Cost Optimization

On November 6, 2015, the attitude of Vimpelcom Beeline Business shareholders to the IT infrastructure and 10 times the staff of its maintenance specialists became known. The company plans to outsource a number of systems, including[3] billing[3].

"The
IT strategy of telecommunications operator Vimpelcom needs to be revised," said Alexey Reznikovich, head of LetterOne 's telecommunications division.

LetterOne is the largest shareholder of Vimpelcom, the telecommunications assets of Alfa Group have been transferred to this company.

According to the manager, Vimpelcom IT systems are outdated, they consist of many levels and cannot adequately work with increasing amounts of information (big data). Vimpelcom will reduce IT budgets, trying to bring sales and subscriber service online, which will lead to a reduction in staff: instead of 600 IT specialists, only 50 will remain.

"The Russian VimpelCom will divide its IT systems into two types," said Alexander Popovsky, vice president of operations. - The first type of systems - commodity, will include billing, IM-platform and other products that are not visible to the user. "

Billing will outsource

"We have, for example, good billing from Amdocs, but it has long been installed and requires updating," Popovsky said. "We intend to outsource the service of such systems, after which the partners will already update them themselves."

Outsourcing this service will help reduce costs and IT staff.

The second type of systems - front-end - will combine products with which the user works directly: content systems, self-service systems, mobile applications and various future products. VimpelCom intends to develop them independently.

Alexey Reznikovich announced Vimpelcom's plans to sell the tower infrastructure used for cellular base stations. Earlier, the Italian "daughter" of Vimpelcom - Wind Telecommunicazioni - sold 7.4 thousand towers for €690 million.

Popovsky announced the plans of the Russian VimpelCom to sell tower infrastructure and send proposals to potential investors. According to the manager, there are different sales options: full sale of towers, sale of only pillars, sale of infrastructure in cities and on roofs, etc. Without an adequate offer, VimpelCom will not sell anything.
