will complete the work on creation of a system of federal level for monitoring of activity of MFC. During 2015-2016 all regions will integrate the solutions, as based on standard the AIS MFC Open Source, and others, with this monitoring system. As a result of the Ministry of Economic Development as the body supervising development of MFC network in the whole country will be able to keep track of efficiency of rendering services in each specific region separately.

TAdviser: What is the AIS LOD, or automated information system of licensing of separate types of activity? About what activity does the speech go in this case?

Vladimir Zakharov: The LANIT was executed by not one contract for the Ministry of Economic Development within creation and development of PTR AIS LOD. So, the company developed the standard solution (well in open access to www.pgu-support.ru) and also advised and trained users, provided solution integration with the state systems and services, rendered services of technical support of the AIS in a number of regions.

The main task of a system – automation of public services on licensing, accreditation, issue of permissions and also for implementation of the state control and supervision in electronic form. A system corresponds to the current legislation (99-FZ, 210-FZ, 294-FZ) and is integrated with key components of the electronic government: SIEI, Unified identification and authentication system.

The AIS LOD can be applied to automation of activity of executive authorities when rendering public services in the field of licensing, allowing activity and implementation control - supervising functions in the field of licensing and allowing activity, for example, in the field of transport (the taxi, transportation of heavy loads), environmental management (issue of hunting tickets, licenses to use of natural resources), metallurgy (extraction of non-ferrous and ferrous metals). As well in other data domains: issue of construction licenses, licensing of retail sale of alcoholic products, licensing of management companies, educational activity, accreditation and many other things.

At the end of 2014 the AIS LOD was used by supervising departments in the Moscow, Tomsk, Vladimir, Rostov, Smolensk, Chelyabinsk regions and Krasnodar Krai. A system found the broadest application in the Moscow region where on its base 75 administrative procedures are automated already.

By the way, in December of last year of LANIT executed the next completion of the standard solution AIS LOD: in a system the library of the ready standard processes preconfigured on specific types of allowing activity and the mechanism of formation of the dynamic reporting appeared.

TAdviser: What projects for regions of the Russian Federation executed by department lately can you note as the most successful?

Vladimir Zakharov: Not without pride I will tell what MFC of the Republic of Bashkortostan where the solution of LANIT the AIS ETsU with a set of the innovation tools and completions is set became the winner in category "The Best Informatization of MFC" in the first All-Russian competition among the multifunction centers which was held by the Ministry of Economic Development at the end of 2014. According to plans of administration of the Republic, by the end of 2015 in the region will be already automated by 70 MFC, and the best practices it is going to broadcast to other subjects of the Russian Federation.

Also I can note projects for Departments of informatization of the Tyumen region and Krasnodar Krai, the Ministry of a state administration, IT and communication of the Moscow region, MFC of Primorsky Krai, the Ministry for Communications and Telecommunications of Dagestan.

TAdviser: You told that the AIS LOD is freely distributed software (Open Source). So to the Russian IT companies is what to offer a public sector in the light of a course towards import substitution?

Vladimir Zakharov: The department of complex projects initially (about 7-8 years ago when development of those software products which served then as basis for the AIS MFC only began, the AIS LOD) in the concept of creation of systems put model of Open Source. Developed by us the solution is really not required by acquisitions of expensive licenses at foreign vendors. Therefore in the program plan domestic IT market, including LANIT, is ready to providing the state customers with the systems of domestic development. As for program infrastructure which provides operability of solutions, its platform can be any, but it is already a few another story.

TAdviser: How will the market of IT solutions and services for a public sector in 2015 develop in your opinion? What trends will become main?

Vladimir Zakharov: The market expects reduction of public financing which was announced at the end of 2014. So, for example, expenses of the state according to the Information Society program will be cut down, but it is not about complete cessation of all initiatives, and only about reasonable budget tightening for 6.5%. Projects in the field of the electronic government in regions in general are only co-financed from the federal budget, the most part of financial loading lays down on the authorities of the subjects of the Russian Federation. Perhaps, they also should review the investment programs.

It, certainly, is important, but not the main thing. The point is that today IT for a public sector – an important component of government services which, in addition, leads to reduction of operating expenses and their optimization. The LANIT as the system integrator, will build the activity taking into account all factors, but our vision on perspective very positive. For us it is a call which consists in once again to work over own efficiency.
